I. NSTP COURSE

What is the legal basis of the National Service Training
Program (NSTP)?

The NSTP was established by virtue of RA 9163 otherwise
known as the National Service Training Program Act of 2001.

What are the components of the NSTP?

Reserve Officers Training Corps (ROTC)
Refers to the program component designed to provide
military training in order to motivate, train, organize and
mobilize students for national defense preparedness.

Civic Welfare Training Service (CWTS)
Refers to the program component or activities
contributory to the general welfare and betterment of life
for the members of the community or the enhancement
of its facilities, especially those devoted to improving
health, education, environment, entrepreneurship, safety,
recreation and moral of the citizenry.

Literacy Training Service (LTS)
Refers to the program component designed to train
students to teach literacy and numeracy skills to school
children, out-of-school youth and other segments of
society in need of their service.

Who are covered by the NSTP Law?

1. All incoming freshmen students, male and female, starting SY 2002-
2003, enrolled in any baccalaureate and in at least two (2) year
technical-vocational or associate courses, are required to complete
one (1) NSTP component of their choice, as a graduation
requirement. In the case of the University of Santo Tomas: ROTC is
offered for first year students. CWTS and LTS are offered to second
year student.

(ROTC ONLY) ROTC Commandants shall allow the students to cross
enroll with any other ROTC units most accessible to them regardless of
branch of service provided that the students concerned shall seek a
written permission from the school registrar and ROTC Commandant for
record purposes

2. All higher and technical-vocational education institutions must offer at
least one (1) of the NSTP components.

3. State Universities and Colleges (SUCs) shall offer ROTC component
and at least one (1) other NSTP component.

4. The Philippine Military Academy (PMA), Philippine Merchant Marine
Academy (PMMA), Philippine National Police Academy (PNPA) and other
SUCs of similar nature, in view of the special character of these
institutions, are exempted from the NSTP.

What is the duration and equivalent course unit of each of the
NSTP component?

Each of the NSTP components shall be undertaken for an academic
period of two (2) semesters for 54-90 training hours per semester. It
shall be credited for three (3) units per semester

A. Course delivery

CWTS and LTS are delivered through the mixed mode of online
activities through the e-LeAP website (http://eleap.ust.edu.ph) and
actual fieldwork experience in the partner communities and institutions of
the University.
B. Course features
1. There are six (6) sequential Modules. Students should work on
the Modules in succession.
2. Each module will be made available on the website for ONLY a
prescribed period of time.
3. All modules are interactive. Communication between the
students and facilitator will be made possible on-line via Discussion
Boards and Messages options..
4. Examinations are online. In the case of the Preliminary Exam,
student can take it anywhere at their most convenient time subject
to the time schedule set by the office.
The Final Exam will be proctored and taken in the University at a
time set by the NSTP Office.
5. Assignments and other activities must be submitted through the
students e-LeAp account.

C. Minimum Technical Requirements for Blackboard 9 (Bb9)

Google Chrome 9.x & Internet Explorer 9 is scheduled to be
officially supported by SP6 (July 2011)
IE9 and Google Chrome 10, 11 & 12 are not yet officially
supported, some features may work and others may not
properly work, use at your own risk.

This technical specifications information was last updated 11 June
2011. Please refer to the e-LeAP homepage for updated information
to be posted throughout the academic year.

D. Grading System

1.00 = 96-100% Excellent
1.25 = 94-95% Very Good
1.50 = 92-93% Very Good
1.75 = 89-91% Good
2.00 = 87-88% Good
2.25 = 84-86% Good
2.50 = 82-83% Fair
2.75 = 79-81% Fair
3.00 = 75-78% Passed
5.00 = 74% Failure

In the context of this program Civic Welfare Training Service and
Literacy Training Service
WP = Withdrew with permission
WF = Has never logged in his/her e-LeAP account
FA = is given when a student accumulates 16 hours of absences or
missed its equivalent activities. The corresponding number or hours
per activity may vary depending on the requirements set by the NSTP
office at the start of the school year.
INC = any student who had 8 to 15 hrs of accumulated absences as
its equivalent activities such as Final examination, Disaster Response
and Preparedness Training, fieldwork, Portfolio.

F. Student Attendance
1. On- Line Attendance

On-Line attendance is reflected in the Eleap system.
Attendance based on the number of times the student has logged-
in.

2. Fieldwork Attendance

Attendance during fieldwork is to be checked by the Facilitator
before leaving the university and, before departure from the
community

G. Absences

Only the following reasons are considered as valid excuses:
1.1. Sickness
1.2. Death of immediate family member
1.2. Other Curricular activities

Supporting documents:

1.1. Absences due to sickness. Student must submit a medical
certificate duly certified by the UST Health Service.

1.2. Death of immediate family member. Student must submit a
copy of the death certificate.

1.3. Other Curricular activities. Student must be able to forward
an endorsement letter DULY NOTED BY the Deans Office and/or
OSA.

The student who has incurred an absence will have to secure a make-
up slip from the NSTP Office

H. Rescheduling of Activity
Students who missed an activity due to valid reasons are given
a week after the absence/s to submit a make-up slip supported by
necessary documents to his/her Facilitator. Once approved by the
Facilitator a make-up schedule will be given based on the
AVAILABILITY of a fieldwork schedule. After which, a letter of
agreement between the concerned student and the NSTP office must
be signed.

*Make-up slip is available at the NSTP Office
*Letter of agreement states that if a student failed to attend the makeup
schedule and unsuccessfully complied with the special requirements set
forth by the NSTP facilitator, he/she will be marked absent for the
fieldwork.


I. Parental Consent
All students must submit an accomplished parental consent
prior to fieldwork schedule. The deadline of submission will be
announced by the Facilitator.

J. Suspension of Activities/Trips
As a general rule, Office of the Secretary General and/or the
Office for Community Development are the only offices authorized on
declaring cancellation of any NSTP activities or fieldwork. As a policy,
in case of increment weather, the decision to cancel fieldwork
schedule will be done the night before the fieldwork. Announcement
may be posted in the e-leap, Facebook, text messages. It is important
to regularly visit your e-leap account.


II. ENROLLMENT
The University of Santo Tomas-National Service Training
Program offers all the three components for Filipino students. Those
who have chosen Reserve Officer Training Corps (ROTC) will have
their training in their first year while those who have chosen Civic
Welfare Training Service (CWTS) or Literacy Training Service (LTS)
will undertake training in their Second year in the University.
A student is considered officially enrolled in NSTP if his/her
name appears on the official list furnished by the Registrars Office.

A. Addition of course
Adding of NSTP course can only be done (2) weeks after the
enrolment period.

B. Dropping of course
A student is marked WP Withdrew with Permission if he/she
follows the procedure for dropping prescribed by the Registrars
Office. The approval form for dropping a subject should be presented
by the student to the facilitator. As the University policy a student
may drop the course before the Preliminary period starts. A student
who stops attending the on-line class without officially dropping shall
receive a grade of FA or Failure due to Absences.

C. Petition class/es
Petition classes for NSTP 1 & 2 are only offered to graduating
student. A letter of intent must be submitted to the NSTP Moderator
not later than 1st week of December. All petitions are subject for
approval by the Vice Rector for Academic Affairs

D. Athletes
Only the students whose names appear on the official list of
varsity players of the university, Salinggawi Dance Troupe Members
and Yellow Jackets, coming from the Institute of Physical Education
and Athletes (IPEA) are considered excuse from the NSTP Course
after attending their orientation for the said course.
Any discrepancy on the Official List from IPEA must be settled by the
concerned student at the IPEA Office.
* Certification letters from coaches will NOT be honored.


III. CODE AND CONDUCT POLICIES
A. Code of Conduct and Dicipline
Thomasian students are hereby expected, in the exercise of
their rights and in the performance of their obligations, whether inside
or outside the campus, to respect and act in accordance with
principles, traditions and ideals that are authentically Filipino and
Catholic. Students must abide by the code of conduct and discipline
formulated by the University.

B. Netiquette

1.1. Respect for ones opinion

Students are given the chance to share their own thoughts,
comments, reactions and opinions. Therefore, they are expected to
respect each others opinion, whether it is in accordance to their own
views or not.

1.2. Keep discussions within the topic

Threads posted by the students must be relevant to the
topic/forum created by the Facilitator. Irrelevant threads will be
deleted. Students should also refrain from posting inconsequential
messages and/or attachments. Keep in mind that the e-leap is a
learning portal, not a social network.

1.3. Posting of irrelevant materials are STRICTLY prohibited

The NSTP e-LeAP site is an academic and educational portal.
Therefore, posting of immoral, obscene, disturbing or pornographic
pictures, letters and other similar materials that are offensive are
banned in this site. Such offense will be subject to sanctions as
allowed by PPS 1027, Decency and Modesty in Action. Student
handbook.

1.4. Observe correct grammar

The medium of communication in the course is ENGLISH.
SMS/text format messages are unacceptable. Foul and offensive
language will not be tolerated.

C. Reminders during Fieldwork
1.1. Uniform
Wear prescribed uniform only.
a. NSTP Shirt
b. Jeans/jogging pants
c. UST ID
d. Wear working shoes/rubber shoes/sneakers

During fieldwork students must NOT wear the following:
a. No sandals, slippers or flip-flops
b. No shorts, slashed jeans, pedal pants
c. Avoid many accessories

1.2. Observe Proper Decorum

Students must remember that they represent the University
and so are expected to behave in accordance with the code of
conduct and discipline as contained in the Students Handbook.
