NCPO opts to cost-cutting measures to replace rice
pledging scheme

BANGKOK, 19 June 2014 - The National Council for Peace and Order (NCPO) has asked for cooperation from vendors
of agricultural factors to provide discounts to rice farmers, in an attempt to help the latter cut cost by at least 500 baht per
rai. The measure has been devised to replace the now-abolished rice pledging program.The decision was reached during
yesterdays meeting of the NCPO, the Thai Rice Millers Association, the Thai Rice Exporters Association, the Thai Rice
Farmers Association, related government units, and the Committee on formulation of measures to boost rice production
and marketing.
NCPO Deputy Head for Economic Affairs and chairman of the afore-mentioned committee, General Chatchai Sarigalya,
said the meeting concluded that private operators would all join the mission to reduce rice production cost by at least 500
baht per rai. Currently farmers are spending approximately 4,000 baht per rai in their operation. To achieve the goal,
vendors of fertilizers, pesticides, seeds, farming equipment and land owners have agreed to give discounts to rice farmers.
At the same time, the Bank for Agriculture and Agricultural Cooperatives would provide low interest loans to rice farmers
and would soon issue additional measures to take care of paddy prices.Chairman of the Thai Rice Farmers Association,
Wichian Puanglamjiak, meanwhile, requested that the cost-cutting measures should be separated for farmers in irrigated
areas and non-irrigated areas.
He said farmers in non-irrigated zone usually have higher operating cost and, therefore, should not share the same benefit
as the other group.Mr. Wichian also stated that the NCPOs commitment to guarantee prices of paddy at 8,000-9,000 baht
per ton is acceptable to farmers for the moment.

Soma Group and Thai Firm to Build Rice Mill

Local conglomerate Soma Group on Friday signed a joint agreement with Thai company C.P. Intertrade (CPI)
to construct a large-scale rice mill and refinery in Cambodia that is expected to produce six times more rice per


hour than most large millers in the country, officials from both companies said.The $50 million project is
expected to start operations sometime in the first quarter next year, and will be constructed on 30 hectares of
land in Kompong Speu province, Soma Group CEO Sok Puthyvuth said at a news conference announcing the
initiative.
The majority of the investment funds are contributed by our partner for the purpose of increasing production
and export of high quality rice to world markets as the global demand for it is very high, he said.Mr.
Puthyvuth, who is the son of Deputy Prime Minister Sok An, was recently elected as the president of the new
Cambodian Rice Federation, which aims to link industry stakeholders and iron out the inefficiencies plaguing
the sector.Once completed, the mill is expected to be able to process 400 to 600 tons of high-quality rice per
day, or 62.5 tons per hour, Mr. Puthyvuth said. On average, most rice millers in Cambodia currently mill
between about 3 to 10 tons of rice per hour.
Mr. Puthyvuth explained that the Soma Group would contract with farmers and middlemen to offer the best
prices that bring higher returns to the farmers. We willoffer them good prices that bring higher profits to
them, Mr. Puthyvuth said.Prasit Damrongchietanon, president of CPI, said the two companies would work to
target more countries to export rice.This joint venture represents a significant milestone for the Cambodian rice
industry as CPI will bring its state-of-the-art expertise in rice milling and refining as well as ready market
access to more than 100 countries in the world, he said.Mr. Damrongchietanon said rice milling and refining
machines costing between $15 million and $20 million will be imported from Japan and the U.S. for the
project.The quantity of rice exported from Cambodia during the first five months of the year also increased by
more than 1,400 tons compared to the same period in 2013, rising from 146,854 to 148,262 tons, according to
the export figures from the Secretariat of the One Window Service for Rice Export Formality.
Industry officials said the low increase of about 1 percent was because Thailand has offered its rice at cheaper
prices than Cambodia. For example, long-grain low-quality white rice from Thailand is sold in international
markets at about $355 per ton, while the same type of Cambodian rice is sold at $410 per ton.Thailand released
its high stockpile of low-quality rice at more attractive prices than Cambodias, said Van David, secretary-
general of the Cambodian Rice Federation and executive director of Boost Riche, an export company.

Growers get supply of green rice seeds

STA. BARBARA, PangasinanThousands of farmers in the province received on Thursday certified seeds
including a climate-adapted variety to sustain Pangasinans lead in achieving food security.About 3,700 rice
growers in 37 towns from district 1 to 5 were given their allocation under the sunsidized Accelerated Palay
Seeds Production and Distribution (ACSPD) project apart from test farms for the green super rice (GSR) in
16 pilot sites.Governor Amado Espino Jr. led the distribution of seeds at the Provincial Agriculture Office,
Barangay Tebag East, Sta. Barbara joined by project partners composed of Department of Agriculture Regional
Field Office 1, Abono Partylist, Bureau of Planting Industry-National Seed Quality Control Services, and the
seed growers associations.
This is not enough and we cannot subsidize millions of sacks of seeds. But, this is our way to tell you that we
care for you and we are trying to do something, he said.Responding to climate change, Pangasinan has
pioneered the GSR on 90 hectares in coordination with the provincial research and experiment center in Sta.
Barbara.Leonardo Balbalec, officer in charge of Department of Agriculture Regional Field Office 1, said the
variety has been bred to resist drought and flooding especially in coastal areas where seawater has also reached
the water table inland.Seed allocation is continuous, he said, adding that Ilocos Sur, Ilocos Norte, and La
Union, have each allotted 20 hectares to grow GSR with a 110 to 113 days cropping cycle.According to
Balbalec, seed production alongside commercial palay is underway in irrigated farms.
The climate-adapted rice was developed through efforts of the International Rice Research Institute in Los
Baos, Laguna and the Chinese Academy of Agricultural Sciences, Beijing along with farmers from 16
countries in Asia and Africa.According to Dalisay Moya, provincial agriculturalist, the certified palay seeds
have been distributed to farmers at subsidized cost.

Ayutthaya considered the model rice cultivating province

AYUTTHAYA, 21 June 2014 (NNT) Ayutthaya Province is considered 1 of 5 model provinces for rice cultivation, and
it is preparing to distribute seed to agriculturists nationwide. The Director of Phra Nakhon Si Ayutthaya Rice Research
Center disclosed that researchers have been monitoring rice cultivation throughout the nation including in Chiang Rai,
Buriram, Raychaburi, Nakhon Si Thammarat, and Ayutthaya. Ultimately Ayutthaya was selected as the rice cultivation
model since Ayutthaya agriculturists are recognized as talented farmers in the first rank of rice production. The province
is highly regarded for this ability and for its efforts in trying to develop the province as the source of rice seed to extend
the prime product to provinces all over the country.

As of today, old crop offers could still be found near $15.75 per cwt fob farm (about $347 per ton) for June-July
shipment although most selling are hoping to net at least $16.11 per cwt fob farm (about $355 per ton) before
the end of the marketing year.Bids from exporters decreased again today to around $15.15 per cwt (about $334
per ton) for June-July delivery while some smaller mills are still said to be bidding around $16.00 per cwt
(about $353 per ton) for the same delivery period; however, no trades were reported.

Indian rupee was weaker -0.17% at 60.1875.

Oryza Afternoon Recap - Chicago Rough Rice Futures Finish the Week Higher
Despite Late Session Selloff; Grains Close Mixed as July Options Expire

Chicago rough rice futures for Jul delivery settled 5.5 cents per cwt (about $1 per ton) lower at $14.635 per cwt
(about $323 per ton). Rough rice futures finished the week on a negative tone despite spending the majority of
the days session trading in positive territory. Although prices slipped over the past two trading sessions the


market managed to log a gain on the week as prices moved from $14.510 per cwt (about $320 per ton) at the
open of Mondays session to todays close 12.5 cents per cwt (about $3 per ton) higher. Todays move seems to
indicate that a near-term high was put in place yesterday at $14.900 per cwt (about $328 per ton) and that a bit
of a retracement is underway.

Todays high of $14.750 per cwt (about $325 per ton) will act as resistance on Monday with secondary
resistance noted at the previously mentioned near-term high. The other grains finished the day with mixed
results; soybeans closed about 0.4% lower at $14.1575 per bushel; wheat settled about 1.4% lower at $5.8525
per bushel, and corn finished the day about 0.6% higher at $4.5325 per bushel.U.S. stocks mostly rose on
Friday, with the Dow industrials and S&P 500 hitting records while extending a five-session climb that has both
benchmarks on track for weekly gains. Rising above its June 10 record close and intraday record set June 9, the
Dow Jones Industrial Average was recently up 42.25 points, or 0.3%, at 16,963.71. Furthering its record
advance, the S&P 500 rose 3.70 points, or 0.2%, to 1,963.18, with health care and energy the best performing
and technology and consumer discretionary the least among its 10 major sectors.

After a dip into negative turf, the Nasdaq gained 2.44 points, or 0.1%, to 4,361.80. On Thursday, stocks were
little changed, with the S&P 500 again finishing at a record high a day after Wall Street rallied on reassurances
from the Federal Reserve that interest rates would remain low as the U.S. economy continues to recover. Gold
is trading about 0.1% higher, crude oil is seen trading about 0.8% higher, and the U.S. dollar is seen trading
about 0.1% higher at about 1:00pm Chicago time.Thursday, there were 970 contracts traded, down from 1,469
contracts traded on Wednesday. Open interest the number of contracts outstanding on Thursday decreased

Sierra Leone Farmers Embrace SRI Farming to Reduce Poverty

Africa pinned indeed on System of Rice Intensification (SRI), an organic rice farming principle that uses less
water, younger seedlings which are singly spaced with special tools.The system is being implemented as part of
the West Africa Agricultural Productivity Program (WAAPP) in Sierra Leone.

World Bank, which is associated with WAAPP, said the project which has put 1,056 hectares under cultivation
so far has benefitted 18,724 people and 10,865 farmers have adopted the improved varieties suggested by the
project. The project assumes significance especially because its target area, Kambia District in North Sierra
Leone and nicknamed rice bowl of the country, is yet to produce yields that befit its potential and make Sierra
Leone ditch its rice importer tag which it earned in 2011. Soon, 40 researchers are going to get their hands dirty
to get hands-on training on new farming technology and move on fibre and wooden boats in the area to
understand the practice.


West Africa Agricultural Productivity Program Sierra Leone project, part of a third series of a first phase
agricultural programs being implemented in the West African Sub- region, seeks to complement governments
effort to achieving food security through agricultural and is funded by the International Development

Winning World Cup Recipes: Italy vs Costa Rica

What better way to celebrate the World Cup festivities from afar than with some regionally-themed rice dishes!

For Fridays challenge, Italian rice pie goes up against Costa Rican rice and beans in the opening match of the
day.Both of these recipes defy categorization; they truly are anytime dishes. The rice pie is sweet enough to
be a dessert, but not so sweet that it cant be served as an indulgent brunch or breakfast dish. Italians often
serve it at Easter, but it tastes great anytime! Rice and beans are thought of as a side dish in a lot of countries,
but Costa Ricans often have this recipe for breakfast a great way to sneak in some protein for energy that lasts
to lunchtime. And since Gallo Pinto translates to spotted rooster, it just makes sense to start the morning off
with some!

Costa Rican Gallo Pinto (Rice and Beans)
What You Need:
1 tablespoon oil (coconut makes a nice addition; you can also use olive or vegetable)
1 small onion, chopped
3 cloves garlic, minced
2 cups cooked black beans (you can use canned, dried, or fresh)
10 sprigs of fresh cilantro, chopped (do not use dried here!)
1 bell pepper (color of your choice), diced
3 cups vegetable stock or broth (you can also use water, but the broth gives a nice flavor)
2 cups cooked rice
teaspoon salt (or to taste)

What You Do:
1. Heat pan and add oil.
2. Add onion and garlic and saut a few minutes, until almost translucent.
3. Add beans, cilantro, peppers, and stock/broth and saut until soft.
4. Once mixture is very hot, add the cooked rice, salt, and stock.
1. Continue cooking over medium heat until all the stock is absorbed. Then cook for another 2-3 minutes.
2. Top with fresh cilantro if desired, and serve with bread and eggs for a filling breakfast!

Italian Rice Pie
What You Need:


1 deep dish pie crust, 9-10 inches (homemade or store-bought your choice)
1 1/3 cup cooked Arborio rice, cooled to room temperature
cup sugar
2/3 cup ricotta cheese
4 eggs
1 pint half & half
1 teaspoon vanilla
teaspoon lemon juice
cinnamon
What You Do:
1. Preheat oven to 450 degrees.
2. Beat together sugar and ricotta.
3. Add eggs one at a time and beat until mixed.
4. Add half & half, vanilla, lemon juice, and dash of cinnamon. Mix well.
5. Stir in the rice and combine.
6. Pour filling into crust and add a dash of cinnamon on top.
7. Bake at 450 degrees for 10 minutes, then lower the temperature to 350 degrees and bake an additional
50 minutes. Pie is finished when it is lightly browned on top and only slightly jiggly in center.

Oryza Overnight Recap - Chicago Rough Rice Futures Come under Pressure as
Grains Turn Negative

Chicago rough rice futures for Jul delivery are currently noted 1.5 cents per cwt (about $0.33 per ton) lower at
$14.675 per cwt (about $324 per ton) as of 9:00am Chicago time. The other grains are seen lower this morning
during early floor trading in Chicago: soybeans are currently seen about 0.8% lower, wheat is trading 0.6%
lower, and corn is noted about 0.3% lower. U.S. stocks pushed modestly higher on Friday, with the S&P 500
extending a five-session climb that has the benchmark in uncharted territory and on track for weekly gains.
After rising above its June 10 record close of 16,945.92, the Dow Jones Industrial Average rose 16.77 points, or
0.1%, to 16,938.23.


Furthering its record advance, the S&P 500 added nearly 2 points, or 0.1%, to 1,961.43, with energy the best
performing and utilities the least among its 10 major sectors. The Nasdaq gained 2.39 points, or 0.1%, to
4,361.61. On Thursday, stocks were little changed, with the S&P 500 again finishing at a record high, a day
after Wall Street rallied on reassurances from the Federal Reserve that interest rates would remain low as the
U.S. economy continues to recover. Gold is currently trading about 0.1% higher, crude oil is seen trading about
0.4% higher, and the U.S. dollar is currently trading about 0.1% higher at 8:45am Chicago time.

SUPARCO Estimates Pakistan FY 2013-14 Milled Rice Production at 7 Million Tons

The National Space Agency of Pakistan (SUPARCO) has estimated Pakistan FY 2013-14 (July - June) milled rice production at
about 7 million tons from an estimated area of about 2.879 million hectares and an estimated yield of about 2.5 tons per
hectare.Highest production of about 3.73 million tons is expected from the Punjab province, followed by about 2.6 million tons from
the Sindh province, about 631,000 tons from Balochistan province and about 130,000 tons from Khyber Pakhtunkhwa
province.According to the latest crop report by SUPARCO, planting is in the nascent stage for the FY 2014-15 kharif rice crop
(May - December).
By the end of May, basmati rice nursery plantation is complete and field transplantation is expected to begin at the end of June or
early July. Rainfall in some rice producing areas during May delayed sowing of rice crop. Increasing relative humidity in the coming
months is expected to be beneficial to the rice crop.USDA estimates Pakistan to produce about 6.6 million tons of rice, basis milled,
in MY 2013-14 (November 2013-14) at about 6.6 million tons. It estimates Pakistan rice production to increase to about 6.7 million
tons in MY 2014-15.
Quality Seed Sector Vital for Nigeria to Achieve Rice Self-Sufficiency, Says JICA

The Japan International Cooperation Agency (JICA), which is assisting the Nigerian government to achieve
self-sufficiency in rice production and banning rice imports by 2015, is currently focussing on providing access
to quality rice seeds of improved rice varieties to Nigerian farmers, according to local sources.The JICA Chief
Representative told local media sources that a good rice seed sector is important for Nigeria to achieve its


target. He noted that the JICA will ensure availability of quality rice seeds and related data to Nigerian farmers,
adding that the JICA has been spending nearly $2 million yearly to help the Nigerian government to increase
rice production. The JICA, Growing Africas Agriculture (AGRA) and the New Partnership for Africas
Development (NEPAD) have begun a pilot initiative to identify strategies to improve rice seed supply in
Nigeria
He also noted that the Japanese agency is collaborating with the Nigerian Ministry of Agriculture and Rural
Development (MARD) and the National Cereals Research Institute (NCRI) to train Nigerians on rice processing
and packaging. The JICA will also provide modern rice milling machines, rice pre-cleaners, rapid steam par
boilers, de-stoners, probe moisture meters and bag sewing machines to help Nigerian rice farmers gain
competitive advantage in rice production and processing.
The Permanent Secretary of Nigeria's MARD noted that an enhanced rice seed sector would be very useful for
Nigeria to meet its goal of increasing paddy rice production to about 13.27 million tons by 2018. Nigeria
is expected to shortly pass the National Agricultural Seed Law (NASL), which will focus on upgrading of
available seed testing laboratories to international standards, maintaining consistency in agricultural policies,
increasing the annual budget of seeds, and ensuring timely release of budgetary provisions. USDA estimates
Nigeria to produce about 2.8 million tons of rice, basis milled, and import about 3 million tons in MY 2013-14
(October - September) to meet a consumption demand of 6 million tons. However, USDA expects Nigeria's rice
production to decline to about 2.55 million tons, and its imports to increase to 3.5 million tons in MY 2014-15
due to dry weather conditions. Consumption is expected to increase to about 6.1 million tons in MY 2014-15

Sri Lanka to Import 100,000 Tons of Rice to Ensure Supplies and Curb Price Hikes

Sri Lanka government will import about 100,000 tons of rice to meet the requisite demand and curb price
increases in the domestic market, according to a statement issued by the Ministry of Co-operatives and Internal
Trade (MCIT), report local sources.This year's paddy production in Sri Lanka is likely to be affected by a
significant decline in paddy planting area of the 2013-14 Maha crop (September - April), which contributes to
over 60% of the country's annual paddy rice production, due to prolonged dry weather since the beginning of
the crop season. The output from the 2014 secondary Yala rice crop (April - September 2014) is also expected
to be low due to inadequate water supplies following dry weather earlier in the year.The MCIT noted that rice
would be imported and distributed by the State-owned wholesale and retail grocery network Lanka Sathosa Limited
and will be sold under the government control price.


The Ministry said the government is keen on discouraging certain private rice millers who are resorting to hoarding
rice in huge quantities to increase prices, by increasing rice supplies in the market.USDA estimates Sri Lanka to
produce around 2.84 million tons of rice, basis milled and import around 20,000 tons in MY 2013-14 (October 2013
- September 2014). It expects Sri Lanka's production to decline by around 400,000 tons in MY 2014-15, but expects
imports to be stable at 20,000 tons.The UN'S Food and Agricultural Organization (FAO) estimates Sri Lanka's 2014
milled rice production at about 2.65 million tons, down about 16% from around 3.14 million tons produced in 2013.
According to data from the FAO, average retail price of white rice stood at around LKR 67,610 (around $520) per
ton in May 2014, down about 3% from around LKR 67,610 (around $540) per ton in April 2014, and up about 14%
from around LKR 59,480 (around $470) per ton in May 2013.
Cambodia to Leverage from Thai Expertise in Rice Milling and Refining

Cambodia, which is keen on increasing its rice exports to about 1 million tons this year, has joined hands with
Thailand to build a state-of-the art rice milling and refining factory with an estimated investment of about $50
million, according to Reuters.
Private exporters from the two countries signed a joint-venture agreement to build a modern rice milling and
refining factory in Cambodia. The factory will be operational by the first quarter of 2015 and will be capable of
processing around 300,000 tons of rice annually, according to the Chairman of the Cambodian exporting group.
He noted that Thai company's expertise in rice milling and refining would help Cambodia to produce best
quality rice for international market. He added that joining hands with the Thai company would help Cambodia
to expand their export markets to newer destinations.
Cambodia exported 27,971 tons of rice in May 2014, down about 22% from about 35,967 tons sold in April
2014 and down about 1% from about 28,350 tons sold in May 2013, according to data from Ministry of Trade.
Cambodia exported a total of 378,856 tons of rice in 2013, up about 84% from around 205,717 tons exported in
2012. USDA estimates Cambodia to produce around 4.9 million tons of rice and export around 1 million tons of
rice, including official and unofficial exports, in 2014.

Can Rice Farmers Use Drones for Fertilizer Management?

Yes, say some agronomists in Italy. The results of trials of precision farming in about 160 hectares of rice fields
in Italy show that Unmanned Ariel Vehicles, popularly known as "drones" can be used in managing fertilizers
and chemicals in rice fields.Drones have proved useful in reducing costs of fertilizers and chemicals in the
selected rice fields by about 15% or 6 tons less than the 41 tons used normally.
The drones check for the requisite amount of fertilizers needed by plants by studying the composition of the
soil. The drones, while flying above the fields, transmit information packages called "vigour sensors", which are
then transferred to a computer. The computer decodes the data and reveals the correct amount of
fertilizers/chemicals needed for the soil.This type of precision farming can be quite useful for farmers to decide
the right amount of fertilizers needed by different types of crops in different types of soil. Thus they can reduce
costs on fertilizers to a major extent, say Italian agronomists.Drones can also be useful in monitoring crop
health, mapping fields, pest control and reducing input costs.
Vietnam Rice Sellers Increase Some of Their Quotes; Other Asia Quotes Unchanged

Vietnam rice sellers increased their quotes for 5% broken rice by about $10 per ton to about $405 - $415 per ton today. Pakistan and
India rice sellers kept their quotes mostly unchanged. Thailand rice quotes are not available today.
5% Broken Rice
Thai 5% rice (of new crop) was last quoted at around $380 - $390 per ton, about $25 per ton lower than Viet 5% rice (of new crop)
quoted at around $405 - $415 per ton, up about $10 per ton from yesterday. Indian 5% rice is quoted at around $435 - $445 per ton,
about $5 per ton lower than Pak 5% rice quoted at around $440 - $450 per ton.
25% Broken Rice

Thai 25% rice (of the old crop) was last quoted at about $350 - $360 per ton, about $10 per ton lower than Viet 25% rice (of new
crop) quoted at around $360 - $370 per ton. Indian 25% rice is quoted at around $390 - $400 per ton, about $5 per ton above Pak
25% quoted at around $385 - $395 per ton.

Parboiled Rice

MY 2013-14. Additionally, the USDA has estimated 2015 global milled rice trade to be a record-setting 41.5
million tons, about 1.5% more than in 2014. It predicts the average global yield will be about 4.44 tons per
hectare in MY 2014-15, also slightly up from last year. Global rice consumption in MY 2014-15 is expected to


break records also, reaching 482.2 million tons, about 1% more than in MY 2013-14. Global ending stocks in
MY 2014-15 are forecast to be about 110.7 million tons, according to the USDA.

Thailand

Thailand rice quotes have not been available this week as the military junta freezes rice exports and checks rice
stocks. Thailand 5% broken rice was last shown at about $385 per ton.

The Thai military government (the National Council of Peace and Order, or NCPO) has halted rice deliveries
and is inspecting 1,800 warehouses after the Finance Ministry reported that 2.9 million tons of rice is missing
from government stocks. The Commerce Ministry denies the rice is missing and claims it is en route from mills
to warehouses.

Meanwhile the Bank of Agriculture and Agricultural Cooperatives (BAAC) has completed all outstanding
payments to rice farmers five days ahead of the scheduled date of June 22, according to Reuters. In addition, the
military government (NCPO) has announced cultivation subsidy of about 3,125 baht (about $96) per hectare
and soft loans to help rice farmers in 2014-15 crop season.

Thailands six key agencies, including the Rice Department, the BAAC, the Thai Rice Foundation under Royal
Patronage, the National Science Technology and Innovation Policy Office, the Agricultural Research
Development Agency, and the National Science and Technology Development Agency (NSTDA), have
identified lapses in the production of high-quality rice seeds in the country, initiating a major renovation of the
countrys rice sector.

The Thai Rice Exporters Association (TREA) is concerned that labor shortages and reduced rice supplies from
state warehouses will prompt an increase in Thai rice export prices, according to Bloomberg.

India

India 5% broken rice is today quoted at about $440 per ton, unchanged from a week ago, up about $15 per ton
from a month ago and down about $5 per ton from a year ago.

The Food and Agriculture Organization (FAO) anticipates that India will remain the top exporter this year, and
the All-India Rice Exporters Association attributes the countrys export success to three factors: top quality
basmati rice; the worlds highest acreage of rice cultivation; and competitive pricing on non-basmati rice.

The government will release about 5 million tons of rice from central reserves into the open markets in hopes of
preventing rice price hikes on ideas of lower supplies because of deficient monsoon rains due to the El Nino
weather phenomenon.

Vietnam


Vietnam 5% broken rice is today quoted at about $410 per ton, up about $5 per ton from a week and a month
ago and up about $30 per ton from a year ago.

During the period January 1-June 12, Vietnam exported about 2.605 million tons of rice, about 26% less than
the same period in 2013, according to the Vietnam Food Association (VFA). The average rice export price so
far is about $433 per ton (FOB), up about $2 per ton from last year.

Vietnam has also secured a 200,000 tons rice export contract with Malaysia, according to Reuters.

Pakistan

Pakistan 5% broken rice is today shown at about $445 per ton, down about $5 per ton from a week ago, up
about $20 per ton from a month ago and down about $15 per ton from a year ago.

Pakistans milled rice production for FY 2013-14 (July-June) is estimated to reach about 7 million tons from an
estimated area of about 2.879 million hectares, according to the National Space Agency of Pakistan
(SUPARCO).
Brazil
The Brazilian paddy rice index maintained by CEPEA reached at about 36.49 real per 50 kilograms as of June
16, 2014, slightly down from about 36.74 real per 50 kilograms recorded on June 9, 2014. In terms of USD per
ton, the index reached at about $327 per ton on June 16, 2014, down about 0.3% from about $328 per ton
recorded on June 9, 2014.
Five percent broken rice from Uruguay and Argentina is today quoted at about $625 per ton, unchanged from a
week, a month and a year ago.
U.S.
U.S. 4% broken rice is today shown at about $580 per ton, unchanged from a week ago, down about $5 per ton
from a month ago and down about $35 per ton from a year ago.Old rice crop offers for June-July shipment
increased to $15.75 per cwt fob farm (about $347 per ton) this week and held steady there, although most
traders are holding out for at least $16.11 per cwt fob farm (about $355 per ton). Bids from exporters varied
throughout the week, settling down near $15.25 per cwt (about $336 per ton) late in the week. Small mills bid
$16.00 per cwt (about $353 per ton) throughout the week, but no trades were reported.
Chicago rough rice futures for July delivery recovered some earlier in the week, opening at $14.510 per cwt
(about $320 per ton) Monday morning and reaching a high of $14.900 per cwt (about $328 per ton) on
Thursday, before dipping back down to $14.665 per cwt (about $323 per ton) Friday.The U.S. International


Trade Commission (USITC), an independent, nonpartisan, fact-finding federal agency, has launched an
investigation to study the global competitiveness of the U.S. rice industry at the request of the U.S. Trade
Representative, the House Committee on Ways and Means, according to a statement released by the agency.
Other Markets:
Taiwan will open a global tender for 1,000 tons of milled short-grain glutinous rice for delivery on November
10.Indonesias state logistics company, BULOG, will release medium quality rice from its buffer stocks in
efforts to control prices ahead of the holy month of Ramadan, according to local sources. Separately, the UNs
FAO estimates Indonesias 2014 milled rice imports are around 1.1 million tons, about 60% more than last year.
The National Food Authority (NFA) of the Philippines is expecting domestic rice prices to increase by about
5% (about $45 per ton) during the 2014 lean season (July-September), according to local sources. The NFA
claims the increase will be temporary and prices will stabilize when harvest begins in September. The militant
farmers group Kilusang Magbubukid ng Pilipinas (KMP) has opposed the price hike, according to local
sources. The Philippines National Price Coordination Council (NPCC) responded by suggesting measures be
taken to ensure adequate rice supplies without spikes in retail rice prices.
Despite being a net importer of rice, the Philippines is securing a small, niche export market with the Cordillera
heirloom premium rice grown in the rice terraces of the Cordilleras, a UNESCO World Heritage site. The
country has already exported about 15 tons of the rice to the U.S. in 2014.In the first two months of the Iranian
Calendar Year (CY) 2014-15 (March 21, 2014-March 20, 2015), Iran has imported about 196,600 tons of rice,
about 39% less than the same period in CY 2013-14, according to the Islamic Republic of Iran Customs
Administration.Guyana is currently struggling to export and store its rice supply.
According to the Guyana Rice Producers Association (RPA), about 230,000 tons of rice are in warehouses and
the Ministry of Agriculture expects another 250,000 tons to be harvested from the 2014 main crop (May-
November). There is a shortage of storage facilities for both milled and paddy rice in the country.Cambodia 5%
broken rice is today shown at about $440 per ton, up about $45 per ton from a week and a month ago.
Cambodias rice exports are declining amid falling demand from import nations and deflated prices in Vietnam
and Thailand, according to local sources.Sri Lanka will import about 100,000 tons of rice to prevent price
increases in the domestic market and ensure adequate supply, according to the Ministry of Co-operatives and
Internal Trade (MCIT).
