SYSTEM FUNCTION DESCRIPTION
OF SEAWATER SUPPLY AND ABSORBER SYSTEM
1. Scope
This document is based on the Piping and Instrumentation Diagrams (PIDs) and
provides the general system description for Seawater supply system and its auxiliaries
of SW-FGD for Vung Ang 1 coal fired power plant in Vietnam. Two (2) Flue Gas
Desulphurization (FGD) units are foreseen at this plant. The following specification
refers in parts to components of unit 1; however, it can be applied analogously for unit 2.
The seawater supply system includes the pump basin, the spray pumps, and the
absorber.

2. Process description
2.1 Pump station
A common pump basin is provided outside the spray pump house to lead seawater to
both unit aeration basins.
Four spray pumps per unit are provided in the spray pump house to elevate the
seawater from the pump basin to the absorption zone of the absorber. Each pump is
serving one absorber spraying level.
One pump is a stand-by unit and will be started only if one of the other pumps fails.
Two spray pumps shall be started in minimum before takeover of flue gas to avoid
problems in case of a failure of one spray pump.

Operation of spray pumps without Booster up Fan in operation shall be minimized to
max. 10 minutes in order to avoid salt incrustations on the GGH heating elements.
For start-up the spray pumps should be started one after the other to let equalize the
seawater level in the pump basin. Also, during shut-down one Spray pump after the
other should be stopped.
During automatic operation three Spray Pumps will be started. The operator can
pre-select the stand-by Spray Pump via a Pre-Selection Module within PLC.
In case of low boiler load operator can decide to operate the absorber with only one or
two Spray Pumps under consideration that the SO
2
emission limit values are safety
ensured.
Each pump motor is equipped with an anti-condensation heating. The heating is
automatically switched OFF when the pump has started and automatically switched ON
when the pump has stopped.
Spray Pumps will be switched off via protection off signals, if the level in the pump basin,
or if the level in the absorber, or if the discharge pressure is too low, and/or other failure
signals from pump or motor are valid.

2.2 Absorber system
The SOx absorption takes place in a spray tower Absorber. The Absorber size is
dia.16m x 29.82m (total height) and the nominal level is 2.6m from the bottom.
In the top part of the absorber the water droplets are removed by the Mist Eliminator. A
two stage horizontal type mist eliminator will be provided.
For the mist eliminator in Absorber, a special flushing system is installed. The mist
eliminator is flushed with the common service water. Similar to the Service Water
system a minimum pressure limiter ensures a minimum flow back to the Service Water
Tank, if no flushing water is needed for the mist eliminator. Also, a pressure indicator,
10HTQ50 CP001, downstream of each pump group ensures a certain operation
pressure and starts the second pump as soon the pressure drops under a certain value.
Flushing ME needs to operate once a week or as the alarm difference pressure of mist
eliminator is active. Its an off-line system.

2.4 Pump Basin Size
The pump basin size is 49m x 17m x 8.2m (length x width x height) and the nominal
level is 6m from the basin bottom.

3. General description of Operation of SWFGD
(Common description for all systems)
3.1 General Rules for Start-Up and Shut-Down
The term "Start-Up" shall mean to place a system that is "Ready for Operation" into the
trouble-free "On-Line" mode.
The operation personnel must check and confirm that the following conditions have
been met before each system is placed "On-Line":
All rules and regulations concerning accident prevention have been observed.
All safety instructions concerning the handling of chemicals have been observed.
The commissioning or the regular shut-down of the system has been properly
completed and the system is "Ready for Operation".
All start-up requirements of the system have been met and all notes and remarks
applicable to the system have been observed.
All ducts, basins and pipes have been checked and are "Ready for Operation".
All manholes and inspection holes are closed.
The system is clean and completely tight.
The electrical systems are "On-Line"
All machines are "Ready for Operation".
All valves are "Ready for Operation".
All instruments are "Ready for Operation".
All local control panels are "Ready for Operation".
The control system, PLC is "On-Line".
All automatically controlled permissive and trips have been activated.
All control loops are "Ready for Operation".
All automatic control units are "Ready for Operation".
All automatic sequencers that are used during start-up are "Ready for Operation"
and in the modes stated in the document.
All maintenance requirements have been met.

3.2 Start-Up
In general the start-up procedure of SWFGD has to be done in a certain sequence
manually. General Preconditions for the start up of the FGD are:
- Boiler is in constant load
- FGD in Bypass operation
- Soot free flue gas
- Acceptable flue gas temperature
- Acceptable ESP operation
- Stable Seawater from condenser conditions and flow to aeration basin
- All valves in position as listed in the valve list. Especially as follows:
i) Absorber Vent Valve in OPEN position
FGD Start up steps
1) Consumables Systems have to be available
- Instrument Air System available
- Service Air System available (for GGH each Unit)
- CCCW System available (for BUF & Spray Pumps each Unit)
- Service Water System available
- Steam System available (for GGH each Unit)
- Electric Power connection of each system available.
2) SWFGD PLC and Measurement systems have to be in action
- SWFGD Measurements available
- SWFGD Liquid Analyzer System in operation (for pH and DO)
- SWFGD PLC system in operation
3) Common Systems have to be available
- Drain Pit Pump (Automatic Start/Stop control via SWFGD PLC activated)
- Service Water Pump available
- Service Water Tank (Automatic Start/Stop control via SWFGD PLC activated)
4) Aeration Basin System has to be in operation
- Oxidation Air Blower system (4 of 5) in operation
5) GGH System
- GGH Standstill Conservation has to be out of service

3.3 A short shut down
A short shut down procedure of the FGD plant consists of the following steps, which are
the same as the start up procedure but in reverse sequence:
1) Flue Gas Ducting System
- Bypass damper has to be open
- Damper Seal Air System remain in operation
- Pressure Control BUF has to be set to manual
- BUF has to be out of operation (main motor stopped)
- BUF Auxiliary Equipment remain in operation (decided by operator)
- Raw Gas Damper has to be closed
- Absorber Vent Valve has to be open
- Clean Gas Damper has to be closed
2) Spray Pumps and Absorber System remain in operation
- Absorber Mist flushing remain available
- Spray Pumps remain in operation
3) GGH System
- GGH Rotor with Seal Air System remain in operation (decided by operator)
- GGH Section Drive Unit (Automatic Start/Stop control via SWFGD PLC remain in

During a short shut down of the SWFGD, shut down step 1 can be stopped and the rest
of the FGD system will be kept in service. The spray pumps should not be in operation
during long Flue Gas Duct Bypass operation periods, as the sea water mist from the
absorber can raise in reverse direction back into the GGH.

3.4 The planned shut down
The planned shutdown procedure of the FGD plant consists of the following steps,
which are the same as the start up procedure but in reverse sequence:
1) Flue Gas Ducting System
- Bypass damper has to be open
- Damper Seal Air System remain in operation
- Pressure Control BUF has to be set to manual
- BUF has to be out of operation (main motor stopped)
- BUF Auxiliary Equipment remain in operation (decided by operator)
- Raw Gas Damper has to be closed
- Absorber Vent Valve has to be opened
- Clean Gas Damper has to be closed
2) Spray Pumps and Absorber System can be stopped
- Absorber Mist flushing has to be out of operation

- GGH Standstill Conservation can be started by operator (only manually!!)
4) Aeration Basin System
- Oxidation Air Blowers can be stopped (at least 15 min after Spray Pumps stopped)
5) Common Systems
- Drain Pit Pump (Automatic Start/Stop control via SWFGD PLC remain in
operation)
- Service Water Pump remain available
- Service Water Tank (Automatic Start/Stop control via SWFGD PLC remain in
operation)
6) SWFGD PLC and Measurement systems
- SWFGD Liquid Analyzer System remain in operation (for pH and DO)
In order to avoid low temperature corrosion, sealing fans for Damper and GGH with
electric heater have to run at least 24 hours later, even if GGH rinsed by the
low-pressure water. If the flue gas ducting has not been dried completely, extending the
drying time is recommended.

3.5 SWFGD emergency shut-down
In order to avoid damages to the SWFGD plant, an emergency shut down (ESD)
conditions shall be implemented. The ESD conditions protect the plant from being
endangered by offset operating conditions. It shall be fully automated and designed to
handle all critical events, which might occur in the plant.
The ESD conditions as following will result in Bypass Damper Fast Speed Open:
- SWFGD electricity lost, the SWFGD system protection stop
- The Booster Up Fan ( 10HTC10AN001) is in trip
- Instrument air pressure (10HTX01CP001) lower than 0.4MPa
- In normal running, raw gas damper (10HTA05AA201) closed or clean gas
damper (10HTA20AA201) closed

4. Start-Up
4.1 Preconditions for Start-Up
System is "Ready for Operation" after the general start-up conditions have been
fulfilled.
Furthermore the following conditions should be checked before each start-up:
All consumable systems are On-Line
SWFGD PLC and instrumentations are in service
Drain Pit Pump sequence and Service Water Pump sequence are in service
Oxidation Air Blowers sequence is in service
All valves in position as listed in the valve list
All basin are filled-up with seawater
Flue Gas Ducting sequence is ready to be started as soon as Spray Pumps are in
operation

4.2 Manual Procedure
The manual start-up of the system shall be done in the same way as per automatic
procedure, according to function logic diagram.

4.3 Automatic Procedure
4.3.1 Release Conditions
4.3.1.1 Spray Pump A (10HTF11AP001)
The start-up sequence of the Sub Function Group Module Spray Pump A can be started
only, if the following release conditions are fulfilled:

4.3.1.2 Sub-Function Group ME 1A Flushing (10HTQ50 EC001)
It is a discontinuous operation. The start-up sequence of the Sub Function Group
Module ME Flushing (abbr. Mist Eliminator) can be started only, if the following release
conditions are fulfilled:

The start-up sequences for Spray Pump B (10HTF12AP001), Spray Pump C
(10HTF13AP001) and Spray Pump D (10HTF14AP001) are analogous.

Remarks: The Standstill Heating Spray Pump A (10HTF11AH001) will be switched ON
and OFF automatically via switchgears (switched ON if pump is OFF, switched OFF if

4.3.2.2 Sub-function Group - ME 1A Flushing
The mist eliminator has three stages flushing nozzles, 1A, 1B and 2A. Each stage
flushing has six flaps, which 1A flaps are motorized and others are manul.

5. Shut-down
5.1 Preconditions for Shut-down of an individual Spray Pump
The following conditions should be checked before each shut-down of an individual
Spray Pump:
The SWFGD SO
2
removal efficiency will significantly decrease as soon as one
Spray Pump will be stopped. Therefore shut-down of Spray Pumps is allowed only in
case of extremely low SO
2
load in the raw flue gas.

5.2 Preconditions for Shut-down of all Spray Pumps
The following conditions should be checked before shut-down of all Spray Pumps:
FGD Flue Gas Ducting shall be in bypass mode (Bypass Damper opens, Raw Gas
Damper and Clean Gas Damper closed).

5.3 Manual Procedure
The manual shut-down of the system shall be done in the same way as per automatic
procedure, according to function logic diagram.

5.4 Automatic Procedure
5.4.1 Protection Off

6. Automatic Start-up and Shut-down of Spray Pumps
6.1 Pre-Selection for Automatic Start-up
During automatic operation three Spray Pumps are in continuous operation. One Spray
Pump will be a stand-by unit.
Via Pre-Selection Module Spray Pumps 10HTF10EE001 the operator can pre-select
the pump which shall be in stand-by:
Pre-selection 1: Spray Pump A
Pre-selection 2: Spray Pump B
Pre-selection 3: Spray Pump C
Pre-selection 4: Spray Pump D
If Spray Pump B is pre-selected (preferred) the start-up sequence for automatic spray
pump start-up is:
- Sub-Function Group for Spray Pump D, 10HTF14EC001 (as first pump)
- Sub-Function Group for Spray Pump C, 10HTF13EC001 (as second pump)
- Sub-Function Group for Spray Pump A, 10HTF11EC001 (as third pump)
Sub-Function Group for Spray Pump B (10HTF12EC001) will be the stand-by unit in
this case. This Sub-Function Group will be started automatically if one of the other
pumps fails.
Note: The operator shall take care that during one year of operation the running times of
all four pumps are nearly the same; nevertheless Spray Pump B is the preferred
stand-by pump.

6.2 Automatic Start-up
The automatic start-up of Sub-Function Group Spray Pump A (10HTF11AP001),
Sub-Function Group Spray Pump B (10HTF12AP001), Sub-Function Group Spray
Pump C (10HTF13AP001) and Sub-Function Group Spray Pump D (10HTF14AP001)
will be done via Function Group Spray Pumps (10HTF10EC001) and done
pre-selection.

6.2.1 Release Conditions
The start-up sequence of the Function Group Spray Pumps can be started only if the
following release conditions are fulfilled:

6.2.2 Start-up sequence
The following start-up sequence for Pre-selection 2 (Spray Pump B is standby) can be

6.3 Automatic Shut-down
The automatic shut-down of Sub-Function Group Spray Pump A (10HTF11AP001),
Sub-Function Group Spray Pump B (10HTF12AP001), Sub-Function Group Spray
Pump C (10HTF13AP001), and Sub-Function Group Spray Pump D (10HTF14AP001)
will be done via Function Group Spray Pumps (10HTF10EC001).

Status: Spray Pump A (10HTF11AP001), Spray Pump C (10HTF13AP001), and
Spray Pump D (10HTF14AP001) are "On-Line".
Spray Pump B (10HTF12AP001) is Stand-by

6.4 Reduced SO
2
Load
During automatic operation three Spray Pumps are in operation.
In case of low boiler load, i.e. in case of extremely low SO
2
load in the raw flue gas, the
operator may decide to operate the absorber with only one or two Spray Pumps.
In this case operator has to set the Function Group Spray Pumps (10HTF10EC001) in
manual mode and has to stop a Sub-Function Group for one or two Spray Pumps.
As soon as clean gas SO
2
concentration gets unacceptable high the operator must
restart one or two Spray Pumps by the related Sub-Function Group module.
