Export promotion continues to be a major thrust area for the Government. In view of the prevailing macro economic situation
with emphasis on exports and to facilitate various measures being undertaken to stimulate and diversify the countrys export
trade, arketing !evelopment "ssistance #!"$ %cheme is under operation through the !epartment of &ommerce to support
the under mentioned activities'
( #i$ "ssist exporters for export promotion activities abroad.
)
* #ii$ "ssist Export +romotion &ouncils #E+&s$ to undertake export promotion activities for their product#s$ and
commodities.
#iii$ "ssist approved organi,ations-trade bodies in undertaking exclusive non.recurring innovative activities connected
with export promotion efforts for their members.
#iv$"ssist /ocus export promotion programmes in specific regions abroad like /0&1% #2"&$, /ocus #"frica$, /ocus
#&I%$ and /ocus #"%E"3 4 )$ programmes.
#v$ 5esidual essential activities connected with marketing promotion efforts abroad.
2. Administr1tion of t2e (c2eme
#i$ 6he utili,ation of scheme is administered by the E7!" !ivision in the !epartment of &ommerce, Government of
India, 1dyog 8havan, 3ew !elhi 9 ((* *((. 5ecogni,ed E+&s on product grouping basis, &ommodity 8oards and
Export !evelopment "uthorities are eligible for !" assistance for development and promotional activities to promote
exports of their products and commodities from India.
#ii$ !" budget allocation to recogni,ed E+&s and other export promotion organi,ations for export promotion activities
including specific development and promotional projects are finali,ed in annual meeting with the respective E+&s,
which is chaired, by the "dditional %ecretary and /inancial "dvisor #"%7/"$, !epartment of &ommerce. +roposals for
adhoc grants for exclusive innovative export promotional activities, which are considered helpful to promote exports of
Indian products and commodities are examined by the E7!" !ivision and decided with the approval of the "%7/".

#iii$ +roposals of individual exporters for eligible !" supported activities like participation in E+& led 8%s-6rade
/airs-Exhibitions for reimbursement of !" assistance will be considered and approved by the &hief Executive 0fficer
of the Export +romotion &ouncils-/IE0 etc.
6he approved claims shall be then disbursed by the concerned organi,ation out of the funds allocated to them for
this purpose. " monthly utili,ation report in the format at Anne3ure-$III, duly signed by the &hief executive 0fficer of
the concerned organi,ation shall be sent to the E7!" !ivision in !epartment of &ommerce. " copy of the report shall
also be sent electronically at moc:mda;nic.in by the <

day of every month. 6he names of beneficiaries giving details
vi,. 3ame of the participant, 3ame of the company represented, fair attended, amount disbursed etc. shall also be
hosted on the respective website by the concerned organisation.
6he !" &ommittee in the !ept. of &ommerce shall test check (*= of the cases approved by the E+&s etc.
through a random selection method, based on the monthly progress reports to be send by the E+&s.

#i$ Exporting companies with an f.o.b. value of exports of upto Rs. 30 crore in the preceding year will be eligible for !"
assistance for participation in 8%s-fairs-exhibitions abroad to explore new markets for export of their specific
product#s$ and commodities from India in the initial phase. 6his will be subject to the condition that the exporter has
completed () months membership with concerned E+& and filing of returns with concerned E+&-organisation regularly.
>owever, this condition would not apply in case of a new E+& for a period of ? years from the date of its creation. No
such ceiling is applicable for participation in Focus LAC region.
#ii$ "ssistance would be permissible on travel expenses by air, in economy excursion class fair and-or charges of the built
up furnished stall. 6his would, however, be subject to an upper ceiling mentioned below in the table per tour.

#iii$ 6he participation of individual companies in the above activities shall be subject to the following conditions'

of /ocus 2"&$ shall be permissible. /or participation in 6rade /airs-Exhibitions reimbursement shall be permissible
subject to ceilings mentioned in the column @ in the above table.
#b$ aximum number of permissible participations shall be five in a financial year as indicated in above table.
>owever, for priority sectors, having large employment generation potential, vi,. "griculture including food items,
>andicrafts, >andlooms, &arpets, 2eather 7 inor /orest +roduce etc., ) #two$ participations in General "reas would be
admissible with the assistance of 5s. ),**,*** for each participation. 6he exporters availing of assistance under this provision
would, however, be in addition to these participations, eligible for only any ) /ocus "rea participations.
#c$ "ssistance shall be permissible to one regular employee-director- partner-proprietor of the company. "ssistance would
not be available to exporter of foreign nationality or holding foreign passport.
#d$ Intimation application must be received in the concerned E+& etc. with a minimum of (@ days clear advance notice
excluding the date of receipt of application in the office of the concerned organi,ation and the date of departure from
the country.
#e$ 6he company shall not be under investigation-charged-prosecuted- debarred-black listed under the /oreign 6rade
+olicy of India or any other law relating to export and import business.
#f$ ember exporters of E+&s etc. would also be eligible for !" assistance for participation in events organi,ed by I6+0
abroad. 6heir applications - claims would by routed-reimbursed through concerned E+& etc.
#g$ aximum !" assistance shall be inclusive of !" assistance received from all Govt. bodies-/IE0-E+&s-&ommodity
8oards-Export !evelopment "uthorities-I6+0 etc.,
#h$ " aximum of three participations in a particular trade fair-exhibition would be eligible for !" assistance and

exporting companies after availing assistance three times including past cases for a particular fair-exhibition, have to
participate in that fair, if any, on self.financing basis.
#iv$ EPCs shall display the details of participants in each fairs/eents organi!ed/participated by the" and the
participants# year$%ise e&port status on their %ebsite.
:. Assist1nce to E3port promotion Counci4s8
#i$ E+&s are autonomous in administrative matters and no financial assistance is provided to them from !" for
administrative expenditure #non.code$. 2ist of recogni,ed E+&s is given in Anne3ure-I. E+&s can, however, be considered for
one time assistance for computeri,ation for data collection, analysis, dissemination under !". aintenance and updating of
systems shall be the responsibility of the E+&s.
#ii$ E+&s will be allocated a budget, both for code activities and reimbursement of Individual Exporters claims, on annual
basis. 6he budget for code activities and the funds for assistance to Individual Exporters will be released in two installments.
#iii$ 6he E+&s are reAuired to send their detailed annual action plan and estimated funds reAuired for reimbursement to
individual exporters to E7!" !ivision three months in advance. 6he activities approved in the annual meetings with each E+&
well before the start of the financial year shall only be financed from !" funds. E+&s shall have to utili,e the !" funds in a
financial year for purposes for which these are sanctioned. ><? of t2e MDA 5ud9et 1pproved for 5ot2 t2e Code 1ctivities 1s

6he E+&s shall indicate their further reAuirement of funds latest by /0

#ovem5er of t2e ye1r. /unds for reimbursement to
individual exporters shall be released only when B*= of the first installment has been utili,ed and a utilisation certificate to this
effect has been submitted by the concerned organisation. Earmarked grant for the financial year but not claimed within the year
or wherein complete information has not been provided to facilitate its release, would lapse and shall not be carried over to the
next financial year.
#iv$ E+&s shall furnish activity.wise detailed accounts for each approved code activity certified by a &hartered "ccountant
and the utili,ation certificate for the funds released in a financial year du4y si9ned 5y t2e C2ief E3ecutive &fficer of t2e
concerned or91nis1tion by C*

%eptember of the succeeding financial year. 6he E+&s shall Aualify for release for second
installment of funds of the year only after t2eir 1ccounts for t2e precedin9 ye1r 21ve 5een 1udited 5y t2e C21rtered

#v$ 6he E+&s shall plan development and export promotion activities in overseas markets for export promotion of particular
products, based on the findings of the desktop studies-findings of the strategy papers on potential of exports and data available
with institutes like 3&6I etc., to penetrate into new potential markets and to consolidate in the already explored export markets.
Eligible activities shall be organi,ing participation in the important trade fairs-exhibitions in the focus markets associated with
8%s, focused publicity for the event etc.
#vi$ 5ole of the E+&s shall also be to diversify the export promotion activities to new emerging potential markets wherein
the participation by the Indian companies is yet to be established.
#vii$ 8ased on the recommendations of the concerned &ommodity !ivision#s$ of the !epartment of &ommerce-inistry of
6extiles, Export +romotion &ouncils, with the prior approval of the E7!" !ivision, may undertake promotional 7 export
development activities abroad and within India with assistance from !" to stimulate and diversify the exports of
Indian products and commodities as follows'

operation in the !epartment. In addition to activities in non.focus areas, special provision has been made under 5everse 6rade
Eisits for visit of prominent delegates and buyers #one person from each organi,ation$ from these /ocus "rea 5egions for
participation in buyer cum seller meets, exhibitions etc. in India. 6he foreign delegates-buyers-journalists would be assisted in
meeting their return air travel expenses in economy excursion class upto the entry point in India. 6his would, however, be subject
to financing only the well planned participations wherein the potential of the incoming delegate#s$-buyer#s$-journalist#s$ have
been screened by the concerned E+& and 6erritorial !ivision. 6he following activities are eligible to be undertaken under /ocus

#iv$ !" assistance shall be limited to D*= of the total approved cost and the remaining has to be met by the E+&s
from the contributions from participants, members, trade etc.
#v$ /or F5everse 6rade Eisits, the air.fare by economy excursion class for invited delegates would be subject to the
upper ceilings of 5s.(,**,***-.for 2"& region and 5s.<*,***-. for &I%, "frica and "%E"34) regions.
C. Approved or91nis1tion*s0/"r1de 7odies
#i$ "pproved organi,ation-6rade 8ody means an organi,ation, institution or association engaged in development and
promotion of exports and approved by the E7!" !ivision in the !epartment of commerce for this purpose. 6hese
0rgani,ations can organi,e programme-activity for specific purpose of development and promotion of exports of
Indian products and commodities with the prior approval of the Government #E7!" !ivision in the !epartment of
&ommerce$ for its members. 2ist of Export +romotion &ouncils is at Anne3ure-I.
#ii$ 2ist of the approved organi,ations who can sponsor !" proposals of its member exporters is given in Anne3ure-II.
3o !" grant on annual basis would be given to these organi,ations for their export promotion activities. >owever,
organi,ations can sponsor reAuests of their member exporters for participation in fairs-exhibitions-8%s led by
these organi,ations for !" assistance.
#iii$ "ny other organi,ation, institution or association desirous of getting itself registered as an approved organi,ation,
may apply to the !epartment of &ommerce #E7!" !ivision$ with full particulars in the prescribed proforma
*Anne3ure-III0.

!" assistance to /IE0 will be on the lines as applicable to E+&s, with the condition that export promotion activities by
them should be for multi.products-sectors or products-services not covered by any other E+&s or to a country where
E+& is not in a position to participate. /IE0 can, in addition, also sponsor reAuests of its member exporters for
participation in fairs-exhibitions-8%s led by /IE0 for !" assistance provided these members are not members of
any Export +romotion &ouncil.

ember exporters of E+&s etc. would also be eligible for !" assistance for participation in events organi,ed by I6+0
abroad. 6heir applications-claims would by routed-reimbursed through concerned E+& etc.

0n receipt of specific development and export promotion project#s$ from the approved trade bodies-organi,ations,
E7!" !ivision may consider financing one or two special specific non.recurring activities with !" assistance.
*iv0 Ad2oc Gr1nt-In-Aid8 5esidual essential activities or proposals connected with the export effort, which Aualify for the
grant.in.aid but not covered by this &ode will also be considered on merits for assisting from the arketing !evelopment
"ssistance scheme.
10. D&C+ME#"A"I&# -& EIM7+(EME#" &- A((I("A#CE "& ED'&"E(8

#i$ Intimation application in Anne3ure I$ duly completed and signed shall be submitted by the exporter to the concerned E+&
etc. giving clear (@ days advance notice. Intimation and the application must be sent electronically by email also.
#ii$ &oncerned 0rgani,ation #/IE0, E+&s etc.$ on receipt of intimation shall immediately issue acknowledge receipt. 6hereafter
they will examine and issue approval letter to the exporter preferable within ? working days of the receipt of the intimation, in
the prescribed format #Anne3ure-$$.
#iii$ &laim along with the declaration duly completed in the prescribed format #Anne3ure-$I$ and the &ertificate #Anne3ure $II$
duly signed by a &hartered "ccountant shall be submitted by the exporter to the concerned 0rgani,ation #/IE0, E+&s etc.$
along with under mentioned papers immediately on return to India after completion of the activity but positively within @?
days of their return to India'

b$ 2egible photocopy of passport highlighting the entries about departure from and arrival into India and also the countries
visited. In case, passport does not have arrival-departure dates regarding visits to various countries, some documentary
evidence such as >otel 8ills, 8oarding pass, lodging pass etc. be submitted.
c$ 0riginal air ticket-jacket used during the journey. If 0riginal air ticket-jacket is lost, a legible photocopy of the same along
with a certificate from the concerned airline indicating 3ame of the traveler, 6icket number, /light 3o., !ate of departure
from India, %ectors-countries visited, &lass in which traveled and Economy excursion class fare for sectors-countries
visited.

d$ %elf certified f.o.b. value export figures during the last three financial years, year wise.
e$ 8rief report about the activity participated and achievements made.
#iv$ &laim forms duly filled in and complete in all respects must be submitted to the concerned E+&, /IE0 etc., within B* days of
return to India would. >owever, claims submitted within C* days from the expiry of the B* days period may be entertained
by or wherein the deficiencies in the claim as intimated by the concerned E+& etc., with (*= deduction. 6he claims which
are submitted after ()* days of return to India shall not be entertained under any circumstances. "ny deficiencies in the
claim as intimated by the concerned E+&, /IE0 etc., must be completed within C* days of the date of directions given in this
regard failing which the claim shall stand rejected without any further intimation or reminder in this regard by the concerned
E+&, /IE0 etc. .
