Congestion Duration of DCCHs, DTCHs Carried over FACHs for Cell

Measurement Counters
Description
These counters provide the duration for which the DCCHs/DTCHs carried over the FACHs in a cell are
congested. The DCCHs/DTCHs carried over the FACHs are congested when the buffered message cannot
be transmitted on the DCCHs/DTCHs carried over the FACHs within the specified period. The
DCCHs/DTCHs carried over the FACHs are not congested if the buffered message can be transmitted on
the DCCHs/DTCHs carried over the FACHs within the specified period.
Measurement point
The measurement is triggered as long as one DCCH/DTCH is congested when the cell is configured with
multiple FACHs and each FACH carries a DCCH/DTCH. The counter is not measured only when all the
DCCHs/DTCHs in the cell are not congested.
