he last Parliament session
of the Scams-tainted UPA-II
Govt. headed by Dr. M.M. Singh
ended on 21 February 2014. No other
Govt wasted so much of its time in
manipulations, cover ups, ugly ghts,
and nal blot - the use of spray and
knives in the Parliament on Telangana issue. British
policy of Divide and Rule is rmly etched in India.
Now in Poll Mode, we predict that UPA may not
come to power. Surveys after surveys have given
Congress less than 100 seats. But this picture may
change. The important question is which party or
parties will form the government. Whether Aam
Aadmi Party has any chance outside Delhi? In Delhi
and Haryana, people may support AAP, but there are
poor chances for AAP to form a Govt at the centre.

Dr. Leo Rebello tried to contest
the Indian Presidential and Vice
Presiential Elections in 2012.
Because, he rightly feels that
these two positions are NOT Party
elections, but to Elect True Peoples
Representatives to guard the
Constitution and the Nation.
The author rightly avers that
President of India is elected by the
nation through an Electoral College
consisting of MPs and MLAs. In
other words, the Rashtrapati is
meant to serve as Head of State and
Head of Government. Elected Vice
President is his direct deputy. But,
inspite of warning by Ambedkar and
other framers of the Constitution,
J awaharlal Nehru equated the
Elected President of India to the
hereditary Queen/King of England
and installed himself as the Prime
Minister and turned these two

Since then, India has had one family
ruling India due to these early
machinations, while the Election
Commission of India and the
Supreme Court of India overlooked
and changed the basic fabric of our

The last paragraph of Last Word
aptly sums up: Indias national
bird is Peacock. This majestic bird
dances only when it feels secure,
happy and when it rains. Peacock
symbolizes the awesome potential
and magnicence of India. Let us
make the Peacock dance.
From these lofty views, now look at
Narendra Modis plans to turn India
into a Hindu Rashtra, a Fascist
State from a Secular (or Sanatan)
State, which we all denounce and
will not allow.
So, do you agree that the New PM
should come out of GDP obsession;
usher in equitable low-priced order;
free India of Corporate stronghold?
Well, Arvind Kejriwal and his team
and all those who are joining that
Party should read this book and
AAP should declare this Statesmans
name as the Third PM candidate

superior to Narendra Modi is

1. He is few months junior to me
in age. 2. He is junior to me in
educational qualications. 3. He
is Communal, I am not. 4. He is
a Don, I am not. 5. He is casteist,
criminal, capitalist, I am not. 6. He
has communalised Sanatan Dharma
into a Hindu dogma.
7. I believe in Sanatan Dharma,
Vasudhaiv Kutumbakam,Yoga,
Ayurveda, Nature Cure. He
does not. I started teaching
Yoga when Baba Ramdev was

ACCORDING TO DSM-5 NO ONE IS NORMAL
In May 2013, the American Psychiatric Association (APA) released its fth Diagnostic Manual of Mental
Disorders (DSM-5) superseding the DSM-IV published in 1994 and revised in 2000. Immediately it was labeled as
a TESTAMENT OF INSANITY. Because, every normal emotion - sadness, grief, anxiety, frustration, impatience,
excitement - is classied in it as a mental disorder demanding chemical treatment with pharma drugs. It is a
known fact that all American Presidents and several world leaders and celebrities are Drug-dependents.
DSM-5 opens up the sinister plan of converting millions and millions of normal people into mental cases and
force-feed psychiatric drugs, like children are given vaccines to multiply diseases, maim, control and kill them.
Bill Gates has now started funding J apanese scientists to produce vaccine-injecting mosquitoes. Why Muslim
Clerics are not issuing a Fatva against this enemy of our children, we wonder.
When the authenticity of disorders like attention decit hyper-active disorder (ADHD) and social anxiety
disorder (SAD) have been called into question, the DSM-5 expands its ambit to include Orwellian disorders like,
obedience deance disorder (ODD), dened as refusing to follow authority. Rapists who feel sexual arousal
during raping are given the excuse that they have paraphilic coercive disorder (PCD) and therefore are not
responsible for their actions. You can also be diagnosed with hoarding disorder if you happen to stockpile food,
water among other things. Being prepared for possible natural disasters now makes you a mental patient, whereas
a Rapist can get away with a PCD label.
To my mind, and many medical scientists concur with me, PSYCHIATRY IS WORSE THAN A WITCHCRAFT,
more so when you know that it was started and perfected in the KGB and CIA labs as control pogrom. And yet the
mad men of psychiatry in order to sound credible call themselves doctors and still indulge in cruel practices like
ECT, lobotomies, straight jackets or tying psychiatric patients to beds, etc.
That these type of tomes or Codex rules are surreptitiously put in place by the (P)harmaceuticals as part of the big
business and simultaneously to control people by various devious ways is no more a secret. Vaccines, Carcinogens
and various other dangerous drugs and mushrooming super-specialty hospitals, private prisons, underground
bunkers, weather changes, HAARP, Chem-trails are all part of the devil mind at work. The major looter in this
is the pharmaceutical industry, which is having a eld day with sales of billions of dollars of psychotropic drugs,
such as, Prozac, Ritalin, Zoloft, Paxil and others. The adverse effects from these drugs are devastating.
Time to take a U-turn. Time to turn to superior Traditional and Natural Medicine. Note that Health Care is Self
Care as My Health is My Right, which is akin to Right to Life (the most fundamental right). Live to be Healthy
Hundred - No Ills, No Pills and No Medical Bills. Read my Revised Oath for Doctors (2003), Health Reforms

I and many other upright citizens
know that Padma Awards is another
annual ritual which is nothing but
scam. As NOT merit, but black
money plays the important role in
preparing the said list. But I gave
you an opportunity to rectify the
mistake by adding my name to the
list as only two names are included
in the Padma Vibhushan this year.
Last year there were seven.
Home Ministry is headed by Shri SK
Shinde (hm@nic.in), who knows me
personally since he was the Finance
Minister in Mumbai.
So, this Notice should be brought
to his personal attention and he be
urged:-
(a) To include my name in Padma
Vibhushan list 2014 forthwith on
merit, and intimate to me in writing
to that effect latest by Monday 10th
February 2014. According to past
precedence, my name can easily
be included since it is a deliberate
discrimination or a serious oversight.
OR
(b) The Home Ministry will have
to reply to the following pertinent
queries.
1. On what basis Sachin Tendulkar
was selected for Bharat Ratna?
Except playing cricket, and playing
it for so long for personal records,
denying opportunities to young talent,
making billions by endorsement
including spurious products like
Coca Cola, what has he done for the
nation? He is such a selsh person
that he wanted customs/octroi duty
waiver for his Ferrari car. He has
failed to pay his water bill. He
moved into his bungalow without
BMCs occupation certicate. He

wanted 5000 sq. ft plot reserved
for Police to build his own private
bungalow. He does not believe in
charity work.
2. Khel Ratna is the highest Award
for Sports. Why additionally Bharat
Ratna to Sachin Tendulkar? By
promoting him thus does the UPA
Govt. think that they will be voted to
power riding his back? Far from it.
3. And what has he done to be
nominated to Rajya Sabha under
eminent persons category? He
has no Special Knowledge to
help the august house in nation
building, he does not have Internal
or International expertise. He has
no debating skills, no nothing. My
colony boys, whom I have trained
in public speaking or English, talk
better than him.

4. Usually Bharat Ratna is conferred
along with the Padma Awards in
March. So what was the need to
organise a special event at the
Rashtrapati Bhavan on 4th February,
2014 in such a hush-hush manner?
5. According to reliable information
reaching me, Padma Awards are sold
for hefty sums which are negotiated.
Prove me wrong, if you can.
Hence, all Super Specialty Hospital
doctors, actors, industrialists and
dubious people mostly get these
awards whose value is getting
diminished every passing year, like
the quality of Parliamentarians is
going down.
6. Out of 127 in the Padma Awards
List this year, 27 are from Delhi.
Does not that prove that Delhi
people have access to North or
South Block?
7. They are also given on political
grounds and not on merit (see page
3 of todays Times of India). Further
analysis of the Lists of this year and
previous years will prove what I say.
For example, one Shibbu Thomas
from Kerala has asked the Govt. to
remove the name of Dr. Subhadra
Nair of Kerala from the Padma
list because she was ned heavily
by NCDRC for making his son
crippled for life due to her criminal
negligence.

8. My name is there in Padma
Awards list since 1991... I was even
complimented on 23 J an 1991, on
my selection. But on 25th J an. 1991
my name was not there, since I did
not pay. Since then, some communal,
corrupt ofcers of the Home Dept.
have consistently denied me the
Award that I deserve for my vast
humanitarian work.
9. Over hundred eminent persons,
ministers, parliamentarians, NGOs,
universities, have recommended
my name from 1991 for Padma Shri,
Padma Bhushan and for Padma
Vibhushan, since 2009, consistently.
I have got personally signed letters
from 3 PMs - Narsimha Rao, Deve
Gowda, IK Gujral and also from
several Cabinet Ministers, MPs, to
that effect.
10. I say (make that we say) that
the Home Department does not
produce the list of Padma Awards
according to categories like Padma
Vibhushan, Padma Bhushan and
Padma Shri, but serially, as and
when the nominations are received.
11. Please reply how many
nominations were received for
Padma Vibhushan, Padma Bhushan
and Padma Shri by the last date 15th
October 2013.
12. Some newspaper reports have
indicated that inspite of the cut off
date, some names were added after
15th October, 2013.
13. A quick analysis of the list
proves that in the medicine category,
all Padma Awardees belong to all
Allopathy doctors working for
big hospitals, not to serve people
but to eece them. There is only
one Unani Hakim from Chennai,
recommended by Shri Karunanidhi,
selected for Padma Shri,
14. Dr. Leo Rebellos proforma
and citation on record proves that
he is the senior most Naturopath
of India, respected worldwide. He
has trained, treated and helped
over a million people since 1978.
Lectured in 65 countries, written
45 books, done original research in
AIDS and Natural Medicine. It was
also pointed out that since inception
of Padma Awards, not a single
Naturopath has received the Padma
Award. Further, Dr. Leo Rebello
belongs to Maharashtra-Goa, and
minority Christian community,
though he has never ever claimed
his minority status. See the proforma

15. Give the names of the persons and
their designations and departments
who scrutinised the Padma Awards
recommendations and why the State
Lists were sidelined showing corrupt
practices or political considerations
rather than merit.
16. Give the names of Members and
their designations and department of
ofcers who were on the Selection
Committee.

17. Give the names of eminent
persons, past award winners who
were on the Selection Committee.
18. How many sittings of the
Scrutiny and Selection Committees
were held, who attended, who did
not attend, and provide copies of the
minutes.
19. Also provide the le notings/
observations made, if any, on Dr.
Leo Rebellos nomination for
Padma Vibhushan which consisted
recommendation letters of Shri
Sanjay Nirupam, Congress MP from
North Bombay and Shri Husain
Dalwai, Ex MP, Law Minister, rst
Chair of the Maharashtra Minorities
Commission, both of whom know
Dr. Leo Rebello and his work
personally for long years.
20. When was the list sent to the PMO?
Give the names and designations of
the Cabinet Members who attended.
Did the Home Minister SK Shinde,
Cabinet Secretary, Lok Sabha
Speaker, Rajya Sabha Chairmans
representative, Presidents Secretary
and the nominee of the Supreme
Court of India attend the meeting
since Padma Awards are Republic
Day Civilian Awards? If not, give
reasons why.
21. What are the guidelines which
Supreme Court of India had framed
and/or asked the Union Govt. to
frame. Please provide a copy. If you
have not followed these guidelines,
then does not that amount to
Contempt of Court and vitiation of
selections process, all these years.
22. When was the nal list approved
by the Cabinet Sub-Committee on
Padma Awards? Give names and
designations of those attended.
Provide minutes or le notes of the
said meeting. Who signed this nal
list on behalf of the Govt?
23. When was the Final List of
Padma Awards 2014 sent to the
President for his signature? Did you
send only the list for his signature
or with brief summary of all 127
persons selected? If les of 127
selected persons did not accompany
the list, give reason why... Do you
consider the Head of State, the
Supreme Commander, the Elected
President only a Rubber Stamp
when everything is done under his
authority?
24. Did the Presidents ofce raise
questions/objections if any? Any
other relevant information pertaining
to this arbitrary list?
25. What action was taken on
Public Notices served via Twitter,
Facebook and through Emails/Speed
Post by Dr. Leo Rebello. If not, do
you consider silence, which in law
means acceptance of guilt, as golden
rule of the corrupt dispensation?
Please note that this is NOT an RTI
application, and I need not wait
incessantly to receive incomplete
information. These are the questions
which you will have to answer,
anyway, when the matter reaches
the High Courts or Supreme Court
of India if you do not listen to sanity
and relent.
Please reply to this urgent notice
point-wise. You have grace period
till Monday 10th February, 2014
by 5.00 PM since deadline given
earlier is over. If better counsel
does not prevail, we meet in Court
and take note that, inter alia, I shall
pray for: (a) Adding my name by
right to the list, because you have
discriminated me since 1991; (b)
Cancellation of the entire arbitrarily
prepared Padma Awards List 2014;
(c) CBI/CVC/Lok Pal inquiry or
SIT inquiry by the Courts. This will
not augur well for the already scam-
tainted UPA-2 regime in the General
Elections 2014. Be warned.
Hope better counsel prevails and I am
not compelled to take the doddering
Govt to the Courts. Wisdom lies in
including my name in the Padma
Vibhushan list 2014.

First Person Account
of Dr. Leo Rebello and
Ms Kashmira Rebello
We met in Servants of India
Societys Home while studying for
Social Workers course, in 1976.
Got introduced on the very rst day,
when the Director asked the 30 odd
students to introduce themselves
one by one.

It was the Best Social Work course
then, with excellent dedicated
faculty. Classes were from 6 to
8 PM. Sundays were meant for
institutional visits. During a six
month long course we learnt a lot,
visited over 40 NGOs (the word
was not known then). We called
them Social Work Institutions. And
they were clean at that time.

After a couple of days, while Leo
was combing his hair before the
full length mirror in the multi-
purpose huge hall, Kashmira was
watching from behind. She winked
mischievously and it was love at
rst sight.

It was Kashmiras 25th birthday in
October 1976; Leo was not aware
of it and did not attend the class on
that day, as he was busy with other
work. Next day, when I attended,
Kashmira said she missed me on her
birthday. So, I suggested let the two
of us celebrate. We celebrated it with
Gulab J amuns at the nearby Udupi
restaurant. Later, an astrologer told
Kashmiras mother that the boy is
very cunning; he did black magic
on your innocent girl. He gave
her something black to eat on her
birthday (oh yes, Gulam J amuns
were black) and she is not going to
relent to your entreaties or threats
to break away from him. Ha... Ha...
Ha..., see how true is Astrology!!!
The astrologer also frightened
Kashmiras mother saying your
daughter is manglik and she will
become a widow since Leo does
not seem to be manglik, though a
strong person. That astrologer died
(because he could not calculate his
own future); we are going strong
with Love tonic, and vibrant Smile
on our faces 37 years later.
We go on honeymoon regularly even
now (you call that annual holidays
- how unromantic). And I call my
wife, permanent girlfriend to keep
Romance alive.

During this time, we have seen many
love marriages disintegrating. One
particular example from Kashmiras
former ofce is interesting. A
Roman Catholic East Indian girl (a
secretary) fell in love with a well-
to-do Gujarati businessman and

they got married inspite of parental
disapproval. While getting married
they had set two conditions -- no
one will impose religions on the
children and only vegetarian food at
home.

But soon Rowina insisted that
the rst child should be baptised.
Husband agreed, because Love
was fresh. Then she started taking
the child to Church regularly and
cooking non-veg food at home. That
was a breaking point... Love united
them, religions and pride separated
them.

As against that, we have faced many
problems before and after marriage
mainly because Kashmira is Parsi
and Leo was born into an orthodox
Goan Roman Catholic family.
Leos parents accepted Kashmira
gladly. But there was tremendous
opposition from her side.

Leo had hand to hand ghts twice
with Kashmiras brother, once at
Colabas majestic Cusrow Baug
gate, in front of at least 50 people.
The crowd that gathered thought
some lm shooting was going on, till
one CID ofcer in mufti separated
us and told Kashmiras brother and
Leo to go home and relax.

The next ght was worse. Kashmira
was not well, so Leo went to meet
her. Porus took him inside alright
and went to inform his sister. She
came, we talked for some time in the
sitting room and Porus summoned
her inside. When she went inside, he
locked her in the bedroom saying he
is going to bang me so that I never
ever visit Cusrow Baug. Kashmira
yelled out to me from inside to
rescue her. I rushed in and there was
a nice wrestling match, as Kashmira
climbed onto a sewing machine in
the bedroom, got on to the bedroom
ventilator and jumped on our backs
and stood between us. Today, Porus
and Leo are the best friends.
One more spicy incident: Kashmiras
mother being a Theosophist was very
understanding. But Parsi neighbours
in Currow Baug and her aunties
(both teachers) residing on Marine
Drive, were hell-bent on separating
us. One Parsi goondo said, I
will bump the boy off. Kashmiras
mother told him, Stay away, he too
is somebodys son. How would you
like if your son was eliminated?
That ended the opposition, though
nobody from Kashmiras side
attended the wedding.

Three days before the wedding
both of us shifted to White House
in Walkeshwar as Paying Guests.
Dont think that White House is only
in Washington. It is in Bombay, and
also in Moscow.
Civil Marriage was registered on
6th November 1981, by calling the
Marriage Registrar to White House.
Possibly, he had not seen such a huge
apartment (5000 sq. ft, 8 bedrooms
at!) overlooking the entire Queens
necklace.

Kashmiras school days friend
Feroza (in school they were known
as Laurel and Hardy) with her
husband Pervez Chavda came with
Parsi marriage paraphernalia. Leos
parents, brothers and Kashmiras
boss Dr. Roshan Captain were
present along with Dr. MN Sahukar, a
friend from Samaritans days (1976).
So, Leos father Andrew Rebello,
Roshan Captain and J atinder Delph
signed as 3 witnesses.

Next day, there was a reception in a
hall opposite Charni Road Station.
Hall, stage decoration, music,
marriage invitation letters (each
one received separate pictures).
So, the 300 +guests who attended
started comparing their marriage
invitations.
The total marriage expense with
wedding cake (3 tier), cold drinks,
snacks, meal and icecream +
transport came to (hold your breath)
Rs.5000/-. As Dr. Mum Mum Singh
was not the PM then and everything
was so cheap. We did not cry over
onions or ration then !!!

The nest Christian Wedding music
was provided by a Parsi couple
(Rs.500 only) as live bands were
expensive. But he did not style
himself as DJ , and did not make
any wild or indecent gestures
like the present DJ s do. Wedding
photographer was a station
master friend, who did not charge
anything.

Kashmira having been educated
in Queen Marys and St. Xaviers
College had distinction in Bible
studies and was ready to convert.
So, Cardinal Dr. Simon Pimenta
had sent an emissary one week
before the wedding saying he will
personally solemnise our marriage
since he knew me. But I told the
emissary, to his chagrin, rst re-
convert me because I stopped going
to church in 1974.
In keeping with that my principled
stand, I have not converted
Kashmira, nor baptised my two
sons, Ronald and Robin. In their
school and college register we have
boldly entered Religion and Caste
- Not Applicable, because that is
where Human race gets divided and
discrimination and wars begin.

While getting married, I had
promised Kashmira an independent
at, into which we shifted in 1984.
We were the rst to get the phone,
rst to own a computer in Samata
Nagar, rst to own a car in our Bldg.
Neighbours were jealous.

Only one love promise is now
left to be fullled. I had promised

Kashmira a bungalow or villa within
10 years of marriage. That too will
come. If I cannot afford a mansion,
I can certainly shift her with me to
Rashtrapati Bhavan in 2017, which
was Reserved for me by my friend
J asvinder Singh during my rst
visit in 1982 to Delhi. J asvinder
and I were strolling near Parliament
House. Suddenly, pointing at the
Rashtrapati Bhavan, he asked:
J aante ho woh mahal kiska hai?.
I had feigned ignorance. And in
typical Delhi lingo J asvinder had
said, Aji who aapki kothi hai.
Inshallah, I had said. Inshallah,
I shall occupy it in 2017, since I
missed nomination by hairs breadth
in 2012 Presidential elections.

in my heart to other beautiful ladies.
