4.0 REQUIREMENTS OF ELECTRICAL SYSTEM
4.1 Control, monitoring, measurement, annunciation, synchronising of complete electrical system supplied under this contract shall be possible from plant DCS system through CRTs / keyboards mounted on unit control desk. In case of failure of any CRT, it shall be possible to carry out the necessary operation from one of the healthy CRTs. Also, certain limited back-up facilities viz., synchronising, essential controls, metering and annunciation shall also be available from the Electrical Control Panel (ECP).
4.2 Minimum functional requirement of plant DCS system in respect of electrical system and Electrical Control Panel (ECP) shall be as below:
4.2.1 DCS System (CRT)
(a) CONTROLS
(i) Control of all 6.6 kV transformers out going feeders, 415V out going breakers shall be possible from plant DCS system. For this purpose necessary command outputs, ON, OFF, remote position, service position, etc., shall be considered as input to the DCS system.
(ii) All transformers with OLTC shall have provision for control viz. issuing raise / lower command to OLTC from plant DCS system.
(iii) Control of generator excitation and governor system shall be possible from plant DCS system including mode selection and set point control for various parameters.
(iv) Soft selector switch for selection of operation of equipment either from the CRT or ECP shall be provided in the DCS system including selection of manual and auto synchronising of generator. . (v) Initiation of auto synchroniser.
(b)Monitoring (Indication)
Abnormal conditions to be considered for alarm inputs to CRT are:

(I) HV System (220 kV and 6.6 kV breaker)
Lock out relay operation, individual protective relay operation, trip coil circuit unhealthy, trip relay circuit unhealthy, SF6 gas pressure low -two stages, DC supply failure for protection panel of each circuit, bus bar protection,LBB Protection, each 220KV breaker marshalling box, each 6.6KV Switchgear,etc., VT fuse failure. SF6 breaker gas pressure low and operation fluid pressure low and lock out, LBB operation, protective relay operation, healthy auto enclosure / change over, unsuccessful auto enclosure / changeover, etc...
(ii) LV System (415V)
Breaker auto trip, individual protective relay operation, trip relay failure, DC supply failure, bus under voltage, VT fuses failure.
(iii) Generator, Auxiliary & Service Transformers
All alarm and trip conditions of generator transformers, auxiliary transformers and service transformers.
(iv) DC System
DC earth fault, DC under voltage, group faults in case of DC boards, Battery charger, etc...
(v) UPS System
All abnormal conditions of UPS system with details from UPS equipment.
vi) Battery charger
Group trouble alarm for chargers with details as available from equipment.

(vii) Excitation System and generator
Each of protection relay alarm and trip conditions, abnormal conditions in excitation system and generator.
(viii) DG
Emergency DG alarm and trip conditions 4.2.2 ECP
(a) Control.
(I) Control of Generator Circuit Breakers, all 220 kV GT main and middle breakers including associated isolators and 6.6 kV and 415Volts (incomers, bus coupler, tie feeders) circuit breakers, DG breaker shall be possible from ECP. Discrepancy type control switches shall be provided in the ECP for the above purpose.
(ii) Control of generator, excitation system and governor system shall be possible from the ECP including mode selection and set point control.
Status of 220 kV, 6.6 kV circuit breakers, 415V incomers and bus coupler breakers, DG set breaker and 220 kV isolator and its earth switches viz., ON / OFF and circuit breaker ready for operation from ECP shall be available on the ECP.
(c) Annunciation
Important group annunciations like 220 kV, 6.6 kV, 415V breakers auto trip, SF6 gas pressure low for 220 kV and 6.6 kV breakers, breaker trip coil / trip relay failure, transformer trouble, DC failure battery charger trouble, VT fuse failure, all abnormal operating condition of generator, GT shall be provided on ECP with facia windows.

NOTE : CRT Input current and voltage shall be considered for all three (3) phases. Voltmeter and Ammeter on ECP shall be with selector switch.
4.2.5 Synchronising
(a) Generator circuit breaker (Manual and through Auto synchroniser).
Synchronising facility shall be provided for the generator through auto synchroniser in auto mode, with the help of double voltmeter, double frequency meter and synchroscope through check synchronising relay permissive condition in the manual mode. Provision for closing the breaker under dead bus condition without synchronising is also required.

(b) 220 kV line breaker and 6.6 kV Incomer & tie circuit breakers shall have facility for fast and slow auto changeover / manual synchronising and dead bus closing.
(a) 415V switch board / MCC incomer and bus coupler breakers shall have facility for dead bus auto change over / manual live transfer.
(b) One (1) set of synchronising equipment consisting of double voltmeter, double frequency meter, synchroscope, check synchronising relay, synchronising lamps, Synchroniser with lockable only in ' off ' position, etc., shall be provided on ECP for each of the following:
(i) Generators
(ii) 6.6kV / 415V breakers, DG set breaker.
(iii) 220kV Breakers
4.3 The functional requirement indicated above are minimum, the Bidder shall provide all necessary controls indications, interlock s & devices required for the system offered by him. Also, any additional requirement arising during detailed engineering shall be provided by the Bidder without any additional cost to the Owner.
4.4 The control and monitoring from the Electrical Control Panel (ECP) shall be hardwired and be available independent of the plant I&C system.
4.5 The time critical controls and interlocks shall be hardwired system only.
4.6 The control / selector switches & meters shall be of miniaturised version.
4.7 Meters Accuracy class 0.5 for trivector meters and 1.0 for others.
4.8 Transducer Panel
(a) The Contractor shall provide all the transducers for electrical system either in a separate transducer panel or in respective switchgear relay panels. The supply for the transducers shall be derived from UPS system or they shall be self-powered.

(b) The transducers shall comply with the requirements specified for transducers in Electrical section. 4.9 Interposing Relay Panel (a) The interposing relays required for the switchgear / equipment being supplied under this contract shall be located either in separate interposing relay panels or located in respective modules of switchgear relay panels.
(b) The coupling relays shall be rated for 0.5 Amp breaking at 220V DC and 6 Amp make and continuous current at 220 V DC.
(c) Interposing relays used for 220 kV circuit breaker closing shall be adequately rated for the making current. (d) Interposing relay cabinets shall be of free standing type and provided with a degree protection of IP 52 for enclosures.
