FIXED OFFSHORE PLATFORMS

REGULATIONS FOR THE TECHNICAL SUPERVISION AND
CLASSIFICATION
1. Application
1.1 These Regulations assign the requirements on the technical supervisions and
classifications of Fixed Offshore Platforms (herein after refered to as the
platforms) operating in Vietnamese continental shelf.
The Regulations are to e compulsor! applied for the "tages# designing$
construction$ operation$ maintenance and technical supervision of platforms.
1.% The technical supervision and classification for various t!pes of platforms are
to e carried out ! Viet nam Register or "hipping (V&R'").
1.( Relevant Rules and Regulations of other )lassification "ocieties for *aterial
"tructures$ 'quipments and "afet!$ can e used if it is agreed ! V&R'".
2. Clai!ication
%.1 )lass assignment
The platforms are designed. Faricated$ installed in accordance +ith$ and under
the surve!s in compliance +ith these Regulations +ill e assigned a class !
V&R'".
%.% *aintenance of class
The platforms +hich have een classed +ith V&R'" +ill maintain the assigned
class and character until$ as a result of surve!s inspections or test +hich have een
carried out$ the platforms are found to e in full! compliance +ith the relevant
requirements in "ection ( of this Regulation.
,n! damage or defect +hich ma! affect the class assigned is to e reported to
V&R'" +ithout dela! and an application for surve!s is to e sumitted !
O+ner-Operator or their Representative.

Platforms classed +ith V&R'" +ill e assigned either of the follo+ing characters

supervision and is in compliance +ith the requirements of the Regulations and is
maintained in good and efficient technical condition/
. . V&R'" . indicating that the platform has een constructed under supervision
of another )lassification "ociet! recogni0ed ! V&R'"$ and after examination and
surve!s it has een found to e in compliance +ith the requirements of the
Regulations and is maintained in good and efficient technical condition.

%.(.%.1 Platforms classed +ith V&R'"$ depend on their specific conditions$ +ill e
assigned one or more appropriate class notations appended to the character of
classification assigned to indicate the special features of the platform$ e.g#

The characters of classification together +ith the class notations +ill e entered in
)ertificates of )lassification for Fixed Offshore Platforms in the order as
descried aove.
For instance# a fixed template t!pe drilling platform constructed under the
supervision of V&R'" and provided +ith effective corrosion protection$ its
characters of classification and class notations are as follo+s #

%.2 3ithdra+al of )lass
The class assigned to a platform ! V&R'" +ill e +ithdra+n under an! one of the
follo+ing conditions#
. &f it is not sumitted to surve!s for maintenance of class as required in "ection (
at the proper time +hich is noted in the )ertificate /

. 3hen the O+ner fails to repair such damages and defects that affect the class of
the platform in accordance +ith V&R'" requirements/
. 3hen requested ! the O+ner of the platform.
%.4 Reclassification
3hen reclassification or class reinstatement is desired for a platform for +hich the
class previousl! +as assigned ! V&R'" and has een +ithdra+n$ a special surve!
for reclassification$ appropriate to the age and technical conditions of the platform$
+ill e carried out ! V&R'".
&f$ at such surve!$ the platform is found that its conditions are full! compliance
+ith the Regulations. V&R'" ma! reinstate its original class or assign such other
class as ma! e deemed necessar!.
%.5 )ertificate of )lassification
%.5.1 &ssurance of )lassification )ertificate.
6pon the completion of the construction surve!$ classification surve! for first
entr! or reclassification surve! of a platform$ if it is found that the platform
complies full! +ith the Regulations$ a classification certificate +ill e issued to the
applicant ! V&R'".
%.5.% 'ndorsement of )lassification )ertificates #
The )lassification )ertificate for platforms issued ! V&R'" +ill continue to e
valid$ provided that the platforms are su7ected to the anual surve!s for
maintenance of class as prescried in "ection ( of the Regulations and the results
of the surve!s are found satisfactor! to the requirements of the Regulations .
%.5.( &ssuance of Provisional )lassification )ertificates #
Pending the issuance of the )lassification )ertificates$ +here a result of surve!s is
found that the platform is in a fit an efficient condition and in compliance +ith the
regulations$ V&R'" ma! issue a corresponding Provisional )lassification
)ertificates to enale the platform to e put into service in the shonest possile
period of time.
The duration of a Provisional )lassification )ertificate is not to exceed six months
from the completion date of the surve!s.

regulations on qualit! control of manufacture. The! can e accepted ! V&R'" if
the! hold )ertificates of qualit! issued ! recogni0ed Organi0ations.
Onl! the materials and equipments holding certificate of qualit! can e used for
construction and repair of the platform.
(.1.%.% Platforms are to e constructed in accordance +ith the approved plans.
1uring the construction V&R'" are to e satisfied that the materials used$
+or:manship and arrangements are satisfactor! and compl! +ith the approved
plans and the the relevant existing Rules and "tandards.
(.1.%.( 1uring construction$ the structures$ equipment$ machineries$ pressure
vessels$ piping s!stems$ electrical installations$ etc. of the platforms are to e
examined and tested in the presence of and to the satisfaction of V&R'" in
accordance +ith the approved plans and requirements of the Regulations. The test
programmes are to e agreed +ith V&R'". The relevant test reports sumitted !
the manufacturers and ma:ers are to e chec:ed and signed ! V&R'".

,ll platforms are to e surve!ed once for ever! t+elve months +ithin ( months
efore or after each anniversar! date of the fist or the latest "pecial "urve!.

(.%.1.1 The platform is to e examined so far as is necessar! and practicale$ in

order that the Regulations are satisfied as to its general condition. The extent of the
surve! +ill normall! consist of a close visual examination of upper structure do+n
to and including the splash 0one. 3here access from fixed ladders and +al:+a!s
is not possile$ staging ma! e required. Particular attention +ill e paid to the
follo+ing items as relevant#

(.%.2.1 The fire protection$ detection and extinction arrangements are to e
examined. The examination is to include#

until the next surve! is due.

(.(.%.( The diving contractor must produce a report on completion of the
inspection. The detailed close visual inspections should e pennanentl! recorded
on video tape or still photographs.
(.(.%.2 The detailed scope of the surve! is to e agreed +ith V&R'" in each case.
( . (.%.4 3here agreed inspections indicate that deterioration cor defects are
occurring or +here damage or alterations to the unit have occurred et+een route
surve!$ V&R'" ma! require the divers to extent their inspections to items not
included in the agreed inspection list. 3here necessar!$ additional cleaning ma!

(.(.%.5 The diving contractor +ill require to have all the necessar! equipment$ e.g.
air diving and saturation diving equipment$ cleaning tools$ video recorders and
