This document provides instructions for using a quality improvement tool to assess safe male circumcision (SMC) services in Uganda. The tool measures compliance with Ministry of Health standards across 7 areas: management systems, supplies/equipment, registration/education, counseling/testing, surgical procedures, monitoring/evaluation, and infection prevention. Facilities are observed and records reviewed to determine if standards are met. Gaps are identified and an action plan is developed to address areas of non-compliance and close quality gaps in SMC service delivery.
