guide &ealt& care providers and t&eir supervisors to measure compliance* It operationali+es t&e minimum standards of procedures for SMC as set 'y t&e
ministry of Healt&* In addition, it serves to measure actual level of compliance to standards and &elps identify t&e gaps 'et,een actual and desired
