implemented are the Japanese Government funded Agrarian Reform
Infrastructure Support Project, the Italian Government funded Farming System
Development Project, and Spanish Government funded solar power technology
support for remote communities.
e. Oversee the packaging of area development plans and sectorial plans for foreign,
national and local fund sourcing.
f. Act as member of the Provincial Land Use Committee of the Provincial
Government which is mandated to evaluate Comprehensive Land Use Plans
submitted by municipalities for approval by the Sangguniang Panlalawigan.
g. Act as member of DAR Provincial Management Committee tasked to deliberate
on various management issues brought to the attention of the Committee.
h. Supervise secretariat and other support activities to the Provincial Agrarian
Reform Coordinating Committee PARCCOM (compose of representatives of
landowners, organization, people, cooperatives, relevant government
implementing agencies, NGOs and DAR) as well as the Provincial CARP

a. As Head of Agency, ensure the application of relevant civil service rules and

AIADP is a rural, integrated and resource-based project of the Department of
Agriculture supported by the European Union with funding amounting to 15.43
million ECU and operating in Aurora Province.

House of Congress and House of Senate for budget inclusion to the General
Appropriations Act.
c. Consistent with the Projects Financing Memorandum, oversee the preparation of
yearly detailed workplan and budget and present the same to each of the
Municipal Consultative Committees, Provincial Consultative Committee and to
the Projects Executive Steering Committee. The latter composed of regional
representations from applicable national government offices, NGOs and local
leaders, and chaired by the DA Secretary.
d. Oversee the hiring, scheduling and inputting of expatriates and local consultants
to efficiently achieve its technical assistance support to the projects partners.
e. Ensure the achievement of the projects purpose as specified in the Financing
Memorandum and identify intervention strategies and investment priorities within
its areas of concerns such as socio-economic development, environmental
management and institutional development. These three major concerns, among
others, on crops, livestock, irrigation, fisheries, environment, microfinance,
institutional, job creation, rural infrastructure, health, training and
research/studies. Its general goal is to increase income and level of living of the
general population, and improve the resource base in which this development is
dependent.
f. Establish network of development partners based within the province, as well as
regional or national in scope, to assist in institutionalizing development systems
and programs.
g. Oversee the publication of various studies/researches, thematic reports and
Annual Reports to the Public, and other papers asked by donor agencies.
h. Spearhead the conduct of regular monitoring and evaluation functions as an input
in the planning iteration and identification of actions to be taken for more efficient
internal and external cooperation.
i. Sit as regular member of the Regional Management Committee for Region IV of
the Department of Agriculture which is tasked to discuss/deliberate regional
agricultural development concerns.
j. Sit as member of the Task Force Casecnan, which is an inter-agency group
organized to assist in the alleviation of social; economic impact on the
displacement of the Bugkalot Tribe brought by the construction of the Casecnan
Irrigation and Electrification Project.
