1. JOB DESCRIPTION

This job category includes personnel involved at

(a) operational level with the teaching and education of learners on primary, junior secondary and
senior secondary school level.

(b) advanced-operational level with the same functions as above but of a more complicated and
advanced nature and supervises occupationally related staff and support staff where necessary.

Note Duty Sheets:

The main objective of the job description is to define post levels to create posts, and not necessarily
to establish detailed duty sheets. Detailed duty sheets are still to be compiled by the individual
offices, ministries and agencies for various posts and kept supplementary to the job description for
practical application.

3. DESCRIPTION OF THE FUNCTIONAL LEVELS

Training/Pupil
This level includes personnel who undergo formal and informal occupational specific training and
perform tasks resulting from aspects as set out in paragraph 1 above under the supervision of a
supervisor.

Operational
This level includes personnel who independently performs activities described in paragraph 1(a) and
may supervise support staff where necessary.

Advanced Operational
This level includes personnel who independently performs activities in paragraph 1(b) or are
responsible for the execution of less routine and more complicated specialised theoretical and
practical activities, mentioned in paragraph 1(a) and who supervise occupationally related staff and
support staff where necessary.

Supervisory
This level includes personnel who supervise occupationally related operational staff and if necessary
overhead supervision of supporting staff.

Overhead Supervisory
This level includes personnel who supervise and manage/give practical guidance to various
occupation related, supervisory and operational staff.

4. SALARY STRUCTURE AND RELATED MEASURES

4.1 Professionally Under-Qualified Teacher

A teacher who is a holder of a scholastic qualification with or without teachers training. The
teachers training should include pedagogic, teaching aids; subject methods with specialized training
courses and language proficiency endorsement.

(a) Scales of salary:

Grade 13 N$51778 - 67329 Teacher A

(b) Appointment requirements:

Entry post: Teacher A

Grade 10 Certificate or equivalent.

Entry post: Teacher B

Grade 12 Certificate or equivalent.

Entry post: Teacher C

Grade 12 Certificate or equivalent plus 1-year tertiary teachers training.

Entry post: Teacher D

Grade 12 Certificate or equivalent plus 2 years tertiary teachers training.

(c) Years of Experience: Basis for salary recognition:

Recognition for years of teaching experience is given on the following bases:

o Recognition for appropriate experience is granted up to a maximum of 5 years teaching
experience.

o Experience attained in the previous grade is not considered upon translation to a higher grade
as only experience attained after obtaining the qualification prescribed for the grade is
recognized.

(d) Recognition of higher appropriate qualifications

o A Teacher is translated to the grade prescribed for the particular qualification upon attainment
of such qualification with effect from the first day of the month following the day upon which
he or she complies with the prescribed appointment requirements.

o The minimum salary notch of the scale of salary is granted and the first day of the month in
which the translation takes place as the future salary incremental date.

(e) Remunerative payments over and above salary

None.

4.2 Professionally Qualified Teacher

A teacher who is a holder of an education qualification that includes both professional and academic
components. Such a person must possess a Grade 12 Certificate and at least five courses in approved
school subjects plus Education (pedagogic), teaching aids; subject methods with specialized training
courses, language proficiency endorsement.

(a) Scales of salary:

Grade 9 N$136 550 - 163 779 Teacher E
Grade 8 N$167 054 199 645 Teacher F

(b) Appointment requirements:

Entry post: Teacher E

A recognized 3-year tertiary teaching qualification on an NQF Level 6.

Entry post: Teacher F

A recognized 4-year tertiary teaching qualification on an NQF Level 7.

Note: The grading of above teachers is determined in accordance with the appointment
requirements of the grade concerned, irrespective whether teaching occurs on the primary,
junior secondary or senior secondary school phase

(c) Years of experience: Basis for salary recognition

Recognition of years of teaching experience is given on the following bases:

o Recognition for appropriate experience is granted up to a maximum of 5 years teaching
experience.

o Experience attained in the previous grade is not considered upon translation to a higher grade
as only experience attained after obtaining the qualification prescribed for the grade is
recognized.

(d) Recognition of higher appropriate qualifications

(i) A Teacher is translated to the grade prescribed for the particular qualification upon
attainment of such qualification with effect from the first day of the month following the day
upon which he or she complies with the prescribed appointment requirements.

(ii) The minimum salary notch of the scale of salary is granted and the first day of the month in
which translation takes place as the future salary incremental date. If the notch the teacher
has is the same or higher than the minimum of the higher grade, s/he retains the salary and
incremental date on translation.

(iii) The principle of placing a teacher on a higher grade on obtaining a higher qualification is
limited to a four year tertiary teaching qualification which will be Grade T3B. Qualifications
higher than the aforesaid are recognized in terms of PSSR B. IV/III.5 in respect of entry posts.

(e) Remunerative payments over and above salary

None.

4.3 School Management

A Professionally Qualified Teacher, who, over and above normal teaching functions, is responsible for
the in-service development of teachers and the management and administration of a school.

(a) Scales of salary:

(b) Appointment requirements:

A recognized 3-year tertiary teaching qualification on an NQF Level 6 (or equivalent) plus 6 years
teaching experience.

A recognized 3-year tertiary teaching qualification on an NQF Level 6 (or equivalent) plus 7 years
teaching experience.

(c) Recognition of higher appropriate qualifications

(Vide PSSR B.IV/III for the measures on recognition of higher appropriate qualifications in respect
of promotion posts).

(d) Remunerative payments over and above salary

None.

4.4 Professionally Un-qualified Teachers

A teacher who is a holder of an academic qualification without teachers training. Such a person is
appointed on contract and in a temporary capacity.

A recognized 3-year tertiary teaching qualification on an NQF Level 6.

(ii) The minimum salary notch of the scale of salary is granted and the first day of the month in
which translation takes place as the future salary incremental date.

(iii) Recognition is only granted from a 3-year tertiary teaching qualification to a 4-year tertiary
teaching qualification. Qualifications higher than the above are recognized in terms of PSSR
B. IV/III /5 in respect of entry posts.

(e) Remunerative payments over and above salary
