"Mr. Speaker, it is important to lessen the lifelong stigma of a
criminal code conviction for minor possession of a small amount of
marijuana for personal use, but I have difficulty with the method of
achieving this goal and with the resulting penalties which appear to be
too weak. The arguments for the insulation of our inquisitive youth
from a potentially career wrecking criminal record are both laudable
and reasonable, however, I remain concerned that there must be
significant penal consequences for possession of larger quantities of a
hazardous substance."

"If people can produce marijuana in a home for a year
where $1 million in crop is produced, I think a
$20,000 fine is the wrong message for Canadians. I

"One of the things that I do as a member of Parliament is that I call my
constituents when they send me a note. It just so happens that last night I
had a note on my desk to call a lady by the name of Claire and a phone
number, so I called her. It just so happens that Claire is 60 years old and
she's a user of medical marijuana. She has gone from 17 pills to two pills
since using medical marijuana.
In your opinion, what is more harmful to her body, smoking medical
marijuana to relieve her pain, or the fact that she was taking 17 pills at one
time? So if you go from 17 pills to two pills and medical marijuana, what
harm can that do?"

In the same week that Statistics Canada reported on
the country's economic growth, the Liberal leader said
that his priority was to make it easier to possess and
use marijuana. The census, marijuana, it seems like

He cited a Fraser Institute report that stated the federal government could
realize over a billion dollars a year if pot was legalized.
But London West Conservative MP Ed Holder said he couldnt disagree more with
the figures. Price, he said, will still create competition between the legal outlets
and drug dealers.
That does not go away because its been legalized, he said. The underground
economy does not go away.
Plus, Holder said, hes never known of a situation in which a person using hard
drugs didnt start off with marijuana.
If you ask our local (police) chief if he thinks marijuana should be legalized, it
would be interesting to get his reaction to that. I imagine hed say no. The
previous chief said no because it leads to other things, Holder said. At what
point do you put money ahead of principle?

The devil is in the details, wed have to work out exactly how it could be
regulated and taxed, he said. I havent studied the details as to how wed
change the marijuana laws, so Id have to look at those to make sure it
works.
The idea, according to Hsu, is to regulate and tax the drug. The
government, then, would have more control over its availability, meaning
less gang violence and lower policing costs.
The evidence seems to suggest that getting marijuana out of the hands of
criminals might be a better way of dealing with any problems that come
with it, he said.

Have you done any research around whether it decreases the use of prescription painkillers? I've dealt
with a lot of cancer patients, in particular, and I know that people in the health care system
offered it as a form of treatment for patients, depending on what they were going through at the
time. I'm just wondering if there's any evidence that it can reduce the use of painkillers, for example,
for people who are suffering in that way.

My primary area of research is called the cannabis substitution effect. That's a phenomenon where
people either consciously or unconsciously use cannabis instead of using prescription drugs, alcohol, or
illicit substances. The evidence suggests that approximately 80% of medical cannabis patients use
cannabis instead of prescriptions drugs. About 50% use it instead of alcohol and about 35% use it
instead of illicit substances. So, the retrospective studies certainly suggest that many, in fact the
overwhelming majority, of medical cannabis patients reduce the use of pharmaceutical drugs by using
cannabis.
