You are given a task by the mayor of your hometown to evaluate and give suggestion on how to
plan the town in accordance with Local Agenda 21. Write a brief report on your evaluation and
suggestion.

Bandar Baru Bangi area can be developed to establish a comprehensive action strategy for
environmental protection, economic prosperity and community well-being in the local
jurisdiction or area to fulfil the residents needs in term of better lifestyle, source of economical
income, improve development performance and environment consideration. The Local Agenda
21 development could be planned more systematically in order to achieve the goals.
Local Agenda 21 is a local-government-led, community-wide, and participatory effort to
establish a comprehensive action strategy for environmental protection, economic prosperity and
community well-being in the local jurisdiction or area. This requires the integration of planning
and action across economic, social and environmental spheres. Key elements are full community
participation, assessment of current conditions, target setting for achieving specific goals,
monitoring and reporting.
The Local Agenda 21 needs cooperation of many parties. In order to implement Local Agenda
21 in Bandar Baru BAngi, the policy should involve society, private sector and local authorities.
So each party has their role and they are:
i) Individual or Society
- Give cooperation to any program or event that private sector or local authorities
invented.

- Mass media need to announce the activity relate to this sector.

ii) Associations and Companies
- An association of Local Agenda 21 needs to be established to focus on the vision of
this principle for the hometown.

- Any companies surround my hometown need to be alert to the necessity of the
residential of the hometown by providing the requirement for residents

iii) Government representatives or local authorities
- Doing campaign and kind of same activity or event relate to Local Agenda 21

- Making collaboration within the authorities to execute any activities

The implementations of Local Agenda 21 in Bandar Baru Bangi are as follow:

Internal to the local government
The basic principles laid out in the Agenda 21 can be activated by many organizations and
operations of a local government. These include local policy and programme development;
planning and management procedures in local projects, including preparing of development
plans; purchasing decisions in development and construction of public projects; development of
network (electricity, gas, water, roads) and social (community services, education, health)
infrastructure; day-to-day maintenance, including waste collection and disposal

Local government's interaction with its citizens
A local governments' interaction with its citizens in implementing plans to realize the goals set
forth in its LA21 Plan is key to the success of the plan. Changes in urban lifestyles have far
reaching consequences, positive and negative, on the local and global environment. Thus
education and training in environmental issues; information campaigns and awareness building -
using both formal and informal channels; monitoring and evaluation - including opinion surveys,
referandums; action plans involving the civil society, for example, in the 3Rs - reduce, reuse and
recycle; can be various ways in which the local government sensitizes its citizenry towards
environmental protection.

External to the local government
There are some actions that local governments can only influence, but where the essential
decision-making process is outside their control. Here issues such as green business proactices,
product and safety standards, green tourism, labour practices etc. play an important role.
Activities of the civil society at large, including community groups, NGOs, and other
institutions, also fall in this category.

There are six key elements of Local agenda 21. Based on these, the evaluation and suggestion are
committed.

Managing and improving the local authority's own environmental performance

i) Evaluation
In Bandar Baru Bangi the environmental performance should be upgraded and
attention is needed as it still lack of proper implementation.
ii) Suggestion
It needs corporate commitment by cooperating with related local authorities to carry
out campaign for staff training and awareness rising among the residents. They
should plan a good environmental management systems and environmental budgeting
based on the capability and aim for our hometown. Policy integration also needs to be
applied across the sectors.

Integrating sustainable development aims into the local authority's policies and activities

i) Evaluation
The term of sustainable development should be integrated and implement into any project
in Bandar Baru Bangi.

ii) Suggestion
The need of implementation of sustainable development is very good way in order to
appreciating our nature and preserves it. It still needs a very good collaboration of the
local authorities and the resident. But still the private sector need to help in
commercialized it and hold the events. The local authorities should plan policies that the
vision is based on sustainable development. Some of the activities that can be a part of the
programme are green housekeeping and housing services. They should be plan the policy
like transport policies and programmes that encourage the use of electric or hybrid car that
more environmental friendly. After all these it needs the cooperation of all parties.


Consulting and involving the general public

i) Evaluation
This should be cultivated in Bandar Baru Bangi thoroughly. The forum is being held once
in a month in order to do some discussion regarding what happen in our residential area.
In order to get the feedback, questionnaires are to be distributed regarding
problems/difficulties and its solution faces by residents.

ii) Suggestion
Some of suggestions that can be implemented are the public consultation processes, some
forums and planning to divide the area according to the economic base maybe.


Partnerships

i) Evaluation
Should be encouraged in Bandar Baru Bangi

ii) Suggestion
Partnerships can be done by having meetings, workshops and conferences. These must be
based on sustainability development. It will be more efficient if the residents working in
groups or advisory groups. Round tables are strongly suggested to go through any issue
arising from any members. A plan on environment city model can be a good idea as Local
Agenda 21 in promoting sustainable development.

Measuring, monitoring and reporting on progress towards sustainability

i) Evaluation
Should be enpowered in Bandar Baru Bangi

ii) Suggestion
There are so many activities can be done in order to measure, monitor, and report on
progress towards sustainability. Aim a target to develop Bandar Baru Bangi for every
month and try to do some environmental monitoring to make sure the planning is
implementing properly and continuously. Put the sustainability indicator as a target. To
make the planning more based on the requirement, make sure the Environmental Impact
Assessment (EIA) is done thoroughly and strategic environmental assessment should be
carried out.
