1 FOREWORD 1. Reference is made to the Services Agreement for Consultancy Services for Test and Commissioning Plan and to its Attachment 1. 2. As per Attachment 1 chapters 4.3 & 5, the Step 2 (Draft Commissioning Plan) is defined as: A draft version of the Test & Commissioning Plan, that will be further amended after writing of the Specifications per System and to take into account comments from the Subcontractors.
The Test & Commissioning Plan will:
a. Advise about the organization of the Test & Commissioning team at the EPC level;
b. Identify the exhaustive list of subsystems and systems to be tested and commissioned, with the Subcontractors that will provide them;
c. Define the successive and progressive Test & Commissioning steps (as addressed in paragraph 4.1), from Factory Acceptance Test and Test Lab test till final integration, including O&M documentation;
d. Provide Guidelines for the writing of the Commissioning Specification per System;
e. Provide Guidelines for the test principles (full testing, random method, average);
f. Provide Guidelines about the actions to be taken in case of failed test;
g. Specify monitoring procedures for the supervision of the Test & Commissioning steps;
h. Propose reporting tools, like forms and excel files, for followup and assessment of test & commissioning progress;
i. Suggest a provisional Test & Commissioning Time Schedule to define the main milestones consistent with the project time schedule;
j. Provide the exhaustive list of Test & Commissioning Specifications to be written during step 3 in compliance with technical specifications referred in item 4.2.1
In addition, the Plan will incorporate the statements related to LEED certification procedures and verifications.
3. This detailed analysis work has helped MAJV for the finalization of the design. Specific documents have been requested that will help both design and commissioning phases. The clarification of all interfaces will also ease the integration phase. 4. Some design documents are still missing (mainly the schematic diagram for ULV) and some are not final. These documents will be submitted by MAJV when available but at least before end of August in order not to delay the Step 3. MAJV Consultancy Services for Test & Commissioning Plan

2 COMMISSIONING ORGANIZATION 2.1 COMMISSIONING SCOPE Commissioning is a systematic process of ensuring that all building systems perform interactively according to the design intent and the owners operational needs. The Commissioning process is intended to achieve the following specific objectives: Ensure that applicable equipment and systems are installed according to the manufacturers recommendation and to the industry acceptable standards and that they receive adequate operational check-out by the installing contractors. Verify and document proper performance of equipment and systems and the inter- relationship between systems. Ensure readiness and integration of all systems allowing starting ORAT phase
2.2 COMMISSIONING PROCESS 2.2.1 PHASES In order to cope with the above scope, a commissioning process in 5 phases will be followed. Phase 0: This phase is covering all non site tests from the Factory Acceptance Tests to the Platform Tests. Platform tests are specifically recommended for IT and ULV package in order to validate interfaces and ICDs prior to the site implementation. Moreover, Platform tests are recommended for all systems specifically designed for the project like SMIS, SCADA in order to validate the HMI and functionalities prior to site implementation. Phase 1: This phase is covering the installation inspections for all specialties (mechanical, electrical, IT). This phase is performed without power but requires the building to be handed over with major MEP works done to avoid clashes and extensive coordination. Phase 2: This phase is covering the power up, the deployment and the functional tests (local). For big and complicated systems, this phase could be divided in several sub-phases. This phase requires power but can be performed without Network.

Phase 3: This phase is covering all tests from phase 2 to phase 4 which means communication tests, remote functional tests, performance tests and interface tests (phase 3.11). Interface tests are numbered 3.11 but all interfaces must be tested as soon as possible through mock ups or site platforms in order to validate at the soonest the proper implementation on site (risk is lower if the interface has already been tested in phase 0) This phase requires Network Phase 4: This phase is covering the integrated tests and is based on a couple of scenario in order to ensure the full integration of all systems before starting the Operational Trials (ORAT). This phase requires all systems to be commissioned up to phase 3 All the above phases and related reports will be a prerequisite with the As built drawings, the O&M manuals and the Training for the handover of the project and the start of the defect liability period.
2.2.2 COLOR CODING Referring to below graphic showing the phase splitting and to all the system flow charts available in Annex 1, the following color coding is used: White and Grey: A white or a grey cell means that the subcontractor can perform the corresponding task by himself if the pre-requisites are met. The organization and the content of these phases will be managed by the subcontractors under the supervision of MAJV (test procedures, test sheets, planning). Grey is added to differentiate the organization and deployment phases from others. Yellow: A yellow cell means that the corresponding task is out of the subcontractor scope and represents a pre-requisite for the subcontractor commissioning. Orange: An orange cell means that several subcontractors are involved. The corresponding subcontractors have to be present in order to perform these tests (platform tests, interface tests and integrated tests) together. The platform tests and interface tests will be based on the agreed ICDs when the integrated tests will be based on scenario written by MAJV.
