MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY BRAZIL, INDIANA FOR MAY 28, 2014
A meeting with the Board of Public Works was held on May 28, 2014 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
ROLL CALL: Mayor Brian Wyndham, Linda Messmer, City Attorney Traci Lawson and Deputy Clerk Melissa Dorsett OTHERS PRESENT: Fire Chief Jake Bennett, Utilities Office Supervisor Dee Elder, Ernest Rollings, Reporter for the Brazil Times, audience members Jack Tucker and Daniel Rose. PLEDGE: The pledge to the Flag was lead by Mayor Brian Wyndham. APPROVAL OF MINUTES: May 14, 2014, Linda Messmer made a motion to approve; Mayor Wyndham seconded. The motion passed 2-0.
AUDIENCE COMMENTS: Jack Tucker asked about the lift that has been in front of the Community Theater building and a box truck sitting by a building between Meridian and Franklin Street. Mayor Wyndham will be checking on the situation, and will find out if they are violating an ordinance. Daniel Rose mentioned his concern about people parking on the corner of Meridian and Hwy 40. Mayor Wyndham said that the parking situation on Meridian and Hwy 40 is already being addressed through the City Council.
FIRE CHIEF REPORT: Fire Chief Jake Bennett 1.) Preventative Maintenance Inner and outer wheel bearings were replaced on the DS front wheel on the 2001 unit. Otherwise the trucks, although older, are all operating without major issues 2.) Emergency Calls Last month the Fire Department responded to various emergencies including a pedestrian struck by a vehicle, power lines down, motor vehicle accidents, multiple fire alarms, calls for public assistance, calls for emergency medical assistance, assistance to Police and a structure fire. 3.) Drill Training Firefighters have been involved in hands on training. It has allowed the firefighters to familiarize themselves with equipment, including Haz-Mat equipment, Medical equipment and the Brush Unit. 4.) Technical Rescue Awareness Training Firefighters have been studying Technical Rescue Awareness. After completing the classroom instruction, firefighters have been sent to Ivy Tech to take the written exam. 5.) Burn Injury Training Firefighters have trained through St. Vincent on patient care with severe burns. 6.) Pre-planning Assistant Chief Tobey Archer is in charge of handling pre-incident planning with the Brazil Housing Authority. He has recently focused on handling emergencies at the Housing Authoritys three apartment buildings; Cooper Towers, Meridian Towers and Jackson Gardens. Every firefighter has walked through each site to acquire knowledge of the buildings. 7.) Hiring Process Assistant Chief Joe Bennett will retire in July after 27 years of service. A candidate has been selected from the current hiring list. Fire Chief Jake Bennett asked for approval from the Board to hire the candidate, Ryan Brown. Mayor Wyndham made a motion to approve the hiring of a new firefighter, Ryan Brown. Linda Messmer seconded. The motion passed 2-0. Ryan Brown will start in August. 8.) Fire Prevention and Safety 300-350 Kindergarteners visited the Fire Station for tours this month. Firefighters also visited about 100 local preschoolers. 9.) Local Facility Grant The Wal-Mart Foundation and Facility #1629 selected the Brazil Fire Department for the Local Facility Giving Program in the amount of $1000.00. The money will be used for the free Smoke Detector Program and other fire prevention material. 10.) Healthy Kids Day The Fire Department will be at the YMCA on May 31 st for Healthy Kids Day. The Community Wellness Fair focuses on creating a healthy family home.
OLD BUSINESS: NONE NEW BUSINESS: 1.) Approval of mowing list Linda Messmer made a motion to approve the following properties for mowing: 331 E. Church-Beckley, Lucinda F. Etal, 420 E. Darley-Rissler, 625 W. North- Timothy Hann (both lots), 16/18 E. Blaine Stephenson, Justin, and 518 S. Leavit-Harbour Portfolio VII LP. Mayor Wyndham seconded. The motion passed 2- 0. 2.) Approval of FEMA appraisal 430 S. Lambert The property on 430 S. Lambert Street has had an ownership change, but is still part of Phase I. Linda Messmer made a motion to approve the invoice (#Sipp,Darryl 2014Brazil) from Waters & Associates for $325.00. Mayor Wyndham seconded. The motion passed 2-0. 3.) Planning and Zoning Administrator Teresa Glenn presented estimates on 4 properties from 5 local contractors. The contractors were asked to give estimates for removal of the following properties; 348 N. Colfax, 352 N. Colfax, 621 E. Mechanic and 503 W. Kruzan. Teresa Glenn said that due to the high cost of renting equipment and dumpsters, she decided to get estimates from local contractors to compare. Teresa said that after talking with MVH Supervisor Brian Bemis, it was determined that the City cannot remove the buildings for less than the estimates provided by the local contractors. If approved, the lowest bid would be chosen from the estimates provided and a contract would be presented to the selected contractor. Daniel Rose expressed his concern about removing the property next to him. Mayor Wyndham assured Mr. Rose that the City is doing everything possible to make progress on that property and that our goals are all the same.
