Welcome New Members!!

I am Rachel, your VP, and we are all SO excited to have you as members, whether you are on-floor or
off-floor. We hope that you find your home here. We are a family, and you are already part of it!!
For starters, this packet is NOT as scary as it looks. What youll find here are four mains things.
First, on the next page is a form with different activities on it. This is what we are calling the packet.
Instructions on how to complete the packet are on the back of it, but dont worry, its really easy. The
completion of this packet earns you your Photo House shirt, and is your official ticket into Photo House.
The first person to complete this packet AFTER the egg hunt (see instructions) gets a prize, as does the
first person to complete ALL the activities, not just the required ones.
Next is a sheet with all the links you should need throughout the year, including the link to a google
documents folder, link to the Facebook page and to the calendar, which will have all the meetings and
activities for the year (including this week!). There are also instructions on how to add the calendar to
your Gmail account and how to get notifications (if you need them). All of these can also be found in the
Google folder, which is where we will post copies of documents throughout the year as needed. Even
this packet is in the folder in case you lose anything.
The index card is for the cork board, which will get a better name than the cork board eventually. For
now, it is the place where each member has an index card with a few details about them. This may be
useful when traveling, looking for someone to study or eat with, or looking to learn something new. The
other side of the cork board is for flyers, lost and found or notifications. While the whiteboard up front
by the elevator is taken care of by the VP, this board can be used by anyone to notify floor about events,
ride boards, trips or questions. Some examples are already up on the board, and you can bring yours to
the next floor meeting to be put up by E-board.
The last section in the packet is the Photo House constitution. It is the basis for the processes and rules
of Photo House. It may seem like it isnt important, but it really does impact a lot of what goes on, and it
may also answer a lot of questions for you such as what different positions are responsible for, the
facility guidelines, or what some requirements there are for membership. Please read it and sign the last
page, you will need to hand in the last signed page with your completed packet.
To wrap this up, just a few housekeeping things: My room is located on the far end of the T, and
Rebeccas (the president) is in the single over by the gallery. If you have any questions, concerns, or just
want to talk feel free to drop by! Our doors are open. Speaking of which, we have an open door policy
on floor. This means that unless you truly do not want company of any sort, we ask that you keep your
door open. Its a tradition to use bricks and paint them for door stops, and that will happen over the
course of the next month or so. In the meantime, find myself or any returning member for help with a
doorstop, we all have some tricks up our sleeves.

Egg Hunt and Packet Instructions:
The Egg Hunt will take place Sunday, August 31
st
. This will consist of a time where you will be brought
around floor to different E-Board members to complete activities on your packet and you will receive
your shirt at the end. At this time, ALL E-board members will be on floor, so this is a fantastic time to get
your packet complete, rather than just started. However, the packet itself is not officially due until
September 14
th
, and it must be completed to retain membership privileges.
To finish this packet, you must complete 6 of the activities in the table (one in each category). After you
complete an activity, you must find the E-board member above the activity to initial or stamp the
activity saying you have completed it. When this packet is finished, you will need to turn it into either
Rebecca or Rachel. First person to complete the packet will receive a prize, and the first person to
complete all the activities on the board will also receive a prize.

Article I. Name
The official name of this Special Interest House, located on the fourth floor of Nathaniel Rochester
Hall, is Photo House.
Article II. Derivation of Authority
Photo House shall recognize that it receives its right to function as a Special Interest House from the
Department of Residence Life at the Rochester Institute of Technology in conjunction with the
Residence Halls Association. Members are subject to all rules set forth by these organizations as
well as all rules set forth by this Constitution.
Article III. Mission
The Mission of Photo House is to provide a community where students of all majors can exchange
ideas, gain experience and knowledge regarding photography, have use of the facilities (Darkroom,
Studio, Gallery, and Print Finishing Room) on the residential side of campus, and provide a
welcoming atmosphere, where students can learn, support, and collaborate with their peers and
faculty.
Section III.I. Goals
In order to accomplish this Mission, Photo House aims to complete the following goals throughout
the year:
Invoke a sense of responsibility and professionalism in floor members to respect others and
their living environment.
Provide regular community service and social events, allowing members to become more
involved with their peers and enrich the community.
Host and/or promote numerous lectures, gallery shows, and workshops for students in
order to increase their knowledge of photography and other medias.
Maintain facilities through the Facility Manager.
Article IV. Membership
Membership is open to all RIT/NTID students showing a definite interest in photography, who are
enrolled in any program and are in good standing in accordance with the standards set forth by this
constitution and the Special Interest House Bylaws. Incoming freshman will be accepted based on
guidelines set by Residence Life.
Section IV.I. Membership Categories
On-Floor Members: The individual has submitted an application and has been accepted by
the House. He/She is entitled to full membership benefits and use of all facilities and
equipment.
Off-Floor Members: An off-floor member is evaluated in the same manner as an on-floor
member. He/She has the same rights and responsibilities as on-floor members. After an off-
floor member has paid dues, he/she may submit a card-access form to the Residence Life
Advisor. This form will gain the member entry into Nathaniel Rochester Hall and Photo
House.
Alumni: All former House members in good standing (See Section VII.IV) are encouraged to
continue communications with the House and are invited to attend any and all functions. In
order to be an Alumnus, he/she must have previously been an on- or off-floor member of
Photo House for at least one full semester. An alumnus may vote on House matters if he/she
is in attendance at House meetings. Alumni are exempt from any dues. Alumni may be asked
to pay for personal costs if they wish to attend an activity funded by Photo House. Use of
House facilities is permitted but active members have the first priority. Any alumnus who
wants card access should contact the President and Facilities Manager.
Residential Advisor: RAs have the option of being regular members of the House, as long as
they have been accepted into the House by the acceptance procedures. If an RA that was
previously a member does not wish to continue his/her membership, but would like to be
involved in Photo House, he/she may be treated as an Alumnus.
Section IV.II. Membership Responsibilities
Members, on or off-floor, have the following responsibilities:
Pay yearly dues
Attend all scheduled House meetings and mandatory programs
Should express a positive and active interest in House functions
Follow all the Facility Guidelines
Represent Photo House in a professional manner
Section IV.III. Acceptance Objective
In reviewing membership applications, the Executive Board is looking for dedicated members with
a high level of interest and respect who are willing to put work into the House.
Section IV.IV. Acceptance Procedures
Incoming freshmen must submit an application through the Housing Portal to be considered for
membership. Current and incoming Executive Board members will review these applications and
score them to determine eligibility for membership.
The procedure for scoring applications is as follows:
Each application is read and scored by three members in good standing. Scoring is based on a scale
of one to five for the following categories:
All potential members that arrive in the beginning of the year must complete the mandatory New
Member Packet within the given timeframe to become a member.
Those who wish to join part way through the year must attend a Photo House meeting, and then
meet for an interview with the Executive Board. The Board will vote on eligibility.
Section IV.VI. Dues
The dues for on-floor members of Photo House are one hundred ten dollars per year, which are
added to the students account. Dues for off-floor members of Photo House are seventy-five
dollars. Dues are non-refundable.
If a member joins during the spring semester, dues will be reduced by half.
The RAs are exempt from all House dues unless they are accepted as an active member of the
House.
Section IV.VII. Attendance
Attendance is mandatory at all House meetings as well as programs and committee meetings
announced as mandatory. Members are encouraged to attend non-mandatory programs as well.
Attendance at these events can count in one's favor during evaluations.
All members are permitted two unexcused absences from House meetings per semester. After three
unexcused absences from mandatory events (including weekly meetings), the member will be
immediately docked for one week, starting on the Monday following their third absence.
Unmet requirements will result in two week docking per missed requirement. Respective chair or
Executive Board member must approve excuses for absences from events. All excused and
unexcused absences must be documented.
If a member has an emergency situation preventing him/her from coming to any mandatory House
event, he/she must contact the Secretary, President, and/or Vice President. Any circumstance that
is debatable shall be brought to the Executive Board meeting to be discussed and voted upon by the
Executive Board or Judicial Board (See Article VI) depending on the situation.
Section IV.VIII. Event Attendance Requirements
All members must attend three social events per semester.
All members must attend one Photo House-approved lecture per semester.
All members must participate in two community service events per semester.
All members must participate in one fundraising event per semester.
All members are required to assist in one Open House per semester.
All members with less than two semesters of previous membership will be expected to
participate in the Freshman Project, as determined by the Treasurer.
Note: If for some reason there is a conflict for a particular member attending these events, they
may, with prior permission from the chair in question, attend another approved event.
Section IV.X. Membership Withdrawal
An on-floor member may request to withdraw from the floor at any time by meeting with the
Resident Coordinator and by letting his/her intentions be known to the Resident Advisor ,
President, and Residence Life Advisor. If a member only wants to withdraw his/her membership,
but not move from floor, only the President needs to be notified.
Dues will not be refunded after week five of becoming a member.
In the event that a member is found guilty of harassment (including assault, bullying, or otherwise
physically or mentally abusing any other member, RIT student, or member of society), stealing,
destroying, vandalizing, or defacing House or RIT property, then his/her membership status will be
eligible for revocation if deemed necessary by Judicial Board.
Section IV.XI. Membership Renewal
Upon returning from a mid-year leave of absence, members must request and receive a typed letter
from the President stating they have permission to reside in the House, space permitting. Housing
priority will be given to previous members returning from leave of absence. See Section IV.XVI for
housing information.
Co-op is considered a leave of absence.
Section IV.XII. Membership Requirements
Photo House members will treat others and be treated with respect, and as equal members
within the Special Interest House.
Photo House members are expected to act with professionalism when representing Photo
House.
Each member will be given an equal vote in floor-wide voting situations.
If a member is brought up for a judicial review, he/she will be given at least a weeks
notification prior to the review.
Photo House members will be held responsible for adhering to the RIT Student Conduct
Process and/or any Campus Safety investigations, and will not violate the Terms and
Conditions of RIT Housing or Student Rights and Responsibilities.
House members must follow the Residence Life Housing Contract and the guidelines
outlined by the Photo House Constitution.
Members will respond in an appropriate amount of time to any reasonable request by the
Advisors, and any staff member of the University.
House members must pay one hundred percent of fees outlined in Section IV.VI (and fines if
applicable).
House members must attend all House meetings, committee meetings, and otherwise fulfill
the attendance policy as explained in Section IV.VII and Section IV.VIII.
House members must participate in their committee's responsibilities and activities.
House members must respect House property.
House members must follow facility guidelines.
At the beginning of the year, each member must sign an agreement to follow the rules and
guidelines established in this Constitution.
Note: If a member is interested in reading the Standards or SIH Bylaws, he/she should contact the
House Advisor and he/she will provide the member with a copy.
Section IV.XIII. Committees
Each member will be required to join a committee with the exception of the Executive
Board.
The approximate number of members on each committee will be planned before the
beginning of the school term by the Executive Board.
At least 5 committee meetings will be held each semester.
Committee members are expected to consistently attend committee meetings throughout
the year. If members fail to attend a majority of meetings, the issue will be brought to the
Executive Board.
The Executive Board has the right to vote on the dissolution of any committee that is
deemed to be not fulfilling its duties to the House and call for a reorganization of that
committee.
Section IV.XIV. Academics
The House, as a whole, should maintain a 2.9 GPA as requested in the Special Interest House by-
laws. Individual members should maintain a 2.0 semesterly and cumulative GPA. The Residence
Life/Faculty Advisor, with the approval of the Executive Board, will have access to individual GPAs
to assist individual students.
Section IV.XV. Housing Stars
Housing Stars are to be awarded to members who have contributed towards improving the House
in any way. Members can propose a candidate who they believe has earned a housing star, and it
will be awarded by a simple majority vote from the Executive Board. Housing Stars are to be
recorded by the Vice President. At the end of every semester members may receive Housing Stars
from extra events, given proof of attendance: one for every extra event participated in above basic
requirement. If a member has missed a single requirement, a housing star may be used to fill that
one requirement.
Section IV.XVI. Housing
The President will appoint an E-Board member to act as the Housing Representative for the
following year. The Representative works with the Residence Life Advisor determining the room
assignments for the following year.
Priority for room choice goes to longest standing E-Board members, longest standing member, then
in order of amount of Housing Stars, then passing members who want to live on floor next year. A
lottery will be held to resolve ties to the amount of housing stars, and members must be in good
standing with the floor. E-Board will decide, by a simple majority, if any member will have the
privilege to live on-floor the following year. Under no circumstances may a member "buy out" a
double room as a single.
Article V. Evaluations
Section V.I. Evaluation Policy
A House evaluation is to take place four times each academic semester (as detailed below). The
process of evaluation is done to ensure that every member of the House participates in House
functions and upholds his/her responsibilities as a House member. One of the mid-semester
evaluations will be for chair positions.
If the President is the Executive Board member receiving the warning, the Vice President will
deliver the warning to the President and speak to them about the process of improvement.
Section V.II. Evaluation Criteria
Evaluations will be based on members meeting the previously mentioned membership
requirements.
Section V.III. Process of Evaluation
One Mid-Semester for chairs
Two Mid-Semester for the Executive Board
One end of semester formal evaluation for all members.
During the 4th and 8th week of each semester, the floor (with the exception of the Executive Board)
will meet with the President to judge the overall effectiveness of the Executive Board. The only
member of the Executive Board in attendance will be the President, who will act as a moderator.
The Vice President then steps in to get an evaluation of the President.
Warning (Mid-Semester only): This member will meet with the Executive Board to discuss
problems and solutions to remedy the problems, and their status may be in jeopardy during future
evaluations. After the second warning, the member will be sent to the Judicial Board, where the
terms of his/her probation will be determined.
Reasons for this course of action include any of the following:
Being docked from any facility twice in a semester.
Not fulfilling committee requirements
Having recurring problems regarding Housing Contract.
During the 12th week the Vice President will prepare and administer formal evaluations as outlined
below:
1. Included in evaluations are:
a. Evaluations of each member organized by their committee.
b. Evaluations of the Executive Board members
2. Each member is responsible for:
a. The numerical evaluation of every member of their committee based on criteria determined
by the Vice President.
b. Comments about all members of their committee as well as any other floor members at
their discretion.
c. Comments about all Executive Board members.
The forms must be submitted within one week from distribution, otherwise resulting in
docking for the first two weeks of the following semester or potential loss of his/her
standing with the House.
The Vice President will compile the comments. Also during this time all other relevant
information will be gathered.
3. Information that will be considered in the evaluation of House members:
a. Any positive/negative recognition
b. Attendance at House meetings and activities
c. Fulfilling Committee requirements
d. Fulfilling House contract and Constitutional obligations
During the week following completion of evaluations, all of the evaluations and relevant materials
will be brought to a special closed Executive Board meeting. At this meeting, all Executive Board
members will come together and discuss the results of the general evaluations. Warning, Passing or
Failing scores will be defined as a part of the evaluation process on a semesterly basis by the
Executive Board. A failing score will result in probation for the following semester to be determined
by the Executive Board. For Executive Board members, receiving a score below the average possible
score will be considered failing.
Passing: This member has displayed characteristics of an acceptable member.
Failing: (Leads to Probation): If a member receives a failing evaluation score, the Executive Board
will determine whether he/she must present his or her case in front of the Judicial Board in order
to determine repercussions and/or methods of improvement. Those placed on probation are
determined by the Executive Board.
Members placed on probation have the right to appeal the decision to the Executive Board by giving
the Vice President a written appeal. The appeal is brought to the Executive Board and the appellant
attends the meeting to state their reasons for the appeal. If the appeal is refused, the appellant may
not appeal again. This does not apply to first semester members of the House. The names of all
members placed on probation will be delivered as a written list to the Residence Life Advisor and
the Academic Advisor for consultation purposes.
If the Vice President is placed on probation, he/she must cede the position of Evaluations
coordinator. All Executive Board members who are in good standing shall complete the evaluation
process.
Individuals have a right to know how they were personally evaluated and their standing in the
House. Individuals wishing to know this information, however, must schedule an appointment with
the Executive Board and cannot hound Executive Board members, particularly the Vice President,
for this information.
The Executive Board does not have the right to disclose the names of those who have failed with
any other member. If the individual would like others to know of his/her probation, it is his/her
option, but the Executive Board itself should not be involved in this disclosure.
If an Executive Board member is warned or fails in two consecutive evaluation periods (mid-
semester or end of semester), that member will be placed on the Executive Board Probation. Should
this happen, the President (Or the Vice President, if the President is the member in question) will
ask a floor member not currently serving on the Executive Board to begin taking responsibility for
the failing Executive Board member. This member, when possible, should be from the committee of
the failing Executive Board member. Five weeks after the second failing/warning evaluation period,
if the general membership determines that the Executive Board member has not begun to perform
adequately, then the member will be removed from the Executive Board. An advisor must be
present at this meeting.
Note: No Executive Board member may be involved in the evaluations of themselves.
Article VI. Judicial Board
Section VI.I. Mission
To complement Executive Board in maintaining the stability of the organization.
Section VI.II. Means
Judicial Board members are available to serve as a jury for personal Photo House issues that arent
already resolved by the President and/or Executive Board. Problems should be outlined in the form
of an email to the Vice President, who will then conduct a "hearing" on Sunday after the floor
meeting. The issue will be presented, debated, and voted on by current Judicial Board members.
The Vice President will then relay the verdict to the members involved in the dispute, and may or
may not choose to address the topic at the next week's floor meeting. All cases will remain
anonymous unless requested otherwise by the parties involved.
Section VI.III. Judicial Board Eligibility
In order to serve on Judicial Board, a member must meet the following requirements:
Must live on floor
Must not be an Executive Board Member
Must not be on probation
Must not have a specific conflict of interest with current discussion
Section VI.IV. Structure
Off-floor members may use the system but are not required to serve on the jury. In addition, the
Vice President will keep a log of all reports and events.
Each Judicial Board will be randomly determined case-by-case by the Vice President from a list of
eligible members. The selected board will be kept private.

Section VII.III. Executive Board Meetings
The Executive Board shall meet once every week or as customary before the main House meetings.
The Executive Board shall report proceedings to all members at the House meetings. Executive
Board meeting minutes are available upon request except in the case of a closed meeting.
An Executive Board meeting requires that at least a majority of Executive Board members be
present. Board members must attend all meetings unless they have a documented conflict.
Executive Board members must be in attendance at 3/4 of the meetings
The Executive Board's main function is to set up goals for the House and to help the House to
accomplish these goals. House problems are discussed amongst Executive Board before they are
presented to the House. Regularly scheduled Executive Board meetings are open to all House
members. However, should the Executive Board require a closed meeting they may do so.
Only Executive Board members have the power to vote in Executive session. Any Executive Board
member may request a secret ballot at any time; otherwise, voting is conducted by show of hands.
In the case of a secret ballot, a closed board meeting may be held.
In order to debate a decision made by the Executive Board, a written appeal must be brought to the
next Executive Board meeting. The petition should be signed by a majority of the House. Appeals
cannot be made against The Photo House Constitution or RIT Policy.
The Executive Board acts as the ruling government of Photo House. The Executive Board shall act as
House leaders and will act to accomplish House goals. Yearly, the Executive Board will submit a
statement of goals and accomplishments to its members and to Residence Life (End of Year Report).
All major decisions made by the Executive Board will result from a vote of the members of the
present Board. A simple majority is needed.
Section VII.IV. Executive Board Qualifications
Candidates are to be in good standing with the House and RIT, according to the conduct rules
described in the Photo House Constitution and the Residence Coordinator for Nathaniel Rochester
Hall (NRH). Good Standing is defined as: consistently passing evaluations, maintaining a good
representation of a Photo House member, as determined by Executive Board, as well as upholding
the requirements listed below.

No Board member shall hold more than one Executive Board position within any Special
Interest House, including Photo House.
Off-floor members may run for office as long as they have shown the ability and desire to
fulfill the committee responsibilities. Alumni may not hold office; if the alumnus wishes to
hold office he/she may become an active member, and then run for office.
All Executive Board members must remain in good conduct standing throughout their term.
Involvement in any violation outlined in the Students Rights and Responsibilities
Handbook or the Terms and Conditions of housing could jeopardize the status of an
Executive Board member of the House. If an elected officer does not meet these criteria,
he/she must resign and follow all procedures as outlined in Section VII.V.
The official term for the officers is summer through the end of the following Spring
Semester. After elections in the spring, new Executive Board members shadow their
predecessors and attend all Executive Board meetings. Shadowing includes performing a
task involved with the next years elected position before the end of the academic year.
Section VII.V. Executive Board Resignations
Any Executive Board member may resign from office by submitting his/her intentions in writing to
the Executive Board. The resignation shall become effective when the resigning Executive Board
Member notifies both the President and his/her Committee (if applicable) in writing. Notification of
the open position is made at the following Floor meeting giving committee members priority and if
no interest is found there, is opened up to the entire membership. Acceptance of nominations for
the vacant position will take place at that House meeting. Elections will be held at the next
scheduled House meeting.
The President will temporarily assign any committee without a Chair to an Executive Board
member until the position is filled.
Article VIII. Election Procedures
Section VIII.I. Executive Board Elections
There are two main procedures involved in electing the Executive Board for the following school
year. Nominations for Executive Board positions will take place two weeks before elections.
Elections for all positions shall take place between the fifth and tenth weeks of the Spring Semester.
The exact dates of nominations and elections will be determined and announced by Executive
Board during the first week of Spring Semester. Barring cases of resignation or impeachment, the
people voted in at this time will occupy the position for the entire year.
Note: Period of office (barring impeachment or resignation) begins at the beginning of the summer
and ends at the end of the following Spring Semester.
The other procedure is voting in the fall semester on remaining or unfilled positions.
Week two of Fall Semester, nominations will take place once again for these positions. Nominations
are open to the entire House. Voting will take place at the following week's House meeting.
Section VIII.II-1 Chair Appointment
Chair positions are open for applications by members in good standing the two weeks following
Executive Board elections of Spring Semester. Applications will be submitted to Executive Board
within those two weeks and speeches will be delivered during the following Executive Board
meeting. Chair positions will be chosen by Executive Board to then be approved and appointed by
House during the following House meeting by majority vote. The meeting in which speeches are
given is open to members; however the initial decision is ultimately made by Executive Board
before presenting for approval by House.
If an Executive Board selected chair is not agreed on by a majority of House, the position will not be
appointed and be open for re-application. Any applicants will have one week to apply and present
to Executive Board for discussion to be voted on by House again that same week.
The application for any chair position is determined by the current Executive Board. The
application for each chair position can remain the same or vary by position.

Members running for chair positions outside of the Spring application period will not follow the
procedure set for chair appointment, but will instead follow the voting process for Executive Board.
All unfilled positions go through this same process at the beginning of the new academic year
beginning week 3 of Fall Semester.
Section VIII.II-2 Chair Re-Appointment/Transition
If Executive Board or any other house member finds a chair not fulfilling his/her position's duties at
any time, the chair position can be transitioned. Any member can approach Executive Board with
the concern of a failing chair, but to determine whether or not a chair is failing and needs to be
transitioned is up to the Board. After the concern is brought up to Executive Board, it is discussed in
a closed meeting with the chair in question. After the discussion, Executive
Board will vote on the transition and will be decided by a majority vote of present Board members.
Section VIII.III. Voting
In all cases, each nominee shall have equal time to make a speech in front of the House before any
election. Opposing nominees will leave the room during an opposing speech. House members in
good standing (Section VII.IV) interested in an office for the following year may seek nominations
for election. Those interested may nominate themselves or be nominated by another member. This
nomination must be seconded, and accepted by the nominee.
Those interested in running for a position must be present at the election in order to run; excused
absences are considered absent for the purpose of elections. At least one weeks notice must be
given to the floor before the election meeting to give ample time for members to prepare.
Members may run for up to two positions. If a member is nominated for more than two positions,
he/she must choose the two positions he/she wants to run for. If a member does happen to win
multiple positions, he/she shall choose which position he/she wants, and the runner-up to the
other position will take that one.
Election procedures include the following:
Votes shall take place by a secret ballot. There shall be no voting by members not in
attendance at the meeting.
A simple majority shall determine the winners.
A candidate running unopposed must have a simple majority.
Write-in votes shall be accepted.
An advisor shall tally the votes while the meeting is still in attendance and shall let the
results be known within twenty-four hours.
In the case of a tie, the Executive Board will hold a secret ballot. If another tie occurs, the
candidates will prepare an anonymous written statement to the advisors within twenty-
four hours, who will then pick from that pool.
Current Executive Board members cannot vote on newly elected Executive Board members
except in the spring when the following years Executive Board is being elected.
Article IX. Impeachment
Any Executive Board member can be impeached. In order to begin the impeachment process, the
petitioner must meet with the Residence Life Advisor. Impeachments may then be initialized by
petition, in writing, signed by 66% or more of the active members, and then presented to Executive
Board members in a regular Board meeting. With a professional, well-presented case, at least 75%
of the Executive Board must be present to then vote by secret ballot with a simple majority
denoting the outcome. Ballots shall be counted by Residence Life Advisor. Regardless of the
outcome of this vote, the Executive Board member being impeached will be considered failing in the
next evaluation period.

In the event of a tie, the impeachment decision is brought to the Judicial Board. At the next Judicial
Board meeting, the accuser(s) and the accused shall present their case to the Board. After both
sides are heard, a secret ballot shall be taken. The Residence Life Advisor shall count the votes and
let the results be known immediately after the meeting. Majority makes decision.
Article X. House Meetings
The President will be the moderator of all House meetings. The Secretary will take minutes of the
meetings and keep a record of attendance. The purpose of House meetings is to keep members
informed of all House activities and to provide an arena for discussion of all House events. House
meetings will occur at least once every two weeks, but should normally be held on a weekly basis.
Any voting can be done with members who are present at the current meeting, with results taken
by a simple majority.
Article XI. Faculty/Staff Advisors
The House shall have at least one College of Imaging Arts and Sciences Faculty Advisor. Advisors
should be kept informed of House events and decisions in order to better serve the House.
Any member can make nominations for Advisor to the Executive Board. Nominees are encouraged
to come and visit with the House and meet its members. Elections for the Advisor will take place by
a simple majority as defined by Article VII. The final invitation for the next year will be made during
week nine of Spring Semester. The invitation will be given in person by the President along with a
copy of the Constitution and a list of expectations. Acceptance of the invitation must be made within
a week of reception so that there is ample time to compensate for rejections.
The Advisor will serve for a period of one calendar year starting at the beginning of the Fall
Semester with the option to return with favorable standing by a simple majority of an Executive
Board vote. Current Academic Advisors in good standing have priority over new nominees. An
Advisor may resign by submitting a written resignation letter to the House. The resignation will
become effective when read to the House members at the next House meeting.
All Executive Board members are encouraged to establish or continue a relationship with faculty or
staff members who are appropriate to their jobs and with whom they are comfortable discussing
House issues
Article XII. Facilities
Section XII.I. Sign up
The facilities managers of studio and darkroom will post the sign up lists on Sundays after
the floor meetings.
Alumni are not able to reserve facilities space but are allowed to use the facilities if there is
open time. However, if they are currently using the space, they cannot be removed until the
next reservation period, or their time limit (as set forth by The Facility Guidelines
(Appendix A)) is reached.
If these policies are abused, the Judicial Board will review the individual case.
Facilities are not to be used by members during the time of the floor meeting.
A facility head has the right to close a floor facility for up to a week, with a notification made
at the prior floor meeting or by email to all members in the case of emergency. Anything
longer than a week requires a simple majority from the Executive Board.
Section XII.II. Clean up/Check out
Facilities (Studio, Darkroom, Gallery, and Print Fin) will be clean and ready for the next scheduled
member after each use. Another Photo House member (trained in the respective area) must check
the scheduled member out of the facilities and sign for the condition. If the facilities are left in poor
order, both members will be docked for one week from all facilities (Appendix B).
Alumni are also required to check in and out of facilities when he/she wishes to use them, and can
be docked for the remainder of the term if left in poor order (Appendix B). To be able to use the
facilities, alums must reapply for access each year, and be approved by Executive Board before
application. Alums who use the facilities are expected to maintain presence and communication
with the House. If he/she does not have key access, he/she must receive it from the Facilities
Manager.
Section XII.III. Facilities Upkeep
All members must participate in training before using any of the facilities. All members must keep
the facilities clean as outlined by the Facilities Guidelines (Appendix A)
Member dues pay for regular facilities upkeep. However, in a case where equipment is broken in
violation of Photo House or RIT policy, the individual causing the damage will be responsible for
any monetary expenses. The Executive Board will determine student responsibility for damages. At
least one Photo House Advisor must be present at this meeting.
Section XII.IV. Training
Each member must be trained in all facilities, excluding the Gallery, by the respective chair before
he/she is allowed to use that area. Training should be started by week three at the latest in all
facilities. A list of trained members must be maintained.
Section XII.V. Chemical Usage
Photographic material is only allowed to be developed on floor in the darkroom. Developing
photographic material in the bathrooms or anywhere else on floor is prohibited. Misuse of
darkroom materials (as defined by RIT and governmental policies, including chemicals used outside
the darkroom) results in:
1st offense: Docked from all facilities until the end of the semester, and meeting with an
advisor (Appendix B)
2nd offense: Photo House membership revoked
Section XII.VI. Demos
Any member may set up an appropriate facility demo at any time to improve and teach techniques
in the facilities. Non-Photo House members can set up demos with Executive Board approval as
long as they sign a waiver assuring that they pay for any damages that may occur during the demo.
Article XIII. Financial Management
All expenditures require prior approval from the Treasurer.
All expenditures over $50 will need an Executive Board simple majority vote in favor of the
expenditure.
All expenditures over $350 will need a general membership simple majority vote in favor of
the expenditure in addition to the Executive Board vote.
10% of dues are separated from the annual operating budget each year in an emergency
fund to ensure that Photo House will always have a financial cushion.
To get access to this fund, 75% of Executive Board must agree on a use. 75% of the House
then must agree as well. All votes will follow the guidelines set in Section VIII.II.
A percentage budget will be outlined and agreed upon by Executive Board within two
weeks of receiving the budget plan from Residence Life.
Article XIV. By-Laws
By-Laws of Photo House can be proposed verbally at any House meeting by a member in good
standing. To approve a By-Law, an immediate vote shall be taken by a show of hands and a simple
majority is needed for passage as under voting procedures defined in Article VII. All By-Laws
require the approval of the Residence Life Advisor.
Photo House By-Laws:
There will be no hazing of any kind within Photo House in accordance with the New York
State Hazing Laws.
No major policies or procedures may be made or altered without a simple House majority
vote. Minor changes (such as grammar) may be made freely as long as they dont change the
meaning.
Always remember that as a member of Photo House, you represent Photo House whether
you are on campus or off and regardless of what activities you are engaged in. You must
conduct yourself in a respectful, professional manner that does not damage the reputation
of Photo House.
Article XV. Review
At the end of the school year, both the newly elected and current members of the Executive Board
must review the Constitution, and evaluate the structure and effectiveness of the Executive Board.
This will occur after elections are complete.
Appendix A. Facility Guidelines
Section I. General Guidelines
Members are responsible for cleaning up after themselves
All facility chairs must form a committee when asked in the Fall
If a member is found responsible of leaving a facility in poor condition, the Facilities
Manager can designate the member to clean with the relevant facilities committee for one
cleaning session. A second offense of this results in the same cleaning duty along with one
weeks docking.
Section II.I Print Finishing Room
No food or drink will be permitted
Carts must be returned when not in use
Personal files must be kept off of the Print Finishing Room computer
Members are required to record any printing he/she has done in the lab in the print log
Damaged equipment must be immediately reported to the Print Finishing Room Chair or
Facilities Manager
Section II.II Studio
No food or drink will be permitted unless used as a prop
Members are required to sign up for time slot, with a maximum of six hours per week (up to
two additional hours with permission from the Studio Chair or Facilities Manager)
Members are required to be checked out after usage by another member trained in the
Studio and this member must sign for the condition
Damaged equipment must be immediately reported to the Studio Chair or Facilities
Manager
Members are permitted to sign out equipment from the Studio with permission from the
Facilities Manager and/or President for his/her scheduled time slot. Return of this
equipment must be recorded in the studio log as with any usage
Section II.III Darkroom
No food or drink will be permitted
Members are required to sign up for time slot, with a maximum of six hours per week (up to
two additional hours with permission from the Darkroom Chair or Facilities Manager)
Members are required to be checked out after usage by another member trained in the
Darkroom and this member must sign for the condition
Damaged equipment must be immediately reported to the Darkroom Chair or Facilities
Manager
Online chemical training must be completed by all members who wish to use the Darkroom
within the first three weeks of membership. The certificate must be printed and handed in
to the Darkroom Chair before he/she uses the facility
After first use, fixer must be placed in the semi-exhausted jug. This jug should be tested, and
must be used until it is exhausted. When it is exhausted, it must be moved to the exhausted
jug, and new fixer may be used
Section II.IV Gallery
Members are responsible for being respectful of work that is on display
Food and drink is permitted in the Gallery within reason
The temperature should not surpass 70 degrees Fahrenheit
Members are permitted to use the Gallery for personal use within reason. Any questionable
purposes need to be approved by the Gallery Chair or Facilities Manager
Prints are displayed and archived in a professional manner
Appendix B. Docking
Section I. General Guidelines
Docking is the process by which members or alums access to facilities is revoked in the event of
unexcused absences, misuse, violation of appropriate policies, or failing to fulfill membership
requirements. Docking can also be determined by Judicial Board if deemed necessary. Docking lists
will be posted on each of the facilities doors at the beginning of spring semester; all other docking is
not public. Docking will be immediately communicated to the appropriate member through email
by the Vice President.
In the event of three unexcused absences from House meetings, immediate docking will occur for
one week. Docking at the beginning of Spring Semester is determined by missed fulfillments from
Fall Semester, one week for each missed requirement, with a maximum of six weeks. Members who
exceed this cannot be considered for placement on Judicial Board.
Should a member be found guilty of using facilities while docked for any reason other than a demo,
he/she will face additional consequences as deemed by Executive Board. Should an Executive Board
member or Facility Chair be docked, his/her keys will be revoked and held by the President until
his/her docking term is complete.
Appendix C. Hosting a Lecture
Section I. General Guidelines
Lectures are expected to be hosted by the Lecture Chair, and all lectures should be handled by the
following guidelines.
The School of Photographic Arts and Sciences will be notified of lecture details no later than
a month before the event to allow ample time to advertise
The responsibility of advertising for the event will be determined on a case-by-case basis by
the Lecture Chair, committee (if applicable) and the School of Photographic Arts and
Sciences Faculty
Advertising (if applicable) is expected to be posted around campus two weeks in advance
Lecture must be open to all members of House as well as other members of the RIT
community
Lectures must be held in a public and formal setting
Lectures must be conducted and organized in a formal and professional manner
It is expected that the visiting lecturer be taken on a tour of the School of Photographic Arts
and Sciences, Photo House, and be taken to dinner at the expense of House. Lecture Chair
must invite the House advisors to the dinner, and the lecture committee (if applicable) may
be invited. In the case that no committee is present, the Lecture Chair may invite three
members from floor based on interest
Housing and travel arrangements for the visiting lecturer must be established in advance by
the visiting lecturer, Lecture Chair, House Advisors and Executive Board at the expense of
House if necessary
