Project Background and
Scope

Gail (India) Limited plans to set up a 380 MW combined cycle power plant at Vijaypur,
Guna distrcit in Madhya Pradesh. The proposed project is combined cycle power plant
comprising of gas turbine, heat recovery steam generator (HRSG) steam turbine and
generator and entails an initial investment of Rs 12.09 billion.
The proposed project will be located within the existing premises of Gail (India)
Limited's liquified petroleum gas (LPG) manufacturing facility cum compressor station.
Total water requirement for the plant will be 455 cubic metres per hour (m3/hr). Water
will be sourced from the Gopi Krishna Sagar dam and will be transported by underground
pipeline channel. Water Resource Department (WRD), Government of Madhya Pradesh
has allotted 10 million cubic metre (mcm) of water to the project.
Blend of natural gas (NG) and re-gasified LNG (RLNG) in the ratio of 60:40 will be used as
fuel for the plant. Gas requirement will be 1.452 mmscmd (million metric standard cubic
meter per day) at 85 per cent plant load factor (PLF). The fuel will be transported
through pipelines from the compressor station located within the premises. The
company has already signed a long term gas contract with Sabine Pass Liquefaction, LLC
(limited liability company) for supply of 3.5 million metric tonnes per annum (mmtpa) of
LNG and with Gazprom Marketing and Trading Singapore Private Limited for supply of 2.5
mmtpa of LNG. The LNG supplies from Sabine Pass Liquefaction, LLC (limited liability
company) are expected to start by the end of 2017. The total levelised tariff for power
is estimated to be Rs 6.37 per kwh (kilo watt hour).
The power will be evacuated to 220 kV substation of Madhya Pradesh State Electricity
Board (MPSEB) in Guna which is 25 kms from the proposed site.
The proposal for consideration of environmental clearance was deferred by the expert
appraisal committee in October 2012 as some of the provisions of Tems of Reference
(ToR) were not complied. Revised proposal was therefore re-considered in January 2014
and environmental clearance was received from the Ministry of Environment and Forests
(MoEF), Government of India in June 2014.
Construction is yet to begin. The project is expected to commission 22 months after the
construction start date.
