Last June 24, 2014, the University of the Philippines Cebu Student Council 2014 2015 6
conducted its 10

official meeting at the Student Council Office. The meeting was called to order 7
at 6:07PM with 9 members present and 5 absent. The meeting was presided by the Student 8
Council Vice-Chairperson, Mr. France Kevin Degamo. 9

The meeting was called to order at 6:07PM. Quorum was established. 32

Vice Chairperson Degamo reproposed that "Karen and She Commemoration" 55
agendum be moved as the fifth matter to be discussed. 56

A motion to approve the order of the agenda with the proposed amendments was 58
raised by Representative Gattoc and was duly seconded by Councilor Dingding. 59

a. Approval of the minutes of the 9

official meeting 66

Representative Matarlo, the acting Secretary General of the 9th official meeting, 68
presented the minutes she wrote. After being read by the members, corrections were 69
made. One of the highlight amendments made was the moving of People's FOI 70
Deliberations schedule on July. 71

Councilor Calderon moved to approve the minutes of the 9th official meeting. The 73
motion was seconded by Representative Gattoc. 74

b. WiFi Letter / Incident Report 76

Councilor Calderon said that before Representative Balane went home to Cagayan 78
de Oro, he already sent the WiFi Letter to the pertinent authorities. 79

Councilor Dingding said that an incident must be submitted to the Associate Dean 81
for Administration, Prof. Tan, indicating the chronological order of events between the 82
interaction of the Student Council and Computer Services Unit. This is in line with the 83
University Protocol on Investigations and Complaints which aims to address concerns to 84
the office concerned before raising it to higher College authorities, such as the Dean of 85
UP Cebu. 86

Vice Chairperson Degamo assigned Councilor Dingding to write the incident letter 88
to be submitted on Friday, June 27, 2014. 89

c. FOI Deliberation Schedule 91

The FOI Deliberation was set to happen last June 21 but since only of few of the 93
councilors were available, it was not pushed through. Councilor Calderon suggests that 94
the FOI Deliberations be moved to July since he will be going to Diliman this July 5-7 for 95
the FOI Congress. 96

Vice Chairperson Degamo suggests July 12 as the tentative schedule since the 98
council will be adjusting to the availability of the speakers. 99

d. Room Assignment 101

It has been reported that the College lacks room due to increase in enrollment. 103
Hence, Dean Corro's decision to prioritize class rooms over offices. There will be merging 104
of offices, including the SC and Tug-ani offices. 105

However, OSA sought to consult the Student Council and Tug-ani on this matter. 107
Also, during the Room Use Committe meeting, Councilor Dingding asserted to retain the 108
offices of the two student institutions. During the said meeting, the body decided to retain 109
the location of the SC office, move Tug-ani office to Arts and Culture room, and assign the 110
rooms beside the SC office to be allocated for GE classes. 111

Vice Chairperson Degamo requested Councilor Dingding to make a written report 113
on the Committe meeting to be presented on July 1. 114

e. Meeting with OSA 119

Vice Chairperson Degamo discussed to the body the details of the the meeting 121
with OSA representative, Mrs. Belle Maglasang. 122

Arts and Humanities, and Sciences Cluster Chair Student Rep: The search for AH and 124
Sciences Cluster Chair is ongoing and a student representative is needed to sit on the 125
committee. The Student Council officers were to assign student reps among 126
themselves and submit the representatives name to the committee Chair of each 127
search. 128

Room Use: Classrooms are priority over offices. 130

Calendar of Student Activities: The SC and OSA is set to adjust schedules of student 132
activities in a special meeting. 133

Student Representation on different college committees: 20 new college-wide 135
committees will be institutionalized for the incoming school year. 136

ID: There has been a proposal from the administration to let every UP Students wear 138
their IDs upon entrance for security purposes. The SCs initial stand on this, although 139
unconsolidated, is to strengthen UP security. Vice Chairperson Degamo cited an 140
incident in UP Diliman wherein Lordei Hina was stabbed within the vicinity of the 141
campus despite the strong measures of the administration to institutionalize wearing 142
of prescribed ID within the university premises. 143

f. STS, WiFi Codes and VolCorp 145

The Student Council suggests that the distribution of WiFi Codes be given during 147
enrollment along with the distribution of the Form 5. 148

In addition, Representative Gattoc suggests that the council also cite STS stories from 150
Underheard at UP. Councilor Dingding also suggests that the council conduct an 151
educational discussion on STS next meeting at 5:30 pm so that it can make an objective 152
stand on the matter. Vice Chairperson Degamo said that to strengthen this, there will be 153
a first wave of ED with the SC, and the second wave with the Volunteer Corps. 154

However, Councilor Calderon, Representative Mondido and Representative Tidalgo 156
cannot commit by the scheduled time, so Vice Chairperson Degamo suggests that this will 157
be the first agendum to be discussed during the next SC meeting. 158

Vice Chairperson Degamo has set maximum-minimum goals to increase Vol Corps 160
membership. At the minimum, it has to increase; maximum is 25 members. 161

3. STS Survey 167

Councilor Trocio cannot present the STS Survey due to technical difficulties she 169
encountered upon backing up files from upon rebooting her laptop. However, she 170
presented the possible face of the survey which has two indicators: STS Application and 171
STS Principle. 172

Some councilors suggested ways to make the STS Survey sheet more 174
understandable to the students. 175

4. SONA Activity 177
Councilor Dingding said that the SONA will be on July 28. On the other hand, the 178
students and youth sector and group formations will hold a Cebu Youth Day of Protest to 179
assess Pres. Aquinos term in a form of mass mobilization. He is set to present the 180
Calendar of Activities to be conducted by the Student Council on this particular activity. 181

5. Karen and She Commemoration 183

June 26 marks the 8
th
year of the abduction of two UPD Students, Karen and She. 185
As members of KASAMA sa UP, SC is encouraged to make a support statement at the 186
minimum and conduct forums/candle-lighting activities at the maximum. 187

The abduction is just a manifestation of the culture of impunity in the country and the 189
rampant state fascism in the form of the Aquino administrations anti-insurgency 190
program, the Oplan Bayanihan (OB). The OB, although dressed up to conduct medical 191
missions and military practices/protection, has been the source of human rights 192
violations in the countryside wherein students who conduct integrations and/or 193
exposures are being harassed, lumads and indigenous peoples rights are being 194
violated, and so much more. 195
Councilor Dingding and Representative Gattoc committed to make the statement. 196
Councilor Trocio suggests that the issue be raised to human rights violations in Cebu, 197
particularly the Aloguinsan 39 and UP Cebu 3. 198

Councilor Trocio also committed to make an infographic on the records of human 200
rights violations in the country. 201

representatives to the UP Agenda and UP Situationer Steering Committees of 207

For the UP Agenda Steering Committee, STRAW Committee Head 210
Councilor Trocio and Co-Head, Representative Matarlo were assigned as UP 211
Cebu Representatives. 212

For the UP Situationer Committees, EdRes Committee Co-Head, Vice 214
Chairperson Degamo and Councilor Dingding were assigned as UP Cebu 215

implementation of STS and Academic Calender Shift per unit. Councilor Trocio, 219
Vice Chairperson Degamo and Councilor Calderon were assigned to work for the 220

Having no agendum to discuss further, Vice Chairperson Degamo moves to adjourn 240
the meeting. Motion was approved by Councilor Calderon and seconded by 241
Representative Matarlo. The meeting was adjourned at 7:45 pm. 242

An Incident Report regarding the WiFi usage in summer classes 264

As per mentioned in the previous DAC meeting, here is the chronological order of events for the 266
communications between the SC and the CSU. 267

May 20, 2013 (9:44 PM) After the SC meeting, the SC emailed the CSU to ask for the Wifi 270
Codes. This was after an incident that a student told some SC councilors that they were not 271
able to use the WiFi even though they paid for it. 272

May 21, 2013 (9:46 PM) The CSU replied that they can get their WiFi, but no one approached 274
the office for the codes. 275

May 25, 2013 (Around 5 PM) The SC received a text from Dr. Dee, the CSU OIC (we only 277
knew she was OIC that day). She said the council must submit the list of the students who got 278
their Wi-Fi codes last semester because it is required before the SC can get the new codes, and 279
also asked complaints regarding the internet connection. This was also the last week of summer 280
classes. 281
