EXP%OSI&E ORDNANCE DISPOSA% 'EOD(

This instruction provides policy and procedures for EOD personnel responding to aircraft
emergencies, improvised explosive devices (IEDs), weapons of mass destruction (!D),
conventional ordnance, unexploded ordnance ("#O), and off $ase responses% It applies to all
EOD personnel assigned or attached to the &&' (ir Expeditionary )roup% T)i* r$!i*i+" d$l$,$*

'%.% The EOD mission is to protect "%2% (ir ,orce people and resources from ha4ardous
conventional ordnance, explosives, improvised explosive devices (IEDs), conventional5$iological
ordnance, weapons of mass destruction (!D), aircraft in-flight emergencies with hung
ordnance, aircraft crashes, "#O clearance operations, and provide munitions counter-measure
support to the 0resident, 6ice 0resident, 2tate Department, and foreign dignitaries%
'%'% The (l 7a$er EOD (O8 is (l 7a$er (ir 9ase, mail depot ((0OD), the "%2% *ompound at
:uwait *ity International (irport (:*I()%

&%.% &&' (E)5** will approve re;uests for EOD assistance and assign a designated officer to
accompany EOD to off $ase responses who will represent "2(, interests I( *E+T(,I &'-
./.%
&%'% &&' (E)5,0 will ensure EOD is notified of current intelligence information directly effecting
EOD a$ility to protect personnel and resources from hostile terrorists actions (i%e% threat wor<ing
group) and ensure any explosive related protective measures are coordinated with EOD to ensure
the $ase facilities5pro=ects are protected within the EOD force protection technical data for
conventional5chemical attac<s relating to weapons of mass destruction (!D)%

&%>%.% Ensure personnel assigned or attached to this unit have read and understand this
instruction%

&%>%'% 2erve as the point of contact on any EOD issues at (l 7a$er5:*I( (0OD and have the
overall responsi$ility for EOD personnel, e;uipment, explosives, and technical data%
&%>%&% 2u$mit a ee<ly (ctivities 8eport ((8) to &&' E20T259*E $y noon 2aturday each
wee< detailing activities during the previous wee< at (l 7a$er%
&%A% EOD Team *hief (EOD B level) at (l 7a$er will?
&%A%.% Ensure the procedures contained in this instruction and other pu$lications are complied
with during explosive operations% They will also act as the 8ange 2afety Officer%
&%A%'% (ct as primary stand$y person%
&%A%&% Dictate how each operations5clearance is accomplished% (ll clearance operations must $e
coordinated with the EOD chief%
&%A%>% Cog all responses in the Distorical Data E Operations Cog $oo< and then su$mit (, ,orm
&AB1 EOD 8eport within A duty days after each incident5clearance%
&%A%A% "pdate maps to include cleared areas and depths of clearance operations% It is very
important that EOD personnel thoroughly document all operations5clearance information and, if
necessary, include photographic support that would enhance clarity for future EOD rotation
personnel%
&%A%3% Ensure all personnel involved in EOD operations will comply with pu$lished directives that
apply to the operation $eing performed%

A%.% (ll "#O clearance operations will $e su$mitted to *E on an (, ,rom &&' or< Order% This
will ensure the pro=ect is thoroughly planned and coordinated with the EOD *hief, *E, and the
:uwaiti authorities $efore commencing any operation%
A%.%.% hen a "#O clearance is re;uired, limit the si4e of the area to the minimum re;uired for
mission accomplishment% (void unnecessary clearances $y directing operations onto paved or
previously cleared surfaces%
A%.%'% The &&' (E)5** or designated representative, with the assistance of EOD personnel, will
prioriti4e EOD clearances%
A%'% (void clearing areas if other means are availa$le%
A%'%.% Once the site is selected and EOD clearance is approved, develop a plan to determine the
re;uired level of clearance utili4ing the historic information in the EOD Ceadership 9oo<s . E '
on past clearances%

A%'%'% (reas re;uiring clearance will first $e visually searched for "#O lying on the surface% If
re;uired, heavy e;uipment will $e used to remove vegetation so thorough searches can $e
performed at a uniform depth%
A%'%&% Once the area is prepared, su$surface clearance operations may commence% 2u$surface
clearance operations will re;uire the use of the shallow search !: '1 !ine Detector and deep
search !: '3 !ine detector, as appropriate%
A%'%>% Team composition for "#O clearance will consist of two ;ualified EOD personnel, as a
minimum% The EOD Team *hief will determine sweep patterns for each particular area re;uiring
clearance%
84 EOD R$*p+"*$* O//-B0*$4 If an EOD response is re;uested for off $ase $y the :uwaitis or
:*I(, the &&' (E) *ommand 0ost will $e notified and re;uested to contact the &&' (E)
*ommander for permission to respond%
B% EMERGENCY PROCEDURES?
B%.% In the event of an emergency, notify fire crash (fire crash net or >'..-..B) and re;uest
assistance% (dditionally, notify the *ommand 0ost, *E *ommander, E20T25**, (E)5**,
eapons 2afety and medical personnel, if re;uired%
B%.%'% In the event of a fire involving explosives, accomplish the following, as applica$le?
B%.%'%.% (dvise fire department of the type and ;uantity of explosives%
B%.%'%'% ,ight fire if it is prudent to do so%
B%.%'%&% Evacuate personnel and $loc< traffic%
