STAKEHOLDER COMMUNICATION, PARTICIPATION, AND CONSULTATION


Information sharing and consultations has been conducted with environment NGOs, power plant staff, and communities
in the vicinity of the power plant. Environmental aspects of the project, the EIA and the EMP, will be disclosed through
public meetings and community consultations.
Discussions with Jamshoro Power Company Limited, GENCO Holding Limited, Ministry of Water and Power, and other
stakeholders have been held to refine feasibility study and will be continued for the drafting of the bidding documents.
Public consultations were held to update the environmental impact assessment (EIA) study for the project.
DESCRIPTION
The impact of the S-PPTA will be enhanced energy supply in Pakistan. The outcome will be completed project due
diligence. The S-PPTA will contribute to the processing of the Jamshoro Power Generation Project loan by preparing (i) an
EIA, (ii) technical due diligence reports, and (iii) contracting strategy and bidding documents. Key activities include field
visits to Jamshoro and Lahore, and finalization of EIA and technical due diligence reports and bidding documents.
PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY
Bulk of the project preparatory work had been completed ADB L2553 - PAK: Energy Efficiency Investment Program (EE)
Tranche 1 including the preparation of the draft EIA, land acquisition and resettlement plan, and feasibility study. The
proposed S-PPTA therefore is envisaged to finance only the environmental, technical, and procurement experts needed to
undertake the final project preparatory work including: (i) completion of the feasibility studies, (ii) finalization of EIA report,
and (iii) preparation of bidding documents.

Consulting Services The S-PPTA initially required 6 person-months (PM) of individual consulting services
comprising of (i) 1-PM of an environment expert (International), (ii) 3-PM of power
experts (2-PM International and 1-PM National), (iii) 1-PM of fuel expert
(International), and (iv) 2 person-months of procurement specialist (1-PM International
and 1-PM National). Following an increase in financing, additional 2.5 person-months
of individual consulting services are engaged comprising of (i) 1-PM of
mechanical/railway engineer (International), and (ii) 0.5 person-month coal logistics
expert (National). The consultants are recruited consistent with ADB Guidelines on
the Use of Consultants by ADB and Its Borrowers (2013, as amended from time to
time).
