Selected Accomplishments
Played a key role in a start up. Hired by Praemittias to manage their contracts and subcontracts. They had no
contractual templates in place so it was imperative to team with other companies. Authored all Teaming and
Nondisclosure Agreements and Subcontract Templates. Established partner relationships with peer organizations.
Enabled agreements to be reached in hours or days rather than weeks or months using outside counsel.
Streamlined proposal process. As a service to its customers, Johns Hopkins University Applied Physics
Laboratory prepared a complex Security Form (DD Form 254). These documents would undergo rigorous review
and revision by the government causing a log jam in completing proposals. Trained an employee to become the
DD Form 254 SME who was able to complete these security documents correctly and speed the proposal process.
Collected delinquent payments from a difficult customer. The UAE was one of TCOMs largest customers but
was notorious for delaying payment. Instead of traveling to UAE, used field personnel and Skype sessions. Led
negotiations that resulted in collection of $1.2M from four year old invoices while keeping a valuable customer.
Employment History
Contracts Manager - TCOM, L.P. - 2013 to 2014. Sole responsibility for negotiating and managing domestic and
international contracts with the US Government and numerous international concerns. Advised program leadership
and senior management on contractual requirements, rights, and obligations, negotiation strategies and program
execution in international markets for this defense contractor.
Additionally, performed invoicing duties directly with International Banks against Letters of Credit. Resolved
invoicing discrepancies with foreign customers.
Director of Business Operations - Praemittias Defense Solutions 2011 to 2013. Devised innovative contracting
solutions to promote program and business objectives of this defense contractor. Managed contracts with values to
$33M. Additionally, performed direct program procurement functions and invoicing. Conducted all contractual legal
review including development of Teaming and Nondisclosure Agreements. Crafted unique IDIQ subcontracts.
Financial Manager - Johns Hopkins University Applied Physics Laboratory - 1999 to 2011. Managed all financial
aspects of both direct and indirect programs. Provided direction to Technical Staff on the development of spend
plans and program cost control techniques. Prepared cost estimates and multi-million dollar proposals.
Oversaw Capital Assets budgets including approval of department-wide capital procurements. Oversaw department
staffing on indirect budgets. Developed and conducted training of support staff in budget keeping and reporting.
Subcontract Section Supervisor/Acquisition Policy Manager - Allied Signal Technical Services Corporation
1997 to 1999. Developed procurement policies and procedures which were used to successfully pass a
Government conducted CPSR audit. Developed and implemented an automated vendor performance evaluation
system. Trained and supervised professional procurement staff.
Earlier, employed as a Senior Subcontracts Representative with Johns Hopkins University Applied Physics
Laboratory and as a Contracts Representative with Westinghouse Electric Corporation.
