Introduction We understand the beauty of our mother tongue when we are abroad. George Bernard Shaw. In the educational process the role of language that is used as a medium of instruction is the most important of all. This is because the effectiveness of this process is dependent on the existence of effective communication between teachers and students. This effective communication takes place when the appropriate language (medium of instruction) is used. Under such situation, a question may arise as to which language or medium of instruction is more important for class room instruction? As numerous scholars suggest, it is the childs mother tongue. A first language, also called native language or mother tongue, is the language a person has learned from birth or within the time he have the ability to acquire language, or that a person speaks the best. Some claim that the term Mother Language was originated from the notion that the skills of a child was honed by the mother and therefore the language spoken by the latter would be t he language also of the former. (Wikipedia) Mother tongue is an indispensable instrument for the development of intellectual, physical and moral aspects of education. Needless to say, weakness in the mother tongue means a paralysis of all thought and power of expression. Here in the Philippines, besides in increasing the number of years in school, one of the changes brought by K to 12 Program was to introduce the new medium of teaching using the mother tongue or mother language. DEPED Undersecretary Yolanda Quijano explains that this new program will help students understand their lessons better; at the same infuse a sense of nationalism that she adds is still lacking among the youth. Studies show that students learn better when they are taught in their native language rather than in foreign one. The use of the same language spoken at home helps improve the students language and cognitive development in addition to socio-cultural awareness. Still according to Undersecretary Quijano, the mother language education also aims to address another long-standing problem in the countrys educational system the increasing drop-out rate among the youth. She adds that this program under K to 12 will prepare the students to learn better in school so they wouldnt have to drop out of school just because they were as if culture-shock when they entered the school.
Importance of the Study The outcomes of this study will be useful to the students, faculty and the university as a whole for this will give them discoveries of new techniques how to learn subjects, that are normally written and explained in English, faster and easier. These new finds techniques and strategies of using the Mother Tongue will enable the professors to hand over to their students the lesson like a friend talking to his friend. According to Pattanayak in his 2003 article: Mother Tongues: The Problem of Definition and the Educational Challenge in which he wrote that meaningful education as moving from known to unknown so its building the known foundation language to students then he can learn more languages. This will be beneficial to the students, most especially, because speaking in mother language will make them more interactive and cooperative in school or room discussions thus will boost their morale and confidence. Gauri Dushi summarized in his 2012 article the significance of mother language education to students as follows: (1) It is best medium of expression thus it is the most potent agent for exchanging ideas and feelings; (2) It can form social organizations through language, most especially by mother tongue; (3) Native language is easy to learn and use; (4) As it is the best medium for expression, it is also the best for acquiring knowledge; (5) It brings about intellectual development; (6) Instrument of creative self-expression; (7) Instrument of emotional development; (8) Instrument of growth of the students; and (9) Source of original ideas.
Scope and Delimitation of the Study This study specifically encompassed effects of using the Mother Tongue to educating techniques of teachers of San Isidro Elementary School located in San Isidro, Echague, Isabela.
FORMATION OF OBJECTIVES AND HYPOTHESIS
Objectives of the Study The general objectives of the study are to assess and examine the effects of applying the Mother Tongue to teaching techniques of San Isidro Elementary Schools teachers located in San Isidro, Echague, Isabela. Specifically, this study aims to: 1. Establish the demographic profile of the respondents regarding their age, gender, civil status, ethnicity or ethnic affiliations, and known dialects. 2. To find out whether the respondents receive appropriate training that enables them to teach comfortable and efficiently using the mother language. 3. Understand attitude and reaction of the respondents toward using the mother tongue.
Hypothesis of the Study The implementation of mother language to the curriculum of San Isidro National High School will strengthen the students qualifications and enhance the their learning options through the development of fundamental reading and writing skills, vocabulary and comprehension of terms and concepts in their mother tongue. In general, this study tries to study the effecs of using the mother language in teaching techniques of San Isidro National High Schools teachers of San Isidro, Echague, Isabela. Specifically, this research will try to answer the following questions: 1. What is the demographic profile of the respondents in terms of: 1.1. Age 1.2. Gender 1.3. Civil Status 1.4. Ethnicity/Ethnic Affiliations 1.5. Known Dialects 2. What trainings or seminars the respondents receive to suit them in teaching lessons using the native language of the children? 3. How will and did the respondents adapt to these kinds of changes in the teaching techniques?
METHODOLOGY This research is laid on the assessment of mother tongue education in relation to its effects to the teaching techniques of the teachers of San Isidro Elementary School. To serve this purpose, the descriptive survey method was used with the assumption that it could help the researcher assess the effects of the using the mother tongue in educating students. Similarly, the nature of the study under investigation demands the descriptive method to describe the problem area in wider magnitude. Therefore, to get answer to the researcher questions raised in the present day, survey method was used. This is because this method has a potential to make details description about the existing phenomena, justify current conditions and practices to make intelligent solution for improvement.
Research Locale This study focused on the effects of using the native language or mother tongue in the schooling of San Isidro Elementary Schoo as presented in Table 2. TABLE 2. Respondents According to Department
The Respondents The study focused on the teachers of San Isidro Elementary School because they are the most involved individuals about these new program of DEPED, aside from the students.
Sampling Procedure Since there were (number of students in Table 1) with (total population in Table 1), the sample size was determined using the Slovins formula. n = N / 1 + Ne 2

Data Gathering In gathering the primary data needed in this study, a set of survey questionnaires were distributed to the respondents the students. Personal interview was also undertaken by the researcher to collect the primary data needed in testing the hypothesis. Open observation also was used to witness and study the actual effect of introducing this new technique to classroom discussion, it helps the researcher to be as factual as possible.
