1 About This Document
1.1 Scope
This document describes the GPRS/EGPRS Channel Management feature, including the PDCH
allocation algorithm, dynamic PDCH conversion algorithm, and dynamic PDCH release
algorithm.
1.2 Intended Audience
This document is intended for:

2 Overview
This section describes the following channel management features:
l GBFD-113101 PDCH Dynamic Adjustment

l GBFD-119501 Adaptive Adjustment of Uplink and Downlink Channels
After a GPRS network is deployed, circuit-switched (CS) services and packet-switched (PS)
services in the network share channel resources on the Um interface. With operators focusing
more attention on PS services, more and more channel resources on the Um interface are required
for PS services. In addition, to ensure the quality of CS services and PS services, the system
needs to manage all the packet data channels (PDCHs) effectively.
The GPRS/EGPRS Channel Management feature involves PDCH allocation, dynamic PDCH
conversion, dynamic PDCH release, and PDCH repacking. PDCH allocation allocates one or
more PDCHs to PS services depending on various factors. Dynamic PDCH conversion and
dynamic PDCH release adjust PDCHs properly based on the service requirements and actual
network conditions. The GPRS/EGPRS Channel Management feature ensures not only the
quality of service for a single user, but also the performance of the entire network.
During the PDCH allocation process, the principles and requirements for the BSC to select the
final channel group vary according to current conditions. Therefore, the PDCH allocation
algorithm defines a priority for each channel group. When an MS requests a PDCH, the BSC
allocates a qualified channel group with the highest priority to the MS.
The BSC determines whether to trigger dynamic PDCH conversion based on the following
factors:
l PDCH allocation result
l Number of the idle CS channels
l Average number of temporary block flows (TBFs) multiplexed onto each PDCH in the cell
(or the average number of TBFs in transfer mode that are multiplexed onto each PDCH
when ACTIVETBFSWITCH is set to ON(ON))
l Parameter settings
If it is necessary to trigger dynamic PDCH conversion, the BSC converts one or more dynamic
PDCHs into PDCHs.

If a dynamic PDCH in the PDCH state remains idle for a period of time, the BSC converts it
into a full-rate TCH. When no channel resources or Abis resources are available for the CS
service, the PDCH preemption procedure is triggered. Each time the PDCH preemption
procedure is performed, a dynamic PDCH in the PDCH state is converted into a TCH. When
the air interface resources, DSP resources, and idle timeslot resources are insufficient the BSC
performs dual-threshold-based dynamic PDCH release.
PDCH allocation optimization enhances PDCH continuity, increases the multislot capability
satisfaction rate on the entire network, improves channel bearing efficiency, and reduces the
number of TCHs converted to PDCHs and the number of occupied PDCHs. The optimization
involves the following aspects:
l PDCH allocation
The BSC preferentially allocates MSs PDCHs on a TRX with more consecutive PDCHs.
l PDCH conversion
The BSC preferentially converts TCHs to PDCHs on a TRX with PDCHs to ensure that
the existing PDCHs and the PDCHs converted from TCHs are continuous.
For multiple TRXs with PDCHs in a cell, the BSC preferentially selects a TRX that has
more continuous PDCHs, minimum conflict with CS services, and highest potential of
capacity expansion for PDCH conversion.
For TRXs without PDCHs in a cell, the BSC preferentially selects a TRX that has more
idle TCHs, higher probability of channel continuity, and highest potential of capacity
expansion for PDCH conversion.
For load-based channel conversion, the BSC converts the number of TCHs to PDCHs
according to the actual requirements instead of converting more TCHs to improve PDCH
continuity.
For multislot capacity-triggered channel conversion, the BSC converts only the number of
TCHs to PDCHs required by an MS based on the MS multislot capacity. This enables the
BSC to convert TCHs to PDCHs as few as possible.
The load-based and multislot-capacity-based channel conversions use different priority
weights.
To enhance the isolation of CS and PS services, you are advised to set
BTRXPRIORITYSWITCH to PSFIRST(PSFirst) for CS channel allocation.
l PDCH activation
During PDCH activation, if EnPDAdminOpt is set to ON(On), the BSC binds secondary
links only with EGPRS channels based on the value for PreconnectSlaveAbis. After the
timer specified by ABISTSFREETM expires, the BSC does not release secondary links
prebound with EGPRS channels. However, if an EGPRS channel bound with these
secondary links becomes idle and is released, these secondary links are also released.
l PDCH preemption
The preemption priority from high to low is as follows:
A PDCH group on a TRX with poor PDCH continuity is preferentially preempted.
GRPS dedicated channels are preferentially preempted.
Channels on a TRX with more GPRS dedicated channels are preferentially preempted.
A PDCH group on a TRX with fewer PDCHs is preferentially preempted.

The PDCH repacking is triggered when the number of converted PDCHs does not reach
the expected number or the PDCH conversion is performed on a TRX that does not have
any PDCH.
During the PDCH repacking, the BSC traverses all TRXs configured with PDCHs in the
cell to find a PS user who occupies the TCH that has the most significant impact on the
PDCH to trigger a forced intra-cell handover. This ensures the PDCH continuity, and meets
the requirement for PS users' multislot capability and throughput.
After triggering the forced intra-cell handover for the TCH occupied by the CS user, the
BSC starts a timer. Another PDCH repacking can be performed only after the timer expires.
PDCH automatic planning allows users to configure the numbers of EGPRS special channels,
EGPRS priority channels, and EGPRS normal channels. Based on the attributes of TRXs, the
BSC automatically plans PDCHs to ensure that PDCHs are continuous and distributed on certain
TRXs in a centralized manner. Used together with PDCH allocation optimization, PDCH
automatic planning helps increase the single-timeslot throughput and average single-user
throughout.

3 Classification of PDCHs
PDCHs are classified into the following types based on service supporting capability:
l EGPRS special channel
The EGPRS special channel is allocated only for the EGPRS service.
l EGPRS priority channel
The EGPRS priority channel is preferentially allocated for the EGPRS service. When the
EGPRS priority channel is not occupied by the EGPRS service or the EnEdgePriGprs
parameter is set to YES, it can be allocated for the GPRS service.
l EGPRS normal channel
The EGPRS normal channel can be allocated for the EGPRS and GPRS services at the
same time.
l GPRS channel
The GPRS channel is allocated only for the GPRS service.
The EGPRS special channel, EGPRS priority channel, and EGPRS normal channel can be bound
with a maximum of four 16 kbit/s Abis timeslots. The GPRS channel can be bound with a
maximum of two 16 kbit/s Abis timeslots.
All of these types of PDCHs can be specified by the GPRSCHPRI parameter on the BSC.
If AutoGprsChPri is set to ON(On), the setting of GPRSCHPRI becomes invalid, and the
numbers of different types of PDCHs are separately specified by EgprsSpeChnum,
EgprsPriChnum, EgprsNorChnum, EgprsSpeChnumInn, EgprsPriChnumInn, and
EgprsNorChnumInn.
Based on the channel configuration types, PDCHs are also classified into the following types:
l Static PDCH
The static PDCH carries only PS services. A PDCH is a static PDCH when the CHTYPE
parameter is set to PDTCH(PDTCH), PBCCH_PDTCH(PBCCH+PDTCH), or
PCCCH_PDTCH(PCCCH+PDTCH). To ensure that initial network accesses for PS
services are successful when no dynamic PDCH is available and CS services are busy, you
are advised to configure at least one static PDCH in a PS-capable cell.
l Dynamic PDCH
The dynamic PDCH carries CS services or PS services depending on the service
requirement. It supports only one type of service at a time. A PDCH is a dynamic PDCH

when the CHTYPE parameter is set to TCHFR(TCH Full Rate), which is the default value
of the parameter.
NOTE
If CHTYPE is set to DPDCH(Dynamic PDCH) for the BSC configured with an external PCU, the PDCH
is a dynamic PDCH.
Static PDCHs are used for PS service access. Dynamic PDCHs are adjusted based on the cell
load. When you configure static PDCHs or adjust dynamic PDCHs, consider timeslot continuity
to ensure a satisfactory PS rate.

4 Allocation of PDCHs
4.1 Overview
When the uplink and downlink temporary block flows (TBFs) are not established and a data
transfer request comes in, the MS sends the PDCH request to the BSC for establishing the uplink
TBF. A PDCH request sent from the MS can be either of the following types:
l One-phase access on the CCCH and PCCCH
To respond to the PDCH request for one-phase access, the BSC allocates one or more
PDCHs based on the multislot capability of the MS.
l Two-phase access on the CCCH and PCCCH
To respond to the PDCH request for two-phase access, the BSC allocates only one radio
block on the PDCH to the MS for the first time. The MS sends the packet resource request
in the allocated radio block. For the second time, the BSC allocates one or more PDCHs
to the MS based on the multislot capability of the MS.
When the BSC receives downlink LLC PDUs from the SGSN but no uplink or downlink TBF
is available, the BSC sends the Immediate Assignment message on the CCCH or the Packet
Downlink Assignment message on the PCCCH to the BSC to establish the downlink TBF.
l Upon receiving the Immediate Assignment message on the CCCH, the BSC allocates only
one PDCH to the MS.
l Upon receiving the Packet Downlink Assignment message on the PCCCH, the BSC
allocates one PDCH to the MS based on the multislot capability of the MS.
When the MS is in packet transfer mode, the BSC establishes for the MS the uplink or downlink
TBF on the PACCH based on the service requirement. When establishing the uplink or downlink
TBF on the PACCH, the BSC allocates one or more PDCHs to the MS based on the multislot
capability of the MS.
When the MS is in packet transfer mode, the BSC can also reallocate the uplink or downlink
TBF to the MS based on the service requirement, change in channel resource usage, and multislot
capability of the MS. The BSC can also reallocate the uplink and downlink TBFs to the MS at
the same time.
l To reallocate only the uplink TBF, the BSC sends the Packet Uplink Assignment message
to the MS and allocates PDCHs to the MS.

l To reallocate only the downlink TBF, the BSC sends the Packet Downlink Assignment
message to the MS and allocates PDCHs to the MS.
l To reallocate both the uplink and downlink TBFs, the BSC sends the Packet Timeslot
Reconfigure message to the MS and allocates PDCHs to the MS.

4.2 Allocation Preprocessing
By PDCH allocation preprocessing, the BSC obtains information about all PDCHs in the cell
that can be allocated to MSs and determines the maximum number of uplink and downlink
PDCHs. Allocation processing provides a basis for subsequent PDCH allocation.
With the GBFD-119302 Packet Channel Dispatching feature, the BSC obtains information about
all PDCHs in the cell that can be allocated to MSs by excluding the following cases:
l If the operating status of a PDCH is unavailable or the channel management status is
blocked, the PDCH cannot be allocated.
l PDCHs to be released are not allocated to MSs. If TBFs on the dynamic PDCHs are to be
released due to insufficient resources, the dynamic PDCHs are marked as PDCHs to be
released and are not allocated.
l If the number of MSs multiplexed onto the PDCH in the uplink multiplied by 10 produces
a number greater than or equal to the value for PDCHUPLEV, the PDCH cannot be
allocated for the uplink PS service.
l If the number of MSs multiplexed onto the PDCH in the downlink multiplied by 10
produces a number greater than or equal to the value for PDCHDWNLEV, the PDCH
cannot be allocated for the downlink PS service.
l The GPRS channel cannot be allocated for the EGPRS service.
l The EGPRS special channel cannot be allocated for the GPRS service.
l If the EGPRS priority channel has been allocated for the EGPRS service, or
EnEdgePriGprs parameter is set to NO(No), it cannot be allocated for the GPRS service.
l When the downlink EGPRS and uplink GPRS services share the EGPRS normal channel,
the downlink data blocks on this channel must be modulated with GMSK if the GPRS
uplink data blocks require scheduling. This may decrease the EGPRS downlink
transmission rate. Therefore, the downlink EGPRS and uplink GPRS can share the EGPRS
normal channel only if the FORBIDEDGU parameter is set to OPEN(Open).
The BSC dynamically collects statistics on service types dynamically for a period of time by
regularly monitoring the uplink and downlink traffic volume of an MS regularly. The service
types are the uplink preferred service, downlink preferred service, and neutral service.
l The BSC monitors the traffic volume of uplink and downlink LLC PDUs of the MS on a
regular basis. In a specified monitoring period, if the uplink traffic volume is more than
five times of the downlink traffic volume, the PS service that the MS processes in the next
monitoring period is called the uplink preferred service; if the downlink traffic volume is
more than five times the uplink traffic volume, the PS service that the MS processes in the
next monitoring period is called the downlink preferred service.

l The PS service that the MS processes in the next monitoring period is called the neutral
service.
With the GBFD-119501 Adaptive Adjustment of Uplink and Downlink Channels feature, the
BSC determines the maximum number of uplink and downlink channels that can be allocated
to the MS according to the following principles:
l For the uplink preferred service, the BSC allocates as many uplink channels as possible.
If SUPPORTEDA is set to SUPPORT(Support), the BSC allocates more than three
uplink channels to the MS based on the radio access capability of the MS.
If SUPPORTEDA is set to NOTSUPPORT(Not Support), the BSC allocates a
maximum of two uplink channels to the MS based on the radio access capability of the
MS.
l For the downlink preferred service, the BSC allocates as many downlink channels as
possible.
If SUPPORTDL5TS is set to SUPPORT(Support), the BSC allocates a maximum of five
downlink channels to the MS based on the radio access capability of the MS. If
SUPPORTDL5TS is set to NOTSUPPORT(Not Support), the BSC allocates a maximum
of four downlink channels.
l For the neutral service, the BSC allocates the uplink and downlink channels in a balanced
manner.
For example, the BSC allocates three downlink channels and two uplink channels to the
MS of multislot class 10.
When the channel multiplexing rate (average number of MSs multiplexed onto the PDCH in a
cell) is greater than the value for PSServiceBusyThreshold, the PS traffic in a cell is heavy and
channels are no longer allocated to new MSs according to their timeslot capabilities. Instead,
one UL and one DL channels are allocated to a new MS to ensure its access to the network. In
addition, the release delay of all downlink TBFs in the cell is reduced to half the value for
DNTBFRELDELAY. Reducing the delay helps prevent new MSs from being denied access due
to heavy traffic. Channel allocation to MSs that request channels again and to GBR MSs,
however, is not affected. When the channel multiplexing rate is not greater than the value for
PSServiceBusyThreshold, the PS traffic in a cell is light. The channel reallocation procedure
will be triggered to reallocate channels if necessary to the new MSs that were allocated one UL
and one DL channels.
When the channel usage rate in a cell is greater than or equal to IMOptThrsh divided by 100,
if SPTDPI is set to SUPPORT(GGSN Support), the maximum number of channels allocated to
TBFs depends on the parameter settings for interactive, background, BE, and instant messaging
(IM) services.

email service efficiency improvement, streaming media service resource balancing, P2P
resource balancing, and instant messaging (IM) services.

The PDCH management optimization enables the BSC to consider the PDCH continuity during
channel allocation; that is, if EnPDAdminOpt is set to ON(On), the BSC considers the number
of consecutive PDCHs on a TRX when selecting a channel group. This ensures that the PDCHs
used by PS services are consecutive and distributed to several TRXs.
When the PDCH management optimization is enabled, that is, EnPDAdminOpt is set to ON
(On), the cell must meet the following requirements:
l If BTRXPRIORITYSWITCH is set to PSFIRST(PSFirst), the static PDCHs must be
configured on the BCCH TRX. Otherwise, the static PDCHs must be configured on non-
BCCH TRXs.
l To use the GBFD-511501 Multiple CCCHs feature, set BTRXPRIORITYSWITCH to a
value other than PSFIRST(PSFirst).
l Both the static PDCHs and dynamic PDCHs are configured by TRX. This ensures the
PDCH continuity and convergence. If a TRX has channels that cannot be converted to
PDCHs, such as the half-rate traffic channel (TCHH), or multiple SDCCHs are configured
in different timeslots in multiple TRXs, the PDCH continuity and convergence are affected.
4.3 Prioritizing Channel Groups
With the priority-based PDCH allocation algorithm, the BSC traverses all TRXs in a cell to
obtain the list containing the TRXs meeting the PS service requirement. The BSC selects
appropriate TRXs according to the following requirements:
l Frequency band
The BSC allocates PDCHs to an MS based on the MS's frequency band.
Assuming that the BSC does not obtain the radio access capability for an MS:
If RAMBCAP is set to BCCHANDSUBFREQS(BCCH Band and Compatible
Bands), the BSC allocates the MS PDCHs only on the BCCH TRX and TRXs working on
compatible frequency bands in a cell.
If RAMBCAP is set to ALLFREQS(All Bands), the BSC allocates the MS PDCHs on any
TRX in a cell.

If the BSC obtains the radio access capability for an MS, the BSC allocates the MS PDCHs
on the TRX working on the frequency band supported by the MS.
l Dual-timeslot extension attributes for TRXs
In a dual-timeslot extended cell, if the TA value reported by an MS is greater than 63, the
BSC allocates the MS PDCHs only on a dual-timeslot extended TRX.
l Concentric cell attributes
In a concentric cell, the BSC determines whether an MS is allowed to access only the
underlaid subcell or both the underlaid and overlaid subcells based on the TA value and
receive level reported by the MS. Based on the access type supported by the MS, the BSC
allocates the MS PDCHs on a TRX in the underlaid subcell or both the underlaid and
overlaid subcells.
l Service type
An MS carries its service type (such as EDGE, GPRS, or EDGE+GPRS) when it accesses
the network. If the service type is EDGE, the BSC allocates the MS PDCHs only on the
TRX supporting EDGE services. If the service type is GPRS or EDGE+GPRS, the BSC
allocates the MS PDCHs on the TRX supporting GPRS or EGPRS services.
l Number of Abis timeslots bound with a PDCH
The BSC preferentially allocates the MS the PDCH that is bound with more Abis timeslots.
PDCHs that are allocable in the TRX list are grouped and assigned different priorities. Based
on the priority for each PDCH group, the PDCH allocation algorithm enables the BSC to
determine whether a group is allocable. The BSC preferentially allocates the group with a higher
priority.
Table 4-1 describes the factors that affect PDCH allocation (The following factors are ranked
by priority from high to low.). Dynamic PDCH conversion is triggered if no channel group is
available.

5 Dynamic PDCH Conversion
5.1 Overview
Dynamic PDCH conversion based on the multislot capability is triggered in any of the following
conditions:
l If the BSC fails to allocate PDCHs to an MS or does not obtain the radio access capability
of the MS including the multislot capability, the BSC converts only one dynamic PDCH.
If the BSC obtains the radio access capability that includes the multislot capability from
the MS, the BSC converts the number of dynamic PDCHs required by the MS.
l If the PDCHs to be allocated to an MS are insufficient, the BSC triggers dynamic PDCH
conversion. The number of converted dynamic PDCHs is equal to the number of PDCHs
required by the MS minus the number of PDCHs already allocated to the MS.
l If the BSC has allocated GPRS channels to an EGPRS-capable MS and dynamic PDCHs
that can be converted to EGPRS channels are available in a cell, dynamic PDCH conversion
is triggered to convert the required number of dynamic PDCHs to EGPRS channels.
l After the dynamic PDCH conversion, the total number of PDCHs cannot exceed value N,
which can be calculated using the following formula:
N = (Number of available TCHFs + Number of available static PDCHs) x
MAXPDCHRATE
Assume that A is the number of PDCHs to be converted, B is the value of N minus the
number of existing PDCHs in the cell (including static PDCHs), the number of PDCHs that
are actually converted is the smaller of A and B.
Dynamic PDCH conversion is triggered when the following conditions are met:
The CHIDLHIGHTHR parameter is not set to 100.
The proportion of idle TCHs is greater than the value for CHIDLLOWTHR.
The number of idle TCHs is greater than the value for DYNCHTRANRESLEV.
The proportion of idle TCHs in a cell is calculated with the following formula:

The number of available TCHs in a cell is the number of available TCHFs or TCHHs. Two

multislot capability instead of an allocation failure is not performed:
SPTDPI is set to SUPPORT(GGSN Support) or BSCSUPPORT(BSC Support).
Before conversion, the channel usage in a cell does not exceed the value for IMOptThrsh divided
by 100 but is expected to exceed the value divided by 100 after conversion.
When CHIDLHIGHTHR is set to 100, a load-based dynamic PDCH conversion is triggered
when any of the following conditions are met:
l The number of uplink TBFs carried on PDCHs is greater than or equal to the value for
UPDYNCHNTRANLEV divided by 10 or the number of downlink TBFs carried on PDCHs
is greater than or equal to the value for DWNDYNCHNTRANLEV divided by 10.
l SPTDPI is set to SUPPORT(GGSN Support) or BSCSUPPORT(BSC Support). In
addition, the channel usage in a cell is greater than or equal to the value for IMOptThrsh
divided by 100 and the sum of the number of each uplink service carried on PDCHs
multiplied by the service multiplexing weight reaches the value for
UPDYNCHNTRANLEV divided by 10 or the sum of the number of each downlink service
carried on PDCHs multiplied by the service multiplexing weight reaches the value for
DWNDYNCHNTRANLEV divided by 10.
With the GBFD-119505 PDCH Dynamic Adjustment with Two Thresholds feature, if
CHIDLHIGHTHR is not set to 100, the BSC triggers dual-threshold-based dynamic PDCH
conversion when any of the following conditions are met:
l The bandwidth of all used PDCHs in the cell is greater than or equal to PDCHGBR, the
rate of idle channels in a cell is greater than CHIDLHIGHTHR, and at least one PDCH in
the PDCH group allocated for the TBF carries more than one MS.
l Among the PDCHs used in the cell, there is at least one PDCH whose bandwidth is less
than PDCHGBR, the rate of idle channels in a cell is greater than CHIDLHIGHTHR, and
at least one PDCH in the PDCH group allocated for the TBF carries more than X MSs,
where X is UPDYNCHNTRANLEV divided by 10 or DWNDYNCHNTRANLEV divided
by 10.
Dynamic PDCH conversion based on network assisted cell change (NACC) resources is
triggered when any of the following conditions are met:
l The dynamic PDCH conversion based on the guarantee of NACC resources is triggered by
setting the SPTNACCResGuarantee parameter, and NACC resources are ensured in NC2
or NACC mode. If the proportion of idle TCHs in a cell is greater than
CHIDLLOWTHR, the BSC triggers the dynamic PDCH conversion.

The number of available TCHs in a cell is a rounded-down integer.
l The DefaultDynPdchPreTranNum parameter specifies whether the dynamic PDCH
conversion based on the pre-conversion is performed. To ensure the proper access of PS
services, set the default number of PDCHs to be converted in the dynamic-PDCH resource
pool of the cell.
5.2 Conversion Preprocessing
PDCH conversion preprocessing obtains information about all convertible dynamic PDCHs in
a cell. This provides a basis for dynamic PDCH conversion.
l If the PDCHREFORMING parameter is set to NO(NO), only idle channels can be
regarded as candidate channels for dynamic PDCH ranking.
l If the PDCHREFORMING parameter is set to YES(YES), both the dynamic PDCHs
occupied by CS services and idle dynamic PDCHs in the TCH state can be regarded as
candidate channels for dynamic PDCH ranking. If the dynamic PDCHs to be converted
already carry CS services, the CS services must be switched to other channels in advance.
5.3 TRX Selection
The dynamic PDCH conversion algorithm is based on a priority mechanism. All TRXs in a cell,
with convertible dynamic PDCHs, are given a certain priority level. The dynamic PDCH
conversion algorithm determines whether to select a TRX based on the TRX's priority.
Table 5-1 describes the weighting factors and their priority levels for selecting the target TRX
for PDCH conversion.

The process for selecting a TRX according to the conditions in Table 5-1 is as follows:
Step 1 All TRXs in a cell are filtered according to the condition with the highest priority.
l If only one TRX meets the condition, the TRX is selected as the candidate TRX. Go to Step
3.
l If multiple TRXs meet the condition, these TRXs are involved in the next round of filtering,
as described in Step 2.
l If no TRX meets the condition, all TRXs are involved in the next round of filtering, as
described in Step 2.
Step 2 All TRXs are filtered according to the condition with the next lower priority level.
l If only one TRX meets the condition, the TRX is selected as the candidate TRX. Go to Step
3.

If the conversion requires channel groups, the BSC selects multiple timeslots for conversion in the following
sequence based on the timeslot number: 6, 5, 7, 4, 3, 2, 1, and 0.
The optimized PDCH channel allocation function categorizes PDCH dynamic conversion into
load- and multi-slot PDCH conversion. The two types of conversions are differentiated from the
weighting factors and priority levels. They are triggered by different causes and processed in a
different way. Table 5-2 and Table 5-3 describe the weighting factors and priority levels for
the PDCH conversion.
Load-triggered PDCH conversion: The BSC preferentially selects the target TRX from the TRXs
that carry PDCHs. If there are no convertible TCHs on this type of TRX, the BSC selects the
target TRX from the TRXs that do not carry PDCHs. After selecting the target TRX, the BSC
should convert TCHs to required PDCHs to meet conversion requirements. The channels in the
channel group containing PDCHs can be inconsecutive and existing PDCHs in the channel group
must be considered for calculating the continuity factor. If PDCH conversion is performed on
the TRXs that do not carry PDCHs, the number of convertible TCHs depends on the value of
the EnConvt4PD parameter. If this parameter is set to YES(Yes) and if the number of convertible
TCHs is less than 4, the BSC converts four TCHs to PDCHs. If this parameter is set to NO
(No), the BSC converts TCHs to required PDCHs.
Multislot-triggered PDCH conversion: Generally, the BSC selects the target TRX and channel
group from the TRXs that carry PDCHs or the TRXs that do not carry PDCHs. Obtaining
required PDCHs is a condition for selecting the target TRX and channel group. If all TRXs meet
this condition, the BSC selects the target TRX based on the following priority in descending
order: TRX with fixed control channels > TRX that carries PDCHs > TRX that do not carry
PDCHs. If all TRXs do not meet this condition, the BSC selects the TRX on which the number
of converted PDCHs approximates to the number of required PDCHs.
If multislot- and load-triggered PDCH conversions are performed simultaneously, the BSC
performs only the multislot-triggered PDCH conversion at the time and then performs load-
triggered PDCH conversion if new PS services access the network.
The BSC preferentially converts TCHs to EGPRS PDCHs regardless of whether PDCH
conversion is triggered by EGPRS or GPRS requests. For the EGPRS PDCH conversion
triggered by GPRS requests, the EGPRS dedicated channels are considered when the BSC
calculates the number of activated EGPRS PDCHs, maximum number of consecutive EGPRS
PDCHs, number of idle EGPRS PDCHs, number of consecutive idle EGPRS PDCHs, and
spacing between consecutive idle EGPRS PDCH groups. However, the EGPRS dedicated
channels are not considered for a convertible bitmap.
The PDCH conversion priorities for different types of channels in descending order are as
follows: EGPRS dedicated channels > EGPRS preferred channels > EGPRS common channels
> GPRS dedicated channels.
If the SeqSelPDConvt parameter is set to SEQCOBH(Concentric Cell Optimization), the
priority level of concentric cell attribute of the TRX listed in Table 5-2 and Table 5-3 follows
the priority level of interference level of the TRX.
The frequency band range for TRXs on which PDCH conversion is performed is controlled by
the RAMBCAP parameter.
If this parameter is set to BCCHANDSUBFREQS(BCCH Band and Compatible Bands) and
if the frequency bands supported by MSs are unknown, the BSC performs multislot- and load-
triggered PDCH conversion on the frequency bands compatible with the frequency band used
by BCCH TRX. If this parameter is set to BCCHANDSUBFREQS(BCCH Band and

6 Release of Dynamic PDCHs
6.1 Overview
When a dynamic PDCH remains idle for a period of time, the BSC releases it. The period of idle
time is specified by a timer, which is determined by the DYNCHFREETM parameter. If PS
services occupy the dynamic PDCH before the timer expires, the timer stops. After all the TBFs
on the dynamic PDCH are released, the timer restarts.
The CS service preempts the dynamic PDCH when no speech channels are available for
allocation. If HDLC transmission or IP transmission is applied to the Abis interface, the CS
service also preempts the dynamic PDCH when no Abis transmission resources are available.
To improve the PS service performance, the BSC enables the GBFD-119505 PDCH Dynamic
Adjustment with Two Thresholds feature when all of the following conditions are met:
l CHIDLHIGHTHR is set to any value except 100.
l Resources on the Um interface are limited.
l DSP resources are limited.
l The number of idle PDCHs in the cell is less than the value of CHIDLLOWTHR.
Dynamic PDCH Release When Um-Interface Resources Are Insufficient
If all the following conditions are met, the BSC triggers a dynamic PDCH release when Um-
interface resources are insufficient:
l The proportion of idle TCHs is less than CHIDLLOWTHR or the number of available idle
TCHs is less than DYNCHTRANRESLEV.
l The average number of MSs multiplexed onto each uplink PDCH is less than
UPDYNCHNTRANLEV, or the average number of MSs multiplexed onto each downlink
PDCH is less than DWNDYNCHNTRANLEV. Alternatively.
l The number of PDCHs in a cell to be allocated to MSs is greater than four.
l If the dynamic PDCH release is triggered because of insufficient air interface resources,
only one PDCH is released at a time.

Dynamic PDCH Release When DSPs Are Insufficient
The number of PDCHs that can be activated at the same time is insufficient. When dynamic
PDCH conversion fails and PSRESPREEMPT is set to YES(Yes), the BSS performs dynamic
PDCH conversion if the cell whose PDCH conversion fails or the cell with the same DSP
distribution meets the following conditions:
l The cell where dynamic PDCH conversion fails meets any of the following conditions:
The number of PDCHs in a cell to be allocated to MSs is less than four.
The uplink TBF load in the cell is greater than UPDYNCHNTRANLEV or the downlink
TBF load in the cell is greater than DWNDYNCHNTRANLEV.
l The cell with the same DSP distribution must meet the following conditions:
The PSRESPREEMPTED parameter is set to YES(Yes).
The number of PDCHs in a cell to be allocated to MSs is greater than four.
The uplink TBF load in the cell is less than UPDYNCHNTRANLEV and the downlink
TBF load in the cell is less than DWNDYNCHNTRANLEV.
If the BSC releases PDCHs in the cells with the same DSP distribution meeting the previous
conditions, the cell whose dynamic PDCH conversion fails preempts the released PDCHs. If the
dynamic PDCH release is triggered because of insufficient DSP resources, only one PDCH is
released at a time.
Dynamic PDCH Release When the Idle Resources Are Insufficient
The Abis transmission resources are insufficient. When the cell is idle and PSRESPREEMPT
is set to YES(Yes), the BSC performs dynamic PDCH release if the cell whose idle timeslot
application fails and other cells at the site meet the following conditions:
l The cell where allocating idle timeslots fails meets any of the following conditions:
The PSRESPREEMPTED parameter is set to YES(Yes).
The uplink TBF load in the cell is less than UPDYNCHNTRANLEV or the downlink TBF
load in the cell is less than DWNDYNCHNTRANLEV.
The bandwidth of the cell whose PDCH application fails is less than PDCHGBR.
l Other cells in the BSS meet the following conditions:
l The PSRESPREEMPTED parameter is set to YES(Yes).
The uplink TBF load in the cell is less than UPDYNCHNTRANLEV and the downlink
TBF load in the cell is less than DWNDYNCHNTRANLEV.
The number of PDCHs in a cell to be allocated to MSs is greater than four.
If the BSC releases PDCHs in other cells at the same site meeting the previous conditions, the
cell whose idle timeslot application fails preempts the released PDCHs. If the dynamic PDCH
release is triggered because of insufficient idle timeslots, only one PDCH is released at a time.
6.2 Rules for Releasing Dynamic PDCHs
The dynamic PDCH is released when the CS service preempts it or when the resources are
insufficient. If the dynamic PDCH is released because the CS service preempts it, the factors
listed in Table 6-1 must be taken into account. These factors are listed in descending order of
priorities. If the dynamic PDCH is released because the resources are insufficient, the factors

7 PDCH Repacking
7.1 Overview
In scenarios where PS services are preferentially processed, PDCH repacking ensures the PDCH
continuity and that PDCHs are distributed to several TRXs in a cell.
If the PDCHREFORMING parameter is set to YES(YES), the BSC regards that the TCH
occupied by CS services can be converted to PDCHs when selecting the optimal channel group.
If the selected optimal PDCH group contains TCHs occupied by CS services, the BSC performs
an intra-cell handover for the MSs processing CS services regardless of whether the handover
can succeed. After the handover is complete, the BSC converts the idle TCHs to PDCHs.
If PDCHREFORMING is set to YES(YES) and EnPDAdminOpt is set to ON(On), the PDCH
repacking uses the following optimized algorithm:
l During the PDCH conversion, the BSC regards that TCHs occupied by CS services cannot
be converted to PDCHs when selecting the optimal channel group.
l The PDCH repacking is triggered when the number of converted PDCHs does not reach
the expected number or the PDCH conversion is performed on a TRX that does not have
any PDCH.
l The PDCH repacking is allowed only when the cell load is less than the value of
AMRFULLTOHALFHOTHRESH and the minimum value of
NOAMRFULLTOHALFTHRESH.
l During the PDCH repacking, the BSC traverses all TRXs configured with PDCHs in the
cell to find a TCH that has the most significant impact on the PDCH to trigger a forced
intra-cell handover.
l After triggering the forced intra-cell handover for the TCH occupied by the CS user, the
BSC starts a timer. Another PDCH repacking can be performed only after the timer expires.
l The TCHs that were originally used by CS users can be converted to PDCHs.
7.2 Conditions for Handing over a CS User
If PDCHREFORMING is set to YES(YES), the BSC performs a forced intra-cell handover for
CS users who use TCHs in the selected channel group.

7.3 CS Users Do Not Support Forced Intra-Cell Handover
The BSC cannot trigger a forced intra-cell handover for the following CS users:
l CS users in DTM connection state
l VGCS or VBS users
l CS users who are being releasing
l HSCSD users
l VAMOS users (This is added for PDCH repacking because VAMOS users cannot be
multiplexed onto the same TCH after being handed over. In addition, forced handover will
increase the cell load.)
l CS users on the TRX where the number of converted PDCHs has reached the maximum
number allowed (This is added for PDCH repacking because the number of converted
PDCHs on the TRX has reached the maximum and even forced handover will not trigger
the PDCH conversion.)

7.4 Precautions for PDCH Repacking
To enable the PDCH repacking, EnPDAdminOpt must be set to ON(On). This enhances the
PDCH continuity and convergence by considering the PDCH continuity during PDCH
allocation, conversion, and preemption.
The PDCH repacking does not apply to cells with a single TRX or cells with discontinuous
PDCHs.
When the traffic is stable (both the CS and PS users keep their current services alive) and the
following conditions are met, ping-pong repacking occurs. This increases forced CS service
handovers. Therefore, do not enable the PDCH repacking in the following scenarios:
l The PDCHs configured on the TRX are not continuous and therefore cannot meet the MSs'
multislot capability.
l The PDCHs on the TRX are not continuous due to the configuration of SDCCHs and
therefore cannot meet the MSs' multislot capability.
l The PDCHs on the TRX are not continuous because some timeslots on the TRX are blocked
and therefore cannot meet the MSs' multislot capability.

8 PDCH Automatic Planning
The PDCH automatic planning function is enabled by setting AutoGprsChPri to ON(On). After
this function is enabled, PDCH automatic planning is triggered again if the setting of one of the
following parameters changes: EgprsSpeChnum, EgprsPriChnum, EgprsNorChnum,
BTRXPRIORITYSWITCH, RAMBCAP, EgprsSpeChnumInn, EgprsPriChnumInn, and
EgprsNorChnumInn.
The BSC enables the PDCH automatic planning function on schedule. This prevents the number
of PDCHs from decreasing after the TRX for planned PDCHs becomes faulty.

Step 1 Select a functional TRX. If at least one EGPRS channel is configured, set channels except
EGPRS channels to GPRS channels.
Step 2 Enable the PDCH automatic planning for the TRX with the highest priority, and plan PDCHs
on timeslots 7 to 0 in sequence, regardless of whether a timeslot is functional.
Step 3 Specify the channel type and meet the number of channels in the following order: EGPRS
special channels >EGPRS priority channels > EGPRS normal channels. Specify the channel
type for a channel only after the channel type for the previous one has been specified.
Step 4 The number of channels of each type is specified by a specific parameter. If the total number
of configurable channels is less than the numbers of channels specified by parameters, meet the
number of channels in the following order: EGPRS priority channels > EGPRS normal channels
> EGPRS special channels.
Step 5 If there are still available channels after EGPRS channels are planned, set them to GPRS
special channels.

To decrease the PDCH multiplexing rate, increase the value of MAXPDCHRATE. This
increases the number of available PDCHs and thereby decreases the number of PS subscribers
multiplexed on each PDCH.
To increase the PDCH multiplexing rate, decrease the value of MAXPDCHRATE. This
decreases the number of available PDCHs and thereby increases the number of PS subscribers
multiplexed onto each PDCH.
CAUTION
Setting MAXPDCHRATE to a large value increases the number of available PDCHs. This may
increase the intra-network interference and deteriorates the Um interface quality.
In this situation, if DYNCHNPREEMPTLEV is set to a value other than LEVEL2(No preempt
of service TCHF) (see section 6.2 "Rules for Releasing Dynamic PDCHs" for more
information), the number of times CS services preempt PDCHs may increase. If
DYNCHNPREEMPTLEV is set to LEVEL2(No preempt of service TCHF), the CS
congestion rate may increase.

that burst CS services preempt channels used by PS services. This deteriorates CS access
performance and PS retainability performance. You need to adjust the values of these
parameters according to the actual network conditions and operators' requirements.
To prevent ping-pong conversions between TCHs and PDCHs, ensure that the number of idle
TCHs calculated by using CHIDLLOWTHR is less than or equal to DYNCHTRANRESLEV.
