international reaction to his coming out

Peter Pete Cahall, who has served as principal at
D.C.s highly acclaimed Woodrow Wilson High School for
the past six years, became the subject of international
news coverage in early June when he announced at the
schools LGBT Pride Day gathering that hes gay.
Cahalls coming out declaration came during his speech
at a June 4 Pride Day event, which was held in the schools
spacious ground oor atrium. Several hundred students,
faculty members and administrators were assembled
before him, and D.C. Mayor Vincent Gray and Council
member David Catania (I-At-Large), the rst out gay person
elected to the D.C. Council, were standing beside him.
I have hid in the shadows for the last 50 years, he
said, adding that Grays outspoken support for LGBT
equality and the warmth and support he has received
from Wilsons students, faculty and fellow administrators
inspired him to say what I need and must say today.
Appearing nervous and exhilarated at the same time,
Cahall declared, Mayor Gray I want to say publicly
for the rst time because of your leadership, care and
support that I am a proud gay man who just happens to
be the principal of Wilson High School.
In a June 16 interview with the Washington Blade,
Cahall said his coming out was the culmination of a long
tumultuous journey as a closeted gay man struggling with

The annual Pride reception held at the White House
on Monday revealed a sense that many leaders of the
LGBT movement are satised with the progress of the
last six years.
Guests mingled in the East Room of the White House
as they munched on hors doeuvres cookies, salads
and sandwiches served on silver platters on tables
adorned with bouquets of pink and purple owers. The
guests consisted of LGBT advocates as well as openly gay

Lawmakers weigh bill
to ban discredited
practice for minors

Close to 30 supporters and opponents


of a bill that would ban licensed mental
health providers from performing
gay conversion therapy for minors
gave strongly worded and sometimes
emotional testimony before a D.C. City
Council hearing last week that lasted
nearly ve hours.
Representatives of at least nine LGBT
advocacy organizations, several mental
health professionals and two men who
described themselves as survivors of
conversion therapy urged the Council to
pass the Conversion Therapy for Minors
Prohibition Amendment Act, which was
introduced last year by Council member
Mary Cheh (D-Ward 3).
Supporters of the bill testied that
therapy seeking to change someones
sexual orientation from gay to straight
doesnt work, is especially harmful to
minors and is strongly opposed by
mainline organizations representing the
medical and mental health professions.
There is unanimous recognition by
mainstream American medical and
mental health professional associations
that being gay is not an illness and
that eorts to change peoples
sexual orientation are ineective and
dangerous, said Lee Beers, a physician
who serves as president of the D.C.
Chapter of the American Academy of
Pediatrics.
The bill will curb harmful practices
known to potentially produce lifelong
damage to those who are subjected to
them and help ensure the overall health
and safety of LGBTQ youth, Beers said in
her testimony.
Eleven members of the 13-member
Council have signed on as co-sponsors of
the bill, including Council member Yvette
Alexander (D-Ward 7), who chairs the
Committee on Health that has jurisdiction
over the measure.
Alexander told the Blade after the
hearing that she plans to schedule a
committee markup hearing in September
to nalize the language of the bill and
expects the full Council to pass the
bill before the end of the year by an
overwhelming margin.
Alexander and Council member and
mayoral candidate David Catania (I-At-
Large), who appeared at the hearing
for about 30 minutes, were the only
members of the six-member committee
to attend the hearing. Alexander said
conicting schedules prevented the
others from attending.
Knowing the measure enjoys strong
support among Council members and
by Mayor Vincent Gray, 12 people who
testied against the measure urged
Alexander and her Council colleagues
to change course. They warned that the
legislation would deny young people the
right to choose to undergo what they
called Sexual Orientation Change Eort
therapy or SOCE.
Christopher Doyle, a licensed clinical
professional counselor and director of the
Bowie, Md.-based International Healing
Foundation, which performs conversion
therapy, testied that hes living proof that
someones sexual orientation can be changed.
Ten years ago, I experienced a dramatic
change in my sexual orientation, he told the
hearing. I am with you today because I once
was a same-sex attracted man, and today,
through good counseling, years of support
groups, and healing non-sexual relationships
with other men, I do not experience any
homosexual feelings, he said.
Eight years ago, I met my wife, and
today we have three beautiful children,
he told the hearing.
Nathan Gniewek, a current client of
the International Healing Foundation,
testied that hes undergoing therapy
to eliminate his same-sex attractions.
He said the pending legislation to ban
conversion therapy for minors would
deny young people the freedom to
choose such therapy.
In response to questions by Catania,
Gniewek described his current status as
a work in progress, adding that he is not
homophobic and freely chose to change
because being gay didnt work for me. It
was just a choice.
Catania told Gniewek the proposed
legislation would not apply to him
because its limited to people under the
age of 18. Gniewek didnt disclose his age
but appeared to be in his late 20s.
Expressing concern that conversion
therapy is based on the premise that
homosexuality is bad, Catania pressed
Gniewek on why he wants to change
his sexual orientation if he doesnt think
same-sex attractions are wrong.
Were you ever ashamed? Catania
asked him.
In some respects, Gniewek said.
Do you understand that you are not
inferior because you are gay? Catania
continued.
Yes, said Gniewek.
Doyle and Peter Sprigg, senior fellow
for policy studies at the anti-gay Family
Research Council along with other
witnesses opposed to the bill, disputed
claims by supporters of the legislation that
conversion therapy doesnt work. They
said claims that the therapy is harmful
were based only on anecdotal reports.
Dole said he led two Freedom of
Information Act requests with the D.C.
Department of Health to nd out whether
complaints have been led against
therapists performing conversion therapy.
He said a DOH o cial responded that no
ethical complaints or grievances have been
led with the D.C. government concerning a
client or patient claiming to be mistreated,
harmed, or coerced to undergo SOCE
therapy from a licensed mental health
practitioner in Washington, D.C.
But Andrew Bud Brown, a gay man
who identied himself as a survivor of
conversation therapy, testied that he felt
pressured into undergoing the therapy
because of peer pressure from his family
and his deeply religious upbringing. He
said the therapy caused him to suer
depression and suicidal thoughts before
he switched to another therapist who
helped him accept who I am.
Brown said that he and others he
met through his conversion therapy
sessions were deeply in the closet and
would never have come forward to le a
complaint against their therapist with a
governmental agency, even if they believe
the therapy caused them harm.
That would have been outing
ourselves, he said.
Rikin S. Mehta, senior deputy director
of the D.C. Department of Health, who
testied in support of the bill, told the
committee the fact that no complaints
have been led with the city doesnt
mean that conversion therapy hasnt
caused minors to experience harm from
the therapy.
Our department has been, and
continues to be, supportive of all
legislation intended to protect children,
minors and other vulnerable populations,
he told the committee.
Please let me be clear about the practice
of conversation therapy it is harmful, it
is dangerous and it is counterproductive,
he said. Homosexuality is not a disease
and it is not a mental health issue, he
said. Therefore there is no scientic or
medical basis for this therapy.
Mehtas testimony came after Brown,
another gay man and a local therapist
whose clients are mostly from the LGBT
community testied that they personally
experienced or in the words of
psychologist Gregory Jones observed
rst-hand how conversion therapy
caused LGBT people to suer deep
depression and contemplate suicide.
I have conducted a rmative
psychotherapy with hundreds of young
adults struggling with sexuality and
gender identity, and have also worked
with numerous young adults who were
forced to undergo conversion therapy by
their parents, family, community, and/or
religious community, said Jones, a clinical
psychologist licensed to practice in D.C.
Jones said he was also testifying on
behalf of the Trevor Project, a national
LGBT suicide prevention hotline. He
told the committee that the American
Psychological Association has advised
parents and young people to avoid
sexual orientation change eorts.
Those who conduct conversion
therapy utilize shame and psychological
abuse to manipulate young people to
internalize an extremely negative view
of themselves and their sexuality, Jones
said. I have witnessed rst-hand the
long-term impacts of conversion therapy
upon those who were forced into this so-
called treatment.

Gallaudet expands LGBTQA Resource Center
Gallaudet University recently hired its rst full-time sta member to coordinate an
expanded Lesbian, Gay, Bisexual, Transgender, Queer/Questioning and Ally (LGBTQA)
Resource Center that was created in 2011 with little notice beyond the universitys
Northeast Washington campus.
Kaitlin Luna, the universitys Coordinator of Media and Public Relations, said faculty
and administrators at the nationally acclaimed college for the deaf and hard of hearing
have recognized similarities between the deaf and LGBT communities.
The Deaf Community and the LGBTQA Community have many parallels, Luna said in
an email to the Blade. Both have fought discrimination, oppression, and misconception
and both are making strides toward equality.
Cara Miller, who received her doctorate degree in clinical psychology at Gallaudet in
2011 and was named coordinator of the LGBTQA Resource Center in February of this
year, told the Blade in a separate email that the Center has expanded its reach since its
founding in 2011.
Previously the Center was voluntarily staed by students who went above and
beyond to seek resources and oer LGBTQA programming, on top of attending to their
academic responsibilities, she said.
According to Miller, although students have played a key role in the operation of the
Center it has always been a university program operating out of the O ce of Diversity
and Equity for Students (ODES).
Its currently located in ODES suite of o ces in Hall Memorial Building and includes a
lounge called The HangOut, Miller said.

Wheelchair theft prompts support for D.C. gay man


A 28-year-old gay man who is wheelchair bound due to cerebral palsy became the
beneciary of an outpouring of community support last week after his custom-made,
lightweight wheelchair was stolen outside the Logan Circle home of a friend.
DArcee Neal, who works for the national disability group United Cerebral Palsy
and sings with the Gay Mens Chorus of Washington, said the theft of his wheelchair
eectively left him immobilized, unable to perform basic daily tasks and unable to travel
to and from work at his downtown D.C. o ce.
He said the customized wheelchair, which gave him both mobility and the dignity of
being self-su cient, would cost about $5,000 to replace.
Knowing the predicament he faced, his friend Nicole Marissa Yates took it upon herself to
create a page on the fundraising website GoFundMe without telling Neal she had done so.
I dont know what it feels like to have your mobility taken away from you, but
I imagine that even though hes a strong, vibrant individual, he feels violated, Yates
wrote in a message posted on the fundraising site. As his friends and family, we can
come together to show him that we love and support him by funding his new chair,
Yates wrote. Thank you for your contribution anything helps!
According to a report on the website, 155 people contributed a total of $7,300 in
ve days. Yates said the eort received a boost when Channel 4 News reporter Jackie
Benson did a story about the wheelchair theft that included an interview with Neal on
the evening news.
Neal told the Blade hes grateful for the support he received from members of the
community along with friends who contributed to the fund. He said the funds enabled him to
purchase a temporary $400 wheelchair for his immediate use while he arranges for another
custom made, lightweight and high-speed chair to be made. That could take as much as a
month or more, he said. He plans to donate the temporary chair to a local charity.
He said he left the chair that was stolen in what he thought was an inconspicuous
spot near the steps to the basement apartment at his friends place while apartment
sitting for the friend. He isnt able to drag or move the chair up or down steps, he said,
in a world in which very few private residences are wheelchair accessible.
According to Neal, he prides himself on keeping in good physical shape by crawling
up and down entrance steps both at his friends homes and his own basement
apartment in Anacostia, where he keeps his wheelchair outside in a concealed location.
There are handicapped accessible apartments and homes but the rent is thousands
of dollars a month more than I can aord, he said.

Blade names new sales manager
The Washington Blade announced this week the promotion of Stephen Rutgers to the
position of sales manager.
Rutgers has been with the company for two-and-a-half years. He previously managed
the Blades events and marketing eorts. Eective July 1, he adds management of the
Blades sales force to his duties.
Stephen is hard-working, smart and knows the D.C. market well, said Blade publisher
Lynne Brown. We are well positioned for continued growth with him at the helm of our
sales operation.
Rutgers will immediately focus on several upcoming special events. The Blades second
annual Sports Issue will be published Aug. 22, followed by the annual Fall Arts Preview in
early September. October brings two big events: a reception celebrating the Blades 45th
anniversary and the popular Best of Gay DC party and special issue at the end of the month.
Im excited to get started in this new role, Rutgers said. It brings together my
interests in sales, management and a love for D.C.
Stephen has a background in marketing and operations. He holds both a bachelors
and masters degree from The George Washington University School of Business. He
has experience in advertising, sports marketing and event planning. He is also involved
locally with an array of community events, including the annual 17th Street Festival.

Trans activist Roberta Gills dies at 63
Roberta Bobbie Gills, a longtime advocate for transgender equality and an
active member of the D.C. Trans Coalition, died June 7 following a battle with
cancer. She was 63.
A statement released by D.C. Trans Coalition organizer Jason Terry says Gills
was born in D.C. and lived most of her life in Arlington, Va.
Bobbie was a tireless advocate for human rights, Terry said. She joined
the D.C. Trans Coalition in 2009 and she quickly sparked conversations that
ultimately led to the successful passage of the Deoni Jones Birth Certicate
Equality Act last year [by the D.C. City Council].
Gills became a leader in D.C.s Trans Needs Assessment Project and
represented DCTC at a number of events, Terry said.
According to Terry, Gills worked for many years in the parts department at a car
dealership in Arlington before she was red after she came out as transgender.
Undaunted, she increased her activist eorts, enrolled at Northern Virginia
Community College (NOVA) and also began working with the Kiwanis Club,
Terry said. She served from 2012 to 2013 as co-chair of the Capital Trans Pride
celebration. She later graduated from NOVA with honors, according to a write-
up released by family members.
She was one of the most generous people I knew, said DCTC organizer
Shannon Wyss. Cancer has claimed another wonderful person, someone
who found her truth, lived it despite its costs and because of its triumphs, and
advocated so that others could be as true to themselves as she, Wyss said.
Gills is survived by her mother, Clara S. Gills; her brother, George W. Gills;
sister-in-law, Thu Nyugen; and sisters Suzanne J. Macinnis and Janet G. Kimble
along with many cousins, aunts and friends.
A funeral service was held June 12 at Murphys Funeral Home in Arlington.
Interment took place at Mount Comfort Cemetery in Alexandria, Va.
Family members suggest that donations in her honor be made to the D.C.
Trans Coalition or the Northern Virginia Community College Education Fund.

California trans rights law fully implemented
SACRAMENTO, Calif. The second
part of a California transgender rights
law took eect on July 1.
Trans Californians who are seeking
to obtain a legal name change are
no longer required to attend an in-
person court hearing unless someone
challenges their request. They also
do not need to publish their name
change in a local newspaper.
The rst phase of Assembly Bill
1121 that took eect in January
eliminated the requirement that
trans Californians must obtain a court
order to allow them to change the
gender on their birth certicate. The
law only requires them to submit a
form and a letter from their doctor to
the California Department of Public
Health and pay a $23 fee.
These new protections were created to improve the safety and privacy
needs of transgender people seeking to obtain accurate and consistent identity
documents, said the Transgender Law Center in a press release.
Gov. Jerry Brown signed the bill into law last October.
Anti-gay Mississippi law takes efect
JACKSON, Miss. A Mississippi law that opponents argue allows businesses
to deny services to LGBT people based on their religious beliefs took eect on
July 1.
June Gipson, president of My Brothers Keeper, an HIV/AIDS service
organization in Jackson, criticized the Religious Freedom Restoration Act in a
statement released through the Elton John AIDS Foundation.
The HIV/AIDS epidemic is far from over, but instead of investing in education
and resources needed to help high-risk communities, lawmakers in Mississippi
have chosen to legislate in support of discrimination, she said.
Todd Allen, an LGBT rights advocate who lives in Jackson, last month traveled
to New York to confront Gov. Phil Bryant who signed the controversial law in
April.

Hundreds of Mississippi businesses have joined a campaign against the law.

Fired lesbian police chief rehired
LATTA, S.C. A lesbian South Carolina police chief has been rehired after the
mayor of the town in which she works red her.
WBTW reported the Latta Town Council on June 27 voted unanimously to
rehire Latta Police Chief Crystal Moore. She was sworn into o ce after the vote.
Thank you for your hard work and dedication, said Moore as WBTW reported.
I will see yall on the streets.
The Associated Press reported that Mayor Earl Bullard red Moore in April
after she refused to sign seven reprimands he had presented to her.
Latta residents last week approved a proposal that sought to reduce Bullards
power in response to his decision to terminate Moore. WBTW reported the
town council on June 27 also voted 6-0 to expunge the reprimands from Moores
record that Bullard said prompted him to re her.
The television station on its website posted a statement attributed to Bullard that
reads he would much rather have someone who drank and drank too much
taking care of my child than I had somebody whose lifestyle is questionable
around children.
Latta, which has about 1,400 residents, is located in Dillon County near the
North Carolina border.
Judge earlier ruled
state must recognize
out-of-state nuptials

A federal judge in Kentucky this week
overturned the states ban on same-sex
marriage, building o an earlier ruling in
which he required Kentucky to recognize
out-of-state gay nuptials.
In a 19-page decision, U.S. District Judge
John Heyburn II ruled that Kentuckys ban
on same-sex marriage violates the right
to equal protection under the Fourteenth
Amendment to the U.S. Constitution.
[T]his Court bases its ruling primarily
upon their utter lack of logical relation
between the exclusion of same-sex
couples from marriages and any
conceivable legitimate state interest,
Heyburn wrote.
Heyburn stayed his decision pending
action by the U.S. Sixth Circuit Court of
Appeals, so no same-sex marriages will
take place at this time.
Notably, Heyburn rejected the notion
that the U.S. Supreme Courts decision
against the Defense of Marriage Act has
any bearing on the fundamental right to
marry. That viewpoint diers from other
judges whove drawn on the decision as
a means to strike down state bans on
same-sex marriage.
Instead, he ruled against state law
by determining that laws based on
sexual orientation should be subjected
to heightened scrutiny, or a greater
assumption theyre unconstitutional.
In February, Heyburn ruled that
Kentucky must recognize out-of-state
same-sex marriages in the case of Bourke
v. Beshear. Following the ruling, two
same-sex couples intervened in the case
at the district court level and sought to
overturn Kentuckys ban on marriage
equality outright. The case was renamed
Love v. Beshear.
Heyburn was appointed by President
George H.W. Bush and recommended
by now Senate Minority Leader Mitch
McConnell (R-Ky.). Following Heyburns
initial ruling in February, Tea Party activists
emphasized McConnells recommendation
of the judge in their attempt to unseat him
in the Republican primary.
In the latest ruling, Heyburn addresses
the concern that his earlier ruling invoked
among some within his state, saying the
opponents of same-sex marriage will
come to realize the decision wont aect
their freedom.
Assuring equal protection for same-sex
couples does not diminish the freedom
of others to any degree, Heyburn said.
Thus, same-sex couples right to marry
seems to be uniquely free constitutional
right. Hopefully, even those opposed to
or uncertain about same-sex marriage
will see it that way in the future.
Although Kentucky Attorney General
Jack Conway has refused to defend his
states ban on same-sex marriage in
court, Gov. Steve Beshear has continued
to defend the law. Kentucky voters
approved the states constitutional ban
on same-sex marriage in 2004 with 75
percent of the vote.
The U.S. Sixth Circuit Court of Appeals is
already hearing cases related to marriage
equality in each of the states within the
jurisdiction: Michigan, Ohio, Tennessee
and Kentucky. Oral arguments are set for
Aug. 6.

The U.S. Supreme Court on Monday
declined to consider a case challenging a
California law that bans licensed mental
health practitioners from performing so-called
conversion therapy to change the sexual
orientation of minors from gay to straight.
The courts refusal to take the case
eectively upholds a federal appeals court
ruling last August that the law approved
by the California Legislature banning the
controversial form of therapy did not
violate free-speech rights of therapists or
people under the age of 18 who may wish
to obtain the treatment.
The law has been placed on hold by the
courts since Gov. Jerry Brown signed it in
September 2012 after the Liberty Counsel,
a conservative Christian litigation group,
rst led a legal challenge to the law. The
Ninth Circuit U.S. Court of Appeals, whose
decision upholding the law was left in
place by the Supreme Court on Monday,
was expected to lift a stay it placed on the
law pending action by the Supreme Court
in the next few days.
This life-saving law has cleared the nal
hurdle and will now protect California youth
from harmful practices that have been
rejected by all leading medical and mental
health organizations, said Shannon Minter,
legal director of the National Center for
Lesbian Rights. This important legislation
will permanently improve the health and
well-being of Californias most vulnerable
LGBT young people, Minter said.
Matt Staver, founder and chair of the
Liberty Counsel, said the upholding of the
law by the courts would have a harmful
impact on young people who seek out
the discredited treatment for unwanted
same-sex attractions.
I am deeply saddened for the families
we represent and for the thousands of
children that our professional clients
counsel, many of whom developed these
unwanted attractions because of abuse
of a pedophile, he said in a statement
released on Monday.
Staver said he was hopeful that a
separate court case in which his group is
challenging a nearly identical law banning
conversion therapy approved by the New
Jersey Legislature will come before the
Supreme Court with a dierent outcome.
California and New Jersey are the only
two states that have approved such laws.
Similar laws have been introduced in the
legislatures of at least seven other states,
including Maryland and Virginia.
The measure introduced in Virginia
died in the General Assembly this year,
but supporters say they will seek to bring
it up against next year. In Maryland, the
sponsor of a similar bill withdrew it earlier
this year after Maryland Attorney General
Douglas Gansler issued an opinion saying
the state has administrative authority to
put in place a ban on conversion therapy
for minors without legislation.
The Supreme Courts action on Monday
came three days after opponents and
supporters of conversation therapy
testied before a D.C. City Council
hearing on a proposed law that, similar to
the California and New Jersey laws, would
ban conversion therapy in the District for
people under the age of 18.
Council member Yvette Alexander
(D-Ward 7), who chairs the committee
with jurisdiction over the proposed
legislation, said the measure enjoys
strong support from nearly the entire
13-member Council and is expected to
pass before the end of the year.
Will Hobby Lobby ruling encourage anti-LGBT bias?
Some critics relieved by
narrow scope of language

The U.S. Supreme Courts decision in
the Hobby Lobby case on Monday brought
criticism from LGBT rights supporters for
restricting access to contraception, but
advocates acknowledge the narrow scope
of the ruling shouldnt lead to companies
invoking it to justify anti-LGBT workplace
discrimination.
In a 5-4 decision penned by U.S.
Associate Justice Samuel Alito, justices
ruled in the case of Sebelius v. Hobby
Lobby that the Religious Freedom
Restoration Act enables closely held
for-prot corporations whose owners
oppose contraception to continue to
deny it for religious reasons, despite the
mandate requiring employers to provide
this coverage under Obamacare.
We hold that the regulations that
impose this obligation violate RFRA,
which prohibits the Federal Government
from taking any action that substantially
burdens the exercise of religion
unless that action constitutes the least
restrictive means of serving a compelling
government interest, Alito writes.
Rea Carey, executive director of the
National Gay & Lesbian Task Force, said
the decision represents a dangerous
precedent and that allowing employers
to restrict access to contraception leaves
women in limbo.
Under the ruling, some corporations
will be treated like religious institutions
and these so-called religious
corporations will not have to pay for
health care that they disagree with, Carey
said. So what happens if a woman needs
birth control and their employers wont
pay? What happens if a trans woman
needs hormones and their bosses wont
pay? What happens if a couple needs
fertility treatments and the religious
corporation they work for wont pay?Yet
again, another barrier put in the way of
vital and aordable health care.
But Alito suggests in his ruling that
the Obama administration can set up
for employees who seek contraception
coverage and work for closely held for-
prot corporations the same system
already in place under Obamacare
for employees who work at religious
organization and seek contraception.
Moreover, Alito emphasizes the ruling
is limited to contraception and doesnt
allow closely held for-prot corporations
to opt out of any law they choose.
The principled dissent raises the
possibility that discrimination in hiring,
for example on the basis of race, might
be cloaked as religious practice to escape
legal sanction, Alito writes. Our decision
today provides no such shield.
Despite the unprecedented nature
of the ruling, LGBT advocates breathed
a sigh of relief in respect to its narrow
language. LGBT rights supporters feared a
broader decision could have encouraged
companies to engage in religious-based
anti-LGBT discrimination.
Rose Saxe, a senior sta attorney with
the American Civil Liberties Unions LGBT
Project, a rmed that the ruling shouldnt
directly impact LGBT rights.
Using the example of course of race
discrimination, we believe that theres
an equally compelling interest in ending
LGBT discrimination, Saxe said. So, that
decision should not give an avenue for
employers to engage in broader kinds of
discrimination.
Nonetheless, fears persist among
many LGBT advocates that the decision
could open the door for the Supreme
Court to allow anti-LGBT discrimination in
a later ruling.
The same entities that are ghting
womens access to healthcare are also
ghting LGBTQ equality and this ruling
simply sets the stage for future eorts to
reduce the ability for individuals to make
their own decisions about their lives and
about their bodies, said GetEquals Heather
Cronk. Todays ruling sets the stage for
further and wider challenges to the idea that
employers should treat all of their employees
and potential employees equally, and opens
the possibility for employers to refuse to
provide employees with health insurance
that covers HIV or AIDS medication, blood
transfusions, anti-depressants, and all
manner of other life-saving care.
After President Obama announced
his intent to sign an executive order
barring LGBT workplace discrimination
among federal contractors, there was
speculation the administration was
waiting for the Hobby Lobby decision to
determine whether a religious exemption
would be necessary for the order.
LGBT advocates have insisted that the
executive order be free of any special
carve-outs to allow LGBT discrimination
among federal contractors.

Anti-LGBT crackdown continues under Russia propaganda law
Violence, harassment one
year after Putins edict

Russian LGBT rights advocates say
rates of harassment and violence have
increased over the last year since a law
banning so-called gay propaganda to
minors took eect.
Polina Andrianova of Coming Out, a St.
Petersburg-based advocacy group, told
the Washington Blade on Tuesday during
a Skype interview that she has been
verbally accosted twice since President
Vladimir Putin on June 29, 2013, signed
the propaganda bill.
Andrianova said she is now afraid to
hold her girlfriends hand in public.
People just look at you dierently, she
said. Now they know that gays and lesbians
exist, but unfortunately they also know that
we are a danger to children and were a
danger to traditional Russian values.
Andrianova told the Blade that her
organization installed security cameras
in its o ces last November after two
masked men with air guns and baseball
bats attacked gay and bisexual men
who were attending a meeting at the
St. Petersburg o ce of a Russian HIV/
AIDS service organization. Bomb threats
disrupted an LGBT lm festival in the city
a few weeks later that gay screenwriter
Dustin Lance Black attended.
Andrianova said people who were clearly
not members of the LGBT community
began to attend support group meetings
and other events at Coming Outs o ce
after the attack at the HIV/AIDS group.
She told the Blade they took pictures and
videos and acted in a weird way.
We are pretty sure that they were
going to plan some provocations, said
Andrianova.
Andrianova said local authorities have
also continued to target Coming Out for
violating a 2012 law that requires groups
that receive funding from outside Russia to
register as a foreign agent, even though
a St. Petersburg appellate judge last July
overturned a lower courts ruling that ned
her organization more than $15,000.
That has been taking a lot of our
emotional, administrative, human resources
to ght these court battles, she said. We
might actually have to close down.
Putin signed the propaganda law
slightly more than six months before the
2014 Winter Olympics took place in the
Black Sea resort city of Sochi.
Police in Moscow and St. Petersburg
arrested more than a dozen activists
who tried to stage two pro-LGBT protests
hours before the opening ceremony.
Elena Kostynchenko, one of the advocates
who was arrested in Moscow, told the
Blade during a telephone interview after
her release that o cers threatened to
sexually assault her and another women
while they were in custody.
This harassment has continued since
the Olympics ended.
Venues that abruptly cancelled
scheduled competitions and bomb threats
disrupted the Russian Open Games that
drew more than 300 LGBT athletes from
Russia and other countries to Moscow a
few weeks after the Sochi games.
Authorities on May 31 detained several
people who took part in two LGBT
rights demonstrations in Moscow. A
four-day camp the Russian LGBT Sports
Federation, which sponsored the Russian
Open Games, took place outside the
capital last month without incident.
The Kremlins ongoing LGBT rights
crackdown has prompted many gay
Russians to leave the country.
The former manager of a gay nightclub
in Moscow that had been attacked several
times late last year told the Blade during
an interview in D.C. in January that he
does not want to return to Russia because
he feels his life will be threatened. George
Budny, a gay doctor from St. Petersburg
who also ed his homeland, said his
mother told him to stay in the U.S.
because of the propaganda law.
Masha Gessen, a Russian journalist
and prominent LGBT rights advocate, in
December moved to New York with her
family after a lawmaker proposed a bill that
would allow the government to take children
away from their gay and lesbian parents.
She told the Blade last week during a
telephone interview that she did not allow
her two oldest children to ride the Moscow
subway alone before they left the country.
We didnt think that there was a
very high risk of their being harassed
or attacked, but there was a risk, said
Gessen. When youre talking about kids,
thats a totally unacceptable level of risk.

Activist tells of life in
rural Africa, fears of
Western inuences

Ken, a Kenyan LGBT rights advocate
who asked the Washington Blade not to
use his real name because of concerns
over his personal safety, was watching
a newscast in the rural village where he
lives in March when Parliamentarian
Aden Duale said homosexuality poses the
same threat to his country as terrorism.
Duale, who is the majority leader of
President Uhuru Kenyattas ruling political
party, made the comments two months after
Binyavanga Wainaina, a prominent Kenyan
journalist and writer, came out as gay.
Everyone in the eld was cheering, yes,
thats what should have been done, he
told the Blade during a June 20 interview
at the o ces of American Jewish World
Service in Northwest Washington. I felt
unsafe and was looking side-to-side.
The incident underscores the acute
challenges he and other LGBT rights
advocates in the East African country
continue to face.
His organization formally launched in
2009 amid ongoing tensions following
election-related violence that left up
to 1,500 people dead and more than
200,000 people homeless.
The group has more than 30 members
who advocate for LGBT rights through
access to education, health care and other
services in rural Kenya. Kens organization
also provides assistance to 94 gay
refugees who have ed to the country
from Uganda, Somalia, Burundi, Rwanda
and the Democratic Republic of Congo.
Ken asked the Blade not to publish his
organizations name because of safety
concerns.
The greatest challenge we face in Kenya
and Africa at large in advocating for LGBTI
rights is changing peoples perceptions
that gay issues are Western and they are
all bad, he said. Every time you come up
with a gay agenda, people are like, that
things Western. Its not African.
Ken met with LGBT rights advocates,
lawmakers and o cials from the State
Department while in D.C. from June 18-21.
He also went out to a club on U Street, N.W.
People are so open, said Ken. The
environment is very nice for activism.
People can come there, have fun.
He traveled to San Francisco and Los
Angeles before marching with American
Jewish World Service in the New York
LGBT Pride parade on Sunday.
They dont have a hard time like what
we have in Africa because they have
support, he told the Blade, discussing
his American counterparts. The
environment is safe for their advocacy
and activism.
Ken told the Blade that he began to
learn about gays and lesbians from a
friend who said they live in cities and
larger towns. Ken said he encouraged him
not to engage in homosexuality, which
Kenyan textbooks compare to bestiality
and other sexual sins.
Schools were like missionaries, said
Ken, noting he began reading dictionaries
to understand what homosexuality
meant. You could not expect to see
a book in a school library without gay
themes, lesbian themes.
Kens father is a leader in his village,
and he has yet to come out to him and his
family. He told the Blade his friends would
label him a bad person and satanic if
they learned about his advocacy eorts.
My father would lose that responsibility
in that community, said Ken. Once
he loses that there will denitely [be a]
backlash on me. That will be taken as if I
have betrayed him.

his identity beginning as a middle school
student in New Jersey. It continued through
his years as a high school and college
athlete and early career as a physical
education teacher and football coach in
Virginia and North Carolina, he said.
Before recounting those early years
Cahall told how much he was moved by
the loud and prolonged applause and
cheers he received by the students and
his colleagues when he came out at the
Pride event. Continued expressions of
support in the days that followed lifted
his spirits, he said.
I cant even describe how I feel now,
Cahall recounted while talking in his
o ce. Im liberated, free, relaxed. And I
just never expected how far reaching this
has been, he said.
Ive gotten emails from people in
Australia, from Italy, from Canada.
Ive gotten emails and messages from
educators across the country and from
principals, said Cahall.
Ive gotten a number of emails from
parents across the country that have gay
and lesbian kids that say how much their
kid has been bullied and tormented and
tried to commit suicide and I wish my son
could be in a school like where you are
with the acceptance in your community.
On Monday, Cahall was recognized by
President Obama at the White House
during the annual White House Pride
reception for LGBT rights advocates from
throughout the country.
Pete is here today, Obama told the
gathering in the White House East Room,
drawing loud applause. Because of his
example, more young people know they
dont have to be afraid to be who they
are; no matter who they love, people
have their backs, the president said. So
were proud of you.
Cahall, 50, was born and raised in
Mount Holley, N.J., an agricultural and
factory town about 20 minutes by car
from Philadelphia.
He recalls being bullied in middle school
and subjected to anti-gay taunts before
blossoming into a strapping six-foot, six-
inch tall high school athlete who excelled on
the football team and landed a full athletic
scholarship to the University of Virginia.
As long as I can remember I knew
that I was gay, he said. I knew at ve or
six years old that there was something
dierent with me. But I kept it inside.
With that as a backdrop, Cahall said
he remained deep in the closet during
his college years and early career as a
teacher and coach.
He remained in Charlottesville after
graduating from UVA, beginning his
career as an elementary school teacher
in physical education. He soon began
coaching at a nearby high school.
I was assistant football coach, head
wrestling coach and head track coach,
he said.
During his 10-year stay in the Charlottesville
area, he returned to the university to earn
a masters degree in administration before
taking a job as assistant principal at a high
school in Greensboro, N.C. He was soon
promoted to principal at a middle school in
the same school district.
Two years later, Cahall said the
administrator who hired him in
Greensboro became superintendent
of schools in Montgomery County, Md.
With his parents health failing, he felt
the need to move closer to the Southern
New Jersey area where his parents lived
to help them at a time of need. So he took
a job as principal at Rocky Hill Middle
School in Montgomery County.
He became principal at Watkins Mill
High School two years later before being
promoted to an administrative post in the
district as director of school performance
where I worked less, got paid more and
hated it, he said.
I was bored. I was dealing with adults with
adult problems, said Cahall. And so thats
when I made it to Wilson High School.
According to Cahall, then D.C.
schools chancellor Michelle Rhee, the
controversial administrator who put in
place major school reforms, hired him
as Wilsons principal at a time when the
position became open.
Now, six years later, Cahall is credited
with maintaining Wilsons status as one
of the citys highest performing high
schools, both academically and through
its athletics programs. Although located
in the citys upscale Tenleytown section
in Northwest Washington, Cahall is quick
to point out that the school is among
the most diverse racially and ethnically
among the citys public schools.
Were a magnet school that is the
largest and most diverse, he said. We
have 1,740 kids 50 percent African
American, 25 percent white, 16 percent
Latino, 9 percent Asian. Weve got kids
from 80 dierent countries speaking 47
dierent languages. Theres no other high
school like us.
As Cahall and Alex Wilson, the
schools openly gay director of academic
development, escorted a Blade reporter
and photographer through the atrium
toward the principals o ce, students
ocked toward Cahall, yelling Hi Mr.
Cahall. Several boys gave him the high
ve signal with their hands.
Wilson said that at least one of the
students who greeted Cahall was
among a group of students experiencing
problems academically or personally
that he mentored and closely monitored,
meeting with their parents and doing all
he could to boost their morale and desire
to succeed.
He calls them the Cahall kids, Wilson said.
Although Cahall didnt say so directly,
his personal struggle over whether or
not to come out during many years as an
educator appears to have played a role in
his interest in and empathy for students
facing their own struggles academically
or for other reasons.
As a gay man, my quality of life was
diminished because I could not be me,
he wrote in a two-page essay he shared
with the Blade called My Reection of the
Process of My Decision.
The last issue that I considered is my
relationship with Jesus Christ, Cahall
wrote in his reection essay. Yes, I am
a Christian. I have accepted Jesus into my
heart and have asked for His forgiveness
for my many sins.
He added, In all my formative years, I was
told that homosexuals were going straight
to hell. In hearing this I kept asking myself,
If God created me as a gay man would he
really then sentence me to hell?
Cahall credits a video he discovered
just a few months ago that was produced
by the gay son of a conservative preacher
with debunking for him the supposed
evidence that homosexuality is the
ultimate sin.
He said the videos producer, Matthew
Vines, helped him get through the nal
impediment to coming out.
After watching this video many times,
I determined that the Word of God, The
Bible, has been manipulated to support
the religious contention that God hates
homosexuals when, actually, God is a
God of love, he wrote.
With that acknowledgement, I freed
myself of the issues with which I struggled
throughout my life, Cahall said in his
essay. I was tired of living in the shadows.
I was tired of not sharing my private life
with my public life.
He told the Blade that hes committed
as an out gay man, as before, to continue
to strengthen Wilson High Schools
welcoming atmosphere.
The one thing we at Wilson identify
with is our diversity, he said. And we
celebrate our diversity whether its sexual
orientation, whether its skin color, race,
religion. One of the things our kids do in
our community is embrace the diversity
and celebrate it and value it.

And this tremendous progress weve
made as a society is thanks to those
of you who fought the good ght, and
to Americans across the country who
marched and came out and organized
to secure the rights of others, Obama
said. So I want to thank all of you for
making the United States a more just and
compassionate place.
Although Obama has hosted Pride
receptions at the White House in June
during each of his six years in o ce, this
year is perhaps the rst time the event
has taken place without frustration from
the LGBT community.
His rst Pride reception in 2009 took
place amid anger over a recently led legal
brief that not only defended the Defense of
Marriage Act, but invoked incest. In 2010,
the question was whether Obama would
succeed in repealing Dont Ask, Dont Tell,
and in 2011, LGBT advocates were urging
him to complete his evolution on marriage
equality. Last years reception took place
amid consternation that hadnt signed an
executive order barring LGBT workplace
discrimination among federal contractors.
But each of those complaints has been
rectied. Earlier this month, the White
House announced Obama has directed
his sta to prepare the LGBT executive
order for non-discrimination a plan
that Obama touted during his remarks as
he re-upped his call for Congress to pass
the Employment Non-Discrimination Act.
Weve still got a little more work to do,
Obama said. Ive repeatedly called on
Congress to pass the Employment Non-
Discrimination Act. Right now, there are
more states that let same-sex couples get
married than there are states who prohibit
discrimination against their LGBT workers.
Tico Almeida, president of Freedom to
Work, who was among the loudest voices
calling for the LGBT federal contractor
executive order, attended the reception
and had kind words for Obama.
The president gave tremendous
remarks, acknowledging all of the
progress that weve made over the past
years, and also calling on all of us to push
for more change, and more progress,
Almeida said. We should do that with his
upcoming executive order and we should
do that with a continued push for federal
workplace protections through Congress.
Obama also touted one
accomplishment under his administration
that doesnt always make headlines: his
appointment of openly gay judges to the
federal bench.
As Obama said during his speech, only
one openly gay person served on the federal
bench prior to his administration, but that
number has now jumped to 11. According
to the White House, three openly gay
federal judges who were conrmed during
his administration Todd Hughes, Nitza
Quinones Alejandro andJudith Levy were
present during the reception.
Despite the reection on past
accomplishments, some news was made. In
addition to the federal contractor executive
order, Obama said for the rst time hes
instructed his sta to prepare a second
executive order to make clear discrimination
against transgender federal employees is
prohibited a move that would build on
a non-discrimination memorandum he
previously signed in 2009.
Almeida said this second action would
be an important move to build o
protections made in Obamas rst year in
o ce and would serve as a companion to
the federal contractor executive order.
Its critically important to have those
transgender protections rise to the level
of executive order, Almeida said. Before
they were just sort of administrative
interpretation, and I think its hugely
important and the president deserves our
praise for taking transgender protections
so seriously.
The highlight of Obamas speech was
anecdotes of experiences hes had with
gay people over the course of his life,
such as with Jim Darby and Patrick Bova,
who recently married in Illinois after 51
years together.
Obama had special words for one of
the attendees his college professor
when he was a freshman at Occidental
College, Lawrence Goldyn.
Lawrence was not shy, Obama
said. And I took a class from him,
and because he was one of the young
professors, we became really good friends.
But also, he was the rst openly gay person
that I knew who was unapologetic, who
stood his ground. If somebody gave him
gu, hed give them gu right back, and
was I think part of a generation that really
fought so many battles that ultimately
came into fruition later.
To be sure, LGBT advocates are
pushing for more. Not mentioned during
his remarks was an item that has recently
gained heightened attention and one
that has been left for the Pentagon to
fulll: openly transgender service in the
U.S. military. And the timing and exact
content of the executive orders such
as whether theyll include a religious
exemption remains unknown.
You guys have shown what can
happen when people of good will
organize and stand up for whats right,
Obama said. And weve got to make sure
that thats not applied just one place, in
one circumstance, in one time. Thats part
of the journey that makes America the
greatest country on Earth.
More than 1 million attend NYC Pride
NEW YORK More than a million people lined the streets of Manhattan on
Sunday for New Yorks annual LGBT Pride parade.
New York Gov. Andrew Cuomo, New York City Mayor Bill de Blasio, New York
City Council Speaker Melissa Mark-Viverito, Russian journalist and LGBT rights
advocate Masha Gessen and New York Congressman Sean Patrick Maloney and
his husband who married last week were among those who marched.
Gay Mens Health Crisis, GLAAD, the Ali Forney Center, the Metropolitan
Community Church of New York and hundreds of other organizations also took
part in the parade that began in Midtown Manhattan and ended on Christopher
Street in the West Village.
Actress Laverne Cox of Orange is the New Black, who was a grand marshal,
marched with Delores Nettles, whose transgender daughter, Islan Nettles, died
last August after she was attacked on a Harlem street.
There are trans people all over this country ghting for their lives every single
day and were not doing enough for them, said Cox during a press conference
before the parade. There needs to be justice for Islan Nettles.
Actor Jonathan Gro and Rea Carey, executive director of the National Gay
and Lesbian Task Force, also served as grand marshals.
Carey noted that Congress has yet to pass the Employment Non-Discrimination
Act. She nevertheless described this year that marks the 45th anniversary of the
Stonewall riots as extraordinary for the LGBT community.
We know how important it is to simply be out and walk and stand tall, even
and especially 45 years after a bunch of drag queens and homeless kids and
butch dykes and people of color said enough, said Carey. We do them honor
when we walk through New York City proud and we do them honor when we
say we are not nished. Yes we can get married, but until every single couple
can walk down any street in America including New York City and hold
hands and kiss each other goodbye and not be afraid to do so, we are not free.

Courtney Watson and Allan Kittleman, who are vying to be the next Howard
County executive in Novembers election, will participate in a forum sponsored
by the Howard County Chapter of PFLAG on July 8. The event will take place

Md. ranks 11th for LGBT rights: mag
Bustle, an online news, entertainment and lifestyle outlet that is geared
toward women, named Maryland as the 11th best state for LGBT rights. D.C.
was picked as No.1.
Bustle says: Maryland has a swathe of laws protecting gay rights, including
same-sex marriage; civil partnerships; hate crime legislation for LGBT people;
and school discussions of homosexuality.
However, its long-fought battle for transgender people to be included in
anti-discrimination law, the Fairness For All Marylanders bill, has had a very
long journey to become law. It just won a narrow victory, and its opponents
couldnt raise the signatures needed to oppose it. (It still wont be law till October
1, though, so until then we have to penalize it.) On the plus side, transgender
people who want to change their birth certicate gender can do so without
having to go through gender reassignment surgery rst.

Frederick Pride shines in new locale
For the third time in its brief three-year history, Frederick Pride was held at a
dierent venue. This years event took place at the scenic Carroll Creek Linear
Park in downtown Frederick. As Pride has grown over the years, new venues
were sought. More than 3,000 people attended a considerable increase over
the goal of 2,000 on a bright, warm June 28.
Changing the scope, format, and venue of Frederick Pride was an ambitious
undertaking, Brian Walker, chair of Fredericks LGBT Community Center, told
the Blade. A dedicated team of 20 six-month volunteers tackled the demands
head-on. A festival that tripled in size and still ran smoothly was the result.
The planners tapped into growing LGBT support from Fredericks city o cials,
businesses, a rming churches and an increasingly strong relationship with the
police department to craft this multi-faceted, well-received event. Over 40 area
businesses oered a variety of discounts to those who wore rainbow bracelets,
which were handed out for free as attendees entered.
This is awesome, said Bobbi Martin from Woodsboro, Md. who attended with
her wife Linda. Whod ever thought years ago wed have a Pride in Frederick?
Pride had its detractors, however. About 10 people from the KKK hurled
epithets at the festival-goers while police observed. They left less than 30
minutes afterwards without incident.

U.K. group hopes to improve health of gay men


LONDON Gay and bisexual men are disproportionately aected by poor sexual
health, mental health challenges and use of alcohol, drugs and tobacco, Public Health
England, a health agency, said in the rst of several documents to be released, Pink
News, a British gay news agency, reports.
The documents, which researchers there plan to use as a framework for action
over the next six months, nd that men who have sex with men account for about 5.5
percent of the male population in the United Kingdom. Public Health England workers
hope that by targeting these areas, they will help [men who have sex with men] to
enjoy long, healthy lives, to have respectful and fullling social and sexual relationships
and to signicantly reduce the annul number of new HIV infections by 2020.
Workers with the agency said gay and bi men there are twice as likely to be depressed
or anxious as straight men, that smoking rates are higher, gonorrhea rates are higher
and the number of sexually transmitted diseases there has risen sharply in recent
years. Some of that has been attributed to increased testing, but researchers are also
concerned with ongoing high levels of unsafe sex, the Pink News article said.
Hookup app users not opposed to STD info
LONDON A survey of men who have sex with men in Scotland found that
users of hookup apps such as Gaydar and Grindr are not opposed to sexual health
promotion on such sites, but they object to health workers initiating contact with
them, AIDSmap reports.
Based on an online survey conducted with 1,326 men who were recruited through
sites such as Facebook, Gaydar, Squirt, Grindr and more, researchers at Glasgow
Caledonian University found that 54.6 percent of website users and 40.5 percent of
app users said they support health workers soliciting participants for information
on safe sex though 85.7 percent of website users and 74.5 percent of app users
said a more passive approach to disseminate safer sex practices was acceptable,
AIDSmap reports.
Participants said they primarily use the sites for sex but also said theres a social
aspect to them, especially for those in non-urban environments. Sex, dating, swapping
erotic photos and messages and making new friends were among the most common
reasons participants said they use the sites. About a third of them said killing time is
also a factor.
Cuomo seeks to end
HIV epidemic in New York
NEW YORK New Yorks Gov. Andrew Cuomos o ce said last week that it
has developed a plan to aggressively identify, track and treat people with HIV
infection there with hopes of lowering infections there to non-epidemic levels
by 2020, the New York Times reports.
The Cuomo administration described the eort as reecting a once
unimaginable sea change in thinking since the rst cases of AIDS were reported
among gay men, mostly in the city, by the Centers for Disease Control in July
1981. It has gone from a mysterious plague to a disease that experts can envision
one day vanquishing.
Thirty years ago, New York was the epicenter of the AIDS crisis, Cuomo said
in a statement on Saturday as quoted by the Times. We are in a position to be
the rst state in the nation committed to ending this epidemic.
The states acting health commissioner, Dr. Howard Zucker, said on June 27
that he believed that by 2020, New York could reduce its annual incidence of
new infections to about 750 from the current 3,000, bringing the number of new
cases below the number of annual deaths, or as he put it, bending the curve in
the direction of ending the epidemic in the state, the Times article said.
The prospect of ending the AIDS epidemic is gaining momentum in
epidemiological circles. It is based on studies showing that AIDS drugs have
a double-barreled eect not just as treatment but as a means of blocking
transmission. On June 24, Dr. Anthony S. Fauci, a leading AIDS researcher,
argued at the Aspen Ideas Festival that we can end the AIDS pandemic in the
next 10 years, the New York Times article said.
In New York, of an estimated 154,000 people infected with HIV, 22,000 do not
know they have it, state o cials said. Of the 132,000 who know they have it,
64,000 need treatment to suppress the virus.
We are in a position to be the rst state in the nation committed to ending this epidemic,
said New York Gov. ANDREW CUOMO.

What happened to
the separation of
church and state?
The Supreme Court continued its war
on women with the decision in Sebelius v.
Hobby Lobby.
The case was about whether the re-
ligious owners of Hobby Lobby stores
could determine which contraceptive de-
vices they will include in the health insur-
ance they make available to their employ-
ees based on their own religious beliefs
rather than on the requirements of the
Aordable Care Act, which guarantees
access to coverage for all approved FDA
contraceptive devices.
Organizations like The Becket Fund for
Religious Liberty, a right-wing group sup-
ported the owners of the Hobby Lobby
stores. They contend they could use their
own religious beliefs and transfer those to
the business, a corporation closely held by
the family, to determine these decisions.
Walter Dellinger, acting solicitor gen-
eral in the Clinton administration, posited
correctly in an op-ed in the Washington
Post, that the result of what the owners of
Hobby Lobby asked the court to sanction
was the ability to, Selectively deny insur-
ance coverage for contraceptive methods
an employer considers sinful eectively
making the employer a party to a wom-
ans medical consultations.
Those of us who believe in the separa-
tion of church and state had hoped this
issue had been decided long ago and that
it would be evident that Hobby Lobby
violated that separation. But clearly that
isnt the case. In its decision, the court
held that closely held corporations can-
not be required to provide contraception
coverage. They went further and held,
The government has failed to show that
the mandate is the least restrictive means
of advancing its interest in guarantee-
ing cost-free access to birth control. In
his concurring opinion Justice Kennedy
wrote, The government could pay for the
coverage itself, so that women receive it.
What the court said is that it is ne for the
corporation to discriminate against wom-
en and make them gure out another
way to get their health coverage.
This decision, following on others such
as the denial of a buer zone at Planned
Parenthood sites, makes it even more
urgent for those who believe in both
womens rights and the strict separation
of church and state to vote in the 2014
mid-term elections and keep the Senate
in Democratic hands. The focus must
then turn to ensuring that a Democrat is
elected president in 2016. It is clear that
as long as the right wing controls the Re-
publican Party, their victories will mean
the appointment of justices at all levels
who dont believe women should control
their healthcare or in the clear separation
of church and state.
When a corporation with 13,000 em-
ployees can justify even some healthcare
decisions based solely on the owners reli-
gious beliefs there is a problem. We need
to work to stop our nation from continu-
ing down this path of blurring the separa-
tion of church and state even further.
On the positive side, the court did hold
that its decision concerns only the con-
traceptive mandate and should not be
understood to mean that all insurance
mandates, that is for blood transfusions
or vaccinations, necessarily fail if they
conict with an employers religious be-
liefs. It also apparently does not provide
a shield for employers who might cloak il-
legal discrimination as a religious practice
such as discrimination against the LGBT
community. But this makes it even clear-
er that this is a decision against womens
rights by ve old white men.
What saved this week from being one
of total depression for me was being
fortunate to have had the opportunity
to listen to the nal sermon from Pastor
Dean Snyder at Foundry United Method-
ist Church before his retirement. Snyder
spoke of Gods love for all people and
that we are all equal in his/her eyes. For
12 years, Dean Snyder has been senior
pastor at Foundry and with his wife Jane
has been a tower of strength standing up
for individual rights. Together they have
shown a clear understanding of the sepa-
ration of church and state even when
their own denomination disagreed.
He preached that God doesnt discrimi-
nate. Snyder practiced his faith and stood
with the homeless and poor; the down-
trodden and the marginalized. Both he
and Jane have been leaders in the move-
ments to ensure that civil law is applied
equally to all. Listening to Snyder has
been inspirational even though I am not a
Methodist. He always made me, as he did
everyone with whom he came in contact,
feel at home at Foundry and he restored
my faith in religion.
For all those who believe in womens
rights and the sanctity of the separation
of church and state, the Hobby Lobby
case should be a rallying cry to elect can-
didates at all levels of government who
share those beliefs.

Gay Pride celebrations across the country
this summer have oered a unique reection
of an astounding moment in time. Now part
internal community celebration and a simul-
taneous measure of external engagement
and broader public a rmation, these annual
events have increasingly become more party
and less protest.
In D.C., some have casually predicted that
the local Capital Pride festivities will soon in-
volve attendance by as many non-gay area
residents as the high-prole Halloween-
themed High-Heel Race now does each
October on 17th Street in the Dupont Circle
neighborhood. Others wonder whether gay
participation in Pride events will begin to di-
minish in coming years, especially in localities
like the District where the LGBT community
enjoys a full complement of civil equality and
commonplace community embrace.
The annual Pride Parade on Saturday that
kicks o the early June weekend in the nations
capital each year has gradually become at
least as well-attended as the next-day down-
town Festival and a broadly shared commu-
nity-wide event. More than ever before, this
year an entire city and metropolitan area took
notice of the dual events amid a wave of un-
precedented local media coverage, commu-
nity news features and special publication and
broadcast proles.
Businesses large and small, and national
and local, are the major event sponsors and
primary nancial underwriters.
Dorothy, I dont think were in Kansas any-
more.
The accelerating nationwide acceptance of
lesbians and gays alongside political approval
of same-sex relationships and marriage equal-
ity has heightened the focus of the larger com-
munity. With distinct national majorities now
in full support of gay rights and approving of
our relationships and right to marry should
we so choose, locally it seemed an entire city
wanted to share in a commemoration of that
development. It was essentially gay weekend
for everyone, unlike any previous iteration.
Of course, all of this might be merely a
temporary phenomenon, perhaps a collec-
tive exhale that local and national culture has
progressed to dominant status with norma-
tive acceptance of gays and lesbians within a
framework of equal treatment under the law
as the new societal standard. The larger citi-
zenrys involvement in marking this advance
may end up mirroring our own declining and
potentially growing disinterest in this tradition
of memorialized revelry.
For the time being at least, broad civic
engagement and corporate sponsorship of
these annual Stonewall-saluting events will
remain substantial and business engage-
ment is likely to grow even more prominent.
As notable as the increasing corporate par-
ticipation and brand a liation with Pride
events has become, it represents an overall
explosion in general marketing to the gay
community year-round. While prior national
outreach to gays and lesbians was largely
limited to alcohol and other specic prod-
uct categories with already-established con-
sumer and venue relationships, commercial
communication now involves an enlarged
spectrum of commerce.
Especially signicant, no longer is this as-
sociation narrow in breadth of exposure or
limited to being dog-whistle in nature. It is di-
rect and non-ambiguous, as well as pervasive,
utilizing images as authentic as our lives today.
Conveyed with the nonchalance it should be,
corporate outreach is now an ordinary mar-
ketplace activity.
Companies have caught on that the ben-
ets of reaching out to a wide range of diverse
market segments without hesitation or hid-
den from others includes the gay community.
Businesses understand the value of target-
specic communication, whether a national
or local product or service. Nowadays it also
reaps benet within other demographics by
signifying a contemporary cultural a nity criti-
cal to creating a positive brand image reec-
tive of modern mores.
Cultural codication through corporate en-
couragement rivals even the impact of legisla-
tion, as it empowers the community change in
attitude that paves the way for it.
Corporate America and local businesses
alike are strong allies for equality. Enterprise
takes as much pride in standing with us as we
do in joining with one another and a support-
ive community.
Thats important to business and is the part
of winning that should make us proud.

I wont have to prowl for wit or sophistica-
tion in London or Paris cafes or country hous-
es this summer. Ill nd insouciance, urbanity
and sophistication in iconic gay playwright
Noel Cowards comic masterpiece Private
Lives, now playing at the Shakespeare The-
atre Company in Washington.
Few have delighted so many as Cow-
ard, a self-confessed royal snob, whose
many bon mots include, I love criticism
just as long as its unqualied praise
and Success took me to her bosom like
a boa constrictor. Yet, its little known
that Coward, along with being an actor,
lyricist, diarist, cabaret singer and writer,
was a spy for the United Kingdom during
World War II.
Today, serving as a spy for a war eort
seems to many of us, at best creepy, or,
worse, deplorable. Though we supported
our troops, some questioned the Iraq war
and worry now about being drawn again
into conict in that country.
But, World War II was dierent. Looking
back, its hard to imagine how bad things
would have been if the United States, the
U.K. and other allies had stayed out of the
Second World War or if Hitler had won the
war. Before the war, though, isolationism
and appeasement lled the air. The pre-
war past died, Coward said after Neville
Chamberlain signed the Munich agree-
ment, a so-called non-aggression pact
with Hitler, on Sept. 29, 1938.
We have nothing to worry about but the
destruction of civilization, Coward wrote
then with foreboding irony to the gay hu-
morist and writer Alexander Woollcott.
Paris is beautifully war gay, Coward
wrote to Gladys Calthrop in the tense
days before France fell to the Germans.
Nobody ever dresses and everybody col-
lects at Maxims.
Coward became part of a group of ce-
lebrities who worked with the U.K. gov-
ernment. Throughout the war, Coward
traveled the world as a spy reporting
what hed learned to the U.K. foreign
o ce, Winston Churchill and Franklin
and Eleanor Roosevelt. Yet, because the
United Kingdoms O cial Secrets Act kept
information about intelligence activities
during World War II classied for decades
after the war, it was only in 1973, in the
month before his death [at age 73] that
Noel felt able to give any real account of
his wartime activities [to an interviewer],
writes Barry Day, editor of The Letters
of Noel Coward. As his interviewer re-
marked afterward, It was as though he
felt the need to get it on the record.
Though known as a celebrity, and not
as a politician or spy, the Germans put
Coward, along with other notable writ-
ers and celebs, on a blacklist of people
who would be killed if the Nazis had won
World War II. My dear, the people we
should have been seen dead with, the
writer Rebecca West, who was also on the
list, telegraphed to Coward after the war.
Few, if any, Coward knew, would sus-
pect him of being a spy. Hearing him sing
of Mad Dogs and Englishmen or enjoy-
ing his light-hearted comedy Blithe Spir-
it, who would have suspected that he,
working undercover, was engaged in es-
pionage? My disguise would be my own
reputation as a bit of an idiot a merry
playboy, Coward wrote.
Hiding under the cover of fame and wit
came naturally to him. As Day notes, Cow-
ard was one of the rst to be famous for
being famous.
The most Ive had is just a talent to
amuse, humble-bragged Coward, known
as the Master, for his many varied talents.
Secrecy was second nature to him. Com-
ing of age before the modern gay rights
movement when being queer was illegal
in the U.K., Coward wasnt open about his
sexuality. Cowards sexual life, West said,
was reticent but untainted by pretence.
Now, that the Dont Ask, Dont Tell era
has ended, lets celebrate not only Cow-
ards legendary genius, but his admirable
wartime service to his country.
MSM still infected
at higher rates
than everyone else

What should we be telling young gay
men about HIV testing? And more im-
portantly, who should be telling them?
The answer should be simple parents,
schools and medical professionals the
same as for all young people.But are we
adequately prepared?
Is our society ready to have the talk
with a generation of lesbian, gay, bisex-
ual, transgender and questioning youth
who are coming out younger and young-
er? If not, how do we get prepared? The
data is clearly telling us that were cur-
rently failing young gay and bisexual men
especially when it comes to HIV.
Last Friday on National HIV Testing
Day, Metro TeenAIDS released a report of
our HIV testing eorts over the last year.
During the period covered by the report
we found 14 new positive young people:
12 who identied as gay or bisexual; two
of them under 18.
In D.C., young men who have sex with
men comprise about 50 percent of the
new HIV cases among young people ages
13-19.But we know that that gure might
be higher as about 60 percent of HIV-pos-
itive youth dont know their status.
In the city with one of the highest rates
of HIV/AIDS and other sexually transmit-
ted diseases in the country, we could cer-
tainly be doing more. And yet, a recent
report from the O ce of the State Super-
intendent for Education (OSSE) showed
that fewer middle school students report-
ed getting HIV/AIDS education in 2012
than in 2007.
Ideally we parents and educators
would be better at sex education but the
reality is that were not.Most of us dont
even know what good sex education
looks like because those awkward health
classes and parental talks generally didnt
go so well for us. And, of course, most of
those talks never focused on same-sex
sexual activity.
While HIV may be more manageable
than ever before, men who have sex with
men (regardless if they identify as gay/bi
or not) are getting infected at higher rates
than everyone else. Investing in better
quality sex education is not only a cost-
eective way to keep people healthy but
when we can prevent disease or identify
it early, rather than treating people after
they get sick, we all win.
Here are a few recommendations that I
hope will help.
Sex education needs to start at
home, probably by fourth grade before
sexual activity starts and while your kids
still listen to you even if they act like
they dont.
We need to make sure that LGBTQ
young people feel accepted at home.
Teens who perceive that their parents
are supportive and involved not only
feel more satised with their relation-
ship but also tend to engage in fewer
sexual risk behaviors, have fewer sexual
partners and report more consistent
condom use.This is a quadruple bonus
for parents.
We need to make sure that LGBTQ
young people feel safe and accepted at
school. We need to support the work of
organizations like SMYAL that are trying
to change the school climate by expand-
ing Gay/Straight Alliances.When kids feel
like they have people to stand up with
them and for them, they are more likely
to complete their education and take care
of their health.
Finally, once young people are sexu-
ally active, we need to make sure they
know about HIV and STI testing as well as
birth control. We shouldnt assume they
already know.
I recognize that sex education is not
easy. Despite my day job, as a father I am
plenty nervous about having the talk
when my son is old enough. So like most
of parenting, we need to get informed.
We parents, teachers and doctors need
to seek out the skills and information we
need to ensure that we can provide all
youth, including LGBTQ youth, with the
highest quality sex education we can.
Dr. Anthony Fauci , Director of the
National Institute of Allergy and Infec-
tious Diseases at the National Institutes
of Health, has been saying that an AIDS-
Free Generation is within reach. With the
scientic breakthroughs over the last few
years, we have the tools we need. But

harrowing look at abusive
ex-gay therapy in the
Dominican Republic.

Youre sleeping soundly in bed when
suddenly youre being yanked awake.
Men crowd your bedroom and force
you from your bed. Your parents stand
idly by and watch. Youre disoriented
and confused as they take you from your
home, put you in a car and drive you to
the airport.
No one will answer your questions. You
board a plane for the Dominican Republic
leaving your friends and family behind.
Your new home is now a religious camp/
school in the quick span of one day. There
is no way out.
This is what happened to David, a gay
17-year-old honor student from Colorado;
Beth, a 15-year-old from Michigan; Tai,
a 16-year-old girl from Boston; and
countless other teenagers sent to stay
at Escuela Caribe, a non-denominational
Christian behavior modication school
for teenagers.
Kidnapped for Christ, a documentary
by lmmaker Kate Logan and produced by
pop singer Lance Bass (of N Sync fame),
follows these three teenagers during part
of their stay at what Escuela Caribe called a
therapeutic boarding school. It premieres
on Showtime Thursday at 7:30 p.m.
Logan was a lm student in college
working on a project. As an evangelical
Christian, she wanted to document the
supposedly good work Escuela Caribe
was doing for wayward teens. The school
allowed her and her crew to lm on
campus, interview students and show
what day-to-day life is like there.
We got permission to lm there
because we had no idea anything
controversial was happening, she says
in an interview with the Blade from
Los Angeles. I thought I was making a
short, heartwarming lm. Investigative
journalists wouldnt have gotten
permission. We got permission because
we were nave.
The lm was always meant to follow the
students around and get their insights on
how they felt about the school. But the
more Logan interviewed the students and
saw how they were living, it became clear
that abuse was at the forefront of this so-
called behavior modication school.
David was one of the students Logan
frequently interviewed during her stay.
In the lm, he says that once he came

Im most passionate about working
toward economic equality and
aordable health care for everyone.
Weve made some great progress on the

Hearing that Whitney Houston died.
I grew up listening to Whitneys music,
the soundtrack of so many stages of my
life. I also identied with her struggle
with substances as a recovering person
myself. I was heartbroken when I heard
she was gone. Such a talented woman
whom we lost way too soon.

committed relationships and that were

Jerey. I think it was the rst LGBT

I used to think this was a very
Washington thing, but Ive come to
see it happens in a lot of places. When
someone asks, especially at the very
beginning of meeting someone, What
do you do? Its just a pet peeve of mine.

What trophy or prize do you most


covet?
As a singer and now a recording
artist I would, of course, love to have
a Grammy (me and millions of other
people, right?). Really though, trophies
and prizes dont drive my love for music.
Sharing my music with as many people
as I can is what really motivates me.Its
my contribution to the world and how I
try to make it a better place.

What do you wish youd known at 18?


Youre enough and youre perfect just
the way you are. I want everyone to
know that when theyre 18!

Why Washington?
I came here to do musical theater and
to live in a large city with lots of people
like me. New York seemed too much
and Washington was the next best thing.
What Ive discovered in 13 years of living
here is a fantastic city. Its progressive
and forward thinking, full of music and
theater and culture and a wonderful
place to live. Its home.

Now that Justin Thomas Ritchie has his rst full-length album recording
Feels Like Home in his hand, the realization of a long-time dream, he says,
feels wonderful.
Its been a goal for so long, it feels really satisfying to just have it and sort
of put it out there in the universe, says the 37-year-old Norfolk, Va., native.
Feels Like Home, a collection of pop/easy listening covers featuring songs
such as Dolly Partons Travelin Through and U2s Still Havent Found What
Im Looking For, was recorded earlier this year in New York with producer Rick
Jensen after Ritchie raised $20,000 through a Kickstarter Campaign. The album
was released in June and is available on iTunes and at justinthomasritchie.
com, where concert dates are also listed.
Ritchie works in information technology for the American Institute for
Cancer Research by day but is active in all kinds of musical endeavors on the
side. He was formerly musical director at Metropolitan Community Church
of Washington and now ministers at Clarendon Presbyterian Church. Hes a
member of the Gay Mens Chorus and also does cabaret and theater shows in
D.C. and New York.
He and Jason Beverly married at MCC in April after 10 years together. They
live in Anacostia. Ritchie enjoys running, yoga, spirituality, photography,
travel and music in his free time.

How long have you been out and who
was the hardest person to tell?
Ive been out since I was 19. The
hardest people to tell were my parents.
I grew up in a very conservative and
religious home and it was hard on all
of us when I came out. My parents
have come a long way they love my
husband, weve taken vacations together
and they were at our wedding in April
and stood up for us in the ceremony.
Whos your LGBT hero?
Harvey Milk and Bayard Rustin,
although I regard all of those LGBT
people who came before me and paved
the way for the rights I enjoy today as
heroes.
Whats Washingtons best nightspot,
past or present?
When I moved to Washington, we
were all at Apex every weekend dancing.
Now, a great nightspot is anyplace I
can meet friends and family for great
conversation and D.C. has no shortage
of great spots for that.
Describe your dream wedding.
Its pretty simple. My dream wedding is
where our friends and family (of origin and
chosen) are gathered, Im standing next to
the man I love and when we declare before
each other our commitment. I consider
myself very lucky because I had that dream
wedding a couple of months ago when I
married my long-time partner, Jason.
Dynamics of gay
couplings explored
in new Fringe show

Alvaro Maldonados Capital Fringe
show was inspired by a statistic.
A while back I read a study that
nds 50 percent of gay couples are not
monogamous, he says. That number
intrigues me. Assuming its correct, that
means half of gay couples are in open
relationships or hooking up on the sly.
What also intrigues me is the
gay communitys reaction to open
relationships, says Maldonado, who is gay
and has been with his partner for 11 years.
I was at a wedding recently where the
guests were whispering about the same-
sex couple because theyre in an open
relationship. To many, an open relationship
is demonstrative of a character aw rather
than a pragmatic approach to keep an
ongoing relationship viable.
In Martin Love, Sex & Rhythm,
the musical performance Maldonado
created for Capital Fringe (D.C.s annual
citywide summer theater festival), he
explores open relationships, gay-on-gay
shaming and the dynamic HIV plays in
relationships and dating all through the
lens of Sean (played by Maldonado) and
Martin, a monogamous couple intent on
scratching the seven-year itch.
The show features a mix of pop music,
dance (contemporary, hip hop, tango, etc.),
and dialogue. Its eight-man cast playing
only gay characters is terric, says the
29-year-old dancer/choreographer. We
got lucky. There arent a lot of well-trained
male dancers out there who are willing
to kiss other men, be half naked and act
dance and sing for very little money.
Maldonado is at home on stage,
but Martin marks his rst crack at
playwriting, which he says he wrote out
of necessity.
There was no existing material that
said what he wanted to say. His rst draft
was bad, says Maldonado. The shows
director, Freddie Mancilla, quipped that
it was so shallow even Britney Spears
wouldnt touch it. But after multiple
rewrites, it began to come together.
Everything in my script happened to
me or one of my friends. Initially I didnt
want to put myself out there. There was
some discomfort with people thinking
everything I wrote was really about me.
Its not. But I got past that.
A classically trained ballet dancer,
Maldonado left his native El Salvador at 17
to study and perform abroad. He heads
his own small, D.C.-based company, Ballet
Teatro Internacional. Though initially wary
of Fringe, he now sees it as an opportunity
to show what he can do.
Martins lover Sean is played by local
actor Victor Maldonado (no relation to his
costar). Alvaro rst approached Victor last
winter following a performance of The
Young Lady from Tacna at Gala Theatre
in which Victor played a dashing young
o cer. Typically, says Victor, he isnt
open to hearing spiels from people hes
just met, but because Alvaro shared his
surname, he decided to listen.
The more I heard about his project the
more I liked it, Victor says. Had this been
a campy gay romp through New York City
or a glossed over love story, I wouldnt
have been interested. But Alvaros show
allows for the arts to weigh in on what is
the reality of gay relationships and their
many forms. In pursuing civil rights and
marriage equality in particular, so much
energy is put toward providing the world
with appetizing images of gay couples.
Not to say that some of these arent true,
but clearly there is some reality missing
from the discussion.
A former Capitol Hill staer and
communication director for non-prots, Victor
has been a full time actor for three years.
Its a scary jump to make, especially in
your mid-30s. For me it was right.

Open relationships could
bring trouble but exclusivity
has its own challenges
MICHAEL,
Your recent letter from the guys
who say they want a monogamous
relationship but were upset because they
cant stop cheating on each other made
me wonder about my own relationship.
Ive been with Doug for eight years and
weve had an open relationship from the
beginning. Our motto is, life is short,
dont miss out.
Things seem ne between us but is it
inherently problematic to pursue an open
relationship if were both OK with it?
MICHAEL REPLIES:
If your outside hookups arent having a
negative impact on your relationship with
Doug, you have your answer.
But if you are pursuing sex with others
even when it hurts your relationship,
impacts your life negatively or feels like
a compulsion, then youve got a problem.
Keep in mind that open relationships
and monogamous relationships both
might seem easier than they are. Each
has its specic challenges.
In an open relationship, it can be
di cult to:
Stay emotionally connected to
your partner. You dont say whether or
not you and Doug tell each other about
your hookups. When couples have a
dont ask, dont tell policy, they often
become distant because theyre keeping
a veil around a pretty central matters in
their lives. And when couples do agree
to talk about the other men they see,
they may still grow distant as a way to
avoid being too hurt by their partners
sexual adventures. Even if you have an
agreement to be open, it can still sting
when your partner is having fun with
someone else.
Make sex with your partner a
priority. Newness is often an aphrodisiac
and familiarity with your partner can lead
to sex becoming less interesting. So, if you
have an open relationship and are looking
for a hot sexual experience, its often
easier to seek an outside partner than it
is to put some erotic eort into creating a
sexy rendezvous with your spouse.
Be honest with each other. Partners
may decide not to tell each other about
liaisons, either because they worry about
hurting their partners feelings or because
they have violated a rule of the open
relationship, like having sex multiple
times with the same person or having sex
with someone else in the couples bed.
Lies complicate relationships in many
destructive ways.
Not fall for someone else. When you
meet a gorgeous, charming guy and start
sleeping with him, its easy to develop all
sorts of feelings. In the meantime, your
partner of eight years may seem pretty
stale by comparison.
In a monogamous relationship, it can
be di cult to:
Keep sex interesting. A healthy long-
term sex life doesnt just happen on its
own. Sleeping with the same person for
years isnt likely to stay exciting unless
you put forth plenty of ongoing eort and
imagination.
Resist outside temptations. When
youre with just one guy long-term, other
men can seem increasingly alluring. Your
task is to get clear about why you want
to have a monogamous relationship and
then gure out how to honor your own
commitment to this goal.
Tolerate emotional intensity. A
monogamous relationship has an inherent
intensity. When your partner is the only
person you turn to for sex, romance
and closeness, you have the opportunity
to get to know each other intimately.
You also have the opportunity to more
regularly be disappointed, because so
much is riding on one relationship. Some
people embrace this challenge, but
others dont like the vulnerability and risk
that come with intense connection. If you
want to be exclusive, youll be pushed
to develop your ability to tolerate some
pretty intense feeling states.
Whether you choose an open relationship
or monogamy, you inevitably face great
opportunities to gure out whats most
important to you and how you want to
behave. I encourage you and Doug to keep
your eyes open to potential problems and
carefully consider how you will handle the
tough parts. As you say, life is short. Dont
miss out on the chances to grow.

Wetskins player hoping
for water polo gold

Kris Pritchard, a former high school
swimmer, had always been curious about
the sport of water polo. After his job as
a high school math teacher brought him
to D.C. in 2007, he decided to check out a
Washington Wetskins water polo practice.
I had not been in a speedo since my
high school swimming days and showed
up to my rst practice in board shorts,
says Pritchard, laughing. Everyone else
was in speedos so I ran right out and
bought one.
Now 31 and working in higher education
evaluating accreditation standards for
college programs, Pritchard found the
Wetskins to be more than willing to teach
basic water polo skills to a beginner.
When he joined the team, he was also
hoping to meet other gay men outside of
the bar scene and was surprised to nd
that the Wetskins had evolved from their
days as a primarily gay team. Half the
team is straight females and there are a
lot of straight men.
Thats not as big of a surprise as one
would think as many of the LGBT sports
teams in D.C. have become a mix of gay
and straight athletes. The Wetskins still
have their speedos rmly planted in
the LGBT community though, and this
summer will send a mixed team to the
2014 Gay Games in Cleveland.
Everyone who plays on this team
knows that they have to come in with an
open mind because everyone thinks it
is a gay team, Pritchard says. In 2008,
we hosted the water polo portion of the
International Gay & Lesbian Aquatics
Championships (IGLA) in D.C. and in
subsequent years we competed at
IGLA in Reykjavik, Iceland and Seattle,
Washington. Half of our team will be
straight at the Gay Games this summer.
Pritchard, who is from Pittsburg and
graduated from Ohio University, became
obsessed with the sport of water polo
after joining the Wetskins. Leading up to
his rst Gay Games, he will be training
with the Wetskins two days a week and
swimming with the District of Columbia
Aquatics Club at least two days a week.
One of the things that I love about
water polo is the team sports aspect,
he says. It feels great to share success
as a group. I feel like the Wetskins are a
representation of where society is going
as a whole. Gay, straight, men, women;
No one asks what you are unless they
want to sleep with you. Nobody knows
and nobody cares.
Pritchard says that his teammates have
become his best friends and that even
outside of the pool, he sees them all the time.
They are cool, chill people, he says.
We spend a lot of time in the water
up close and personal with hardly any
clothes on. Its a natural progression to
bond outside of the pool.
For his trip to the Gay Games in
Cleveland this summer, Pritchard is
looking forward to seeing the dierent
sports and the larger scale of LGBT
athletic community. He is also hoping to
connect with some old college friends
who are still in the area.
One thing he wont be doing is wearing
board shorts. He will be rocking a speedo,
and loving it.

out to his parents they sent him away to
Escuela Caribe for relationship issues.
David never explicitly told the school he
is gay. During his interviews with Logan,
David becomes increasingly hysterical
and frightened as he talks about the
punishments the students receive for bad
behavior and the amount of control the
sta has over students.
David is forced to out himself to the
school after a private conversation with
a fellow student, who is bisexual, is
overheard. In the lm, he describes how
shameful he felt having to tell everyone
his sexual orientation. But it would be the
last time it would be recognized.
Logan says the gay conversion therapy
used on David was more of a gay aversion
therapy.
There wasnt anything specic geared
toward converting David from being gay.
They denied it existed and never let him
address it.
Punishments toward these students
ranged from bizarre to inhumane. Logan
observes one girl standing outside facing
the wall for hours on end. There would be
morning bedroom checks by the house
father or house mother, fellow students
given more authority. Clothing hangers
had to be spaced apart at a certain angle,
shirts buttoned up on the hangers and
shoelaces tucked inside the shoes.
If anything was not done in accordance
with the rules, the house father or
house mother would throw the clothes
or shoes on the oor or even in the trash.
The worst punishment was being sent
to QR or the quiet room. Explanation
on the quiet room was vague but the
consensus is that students were left in an
isolated room with just a sheet for days
and beaten.
Beth was sent to Escuela Caribe
for severe panic attacks and a suicide
attempt. The lm shows that she is
not allowed to do anything without the
permission of the house father. She
asks permission to sit down for dinner
and even enter a room. She claimed it
was done for her own good to keep her
from hurting herself.
Tai, sent to Escuela Caribe by her
parents for drugs and stealing, is agitated
with the system like David. She wants
to come home and says she will do
whatever it is I need to do to get home.
This includes going on Escuela Caribes
yearly summer hiking trip and playing
in the mud a trip that is meant to be
fun but that all the students despise.
Tai confesses to Logan in a whispered
conversation she hates it and thinks the
practices at the school are suspicious.
David frequently tries to send messages
to his friends in the outside world by
asking a student leaving Escuela Caribe
to nd them and even asking Logan to
send a letter pleading for help escaping
to his best friend. Both times the school
discovers his attempts and he is punished
severely. Meanwhile, as Logan documents
Davids struggles to get out, she also shows
Davids friends and teachers wondering
where he has disappeared to and trying to
bring him home.
Executive producer Mike Manning, who
is bisexual and a former cast member of
the Real World D.C., is friends with David
and took a personal interest in the lm.
It was kind of a happy accident, he
says. David was a friend of mine from
Colorado. He stayed with me in L.A. and
told me he was doing this lm. He told me
about it and I asked how could I help.
Shortly after Bass was shown the lm,
he took an interest in the story and came
on board as another executive producer.
Escuela Caribe has since shut down
and re-opened under a new name,
Crosswinds. Logan says their practices
are still much the same. Crosswinds has
only commented about Kidnapped for
Christ to say that they are not the same
institution as Escuela Caribe.
Crosswinds isnt the only teen behavior
modication school of its kind. There are
more throughout the world and many
in the United States, none of which are
government regulated. Logan says she
has spoken with students who have
attended these schools in the United
States and their experiences are the same
as Escuela Caribe, if not worse.
Logan now says she is no longer
Christian and considers herself agnostic.
She attributes making this lm as one of
the factors for her change in beliefs.
Most of the sta were normal people
and harming students because they said
God wanted them to do it. That kind of
scared me. I left the school not able to
pray. They said God sent them here and
God sent me here to expose them, so
who is right?
Despite what has transpired, Logan is
optimistic about evangelical Christians
changing their views about gay people.
In 20 or 30 years they will look back
and feel embarrassed, she says.
Manning agrees.
I absolutely think theres hope, he
says. I attend a church in L.A. and they
are very accepting. They are very forward
thinking. Being a part of that community,
theres no doubt in my mind Christians
will get it one day.

Throughout my childhood, my parents
led me to believe that the parades, the
reworks and all the pomp and circum-
stance associated with Independence
Day were for me.
You see, I was born on the Fourth of July.
As far back as I can remember my
birthday celebration would be a study
in red, white and blue, from the clothes
I wore to the cake I ate to the paper on
the gifts I unwrapped. My formative years
were very colorful indeed and I was the
epitome of the Yankee Doodle Dandy.
When I turned 18, even the news of
my visit to Evart, Michigan (pop. 1,883),
where I celebrated my birthday with my
high school sweetheart and his family,
appeared in the society pages of the now-
defunct Evart Review.
That morning, the front page of the
small town paper wished its residents a
HAPPY 4TH OF JLUY! in four inch, bold-
face type. (I suspect the editor of the pa-
per had celebrated a bit too much himself
the night before.)
For decades we have been told that
homeownership is the American Dream,
but on July 4, 1776, the real American
Dream was born when the Declaration
of Independence from the Kingdom of
Great Britain was adopted. While my age
is more hippie than hipster, I was not
there the day John Hancock signed his
name on the bottom of that life-altering
document with his recognizable ourish.
I was around, however, for the bicen-
tennial celebration in 1976, living for the
second time in Michigan, adjacent to the
Canadian border, where Americans inno-
cently asked whether Canada also had a
Fourth of July. (The answer is yes; it fol-
lows the third of July.)
I also had the honor during my previ-
ous career of swearing in new citizens of
our country at numerous naturalization
ceremonies, several of which took place
on Independence Day. For most of those
immigrants who came to our shores and
chose to pledge allegiance to our country,
that was and remains the greatest Ameri-
can Dream.
Since then, Ive had the privilege of rep-
resenting many people who were the rst
in their families to purchase a home, a
dream many would not have been able to
realize were it not for the Civil Rights Act
of 1968 and all the federal and state laws
and modications that followed, making
up what we now know as equal opportu-
nity housing.
As early as 1944, our nations military
and veterans could avail themselves of
mortgage loans specically designed to
help them achieve stability during and af-
ter honorably serving this country. While
the current process for obtaining a Vet-
erans Administration home loan is often
frustrating and time-consuming, the orig-
inal goal is still a worthy one.
Even now, with our area becoming one
of the most expensive housing markets
in the country, real estate agents are able
to oer the benets of D.C.s Home Pur-
chase Assistanc e Program, Property Tax
Abatement Program and the D.C. Open
Doors mortgage loan program to clients
whose low to moderate income levels
may qualify them for these creative meth-
ods of promoting homeownership.
My own version of the American Dream
began when I bought my rst home in the
year following the bicentennial. At that
time, without email, websites and Face-
book, real estate agents used a variety
of more traditional methods to market
properties and stay in touch with clients.
Over the years, I received birthday and
holiday greeting cards, gifts of fruit bas-
kets and seed packets, and monthly recipe
postcards from the agents I had worked
with, but my favorite marketing display
would take place when a house was for
sale during the Fourth of July weekend.
About a week before the holiday, the
listing agent would come to the house
with two-dozen 8x12-inch American ags
on sticks, which he or she would pound
into the ground on both sides of the front
walkway with a rubber mallet. The fol-
lowing Sunday, each open house visitor
would walk a patriotic path to the house.
It was impressive.
So in the spirit of such patriotism and
in remembrance of our forefathers who
founded this country and made it pos-
sible for each of us to strive to achieve
our own American Dream, I wish you all a
HAPPY 4TH OF JLUY!

between D.C. and New York City was an evolv-

entrepreneurs set out to correct deciencies
plaguing prior start-ups.

was appointed Personal Representative of the estate of Thelma Parker Bagley
who died on 2/28/2012 with a Will and will serve without Court supervision. All
unknown heirs and heirs whose whereabouts are unknown shall enter their
appearance in this proceeding. Objections to such appointment (or to the probate
of decedents Will) shall be fled With the Register of Wills, D.C., Building A, 515
5th Street, NW, 3rd Floor, Washington DC 20001, on or before 12/27/2014. Claims
against the decedent shall be presented to the undersigned with a copy to the
Register of Wills or fled with the Register of Wills with a copy to the undersigned,
on or before 12/27/2014, or be forever barred. Persons believed to be heirs or
legatees of the decedent who do not receive a copy of this notice by mail within 25
days of its publication shall so inform the Register of Wills, including name, address
and relationship.
