1. PURPOSE
To define proper safety and health guards and preparation to be taken prior to and during hot tapping
and/or welding on equipment service.
2. SCOPE
This procedure is intended to establish minimum safety/health conditions required for hot tap work.
3. RESPONSIBILITIES
Site-In-Charge and Supervisor of the Workgroup involved in carrying out the activity shall ensure that
Safe Work Practices are strictly adhered to.
4. PROCEDURE
4.1 Safety, Health, and Environmental Considerations

4.1.1 Health Hazards and Associated Precautions
4.1.1.1 The understood definition of hot tapping in the plant consists of two
phases: the welding phase (or fitting attachment phase) and the hot tap. The
welding phase or fitting attachment is that portion of the job that involves
welding or attachment of the nozzle on the pipe and/or pressure vessel. The
hot tap is the mechanical cutting of the hole in the pipe or vessel using
equipment designed for that purpose. Safety/ Health Review must be
conducted with the responsible personnel or department and this review
should consist of, but not be limited to, the following:
a) Prior to selection of the hot tapping procedure, all alternatives must be
evaluated and eliminated for proper cause before making a final selection
of the hot tapping procedure.
b) All specifications and/or drawings of the equipment to be hot tapped
should be reviewed to ensure that the equipment as specified is suitable
for hot tapping in accordance with this policy.
c) Responsible personnel or department must give approval to the proposed
hot tap (hot tap fittings specific location, welding procedure) and ensure
compliance with current mandatory standards. This approval is contingent
on job site inspections.
d) Hot tapping and/ or welding on equipment in service is a valuable and
useful technique which can be used for maintenance and construction
work; however, it does involve certain risks. These risks must be

evaluated prior to undertaking the hot tap job. Other alternatives must
also be evaluated and eliminated for cause prior to selecting the hot tap
method. This procedure applies to all groups involved with performing
hot tap work on equipment within plant boundaries.
e) Personnel Protective Equipment (PPE). Apart from basic PPE, selected
PPE shall be used for hot tapping activities as per the hazard/s identified.
f) Level of skills for the workgroup carrying out the hot tapping activity
g) Special considerations for the line that is to be hot tapped
h) An emergency back-up plan must be prepared for each hot tap activity to
cover evacuation and shutdown in case of failure.
4.2 Critical Operating Parameters
4.2.1 Welding shall be limited to ferrous/ ferrous alloy material.
Welding shall be prohibited under the following situations:
4.2.1.1 Welding is prohibited on lines or vessels in service that contain air, pure
oxygen, acetylene, ethylene oxide, ethylene, ethyl acrylate, butadiene
residues, propylene oxide, chlorine, or any agents which will decompose
violently.
4.2.1.2 Welding is prohibited on lines or vessels whose metal temperature in the
weld area cannot be maintained at 50 F or above.
4.2.1.3 Special considerations should be given to welding in areas of no flow; i.e.,
the side of a storage tank, the end of a line, etc.
4.3 Work Process
4.3.1 Job Package
A job package is the information necessary for the hot tapping job to be performed
properly. It must contain, but is not limited to, the following:
4.3.1.1 Service conditions of pipe or vessel (i.e., thickness, material in the pipe,
pressure temperatures etc.); Materials of construction; Sizes arrangement,
and specific location Specific considerations for safety/ health, design, and
testing; Detailed welding sketch and welding procedure and technique.
4.3.1.2 A Safety/ Health Review must be passed prior to starting hot tap work, per
Safety/ Health Considerations section.
4.3.1.3 Appropriate work permit must be obtained prior to execution of the task.
