Oryza U.S. Rough Rice Recap - Prices Hold Steady Ahead of USDA WASDE Report

The U.S. cash market held steady today ahead of the release of the USDAs World Agriculture Supply and
Demand Estimate due out Wednesday morning at 11 a.m. CST.Most analysts do not expect the report to be a
significant market mover; however, some analysts suggested that they would not be surprised if the USDA
reduced their long grain rice export figure again.As of today, a few old crop offers could still be found as low as
$15.55 per cwt fob farm (about $343 per ton) for June shipment while most are still optimistic that they will be
able to net around $16.11-$16.33 per cwt fob farm (about $355-$360 per ton) before the end of the marketing
year.Bids from exporters could still be found around $15.50 per cwt (about $342 per ton) for June delivery
while smaller mills were still said to be bidding around $16.00 per cwt (about $353 per ton) for the same
delivery period; however, no trades were reported.

Calling Students from Rice-Growing US Counties for National Rice Month
Scholarship

To celebrate the National Rice Month in September a time for America to salute its rice farmers and those
involved in the US rice industry, the USA Rice Federation, a global rice advocacy body based in the US, has
announced a National Rice Month (NRM) scholarship contest. High school students from rice-growing US
counties in Arkansas, California, Louisiana, Mississippi, Missouri and Texas are eligible to apply for this
scholarship sponsored by Dow AgroSciences.

To win a USA Rice National Rice Month Scholarship, students need to organize a promotional event in their
area in September with US-grown rice as the central theme. Entries will be judged for their creativity and
impact in promoting rice, NRM and the importance of rice in their state. This is an attempt to makes students
spend their summer vacation planning an innovative rice promotion campaign and bag the scholarship.The
grand prize is a $4,000 scholarship and a trip to the 2014 USA Rice Outlook Conference in Little Rock for the
scholarship presentation. The second prize comprises $3,000 and third-place, $1,500. Entries are due October
13.

Can Myanmar Reclaim Its Status as a Major Rice Player?

Imagine Myanmar being the second largest rice exporter in the world, just behind Thailand, while Vietnam is
the worlds fourth largest rice importer. This was the situation in the international rice market 50 years ago.
However, when you think of major players in international rice markets, Myanmar doesnt come to mind
despite its neighbors dominating world rice trade.It has remained close to self-sufficiency in rice for the last 50


years and despite exporting rice in most years, much smaller nations like Uruguay and Cambodia have been
exporting more rice in recent years.

This is despite the fact that Myanmar is the seventh largest rice producing country in the world. It has been
exporting rice to sub-Saharan African countries and its neighbor Bangladesh, but these trade volumes are not
consistent year to year. Instead, it may be argued that Myanmar sees international rice markets as a way of
getting rid of surplus rice stocks.Could Myanmar once again become a major rice bowl for international
markets like neighboring Thailand? It has huge natural resources for growing rice like the Irrawaddy Delta;
however, average rice yields have been flat and actually dropped slightly over the last decade.

Domestic rice consumption is still very high with 50% of daily calorie consumption per person coming from
rice but there has been a decreasing trend where locals are substituting rice for other foods. Myanmar also has
the second lowest population growth rate in Southeast behind Thailand.Whether Myanmar can re-establish itself
as one of the worlds major rice exporters really depends on if it can complement its reducing domestic demand
for rice with addressing stagnating rice productivity.

Chicago rough rice futures for Jul delivery settled 11 cents per cwt (about $2 per ton) lower at $14.035 per cwt
(about $309 per ton). The other grains finished the day with mixed results; soybeans closed about 0.4% higher
at $14.6250 per bushel; wheat about 1.8% lower at $6.0125 per bushel, and corn finished the day about 1.2%
lower at $4.4550 per bushel.U.S. stocks fell on Tuesday, a day after another in a string of record closes, as
investors considered valuations. After a 45-point decline, the Dow Jones Industrial Average shed 17.24 points,
or 0.1%, to 16,925.86.

The S&P 500 fell 3.75 points, or 0.2%, to 1,947.51, with industrials and utilities pacing declines among its 10
major industry groups. The Nasdaq shed 7.29 points, or 0.2%, to 4,328.95. Tuesday data had wholesale
inventories up 1.1% in April after a 1.1% gain in March. Another report had the number of job openings at 4.0
million in April, versus 4.0 million reported the prior month. A third release had small businesses expressing
more optimism about the U.S. economy in May, with the National Federation of Independent Business
reporting its Optimism Index at its highest since September 2007. Still, the NFIB cautioned the reading
remained well below those that usually come with economic expansion. Gold is trading about 0.5% higher,
crude oil is seen trading about 0.4% lower, and the U.S. dollar is seen trading about 0.2% higher at about
1:00pm Chicago time.Monday, there were 957 contracts traded, up from 452 contracts traded on Friday. Open
interest the number of contracts outstanding on Monday increased by 151 contracts to 8,807.

What Is the Connection between Rice Straw, Charcoal and Reducing Greenhouse

Before modern times, every part of the rice plant was used. The rice was eaten by humans and the dried plant
stems or what is better known as rice straw was used for feeding livestock, composting, roofing materials and so
on. The rice straw makes up about half of the entire plant and rice farmers who have modernized by swopping
their buffalo or cows for tractors, are left with the headache of what to do with all that straw. In many cases, the
easiest and cheapest way to get rid of the straw is to burn it in the field.In US states like California, open field
burning of straw became heavily regulated over a decade ago, but in many Asian countries, open field burning
is widely practiced.

A study estimated that India burns around a quarter of its rice straw, Thailand around a half, and the Philippines
burns almost all of its rice straw. While it may seem like a cheap option for the farmer, the real costs of burning
include the CO2 emissions which may contribute to global warming, the loss nutrients like nitrogen which
escape into the atmosphere, and the negative impact constant burning every season has on the soil.Researchers
and entrepreneurs are coming up with ways of making the most of rice straw which reduces its impact on the
environment. One way is to burn the straw for producing electricity which can help offset greenhouse gas
emissions due to the burning of fossil fuels like coal for producing electricity. However, this is not a practical
solution for most rice farmers because it is uneconomical to transport the straw out of the farms to power plants.

Another option is to turn the rice straw into charcoal by burning it while restricting the amount of oxygen so the
carbon in the straw does not turn into CO2. The charcoal is then returned to the rice field. Therefore, instead of
rice farming being a source of carbon emissions, it could actually store carbon, what is better known as carbon
sequestration.It is still early days and researchers are busy understanding the wonders of turning straw into
charcoal which they call biochar. However, an organization called the Philippine Biochar Association is already
promoting biochar use with Philippine rice farmers. What they are doing is paying the farmers to turn their rice
straw into biochar instead of burning it in the field. This is funded by local companies who want to offset their

Rice, the New King of Pakistans Sindhi Soil

Changing weather patterns is forcing farmers in the Sindh province of Pakistan to switch over from cotton to
rice and sugarcane, even in Sanghar and Ghotki districts, known for their rich cotton belt.The agriculture
department of the province has fixed targets for Kharif crops this season. Cotton on 650,000 hectares; rice on
700,000 hectares; and sugarcane on 300,000 hectares.


The target for cotton has not changed since 2009-10 when the province enjoyed a super yield of 4.2 million
bales.Although the target for cotton cultivation is the same, the constant decline in cotton acreage by 10,000 to
15,000 hectares in Sanghar since 2010-11 is a cause of concern for agricultural experts. Farmers have embraced
rice and sugarcane as these crops can survive natural disasters such as rains or flooding, something the cotton
crop cannot.By fixing a target for rice, the government wants to discourage its cultivation. Last year, rice was
grown on 745,000 hectares in 2013 while the target was 645,000 hectares. Similarly, sugarcane was grown on
297,000 hectares against target of 269,000 hectares in 2013, registering 10.6 percent increase in acreage.

The preference for rice cultivation is due to higher hybrid seed yield.Cane cultivation increased in Ghotki
region where it was grown on 25,000 hectares in 2013, up from 5,300 hectares in 2012. Sugarcanes target is
increasing constantly since 2008-09.Although there are no fixed targets for rice cultivation in certain districts of
Pakistan such as Ghotki, Sukkur, Khairpur, Sanghar and Mirpurkhas, significant production was reported from
these districts. In 2013-14, rice was sown in 54,800 hectares against 8,500 hectares in 2007-08 in
Ghotki.However, drastic shifts in crop cultivation can affect soil fertility. Agricultural experts say that water
needs of cotton, rice and sugarcane crops vary. While cotton requires 36 inches of water in one acre in one crop,
rice needs 64 and cane 70 inches.

As sugarcane and rice are salt tolerant, they can conquer salinity and water-logging in saline and waterlogged
soil.When sugarcane and rice are cultivated in freshwater, they tend to drain salts in the soil. It can also cause
salinity in land located downstream where water table increases. Constant use of water for the land prevents
seeping of much-needed sunlight and air which are essential needs. President Sindh Abadgar Board (SAB)
Abdul Majeed Nizamani explains that one acre of rice needs as much water as three acres of cotton. As rice is
being grown in banned areas, small farmers are forced to suffer poor water supplies.

Asia rice sellers kept their quotes mostly unchanged today.

5% Broken Rice

Thai 5% rice (of new crop) is quoted at around $380 - $390 per ton, about $25 per ton lower than Viet 5% rice
quoted at around $405 - $415 per ton. Indian 5% rice is quoted at around $435 - $445 per ton, about $10 per
ton lower than Pak 5% rice quoted at around $445 - $455 per ton.

25% Broken Rice

Thai 25% rice of the old crop is quoted at about $350 - $360 per ton, about $15 per ton lower than Viet 25%
rice quoted at around $365 - $375 per ton. Indian 25% rice is quoted at around $390 - $400 per ton, about $5
per ton lower than Pak 25% quoted at around $395 - $405 per ton.


Parboiled Rice

Thai parboiled rice of the old crop is quoted at around $420 - $430 per ton. Indian parboiled rice is quoted at
around $405 - $415 per ton, about $30 per ton lower than Pak parboiled rice quoted at around $435 - $445 per
ton.

100% Broken Rice

Thai broken rice, A1 Super, of the old crop is quoted at around $310 - $320 per ton, about $20 per ton lower
than Viet broken rice quoted at around $330 - $340 per ton. Indian broken sortexed rice is quoted at around
$310 - $320 per ton, about $15 per ton lower than Pak broken sortexed rice quoted at around $325 - $335 per
ton.

Oryza Overnight Recap - Chicago Rough Rice Futures Unchanged in Early Morning

Chicago rough rice futures for Jul delivery were seen unchanged at $14.145 per cwt (about $312 per ton) as of
8:45am Chicago time. The other grains are seen mostly higher this morning in early floor trading in Chicago:
soybeans are currently seen about 0.8% higher, wheat is noted a tick higher, and corn is noted about 0.2%
lower. U.S. stocks opened slightly lower on Tuesday morning after closing at record highs the day before. The
Dow Jones Industrial Average opened slightly lower. The S&P 500 and the Nasdaq also opened below
yesterday's close.

Data out on Tuesday had small businesses expressing more optimism about the U.S. economy in May, with the
National Federation of Independent Business reporting its Optimism Index at its highest since September 2007.
Still, the NFIB cautioned the reading remained well below those that usually come with economic expansion.
Treasury prices declined along with stock futures, with the 10-year Treasury yield used in figuring mortgage
rates and other consumer loans rising 2 basis points to 2.629%. U.S. stocks are currently trading about 0.1%
lower, gold is currently trading about 0.5% higher, crude oil is seen trading about 0.2% higher, and the U.S.
dollar is currently trading about 0.2% higher at 8:45am Chicago time.

Rice Pledging Scheme Escalating Thailand Public Debt, Say Finance Ministry

Thailand's public debt likely to increase to about 5.55 trillion baht (around $171 billion) or about 46% of the
country's gross domestic product(GDP) in 2014 fiscal year (October 2013 - September 2014), up about 5.22%
from about 40.78% of GDP in FY 2011 due to the rice pledging scheme, according to a Finance Ministry
source.The source stated that losses from the rice pledging scheme amounted to about 500 billion baht (around
$15.4 billion). It also noted that the Pheu Thai Party-led government led by Ms.Yingluck Shinawatra has
borrowed about 730 billion baht (around $22.5 billion) in loans at an average interest rate of 3% per annum to
fund the scheme for the five crops beginning with the 2011-12 main crop, and that it would take at least six
years to clear the existing debts from the scheme.

The Ministry source said that annual losses from the scheme would increase by 150 billion baht (around $4.6
billion) for each year the debt is rolled over. It stated that further delays in releasing stockpiled rice will increase
the interest burdens and losses. However, extensive sales of the government stockpiled rice since the beginning
of this has led to fall in Thai export prices. According to data from the Thai Rice Exporters Association
(TREA), in May 2014, export prices of Thai 5% white rice were quoted at $390 per ton compared with $405 per
ton of Vietnamese rice, $435 per ton for Indian rice and $440 per ton for Pakistani rice.Meanwhile, the former
Prime Minister, who is facing corruption charges in the rice pledging scheme, has requested the National Anti
Corruption Commission (NACC) to interrogate eight more witnesses, including the Director of the Government
Warehouse Organization, the Director of the Fiscal Policy Office, an executive of C.P.

Intertrade and the Chairman of a government committee on rice price and quality, in the rice subsidy case. Her
Attorney stressed that the former PM confirmed that the scheme was in line with her administrations national
policy statement and that she was not involved in the alleged corruption charges.

What Exactly is Driving Down India Basmati Rice Exports to Iran?

Stringent quality standards set by Iran in the recent months, say industry sources. However an article posted in
the Wall Street Journal (WSJ) today shows a different picture.The Executive Director of All India Rice
Exporters Association (AIREA) told WSJ that Iranian buyers may be planning to settle deals at lower prices,
which means that they are using quality norms as a reason to reach their price target.

He noted that Indian basmati traders are keen to secure the Iranian market and these issues would be sorted out
in a meeting with the Iranian authorities soon. Some analysts also told WSJ that a recent slowdown in oil
purchases by India could be one of the reasons for Iran slowing basmati rice purchases from India. India's oil
imports from Iran more than halved to about 200,000 barrels a day in April, 2014 from about 415,000 barrels a
day in January 2014, according to the data from the International Energy Agency. Iran and India entered into an


oil for rice exchange agreement under which India will sell a range of goods, including rice, soy meal and
pharmaceuticals to Iran in exchange for oil.

Iran is an important destination for India's basmati rice and constitutes about 30% of India's total basmati rice
exports. India exported around 1.44 million tons to Iran in FY 2013-14 (April - March), which is around 36%
of India's total basmati rice exports of around 4 million tons during the period, according to dats from
Agricultural and Processed Food Products Export Development Authority (APEDA). India's basmati rice
exports to Iran have started declining since February 2014 after Iran revised the accepted level of arsenic
content in basmati rice from 150 parts per million (ppm) to 120 ppm. Local trade sources say India exported
about 130,000 tons a month of basmati until February 2014, but sales have since plunged to 50,000-60,000 tons
a month since then.India's total rice exports, including non-basmati exports, stand at around 10.5 million tons in
FY 2013-14, up about 3% from around 10.2 million tons exported in FY 2012-13, according to data from
APEDA.

Analysts Expect Indonesia to Double Rice Imports in 2014 Ahead of Election and El

Industry Officials and analysts are expecting Indonesia to more than double its rice imports to around 1.5
million tons in 2014 from an estimated 700,000 tons imported in 2013 ahead of a general election and El Nino,
reports Reuters.Analysts told Reuters that the outgoing administration could ease its rice sufficiency-targets and
import around 1.5 million tons of rice to prevent food inflation and social unrest in the country.

They are anticipating slightly lower than expected production in 2014 due to dry weather late last year and
flooding in early 2014. An imminent El Nino weather pattern, which is likely to induce drought in most of the
South Asian countries, is likely to further impact production, they say. Analysts also noted that the current
government would not risk unrest over food prices ahead of the general election in October 2014.

Currently, the State buying agency BULOG has 1.93 million tons of rice stocks and it has so far not decided to
import any rice this year, according to Reuters. However, analysts expect BULOG to decide over importing rice
after the completion of the harvest of the main rice crop (June - August).BULOG imports most of the non-
specialty rice and the private sector is allowed to import special quality rice in small quantities. While BULOG
maintains that it did not officially import any rice in 2013, unofficial sources indicate that around 700,000 tons
of rice - including government and private sector - has been imported last year. The current government had
been struggling to achieve self-sufficiency in rice since it came to power in 2009. However, its efforts were
disrupted by a series of corruption scandals, say local sources.


USDA estimates Indonesia to produce around 37.355 million tons of rice, basis milled, and import around 1.5
million tons of rice in 2014. It estimates 2014 Indonesia's rice imports to more than double from around
650,000 tons in 2013, while 2014 production is expected to increase by just 2% from 36.55 million tons in
2013. Consumption in 2014 is expected to increase by 1% to around 38.65 million tons from 38.127 million
tons in 2013.

India Prepares Contingency Plans to Deal with El Nino-Triggered Poor Monsoons,
Says Agriculture Minister

The Indian government is ready with contingency plans for dealing with El Nino triggered poor monsoon rains,
as forecast by the Indian Meteorological Department (IMD) as well as other weather agencies, says the new
Agriculture Minister. According to a press release by the Agriculture Ministry, the Minister told media sources
that the government is ready to tackle any situation arising out of poor monsoons, adding that all the States are
advised to maintain buffer stocks of food grains, including rice, to ensure that the food supplies in the country
are not affected.

He also said that crop contingency plans for 500 out of 540 districts are developed by the Central Research
Institute of Dryland Agriculture (CRIDA) in collaboration with State Agricultural Universities and concerned
State governments. The Indian Council of Agricultural Research (ICAR) has been entrusted with facilitating
proper implementation of district level contingency plans.The Minister said that the state governments are also
advised to keep aside 10% of agricultural funds for undertaking appropriate interventions in case of a drought-
like situation, and to initiate appropriate drought mitigation measures such as promotion of soil moisture
conservation methods, restoration of irrigation infrastructure by de-silting canals and replacing of faulty pumps
etc. He noted that the Department of Agriculture is regularly monitoring rainfall and area under sowing at
district level to measure level of agricultural drought at State/district level.e noted that storage position in major
reservoirs across the country, except in Southern Indian states, is satisfactory.

He said rice stocks in the country's Central Pool are around 20.65 million tons as on June 1, 2014, much above
the requisite buffer norm of around 10 million tons. The government is also allocating additional funds under
the Accelerated Fodder Development Programme (AFDP) to rainfall deficit States, the Minister said. He noted
that the government will increase ceiling on seeds subsidy on drought-tolerant varieties.According to the Indian
Meteorological Department's (IMD) second monsoon forecast on June 9, 2014, India is likely to receive 93% of
the long period average rainfall in 2014 monsoon season (June - September), i.e., a below-normal monsoon.
According to the IMD, 2014 monsoon rains are expected to be below normal in west, central and southwest
India, and normal in south and northeast India. Sources in the Agricultural Ministry are expecting the impact of
El Nino to be felt during the latter part of the monsoon season.
India's Earth Sciences Minister noted that the four-month-long monsoon season has started late as the annual
rains arrived over India's southern coast about five days behind the scheduled date of June 1.

Pakistan Government Urged to Fix Minimum Support Price for Basmati Rice at
$755 per Ton

Pakistan's opposition party, Pakistan Peoples Party (PPP) has urged the government to fix minimum support
price (MSP) for basmati rice at Rs.3,000 per 40-kilogram bag, or Rs.75,000 (around $755) per ton to help rice
farmers and exporters become more competitive versus Indian and Thai exporters, according to local
sources.The PPP Leader also urged the government to fix the MSP for non-basmati IRRI rice at Rs.1,500 per
40-kilogram bag, or Rs.37,500 (around $378) per ton. He told local media sources that the government was
ignoring the rice sector, which earns a foreign exchange of around $2 billion per annum. Due to the
government's discriminatory treatment with paddy growers and exporters, they are not able to compete
effectively with their Indian and Thai counterparts despite them producing world's finest quality of rice, he
adds.

The PPP Leader also stressed that without adequate incentives, farmers would lose interest in growing rice and
shift to other crops.Pakistan exporters have also been complaining about indifferent attitude of the government
in addressing their issues. The Senior Vice President of the Rice Exporters Association of Pakistan (REAP) has
told local sources last week that the Finance Minister has not honoured his commitment to include their
proposals, including power problems and currency appreciation, in the recently announced budget.Average
retail prices of basmati in Pakistan are currently ruling at Rs.77,500 (around $790) per ton and those of non-
basmati stand at Rs.41,000 (around $420 per ton), according to the FAO.

Pakistan has exported around 2.66 million tons rice, including basmati and non-basmati, in the first ten months
of the current fiscal year (FY) 2013-14 (July 2013 - June 2014), down about 5% from around 2.74 million tons
exported during the same period in FY 2012-13, according to provisional data from Pakistan Bureau of
Statistics (PBS). Pakistan exported about 3.4 million tons of rice worth about $1.92 billion in FY 2012-
13.USDA estimates Pakistan to export around 3.9 million tons of rice in 2014, up about 8% from an estimated
3.6 million exported in 2013.

Total rice stocks in the Philippines as of May 1, 2014 reached at about 2.52 million tons, up about 16% from


about 2.18 million tons recorded in April 2014, and down about 3% from about 2.61 million tons recorded in
May 2013, according to the Bureau of Agricultural Statistics (BAS). According to the BAS data, household
stocks (which account for about 52.6% of total rice stocks in the country) have reached at about 1.33 million
tons as of May 1, 2014, up about 11% from year-ago levels of about 1.2 million tons. Commercial warehouse
rice stocks (which account for about 28.9% of total stocks) have reached at about 730,000 tons as of May 1,
2014, down about 9% from about 800,000 tons recorded during the same period last year. The rice stocks with
the National Food Authority (NFA) (which account for 18.5% of total stocks) stood at about 470,000 tons,
down about 23% from about 610,000 tons recorded in May 2013.

Month-on-month, household rice stocks are up about 12%, commercial warehouse rice stocks are up about 52%
from the previous month levels. However, NFA rice stocks - in which about 85.5% are imported rice - are down
about 10% in May 2014 from last month, according to the BAS. The BAS says that the Philippines' rice stocks
as of May 1, 2014 are enough to last for 74 days (household stocks are enough for 39 days, commercial
warehouses stocks are enough for 21 days and stocks with NFA are enough for 15 days).
Brazil Paddy Rice Index Down from Last Week


The Brazilian paddy rice index maintained by CEPEA reached at about 36.74 real per 50 kilograms as of June 9, 2014,
down about 0.2% from about 36.83 real per 50 kilograms recorded on June 2, 2014.In terms of USD per ton, the index
reached at about $328.5 per ton on June 9, 2014, down about 0.2% from about $329 per ton recorded on June 2, 2014.
