MEMORA?UM No. .r- Seriesof2014 FOR : All OfficialsandEmployees FROM : The UndersecretaryforFPAO andChair, DARCMT SUBJECT WITHDRAWALOFCMT-VALIDATED PERSONNEL PLACEMENTS DATE : 13February2014 We received queries from Heads ofOffices and requests from personnel whose positions in the Approved Staffing Structure have been validated by the Change Management Team (CMTl but wantedtowithdrawtovieforothervacantpositionsinthe2 nd roundofdeliberations. While the CMT recognizes the right of personnel to apply to vacant positions in the Indicative StaffingPattern(ISP), italso aimstoplace as many employeesas possible toISP positionswhich they are most qualified at this most critical time. This would ensure the provision of enough manpower complement for the Department to fulfill its mandate and commitment to the President'sSocialContract. Further, a great deal oftime, effort, and resources have been devoted in the deliberation and validation of placements of personnel during the first ro\lnd of the Rationalization Plan ImplementationprimarilytoboostthemoraleofDARemployeesinworkingtowardstheattainment of2014targets.Itwillbean immensedisserviceifallthesewillbefornaught. In viewoftheforegoing, theCMTenjoinspersonnel whose placements have been validatedbythe CMT to refrain from applying to vacant positions duringthe 2 nd rO\lnd ofdeliberations. However shouldtheystilldecidetoapplytootherpositions,thefollOWingruleswill apply: 1. Employees who are retainedtorationalized reducedpositions,(eg. 5SARPOs intheISP, while existingfilledSARPOis7), mayapply to vacantpositions withoutaWaiver. 2. Employees whose placementare eitherthrough lateral transfer, swapping orpromotion may applytovacantpositionsuponexecutionofaWaiver. 3. Personnel whether permanent, temporary orcontractual who are placed in the modified or created positions underthe legal group ortoco-terminous positions(confidential staff) may applytovacantpositionsuponexecutionofaWaiver. The Individual Waiver to be included in the:"application document shall indicate the following information: 1. Thattheirplacementtothepositiontheywaivedfromdoesnotinanywaymeanthattheyhave an advantageoverotherapplicantsin position/stheyappliedfor. Emphasis is given on the effects of the withdrawal of validated placement in the ISP and the executionoftheWaiverforthispurposeforthosewhowillnotbeplaced: 1. Employees presently holdingpermanentorco-terminous positions if notplaced will remain on his position in the ESP as retained or on Co-Terminous with the Incumbent (CTI)/Co- TerminouswiththeOfficial(CTO) statusundertheapprovedRationalization Plan. 2. Personnelholdingtemporaryorcontractualpositionsifnotplacedwillbeconsideredseparated 'fromthe service effectiveupon theexpirationoftheir latestappointmentorcontractbutnot laterthanendofFebruary2014.
