Manager, Green Knowledge
(GK-M)




The Republic of Indonesia and the United States of America, acting through the Millennium
Challenge Corporation (MCC) entered into a Millennium Challenge Compact on November 19, 2011.
The Millennium Challenge Account-Indonesia (MCA-Indonesia) is a Trustee Institution established by
the Government of Indonesia to act as its designee in supervising and managing the implementation
of the five-year US$ 600 million MCC Compact Program in Indonesia. The MCA-Indonesia has been
fully operational since April 2013.

MCA-Indonesia is looking for a qualified and dynamic
Manager, Green Knowledge

Position Objective:
The Manager for Green Knowledge will report to the Associate Director of Green Knowledge, and is
responsible for the execution and implementation of the Green Knowledge Activity.

Duties and Responsibilities:

1. Develops a capacity building program for local and provincial stakeholders to stimulate a shift
toward low carbon development policies and programs in local and provincial governments and
to support the implementation and sustainability of GPs projects and investments.
2. Captures knowledge and builds a database of GP experience and lessons learned in various local
governments in such a ways as to be able to effectively share this knowledge with national
government agencies and other local governments in Indonesia.
3. Develops knowledge building and exchange programs with universities, centers of excellences
and other related institutions in the fields of economics, environmental and social science and
technology related to low carbon solutions focused on renewable energy and natural resource
management (low emission land-use, sustainable forestry and agriculture).
4. Supports AD GK to liaise with national government agencies that relate to GP, especially Ministry
of Public Works (BKPRN, land-use planning authority), Ministry of Forestry, Ministry of Home
Affairs (BANGDA and PMD), Ministry of Finance (Fiscal Policy Office), UKP4/REDD+ Agency,
DNPI/NCCC in support of general coordination, identification of opportunities and risks, and
sustainability of the GP Project beyond the compact term.
5. Similarly, supports AD GK to liaise and work together with international organizations like CIFOR,
FAO, UNEP, UNDP, UNORCID, as well as related donors and program/project implementers in
this field such as GIZ ForClime project, AUSAID, NORAD, ZSL, CCI, SwissContact and others.
6. Organizes knowledge and knowledge products generated by GP preparation activities (eg,
district readiness data, pre-feasibility studies, products from multi stakeholder fora) , manages
implementation consultant(s) and establishes other partnering arrangements that may be
necessary to support successful implementation of the Green Knowledge Activity.
7. Prepares the Green Knowledge Work Plan, Procurement Plan, and Quarterly Disbursement
Requests.
8. Support AD GK in his/her work with the Social and Gender Assessment Director to facilitate GK
activities aligned with the Social and Gender Integration Plan and promote the active
participation of women and vulnerable groups.

9. Support AD GK in his/her work with the Environment and Social Performance Director to ensure
that GK activities adhere to and foster the principles articulated in the Environment and Social
Management System (ESMS) Framework.
10. Liaises with national and local government officials, implementing partners, and other relevant
stakeholders to develop, monitor and evaluate the Green Knowledge activity as it evolves,
including periodic assessments to ensure Green Knowledge activities are addressing knowledge-
based constraints to low carbon development.
11. Assists in supporting Green Knowledge activities in national and international seminars and
forums.
12. Supports AD GK in developing partnerships for collaborations with other international agencies
and national institutions, including the private sector, that promote a low carbon development
path.
13. Prepares budget for Green Knowledge activities in coordination with the AD GK.
14. Assist AD GK to report progress and outcomes of the Green Knowledge Activity to the GP Project
Director, drawing on PMC reporting tools and resources as necessary.
15. Performs other tasks as may be identified during the course of Compact Program.


Requirement:

1. Education, experience and technical competencies:
Advanced degree in Environment, Technology, Economics, Finance, Social related studies.
Experience in building framework and developing content for Knowledge Management,
preferable related to green sector or sustainable development, using various proven
technology platforms and media.
Experience in working on natural resource management, environmental, sustainable
development, renewable energy, agriculture, social or economic development.
Knowledge of programs, institutions, universities, and other stakeholders on environmental
management, renewable energy, sustainable development and natural resource
management that would be potential partners in the Green Knowledge activity.
Familiar with centers of excellence and R&D agencies on natural resource management,
environmental management, renewable energy and other Green Knowledge related
activities.
Keen interest in environment and natural resources policy, renewable energy, or socio-
economic study especially for rural society.
Able to interact constructively and strategically with technical experts, government officials,
NGOs, civil society and community leaders to gain supports on the implementation of Green
Knowledge activities.
Excellent Information Technology (IT) skills, especially with application programs related to
knowledge management and project management.
Excellent spoken and written English and Bahasa Indonesia.

2. Personal attributes and competencies:
Excellent interpersonal and communication skills, and demonstrated the ability to effectively
interact and collaborate with people/peers in multidisciplinary teams as well as work across
departments, divisions and institutions such as government officials, NGO, civil society and
local communities.
Excellent team building and facilitation skills.
Demonstrated management experience and business acumen.
Excellent management and supervisory skills with the ability to supervise small to medium
size teams of staff and consultants.

Good in personal organization, planning and priority setting. Demonstrated flexibility and
capable of managing a variety of tasks with minimal supervision.
Demonstrated track record in delivering high quality projects deliverables, managing project
on time and on budget.
Values the continuous improvement and learning, and committed to mentoring and
coaching.

Terms and Conditions:
We will provide competitive remuneration commensurate with skills and experience.
The duty station will be at MCA-Indonesia Office in Jakarta, Indonesia.
