section 106 of Republic Act No. zl60
(RA
7160), otherwise known as the Local
Government
Code of 1gg1
(LGC), provides
that "Each local government
unit
shall_have a comprehensive multi-sectoral development plan
tu be initiated by its
development
council and approved by its sanggunian. For this purpose,
the
development
council at the
provincial,
city, municipal, or barangay level, shall
assist the corresponding sanggunian in setting the direction of economic and
social development,
and coordinating development efforts within its territorial
jurisdiction."
Likewise,
Section 112 of the LGC states that "The Local Development Councils
(LDC)
may
forrn
sectoral or
functional
committee.r fo assrst them in the
performance
of their
functions."
Upon the initiative of the Philippine coconut Authority
(pcA)
of the Department
of Agriculture (DA)
and the
party-List
Ang Asosayon Sang Mangunguma Bisaya_
Owa Mangungumat,
Inc.
(AAMBIS-Owa),
as supported by their relevant study,
research, and consultation with the coconut farmers, LGUs and other industiy
stakeholders,
this Department hereby recognizes the need for the
promotion
ol
the growth
and development of the coconut industry, with the end of
supporting agenda to uplift the economic welfare and rlghts of coconut farmers
in the country, in conformity with the Agri-Pinoy Program of the DA.
In furtherance
of the said objective, all Local Chief Executives and local
Sanggunians of LGUs that are
principally
coconut-producing, are strongly
encouraged to facilitate the establishment of a Local Coconut Industry
Development
council
(LCIDC)
as a sectoral or functional committee within its
LDC to be the central body which will propose,
initiate and generate policies
and
programs
for coconut industry development in the LGU concerned.
The LCIDC, as a sectoral or functional committee of the LDC, shall have the
following
basic functions as provided
under paragraph (g),
Article 182 of the
Rules and Regulations Implementing the LGC of l99l:
a. Provide the LDC with data and information
essential to the formulation
of plans, prograrns,
and activities;
b. Define sectoral or functional objectives,
set targets, and identify
programs' projects,
and activities for the
particular
sector or function;
c. Collate and analyze information and statistics and conduct related
studies;
d. Conduct public
hearings on vital issues affecting the sector or
e. Coordinate planning,
programming,
and implementation
of
projects,
and activities within each sector:
f. Monitor and evaluate prograrns
and
projects;
and
g. Perform such other fulctions
as may be assigned by the LDC.
As the LGC does not
provide
for the LCIDC'S constitution,
as well as its
composition,
duties and functions not otherwise provided
in the
abovementioned
rule, the Local Chief Executive or local Sanggunian concerned
may provide
for such matters in accordance with the provisions
of the LGC and
consistent with the basic
principle
of local autonomy, provided
that majority of
the coconut farmers, farm workers, and other industry stakeholders are
properly
represented
therein.
In connection therewith, all DILG Regional Directors are hereby directed to:
1. cause the widest dissemination of this Memorandum
Circular in their
respective
jurisdictions;
and
2. Assist LGUs in the establishment of the LCIDC by coordinating with the
Regional Offices of the PCA for the conduct of its inlormation
dissemination campaign on the matter of institutionalizing the LCIDC, in
accordance with PCA Board Resolution No. 006-20If dated 0g February
2011 and PCA Memorandum Circular No. 05, Series of 20ll dated 29
September 2011.

reference.
