Kirkwood Lake remediation
took a huge step forward when, at
the subcommittee meeting on
July 24, Camden County officials
made a proposal to Sherwin
Williams to allow the county to
dredge the lake. The two sides,
along with the Environmental
Protection Agency, have contin-
ued talks to implement a plan of
action.
I am very excited and happy
to see things are moving in the
right direction, Kirkwood Lake
Environmental Committee mem-
ber Alice Johnston said. This is
a major breakthrough.
The agreement would need to
be cost neutral with Sherwin
Williams, which would be re-
quired to repay the county for the
cost of dredging the contaminat-
ed soil in the lake.

Solar4All Extension Program.
Solar4All is a 125 megawatt-dc
program that utilizes rooftops,
solar farms, utility poles and
landfills/brownfields for large-
scale, grid connected solar proj-
ects.
As of late 2013, nearly 80 MW-
dc of the 125MW-dc total are in
service.
Solar4All helps New Jersey
reach its solar power goals, pro-
motes a cleaner environment,
turns landfills and brownfields
green with solar power and spurs
economic development by creat-
ing good jobs and making the
state a center for solar expansion.
Based on Concords experience
with grid connected solar proj-
ects, and interconnecting them
with the utility, Concord will pro-
vide engineering and inspection
services for electrical code com-
pliance review and site inspec-
tions of approximately five sites
with centralized solar arrays
ranging in size from 8MW-dc to
12MW-dc.
Installing solar generating fa-
cilities on landfill and brownfield
sites supports New Jerseys Ener-
gy Master Plan.

When Jeff Jin was diagnosed
with cavernous angiomas in 1992
at age 18, there was little known
about the disorder. Since that
time, Jin has made it his priority
to raise awareness and funds to
help those affected by the disease.
On Aug. 14, Jin has put together a
Dine and Donate at PJ Wheli-
hans in Washington Township to
raise funds to fight the disease.
This disease has shaped most
of my adult life, Jin said. There
are a lot of people out there who
are affected by it, and I just want
to provide as much support as I
can for those who cant find any.
Cavernous angiomas are ab-
normal blood vessels in the brain
and spinal cord that can hemor-
rhage and cause seizure, disabili-
ty and, on rare occasions, death.
The disease affects one out of
every 500 people in the United
States, according to the Angioma
Alliance.
While Jin has been living with
the disease for more than 20
years, he has managed to live a
fairly stable life. But, the disease
has changed his life in ways he
never thought.
Its been quite a long road, but
Im fortunate to be in a situation
to recover from the deficits of the
disease, he said. The disease
changed everything; I even be-
came a social worker because I
wanted to help those in need after
seeing what the support did for
me when I was diagnosed.
Jin got involved with the An-
gioma Alliance in 2004. The or-
ganization is comprised of those
affected by the disease, as well as
health professionals and re-
searchers who are looking to
raise awareness.
Initially, Angioma Alliance al-
lowed me to just vent my frustra-
tions, he said. They were the
first people I talked to who had
any first-hand knowledge of my
situation and what I was going
through. And then I began to get
more involved with the events
and the fundraising, and this
April, I became a board member.
The Aug. 14 event will be the
first fundraising program Jin has
organized on his own. He has
high hopes for what can be ac-
complished by spreading the
word about the disease.
I dont think many people
know anything about cavernous
angiomas, he said. The disease

his editorial is not about Oba-
macare, per say. It wont be a
support for the infamous
health-care reform act nor a call for its
repeal. Instead, this editorial is about
health care in general, and how theres
more than one problem under the um-
brella that needs to be solved.
Let us first backtrack and start from
the beginning...
Last week, a NBC 4 New York I-Team
investigation uncovered the story of
Bayonne resident Baer Hanusz-Ra-
jkowski.
Last August, Baer cut his finger on a
hammer, an injury that he thought
might need stitches. So Baer went to
his local emergency room the hospi-
tal, for our purposes, doesnt matter.
Turns out, no stitches were needed,
nor was an X-ray. So Baer left that
emergency room with a tetanus shot,
bandage and antibacterial ointment,
all administered by a nurse practition-
er.
The total bill for those services: al-
most $9,000. He was charged $8,200 for
the emergency room visit, $180 for a
tetanus shot, $242 for sterile supplies
and $8 for the ointment.
When asked for a comment, the CEO
of the hospital blamed the insurance
company, saying it decided to not
renew its in-network pricing contract
with the provider, which now doesnt
offer fair reimbursement rates.
Its the expected response. The med-
ical center blames the insurance com-
pany.
The insurance company, were sure,
would blame the medical center or, bet-
ter yet, blame Obamacare. Its a blame
cycle that never stops.
Baers story is a great example of
how the health-care system in this
country is flawed dramatically. Oba-
macare alone wont fix the problem at
least not as its in operation today be-
cause it only attempts to fix one spoke
and not the whole wheel.
The problem isnt just health insur-
ance, its also the health-care providers
such as this hospital. Medical centers
dont have to charge $8,200 for an emer-
gency room visit, but they do. Why?
Because, until recently, they could
without batting an eye, and insurance
companies would cover it.
But thats no longer the case. Now,
insurance companies are not covering
many medical expenses or not cover-
ing them as much as they did in the
past and the patients are the ones
who are left to suffer.
The choice ends up being a bad one
for the patient should I go to the doc-
tor if there is potentially nothing
wrong with me and pay an exorbitant
bill, or should I take the chance that
Im fine and not seek help?
Thats not a choice we should force
people to make.
Until we completely reform health
care, though from the health insur-
ance to the actual health-care
providers thats an increasingly like-
ly scenario for many.

On Aug. 4, I was honored to help cele-
brate Spirit of 45 Day at the Voorhees
Care and Rehabilitation Center. The day
was a national effort to salute those who
served in uniform and on the home front,
pay tribute to those who gave the ultimate
sacrifice, and mobilize all Americans and
future generations to carry on the legacy of
national unity and commitment to service
of the World War II generation. A procla-
mation was presented declaring Aug. 4,
2014 as Spirit of 45 Day in Voorhees.
On Aug. 11, 1945,
the people of the
United States re-
ceived word of the
end of World War II
and greeted the news
of the Allies noble
victory with joyous
celebration, humility
and spiritual reflec-
tion. The victory
marked the culmina-
tion of an unprecedented national effort
that defeated the forces of aggression,
brought freedom to subjugated nations and
ended the horrors of the Holocaust.
These historic accomplishments were
achieved through the collective service and
personal sacrifice of the people of the Unit-
ed States, both those who served in uni-
form and those who supported them on the
home-front, and the nearly 300,000 Ameri-

County Fair
On Saturday, Sep-
tember 27th and Sun-
day September 28th,
Camden County is
sponsoring the annual
Camden County Fair.
This year, its bigger
and better than ever,
with more rides, ex-
hibits, vendors and at-
tractions than ever.
And a lot of it is free, making it a great
family day for kids, parents and grand-
parents!
The fair is being held at the Countys
Lakeland Complex on Lakeland Road in
Gloucester Township. Hours are 10 a.m.
to 6 p.m. on Saturday and 10 a.m. to 4 p.
m. on Sunday. The fair will open with a
short, rousing parade.
Best of all, so much of the fair is free.
There is free admission, free parking,
free pony rides, free face painting, free
balloon animals, and free entertainment
all day long, from a New Orleans Jazz
Group to local singers and entertainers
to groups playing everything from rock
to folk and country.
Freeholder Nash and I have coordi-
nated with Camden Countys Parks
Department, Division of Sustainability
and Shared Services and the
Department of Events and Community
Outreach to organize the fair, working
with Rutgers Cooperative Extension.
Rutgers Cooperative Extension 4-H
activities include a bunny exhibit,
Bunny Hops (a bunny-sized track meet
event) a robotics demonstration and a
karate event. Jugglers will amuse and
amaze with their talents, and the Circus
Train will take kids on a tour of the
11-acre fairgrounds.
Families can buy tickets for the
Midway rides, from The Roundup and a
Rollercoaster to a chil-
drens carousel and
arcade games. They
can treat themselves to
fair food, from hot dogs
and ice cream, to
barbecue, pizza, funnel
cakes and more.
Children can tour
and take a ride on a
real fire engine, meet
the Sherriffs Departments K-9 dog
team, tour their special SWAT team
vehicle, and tour other vehicles from
Gloucester Township. There will be
tours of the new Camden County
greenhouses with one of Rutgers Master
Gardeners of Camden County.
Come and enjoy a variety of
exhibitors, from artists and jewelry
designers to farm stands, nurseries and
much more.
Animal lovers can adopt a cat or dog
from Camden Countys Animal Shelter
or AWA Shelter, or they can drop off food
and other pet supplies to help the
shelters.

Best Preserves contest.

The Camden County Library
Systems Literacy Volunteer pro-
gram has received a grant from
the TD Bank Charitable Founda-
tion for the English as a Second
Language Conversation Class.
The Literacy Volunteers of Cam-
den County and its fundraising
wing, Literacy Now, provide free
one-on-one tutoring in reading,
math and English as a Second
Language to Camden County
adults.
The Literacy Volunteers of
Camden County offer an extraor-
dinary service to our residents
who are eager to learn, said Free-
holder Ian Leonard, liaison to the
Camden County Library System.
The volunteers provide access to
numerous opportunities for their
students and expand their world.
Illiteracy is not a problem that
only poor countries face. Reasons
why illiteracy exists are often not
limited to a lack of educational
resources, but include social and
cultural triggers that prevent vul-
nerable people from acquiring in-
dispensable life skills. According
to the U.S. Department of Educa-
tion and the National Institute of
Literacy, 32 million adults in the
United States cannot read.
It is imperative that anyone
who wants to learn how to read
be given the opportunity and help
to do so, Leonard said. This
service is invaluable and can be a
matter of raising the standard of
living for residents providing
them a lighthouse into new op-
portunities.
Residents lacking functional
English literacy skills are often
impeded in their ability to get
jobs, assist their children in
school and become more active
members of their community.
This grant will enable us to
offer services to the local immi-
grant community beyond our free
one-on-one tutoring instruction.
People studying English need op-
portunities to practice their lan-
guage skills in a safe and nurtur-
ing environment, said Denise
Weinberg, director of LVCC. We
have wanted to offer a Conversa-
tion Class for years, but could not
obtain funding for the staffing
and materials. We feel very fortu-
nate to be building a partnership
with TD Bank. It is gratifying
that its Charitable Foundation
recognizes the issue of illiteracy
in our community and has cho-
sen to support this project.
LVCC, accredited by Prolitera-
cy and Literacy New Jersey,
trains local volunteers to instruct
these adults in ESL using a flexi-
ble, learner-centered approach.
Based in the Camden County Li-
brary System, LVCC currently
has more than 150 volunteer tu-
tors working with 235 learners.

The county is trying to protect
itself, Johnston said. It is un-
derstandable, and I am confident
that this process is going to con-
tinue to move forward.
The EPA also made a major de-
cision at the July 24 meeting
when it agreed to provide guid-
ance in approving the plan.
Before any decisions can be
made, Sherwin Williams is con-
sulting with its lake specialist to
develop a plan to remove the spat-
terdocks and help manage the
lake until it can be dredged. It will
also be determining a cost esti-
mate for Sherwin Williams and
the county. It will take approxi-
mately 60 days to gather all the in-
formation to obtain the cost esti-
mates.
We are very excited to have
this commitment from the county
and to have received such positive
response from Sherwin
Williams, Johnston said. This
issue has been very drawn out,
and working through all the lev-
els to get things done has been
frustrating, but it seems to be
working out now.
The July 24 meeting was the
first to feature representatives
from both the EPA and Sherwin
Williams. That alone gives John-
ston hope that a decision will be
made.
The first step is cooperation,
and weve been waiting a long
time to see all the parties involved
meet together, she said. Now
that it has taken place, we will
have to see whats next.
The next planned event for
Kirkwood Lake will be the Sept.
27 cleanup, which will coincide
with the Green Apple Day of
Service, designed to give local or-
ganizations the opportunity to
transform their local environ-
ments.
This is the second year we
will be participating in this
event, Johnston said. We want
to do as much as we can in the
lake before the dredging can
occur.
According to Johnston, it will
take approximately two years to
gather enough information to
allow the dredging to actually
happen.
In the meantime, Sherwin
Williams, the EPA and the county
will continue to work together to
come up with a plan. A closed
meeting has been tentatively
scheduled for early October to
discuss the next steps.
Until then, Johnston hopes the
lake does not get any worse.
Looking out over the lake, its
pretty sad to see where its at,
she said. Some points are so
shallow that the ducks are stand-
ing up in it rather than swim-
ming. Its great to see that change
is coming, but the process needs
to happen quickly or there wont
be a lake to save.
