The Allamakee County Agricultural Association will promote community
services to all citizens by utilizing all available resources. Youth involved in 4-H
and FFA will be provided a positive learning environment to promote achievement
of personal goals through sportsmanship, showmanship and workmanship.

BY-LAWS
1. The business of the association shall be managed by a board of directors consisting of fteen (15) members representing the whole county, and the president, vice-president, secretary and treasurer shall
be ex-ofcio members of the board. Five members shall constitute a quorum for the transaction of business. A life membership in the Allamakee County Agricultural Association shall not be required of
any person serving as an ofcer or a director in the corporation.
2. The annual meeting for the election of ofcers shall be held at 7:00 p.m. on the third Monday of October.
3. The president or the secretary shall have power to call the meeting of the directors whenever he/she may deem it for the interest of the society.
4. Five members shall constitute an executive committee and shall have the power to do all business for the interest of the society in the intervals between the meetings of the board of directors.
5. The ofcers shall be elected annually. The directors shall hold ofce for two years, ten directors being elected every year.
6. Vacancies occurring in any ofce may be lled by the executive committee.
7. It shall be the duty of the secretary to keep carefully the record of the society and all papers relating thereto; to respond promptly to all letters and circulars of the society and of the state society; to make
annually before the rst of November, a report to the secretary of the state of society embracing such items of information concerning the county society and such statistics and information as may be
desired by the state board. The secretary shall keep records of the receipts and expenditures of the society, and shall have control of the tickets charging the treasurer with those delivered to him/her, and
given him/her credit for those returned. He/she shall perform all other duties, under the direction of the executive committee as may be necessary for the welfare of the society.
8. It shall be the duty of the treasurer to receive all monies of the society and pay them on order of the secretary, and he/she shall make a full statement of the nancial condition of the society, embracing
receipts and expenditures at the annual meeting and he/she shall give bonds in the sum of 2,000 for the faithful performance of his duties and said bonds shall be approved by president and secretary.
9. The society shall hold an annual fair at such time and place as the board of directors may designate.
10. An awarding committee shall be appointed by the executive committee for judging the different classes and awarding premiums on same.
11. All awarded premiums uncalled for within 60 days after the close of the fair will be considered donated to the society.
12. Premiums shall not in any case be awarded by the judges on an unworthy article whether there be competition or not.
13. Awarding committees are authorized to make honorable mention of articles of merit not enumerated in the premium list, but shall not award premiums on the same.
14. All entries close Wednesday night, July 16, 2014 at 8:00 p.m., except for livestock, the entries close at 9:00 p.m.
15. The fair association committee will take every possible precaution for safekeeping of articles and livestock after the arrival on the grounds, but the association will not in any case be liable for any
loss or damage for any accident or injuries that may happen to them or other property while attending the fair or the fairgrounds. It is particularly desired that all people be cautious of danger, that all
exhibitors give their personal attention to property exhibited and at the close of the fair take charge of same.
16. The chief marshal shall have charge of the grounds under the control of the executive committee and command the force of police during the fair, and it shall be his duty to preserve order throughout;
and it shall be his duty to make himself familiar with the program and to execute same without further orders unless the same be changed by the executive committee, and he shall have power to eject
any person from the grounds for disorderly conduct.
17. The secretary shall employ gatekeepers, and if necessity requires, it shall be their duty to make arrests.
18. Superintendents are expected to have charge of matters in their respective department, receive and attend to the prior arrangements of everything entered; to attend the judges in their examinations,
furnish them with prize badges or ribbons, make the proper entries of awards in books furnished by the secretary, and see that the program as far as their classes are concerned, is faithfully carried out.
19. The secretary shall have power to sell space for concessions and refreshment stands, etc.
20. The president shall appoint an auditing committee to audit the books of the secretary and treasurer, and submit a report at the annual meeting,
21. No more than one premium shall be paid on any article unless there is competition, the judges shall place awards on meritorious articles, according to their merits.
22. All exhibitors of livestock must notify the secretary the number of stalls and of pens they want reserved and at the same time deposit the required stall and pen fees with the secretary.
23. These by-laws may be amended, repealed, or new ones added at any regular or special meeting of the board of directors by a majority vote of the board.
CLAIMS
24. All persons having claims against the society must le them with the secretary within 10 days after the closing of the fair, otherwise same will not be paid until the close of the next annual fair and all
bills should be certied by the claimant. In case of a decit, all premiums and bills will be paid on a pro rata basis.
25. NO SMOKING ALLOWED IN FAIR BUILDINGS.
26. The association will not be liable for any errors of committee or clerks in placing premium cards. All premiums will be paid as shown by the committee book.
27. The decision of every judge shall be nal in all cases, except where error, fraud, misrepresentation or collusion, not discovered at the time of the award, is obvious. The superintendent may decide such
cases or refer such cases to the executive committee, whose decision shall be nal.
28. NO ELECTRICAL POWER WASHERS ALLOWED ON THE GROUNDS.

With chart-toppers like Pickup Man, Third Rock From the Sun, and
John Deere Green, 13 albums and over 20 Top 10 singles to his credit,
Joe has little to prove at this point in his career, yet he still has a fre in
his belly to make good country music. A renowned songwriter in his
own right who recently turned his focus back to writing after years on
the road, Joe has hits for artists like Tim McGraw, Conway Twitty, and
Jo Dee Messina to his credit, and has cuts on upcoming projects for X
Factor winner Tate Stevens, Dylan Scott, and Tyler Farr among others.
He is also hard at work on an album of brand new material, due out later
this year on Bigger Picture Records. The collaboration with the Jawga
Boyz and the attention from the Jason Aldean hit 1994 is opening all
sorts of new doors for Joe at this point in his career, and hes excited at
the prospect of working with some of musics hot new hitmakers.

Walking for our rights: Dorchester man will share
message about frac sand during walk to Dubuque

A Dorchester man is hit-
ting the road this week to
highlight the perils of frac-
sand mining. Jeff Abbas, an
environmental activist, nature
photographer and food pro-
ducer who runs Kitchen Table
CSA with his wife, Mary,
will trek from his home in
rural Dorchester to Dubuque
this week, via the Great River
Road.
Abbas will speak about
the damage caused by frac
sand mining at two Dubuque
forums: Saturday, July 27, at
6 p.m. at Hope House, and
Sunday, July 28, at 1 p.m. at
the Catholic Worker Farm.
Abbas is president of the
Allamakee County Protectors
(ACP), a group of concerned
Iowans leading the fight
against frac sand mining in
the state of Iowa. Originally,
ACP started as a group from
Allamakee County, but the
issue became statewide very
quickly.
The group was instru-
mental in the passage of an
18-month moratorium on frac
sand mining in Allamakee
County. Winneshiek County
followed shortly after, with
its own 18-month moratori-
um. Since that time, Protector
organizations in both coun-
ties have been in contact with
the departments of occupa-
tional and environmental
health at both the University
of Iowa and the University
of Wisconsin-Milwaukee.
Winneshiek County recently
endorsed a grant application
for both universities to work
together on a study about the
public health impacts of frac
sand mining.
FRACKING AND FRAC
SAND
Fracking," short for
hydraulic fracturing, refers
to a 75-year-old technique
used to release petroleum,
natural gas (including shale
gas, tight gas and coal seam
gas), or other substances for
extraction. Fractures are cre-
ated after a hole is drilled into
reservoir rock formations.
Frac sand, or silica, is
quartz sand of a certain size
and shape that is suspend-
ed in fluid and injected into
oil and gas wells under high
pressure. The fluid pressure
opens and enlarges fractures
as well as creates new ones.
Sand grains are carried into
these fractures and prop
them open after the fluid is
pumped out.

al summit "Stop the Frack
Attack" in Dallas, TX last
September.
We had the opportunity
to see first-hand how frack-
ing has adversely affected the
Dallas - Fort Worth area. We
met many nationally known
activists, including several of
the people from Josh Foxs
films 'Gasland' and 'Gasland
2'. This was our first oppor-
tunity to bring sand mining
to the national stage. Because
of our involvement, frack-
ing and frac sand mining are
now essentially considered as
being part and parcel to one
another, said Abbas.
SPEAKING OUT
Abbas recently has been
invited to be keynote speaker
at a number of conferences,
including the Iowa
Prairie Conference
at Luther College
in Decorah. On his
journey to Dubuque,
he plans to spread
his message about
sand mining and the
damage it will cause
if it continues. Both
fracking and frac
sand mining are not
only destructive, the
damage they do is
permanent, he said.
An avid hiker,
Abbas recently
hiked 48 miles of the
Appalachian Trail
within the confines
of Smoky Mountain
National Park. This
year he had planned
a backpack trip to
the Teddy Roosevelt
Wilderness in
Medora, ND, but
said he was dealt the
ultimate blow when
he found out his cho-

& Storm Relief Fund to aid
purchases of water heaters
and furnace/heating units
Allamakee County has established a Flood & Storm Relief
Fund to assist area residents and business owners who had to
replace water heaters and/or furnaces or other heating units as
a result of ooding that took place during the weekend of June
22-23. The reimbursement program will allot a maximum
amount of $500 per household or business, with receipts or
other proof of purchase required to participate in the program.
Applications for the assistance are due by 12 noon Septem-
ber 1, with funds being disbursed by October 1 of this year.
Applications can be picked up at any Allamakee County bank,
the Allamakee County Visitor Center (located at 101 West
Main Street in Waukon), or online at www.allamakeecounty.
com under the "Economic Development" link.
Applications must be dropped off, mailed or faxed to:

The program is designed to assist Allamakee County resi-
dents and businesses considered low to moderate income and
which have not received any State relief assistance or insur-
ance funds. Applicants must be U.S. citizens and provide a
photo ID and either a 2012 tax return or bank statement/proof
of social security income in addition to a completed applica-
tion and receipts/proof of purchase. All applications will be
ranked, and the fund committee will fund as many requests
as possible. This is an initial distribution of funding, as it is
hoped that future donations and/or funding will allow for con-
tinuation of the program, if necessary.

Abbas will leave
Dorchester Saturday, July 20,
and plans to stop in New
Albin, Lansing, Harpers
Ferry, Marquette and
Guttenberg on his way to
Dubuque.
This route gives me the
opportunity to see the smaller
communities and photograph
the things that are intrinsical-
ly beautiful to the Driftless
Area and northeast Iowa,
said Abbas. Abbas also said
he will be taking the cut-
off before Guttenberg to
travel past the Pattison Sand
Mine. Im going to walk by
and get some pictures of the
destruction theyre doing, he
said.
A SMALL SETBACK
Abbas experienced a minor
setback Sunday when a large
blister, caused by walking
on pavement, caused a delay
in the journey. He returned
home Sunday to tend to his
blistered foot. During an

Don't fall for Medicare
Card telephone scam
originated by
Better Business Bureau
Senior citizens nationwide
are reporting scam phone
calls informing them that a
new Medicare card is in the
mail. The Better Business
Bureau is advising senior citi-
zens to hang up on suspicious
callers and not to fall for this
attempt to obtain personal in-
formation.
Senior citizens have re-
ported answering the phone
to the voice of an unknown
caller, often with an accent,
claiming to be with Medicare
or another government of ce.
The caller informs them that
their new Medicare card is in
the mail and will be received
in a few days. In the mean-
time, the caller advises the
victim to set up a direct de-
posit so Medicare funds can
be deposited into their bank
account. To do this, they just
need to tell the caller their
banking information. The
caller will then take care of
the rest.
Of course, there is no new
card and no direct deposit.
The caller just wants the vic-
tim to share their banking in-
formation so he/she can steal
from their account.

A TWIST ON THE
MEDICARE CARD SCAM
This is just one twist on the
Medicare card scam. Scam-
mers may also ask victims to
verify their identity in order
to receive the new card. They
will ask for their Medicare
card number, which is the
same as their Social Securi-

During its regular meeting
Monday, July 22 the Allama-
kee County Board of Super-
visors met with Sheriff Clark
Mellick to discuss the possi-
ble use of Makee Manor as a
jail. Mellick introduced John
Hansen of Midwest Con-
struction Consultants, who
presented the Board with a
proposal to conduct a feasi-
bility study and needs assess-
ment.
Hansen said that the pro-
posal includes two phases -
the rst phase would include
a feasibility study for a new
jail facility, either at Makee
Manor or another site, and
the second phase would be
focused on securing funding
for renovations or construc-
tion of a new facility.
During the rst phase,
Hansen said a committee
would be established to over-
see the project and an assess-
ment of the existing jail on the
fourth oor of the Allamakee
County Courthouse would be
conducted to identify de -
ciencies and to determine fu-
ture uses in the event that the
jail is relocated. Makee Man-
or would also be evaluated
not just for its potential use-
fulness for a jail, but for other
potential uses as well. Hansen
said that the rst phase would
also include preliminary ar-
chitectural drawings and cost
estimates. The cost of com-
pleting the rst phase would
be $16,800 plus reimbursable
expenses such as mileage and
document printing.

Schellhammer also pointed
out that the public percep-
tion has been that Sheriff
Mellick initiated discussions
about using Makee Manor as
a jail, when in fact the Board
of Supervisors had rst ap-
proached Mellick when Ma-
kee Manor became available.
Mellick said that there are
de ciencies at the current jail
that will eventually lead to
its closure, adding that the
feasibility study would have
"no shelf life." He said that
he would be willing to hold a
town hall meeting to educate
the public about the need for
a new jail facility.
Supervisor Sherry Strub
said that a tour of the cur-
rent jail should be suf cient
to demonstrate the need for
a new facility, calling the
current jail "appalling." She
added that the need for a new
jail has nothing to do with the
comfort of the prisoners, but
with the safety of the facility
and the safety of deputies and
employees.
The Board voted unani-
mously to approve the agree-
ment with Midwest Construc-
tion Consultants for the rst
phase of the study, contingent
upon review by the County
Attorney.
In other business, the
Board approved the full-
time status of Jill Meyer in
the County Attorney's of ce,
effective July 15. The Board
approved a contract with the
Iowa Department of Public
Health for a $10,000 grant
for substance abuse services
and accepted and placed on
le a cost report from Case
Management. The Board also
signed a letter of engagement
with Hacker Nelson for audit-
ing services.

mation over the Internet, over
the telephone, or to anyone
who comes to visit uninvited.
Only give personal informa-
tion to doctors or other pro-
viders who are approved by
Medicare.
Anyone who suspects
identity theft, or feels like
they gave their personal in-
formation to someone they
shouldn't have is advised to
call the Federal Trade Com-
mission's ID Theft Hotline at
1-877-438-4338. See Medi-
care.gov for more informa-
tion about Medicare fraud, ID
theft and other issues.

what this area has to offer in
its form of wilderness, recre-
ation, beautiful scenery and
the rural life that is so rapid-
ly disappearing around this
country, he said.
