Business overview:
Infrastructure Projects Division has vast experience in project development. We
provide our clients with integrated services such as Railway, Power Plant, Oil &
Gas and Water businesses through EPC (Engineering, Procurement and
Construction) & investment, financing arrangement, equity & loan participation etc.
We can serve all clients' needs at any stage of the project through close partnership
and cooperation with other Mitsui Business Units.

Transportation (Railway Projects)
Mitsui has supply records for various types of products and services for SRT (State
Railway of Thailand) amounting to more than USD400 million since 1960's mainly
utilizing Japanese ODA. Mitsui's roles/functions would be described as follows.
- Prime contractor, sub-contractor or agent depending on the contracts
- Introduction of the most suitable/competitive supplier
- System Integrator for full turnkey system
- Support in terms of FT (Financial Technology) and LT (Logistics Technology)
- Investment to PPP (Public Private Partnership) projects
In addition to the above-mentioned experiences for SRT, Mitsui secured some
contracts from Siemens for the blue line project of the MRTA (Mass Rapid Transit
Authority) as mentioned below,
- Turnkey system of the AFC (Automatic Fare Collection) using contactless IC card
- Procurement of some power supply equipments such as GIS (Gas Insulated
Switchgear), switch gear etc.
- Supply of the EPS (Emergency Power System) and generator.

Mitsui is supporting a contract for supply 12 train-sets apply to Bangkok Mass
Transit System Public Company Limited (BTSC) for the total amount approx.
USD70 million.

Electric Power Plant Project
Our division deals with plant and equipment for electric power generation,
transmission and distribution. Main customer is electric power utility, such as
EGAT and IPPs (Independent Power Producers). We fulfill the role of project
finding, development, finance, and EPC (Engineering, Procurement and
Construction) of power facilities. We have quite extensive experience records in
Thailand, and are one of the leading major contractors in this field. Especially, for
gas fired power plant facility, we supplied aggregate total of approx 4,100 MW to
EGAT, which occupies more than 20% of the total installed power plant capacity
operating in Thailand.
Our latest EPC experience is 760MW x 2 gas turbine combined cycle project in
Kaeng Khoi where construction was completed in March, 2008.

In these years, privatization of the power generation industry is worldwide
tendency. In Thailand also, privatization movement has already emerged in the '90s.
Utilizing Mitsui's experiences in the development of IPP projects in Asia, such as
Pakistan, Indonesia, PR-China, etc., we are quite active in Thailand in this field, as
well as M&A of the existing asset in association with the power industry.
Also, other key words in the industry these days are environment. Thai Government
already launched a policy to support the power generation projects utilizing the
renewable energy source, which enables the sustainable development of the energy
in the country, as well as leads to saving of the foreign currency reserve. We are
quite actively promoting this area, and completed the construction of 20MW waste-

wood fired power plant in November, 2008, which is one of the largest facilities in
the country.
We are very active in CDM (Clean Development Mechanism) the scheme of Kyoto
Protocol to reduce Green House Gas, not only as trader of CER (Certified Emission
Reduction) but project finding & development. Mitsui is the main promoter and
investor of swine methane gas utilization project in Indonesia, which has been
approved by CDM board in United Nations and plant operation already started. In
Thailand we are interested to pursue CDM projects where our experience and
financial investment can be appreciated.
Our strengths in this field of business are, 1) capability to organize the project in
comprehensive and integrated package basis, 2) approach to the projects from
various aspects, utilizing Mitsui's wide range coverage of business, 3) experiences,
knowledge and know-how of business in Thailand, coming from long history of
Mitsui's business transactions since the early economic evolution of the Country, as
well as well furnished logistics functions, such as, tax and accounting, treasury,
legal, credit assessment, transportation, etc., in our Bangkok Office. We are quite
confident to provide an excellent quality of the services to our customers, which
will lead to the success of our customers as well as ourselves.
Finally, we are also quite interested in supporting the local customers who wish to
promote business in the overseas electric power projects, such as supply his/her
products as subcontractor. We have quite extensive world-wide network covering
more than 100 countries, which provided enormous amount of intelligence and

Plant Project
Our Plant Project Department is active in operating field of Natural Resources and
Energy Related Infrastructure, based on business strategy of the Infrastructure
Project Business Unit at Mitsui Headquarter, Tokyo to seek achievement for
sustainable growth through balanced earning portfolio of investments and EPC
related income. Our mission is to operate integrated projects in the field of Oil, Gas,
and New Energy Value-Chain.
Having vast project development experience as a total solution provider, we have
capabilities enough to support all aspects of the Oil & Gas Value-Chain through
financing arrangement and equity & loan participation. We are able to meet client's
needs at any stage of the project through partnership and cooperation with other
Mitsui Business Units.

Water Business
Explosive population growth, improved living standards, and increasing
industrialization are causing a surge in global demand for water. However, the
infrastructure for supporting the stable supply of clean water, including water and
wastewater treatment facilities, is often either outdated or insufficiently developed.
Against this backdrop, Mitsui made a bold leap into the water business, through
strategic investments to overseas, establishing itself as a comprehensive water
infrastructure services provider with global reach and strong growth opportunities
in a market set to exceed USD1 trillion by 2025.
Overflowing demand for water
Higher demand for water is stemming from two main sources. The world's
population increased about 2.7-fold from around 2.5 billion in 1950 to
approximately 6.8 billion in 2009, and is projected to grow by around another 30%
to about 9.2 billion in 2050. At the same time, industrialization in developing
countries is driving demand for water for industrial use.
To meet this rapid increase in global demand, the world must rely on a finite supply
of water. Although our oceans mean that we are not short of water itself, the
accessible freshwater in our rivers and lakes comprises only around 0.01% of the
earth's total water, while that in the form of groundwater accounts for only about
0.8%. So although we are surrounded by water, most of it is not suitable for
domestic or industrial use.
On top of that, our available water supply is being diminished by pollution, both
natural and man-made. Arsenic, fluorine and other contaminants are present in our
groundwater, while the water cycle is being polluted by untreated domestic and
industrial wastewater. Developing countries have a shortage of water supply and
treatment facilities, while those in developed countries are becoming outdated.
Meanwhile, floods, drought and changing demographic trends and lifestyles have
led to unevenness in water distribution and difficulties in ensuring a stable supply of
clean water. Often the places that need water most have the greatest shortages. And
as it is not economically viable to transport water over long distances like oil or

LNG, water problems are more localized and must be addressed individually in
each specific region in which they occur.
Some regions, such as Asia etc., have particularly pressing needs, and it was to
these regions that Mitsui turned when it decided to enter the water business.
Moving into Thailand

The early 2000s saw a number of global commitments to address water problems,
such as the Millennium Development Goal to halve, by 2015, the proportion of
people without sustainable access to safe drinking water and sanitation. It became
evident that significant infrastructure investment would be needed to realize these
goals, and that the private sector had an important role to play.
Amid a growing trend toward water industry privatization, particularly in Asia,
Mitsui took its first major step into the water business with the March 2006
acquisition of a 35% stake in Thai Tap Water Supply Company Limited ("TTW") in
Bangkok (Mitsui's ownership interest is now 26%), Thailand, from TTW's other
major shareholder, Ch. Karnchang Public Company Limited ("CHK"). It was a
significant investment. TTW has a 30-year water supply agreement with the local
waterworks authority to supply tap water to two provinces to the west of Bangkok.
It owns and operates the largest privately owned water treatment plant in Thailand,
which has a capacity of 320,000 tons per day.
Mitsui then built on this initial investment by joining forces with CHK again. In
April 2007, Mitsui and CHK announced their next step-the acquisition by TTW of a
98% stake in Pathum Thani Water Co., Ltd ("PTW"). PTW, which supplies water
on a similar long-term supply agreement for the northern suburbs of Bangkok,
increased TTW's total capacity to around 700,000 tons per day. Mitsui had
successfully developed the platform and partnerships needed to succeed in the water
business in Thailand and is trying to develop new water projects in Thailand and
also in neighboring countries in Southeast Asia.
