 About Municipality of Ub

Municipality of Ub is situated in West Serbia, about 50 km form Belgrade and 30 km

form Valjevo.

We have favorable geographic position, due to proximity of Airport Belgrade (50

km), port of Šabac (50 km), railway Belgrade-Bar (6 km).

Municipality has population of about 34.000 people and territory of 456 sqare
kilometers.

Objectives of future Youth Organisation

The objectives of the establishment of the Office for Youth:

• Affirmation of young people and their inclusion in society

• Organizing social life of young
• Education of youth on various issues (non-formal education, intercultural
learning, health, ecology, respect for human rights)
• Inclusion of youth in cultural and sporting life of the municipality
• Promotion of traditional and fundamental values of life in young
• Promotion of different cultural values, understanding, tolerance, review the
problems of young people of all nationalities and their solution
• Help young people in their professional orientation
• Improve standards of youth
• Affirmation of amateur creativity and youth activism
• Encouraging participation in national and international competitions
• Promoting the sport and a healthy, stable and responsible way of life
• Support active cooperation of local communities, schools, universities,
NGOs, and youth sports organizations and clubs
• Providing support to youth initiatives and projects
• educating young people about the problems and challenges of growing up
• Promoting the importance of voluntary work

Planned Activities of the Youth Club :

• Organization of cultural and sports events

• Organize sections: Internet, journalism, photography, culture, sports ...
• Youth Employment through Youth Cooperative
• Help young people in their professional orientation
• Organizing information services
• Providing free internet use
• Research the needs of high school students and students
• Organizing panel discussions and workshops on drug abuse, smoking,
alcoholism, sects, AIDS, sexual maturation, loneliness, physical appearance,
problems with parents, conflict, ecology, bonton, Human Rights ...
• Organize participation in national and international competitions (painting,
literary composition, singing ....)
• Organizing Olympic Games of Culture, dedicated to the affirmation of

 culture and education of youth;
• Improve standards of youth using youth payment cards
• Organization of the SOS Center for Youth

Reconstruction of Youth Club building – max. 50.000 €

Purchase of necessary equipment – max 10.000 €

Recent Activities of Local Government

Cross border cooperation programme

Objective of the programme / project

The Neighbourhood Programmes are a new instrument of the European Union for support and
promotion of cross-border co-operation at the new external borders of the EU. The Programme
focuses on promotion of sustainable economic and social development, protection of the
environment, fight against organised crime, improvement of border control and promotion of
people-to-people actions.

The Programmes aim at reducing differences in the levels of development between regions on
both sides of the EU external borders, and at promoting contacts between local communities in
cultural, social and economic co-operation.

Areas of support
Social and economic cohesion through actions to improve physical, business, social and
institutional infrastructure and capacity

• Improving the productivity and competitiveness of the areas’ economic, rural and
environmental resources
• Cross-border initiatives targeting the exchange of people and ideas to enhance
professional and civic society cooperation

Municipality of Ub has recently signed an agreement with Municipality of Modriča (Bosnia) on

joint participation in Programme in five major areas – culture, economy, tourism, waste
treatment and sports.

Strategy of sustainable development

According to our request to be certified as a “business friendly” municipality, which will gain us
an enabling environment for investments and bussines development, we have defined four
major objectives to be implemented in Strategy of sustainable development. First of all is
Development of economy and rational usage of our natural resources, second objective is
corelated with that – Development of rural areas. Two other objectives are Development of
urban areas and Infrastructure.

We are planning to publish this Strategy by the end of year and then to take next required
steps in order to get Certificate.

Cooperation with GTZ

The GTZ is an international cooperation enterprise for sustainable development with worldwide
operations. GTZ promotes complex reforms and change processes. Its corporate objective is
to improve people’s living conditions on a sustainable basis.

GTZ and Ub had one succesful project in the past (city sewage) and we are hoping that our
next project idea (general plan for waste treatment) will also be funded by their organisation.

IPA Adriatic Programme 2009. Possibilities

1. Highly educated staff willing to work hard

2. Literacy in foreign languages (English, French and Italian)
3. Cooperative, motivated and flexible partners
4. After-programme sustainability
5. Mulitlevel cooperation possibility (culture, sports, economy)

Main disadvantages

1. Low level hotel infrastructure, able to host max 12 people in 4* hotel

2. No funds currently available for distant travels
3. Inexperience in IPA Adriatic Programmes
