The Future of Scientology
The purpose of Religious Technology Center is to see that Scientology is
kept pure and on-source and in this way to keep Scientology working.
Scientology works 100 percent of the time, when it is known and applied
without alter-is. There has never in our history been a failure of the technology
itself. The only failures have been staff or organizational failures when the tech-
nology was not known or applied.
It is therefore obvious that the future of Scientology depends on having the
technology-pure and unadulterated-and seeing that it is applied.
Auditor's Day 1991 marks the completion of the Church's largest and most
extensive strategy aimed totally at keeping Scientology working.
After 24 January 1986, when LRH departed his body, we knew our respon-
sibilities as Scientologists increased tenfold. Our job was to see that Scientology
was kept pure and on-source. All discoveries and developments of Dianetics and
Scientology were made by one man- L. Ron Hubbard. There never will be a new
source. Our responsibility in this regard was to see that it was kept this way.
The need to keep Scientology pure, not just for the present but for future
generations to come, became much more real to many of us when we saw an
individual try, in late 1986-early 1987, to take over the subject and set up a

Nine Scientology orgs have been built to the size of old Saint Hill.
The Sea Org Motor Vessel Freewinds was purchased, renovated and
launched to deliver New OT VIII, with successful delivery of this level occurring
since, as mentioned earlier.
The Freewinds also provides the space for delivery of OT hatting courses
which are centered around the OT lecture series LRH delivered in the 1950s.
There have Leen well over 5,000 student completions on these courses to date.
These courses are available to OTs and non-OTs alike and in the case of the latter
have been found to blow away the barriers preventing Scientologists from rapidly
moving onto and up the pre-OT and OT levels.
The Hubbard Professional Mark Super VII E-Meter, the most precise and
accurate E-Meter ever built, was produced and made available for auditors every-
where.
We purchased, renovated and opened a 12-story, 110 thousand square foot
building in Los Angeles to house Flag management and provide better facilities
to see to the continued expansion of Scientology around the world.
The LRH Life Exhibition was created, which has made it possible for everyone
to learn about the life of L. Ron Hubbard and his accomplishments. Thousands
have already toured this facility; Scientologists and non-Scientologists alike leave
it with a greater understanding of LRH and his life.
The new Sandcastle Delivery Building at the Flag Land Base in Clearwater,
Florida was designed, constructed and opened, providing 25 thousand square feet
of space dedicated exclusively to the delivery of New OT VI and New OT VII.
The Castle at Saint Hill in England, which houses the Aovanced Org and
Saint Hill United Kingdom organization, was fully constructed and opened. The
Manor, LRH's home at Saint Hill, was fully restored and is now open for public
tours so Scientologists can see the place where the Grade Chart was first mapped
out and clearing was made a reality.
The Manor in Hollywood, California which houses Celebrity Centre Inter-
national has been renovated from top to bottom and will shortly have its grand
opening, which will provide the ideal environment for celebrities in all professions
to train and move up the Bridge.
ORG OUTREACH
Scientologists in orgs around the world are recognized as leaders in effec-
tively helping their communities. Through the application of LRH tech, they
bring about improved conditions and handle situations which many others either
just talk about or ignore.

By being a standard org and delivering the technology of Dianetics and
Scientology, churches around the world are improving the environment around
them.
Over the last four years we have initiated many outreach activities from our
churches so they are working hand in glove with their local communities to help
solve the problems which the community leaders don't have the solutions or
technology to handle.
Our programs to unite and lead drug reform and educational groups in the
war on drugs has put us in a position where Scientologists are seen as opinion
leaders in this field.
Scientology churches are regularly acknowledged for their work in numerous
areas, including hundreds of proclamations and recognitions from mayors,
police, government agencies and even entire parliamentary bodies.
SOCIAL BETTERMENT
L. Ron Hubbard developed the technology to handle all of the social ills
currently facing this world. While others struggle with the problems of drug addic-
tion and illiteracy and decreasing moral standards and crime, Scientologists and
non-Scientologists alike are applying LRH technology to solve these problems.
The Association for Better Living and Education (ABLE) was formed in
1988 to help promote and expand the organizations which use the technologies of
LRH in the secular world. To this end, they have grown enormously and have
made major strides in handling the problems facing the world using this tech.
The organizations which they sponsor and promote are Narconon (drug rehabil-
itation technology), Applied Scholastics (study technology), Criminon (criminal
rehabilitation technology) and The Way to Happiness Foundation (which dissem-
inates and sponsors programs based on the nonreligious, common-sense moral
code by LRH in the book The Way to Happiness).
Although these are not religious programs and do not occur in our churches
and missions around the world, they nonetheless are the most successful
programs of their kind according to numerous independent sources and surveys.
And because of their desire to help, churches and individual Scientologists
around the world largely support these programs on a donation and volunteer
basis.
In the last three years, the following major accomplishments have occurred:
Narconon:
- The establishment of one of the largest drug rehabilitation centers in the
world in Chilocco, Oklahoma. When fully renovated this will be the largest
drug rehab center in the world and will also provide the training for staff of

. Narconons around the world and for persons opening new Narconons. This
drug rehab technology is statistically the most successful in the world
according to government surveys.
- All rehabilitation and training materials for Narconon have been standard-
ized, covering everything from getting the person withdrawn from drugs to
getting the person fully rehabilitated and functioning in society as a contrib-
uting and ethical citizen.
- Narconon has been recognized by the Council of Europe and numerous
governments for its effectiveness, and consequently has received govern-
mental support and referrals for people to do this program. Criminal judges
are now sending drug offenders to Narconon instead of prison as they know
Narconon can truly rehabilitate the individual.
Applied Scholastics:
- Applied Scholastics released a new Basic Study Manual containing LRH's
study technology which is now being used in the US, England, many coun-
tries in Europe, Australia, South Africa, China and even Inner Mongolia.
- Currently on production lines and being manufactured are study manuals for
younger students, called Learning How to Learn for ages 6 to 12 and Study
Skills for Life for teenagers.
- An illustrated new grammar course for children and an illustrated book on
how to use a dictionary for children are currently being manufactured.
Criminon:
- Criminon has been delivering The Way to Happiness Extension Course in
prisons across the US. Criminon is regularly written to by prison wardens
and parole officers asking for their assistance.
The Way to Happiness Foundation:
- They have continued to distribute The Way to Happiness around the world
and over 30 million copies are now in circulation in 18 languages in 40
different countries.
- More than 6,000 schools throughout America are using The Way to Happiness
booklet. Students are learning the precepts in The Way to Happiness and are
applying the precepts not only in their schools but in society. Many of these
same groups of students are spreading the news of a modern moral code by
portraying the precepts in school plays and performing songs straight from
The Way to Happiness.
Whether The Way to Happiness is being distributed in townships on the verge
of violence in South Africa, or to the Persian Gulf (where tens of thousands

WHAT REALLY MATTERS
You may hear of attacks. And rantings from a mad press. But they never get
the story right. What has really been happening in Scientology is what you have
read here. And THAT is all that matters.
We might fight battles or deal with bad press but that has never been and
never will be the game. The only reason these are dealt with and given any
attention at all is so that we can get on with doing our real job, which is setting
people free.
If you wonder why the press only seems to pick up on these war stories and
not what is really going on in Scientology, then you should study up on the sub-
ject of "Chaos Merchants." The press thrives on controversy and horrifying
news. It's a way to blackmail the public into buying their papers by making
things seem so horrible that the man on the street feels he'd better know about it
as it may affect his survival. SO THEY THINK. But the man on the street
knows far better and listens to the press less and less each year. That is why you
see the news industry in its worst slump in history. They've gone too far and are
now having to face facts: garbage doesn't sell.
The external wars must be fought and we will always prevail in the end. But the
ONLY importance they have is in the context of keeping the auditor in session, and
the pc and pre-OT moving up the Bridge. The application of Scientology is what
really matters and our ultimate victory will not be won in the courts or in the
media, but in the auditing chair. It is here that the race between man's savage
instincts and the ability of the auditor to bring order and rationality will be
decided. This is THE game we must ultimately win. The only reason we fight
these external wars is to make it possible for this ultimate win to occur. And to
put ethics in to the degree necessary so that tech will go in. There is no other
reason.
What matters is us doing our jobs inside and outside of our organizations so
that the technology is delivered. Helping more and more people go free and
creating new islands of sanity in a world of chaotic confusion. And spreading
this sanity to more areas, calming the storm as we go.
Imagine every Scientologist today trained as an auditor- tens of thousands of
Class IVs, Class Vs, Class Vls and Class VIIIs- that much competence, that
much knowledge, that much wisdom.
There is nothing more important than this for your survival and the survival
of this planet.
FUTURE PLANS
Scientology will continue marching forward. We march to our own drums
and with great plans for the future.

A. We are now producing all the material to train staff members on their
jobs so that organizations can give more and better service. Already we have
issued new materials that give staff members the basics for their division (called
"Divisional Summaries"), manuals and picture books which illustrate the vital
functions of an organization, new Staff Status materials and more. Recently, mis-
sions completed the export of newly reprinted and computerized routing forms
which lay out the exact routes and steps to give service for every divisional line
in an org. Since March 13th this year, several hundred Scientology org executives
have been burning the midnight oil on the OEC and Flag Executive Briefing
Course at the International Training Org (a training college for staff only, located
in Los Angeles). They are being armed with all of LRH's administrative technology
so that all our church executives are fully trained in all aspects of our organization
and so that you can be safe in the knowledge that your local organization is a
Hubbard Scientology organization, on-source and standard.
B. Now we are assembling staff hatting courses for every single post in a
Scientology org- over 800 packs in all! So whether you are currently one of the
dedicated staff or plan to join staff, all of the specific material to be trained on for
one's post will be there, marking the dawn of a new era of standard Scientology
organizations.
C. We also have the translations of all the material into the remammg
languages of this planet to complete. There are 11 primary languages in which
Dianetics and Scientology are already delivered, and they will be getting all the
Grade Chart material in their language including the Technical Bulletins Volumes
and all the books and lectures that are on the Saint Hill Special Briefing Course.
We have installed new state-of-the-art computerized translation equipment to
speed this project along. Meanwhile, all the basic materials are being translated
into the 25 most commonly spoken languages on this planet. The only holdup at
all in these translation projects is getting enough trained personnel to do the work
and to do quality control on the products, as it requires a bilingual Class VI
Auditor to verify every translation to assure technical accuracy!
D. The nine remaining Technical Films, written by LRH, will be coming
to your local Academy to demonstrate visually all aspects of TRs and metering
to make better auditors.
E. There are 14 never previously released series of LRH's OT lectures which
are on the final audio lines in Golden Era Productions TM and will soon be avail-
able for Scientologists.
F. A whole series of books and courses for artists will be released for delivery
by Celebrity Centres. These are courses specifically to help artists apply Scientology
directly to the arts and improve their own careers.
G. There are several new technical rundowns which will be released at the Flag
Service Org in the near future. Flag is expanding with a 160 thousand square foot

delivery building currently being planned by professional architects which will
enable them to deliver ten times their current level of auditing and training.
H. A major program is moving forward to upgrade the premises of every
single org around the world. The renovations of our complex in Los Angeles and
AOSH in Denmark have begun and this will be expanding out to every org in the
world. New premises are being located where needed for orgs in poor locations.
Long Island org just moved to bigger and more upstat quarters.
I. We are expanding our dissemination campaigns, not just in the United States
but around the world. We are currently completing the construction of a new audio
studio which will increase by 20 times our capacity to produce audio programs (such
as radio programs containing Dianetics and Scientology data, public awareness
programs and others) to make LRH's technology known around the world.
J. A new program is also moving forward to establish and produce routine
television programs on Dianetics and Scientology to enlighten the general public
on the tech and its application and constantly fill the vacuum with information on
what Scientology and Scientologists are doing to build a better world. In the near
future you will see Dianetics and Scientology TV shows every week!
K. We also have 45 more public dissemination films to shoot, including a
new film which will be released shortly that introduces and orients all new
Scientologists to Scientology and our organizations as their FIRST step, before
ever taking their first service.
With all of these actions, we will indeed be making many more new Scientology
organizations and opening hundreds of new Scientology missions and building
all existing orgs to the size of old Saint Hill.
TAKE A WIN
We have the technology to set man free. It is now in your hands and the
hands of millions. We are more popular and well known than we have ever been
and are certainly more respected. We are so much more capable of further
activity that we are ready for the big push.
The first point of Keeping Scientology Working is now in place. We have the
technology.
The next step is knowing and applying the technology, and that is up to you.
Every Scientologist must get busy on points 2 through 10 of Keeping Scientology
Working. This means getting trained on the technology. It means applying what
you learn. This is the only answer to the problems of the individual and the
society. There is no more important activity on this planet.
This is your planet, too. What you do here and now makes a difference. If
the Scientologist doesn't take responsibility for planet Earth, who will?

We have secured a beachhead into society, and to move in requires more
delivery. This requires tens of thousands of auditors, Case Supervisors, Course
Supervisors, Word Clearers and other tech-trained Scientologists to expertly
apply the technology.
We must follow through and deliver on the hope of a better future that mil-
lions have now become aware of.
It is not a matter of it being just a nice thing to do. We have a responsibility
to our fellow man to do so. It is the road up and the road out. There is no turning
back to a smaller game.
Inside or outside the organization, you can make a difference. Whether you
are a field auditor or you join staff, you are part of the team. Our organizations
are your organizations.
Our only failures are organizational. We have the technology and it works
100 percent of the time. But it has to be applied to get results, and that applica-
tion occurs through the efforts of individuals.
If you are already a trained auditor, then lend a hand in the most important
and rewarding job there is and join staff in a Scientology organization. If you are
not already trained, your help is welcome too.
Our ultimate success and victory depends upon the support and contribution
of individual Scientologists-staff members, field auditors, FSMs, OT Committees
and all those in the field.
The future of this planet rests on the strength and reach of our organizations,
and most importantly on their delivery of standard tech. Orgs are built of
people, and the dedication of the individuals in forwarding our organizational
goals and purposes is what makes us strong. More people, more dedication and
more involvement will make us even stronger. There is no other group which has
the technology to set man free. We are the only ones. And we must live up to
this responsibility.
Our progress in the last five years is unparalleled in our history. And our
plans for the future guarantee the same will be true five years from now.
AMNESTY
In order to acknowledge these accomplishments and give every Scientologist
the opportunity to be part of the big push, a GENERAL AMNESTY is hereby
declared.
An amnesty recognizes triumph, and we certainly have a triumph to celebrate.
Our focus is on what we do here and now as a group and this amnesty makes
it possible for the full team to move forward, united with a common purpose.

Any and all acts of whatever character, prior to this date, are freely forgiven.
There is an excess of injustice in this world. In times of war, there are some
casualties. The individual sometimes gets trampled. Justice can be harsh. We
have sought to overcome every attempt to impose injustice in Scientology. It is
time to resolve past differences and get on with the job at hand of clearing this
planet.
A separate briefing on the administration of this amnesty is being issued to
give the exact lines by which one accepts it.
To further assure that any past injustice may be handled, RTC is seeing to
the formation of Continental HCO Boards of Review which will be available for
anyone who considers they have been subject to an injustice which would place
them outside the scope of this amnesty.
There is no room for past upsets or differences. This amnesty is an oppor-
tunity to put them behind us and, united in purpose and with clean hands, launch
a new era of reach and expansion.
The world will be a much better place because of the individual Scientologist
taking responsibility for his or her zone of influence.
The Scientology auditor will make the difference in salvaging current civili-
zation.
Scientologists are the finest, the most ethical beings on this planet.
We have in our hands the only technology to set man free.
We are the future.

THE FUTURE OF SCIENTOLOGY
There comes a time in all the great movements of mankind when they get
attacked.
When one reviews the history of religious wars which laid the bulk of
Europe in ruins time after time across the centuries, one gets some idea of the
passions of man.
The primary passions are twofold: one stems from the decent impulses of man,
the effort to do and be something good, to accomplish a resurgence and reforms that
are worthwhile; the other is the evil hatred of the status quo who, in their violence
oppose all who would question their right to oppress and maim and kill.
The first impulse comes from the very heavens, the second is born in the
depths of hell.
All things worthwhile have to be fought for: every decent impulse in man's
history has been opposed.
The fate of the entire civilization is decided on the issue of which one wins.
No single human being can stand aside from the fray, a spectator wondering
who is going to win. It is his OWN fate that is being decided: will he in the
future have a decent life or will he be crushed down into the mud? Will the
decent impulses of the civilization triumph or, in defeat at the hands of evil, have
to wait again for another chance, another time?
The travails of the religion of Scientology may seem great but, frankly, they
do not compare to those other faiths have gone through.
Time and again since 1950, the vested interests which pretend to run the
world (for their own appetites and profit) have mounted full-scale attacks. With a

running dog press and slavish government agencies the forces of evil have
launched their lies and sought, by whatever twisted means, to check and destroy
Scientology.
What is being decided in this arena is whether mankind has a chance to go
free or be smashed and tortured as an abject subject of the power elite.
The issues are extremely clear-cut, there is no argument there.
But what is the result to date of enemy action?
Hah!
Honestly, my friends, a review of these battles over the past thirty-two years
moves one to contemptuous laughter. The enemy, perched in their trees or swinging
by their tails, have been about as effective as one of their psychologist's monkeys
peeling a policeman's club thinking it is a banana and then throwing it only to
hit the chief ape in the face.
Oh, the furor has been very loud. The AMA, pouring lies into the press through
gnashing teeth persevered for years-and then went bankrupt. The psychiatrist,
riding high in 1959, hoping to place one of his ilk in a blackmail position behind
every head of state, hoping to consign any citizen at his whim to a psychiatric
Siberia, trying to preserve his right to kill and maim as a profession above the
law, is today a butt of comic strips. And what of the FDA that for fifteen years
snarled and snapped about the E-Meter? One hardly hears of them today. And
what of the mighty Interpol, that tool of CIA? It was found to be a nest of war
criminals hiding out from the law itself.
Oh, one could go on but in each case the enemy has gone down to defeat in
the end. You do not hear much about this from the running dog press because, of
course, they were the tool of the enemy in the first place.
They lose because they traffic in lies. But, because they told their lies so
broadly, even when they were disproven, they still tend to hang around and make
one feel there is-there isn't-an adverse public opinion. The enemy and their
press are not the public: you could ask yourself why, year after year, fewer and
fewer people buy and read newspapers: people don't believe them anymore.
I once checked, in the 50s the effect on org stats of howling bombasts of a
running dog magazine called TIME. Its owner, a man named Luce, was said to
be an LSD addict, both he and his wife carefully controlled by his psychiatrist.
Of course he published blasts against anything which would expose his rotten
condition. What I found was that not one of those lying bombasts had had the
slightest effect upon org stats. Luce is dead now, a good testimony to his drugs
and the psychiatrists. There are a dozen orgs today for every one that existed in
Luce's time.
And so it goes with these attacks.

Oh, yes, we've had some casualties. Oh, yes, we've had some trouble. But
that is the way with wars: not only combatants but innocent bystanders can get
wounded. That's this universe: we didn't make it that way but that's no reason we
cannot, bit by bit, correct it. Certainly, for mankind, there's no escaping it and if
there is a battle, there is more to do than simply duck one's head: the bombs are
no respecters of uniforms or identities.
It may appear that the enemy suffers no casualties for they hush them up.
With no great pleasure, I used to keep a roster of them. Through no will or fault
of ours, many of them are dead. Some died from things that we have tech to
help: it is rather poetic in justice that they were fighting what they themselves
could have used. Many others, when the battle cleared, lost their jobs: and that is
a precious thing to a suppressive, his garnered rights to do others in: it is sad to
say there are many in governments who are there just so they can have this right:
so when one gets fired for failing in his attacks on us, that's very close to the end
of his life. They do not care if you hurt the government or their association or
their publication: threats against those things are part of their own plans to cause
trouble-typical of the insane. Where they can be hurt and practically the only
place, is losing their job or position. And their casualties in this respect would fill
some very long bread lines: when they fail, their mentors fire them.
They have lost power.
They have been hurt.
And in any contemporary attack, no matter how violent it may seem, the
result predictably will be the same: failures and casualties in enemy ranks. Not
because we harm or touch them-we wouldn't. They are mad monkeys and they
blame and shoot each other.
Now when you hear of some new attack or an old one, you could get the idea
that we're losing and are likely to winnow away and vanish. The enemy keeps
saying that. But just remember a maxim: if the papers say it, it isn't true.
Hearing such things, one may think that, as a Scientologist, it doesn't matter
what you do: it doesn't make any difference now since all is lost. That's silly.
In or out of Scientology, one is on these firing lines. The crime-ridden,
drug-crazed, misgoverned mess out there which they call civilization is no place
at all to escape to. That's surrender.
And it DOES matter what one does on post, particularly when the shots are
flying hottest. If you think it's bad in a Scientology area, look at Ulster or
Detroit! And those poor guys are just innocent bystanders being mowed down.
At least the Scientologists are DOING something about it. They're handling
people, they're making inroads on crime, they're salvaging addicts, they're even
quoted, often unknowingly, by beleaguered business.

All you have to do is look at where Scientology was in terms of numbers of
orgs and missions even a few years back and where it is now to know. All you
have to do is count the additional countries using it year by year. All you have to
do is count the memberships of the Churches. And you know conclusively that
while the enemy goes down, whatever the bombast, Scientology is going UP.
It DOES matter what you do on post or in the field or in the world. This
scene called Scientology is not going to end. Time after time the enemy, in our
blackest hours, has told itself, "We've got them now! We've stopped them!
They're through!" They were just praying past their own graveyard. Each time,
there we were again, stronger, expanding, working better. And at this very
moment of writing, that's where we are at right now. The last enemy attack is
winding down.
And there we still are all over the world, doing good, getting stronger,
getting more numerous.
And in the coming decades so it will be again.
The guys in the white hats- with the S and Double Triangle-are winning.
They are winning because they mean well. They do good. They know their
business. And the enemy is losing and will lose because they mean bad. They do
evil. They are incompetent.
Remember the principle of Flourish and Prosper. It works!
And the next time you see an attack, remember the old truth, "This too shall
come to pass away."
But not Scientology. We're here and will be here for all the decades and
centuries that this civilization has left to it. And right now I am working on plans
so that it will be here even when the madmen, in some possible last convulsion of
evil, have blown this civilization away.
We are saving beings, not men.
And the evil die within their own generation.
We don't.
So the next time you feel blue, read this.
The enemy can't even plan for tomorrow.
