Recalling the deter"ination o# the !eo!les o# the United Nations to save
su$$eeding generations #ro" the s$ourge o# 0ar and to rea##ir" #aith in #unda"ental
hu"an rights
Recalling all Pur!oses and Prin$i!les enshrined in the 1harter o# the United
Nations
Recalling the !ri"ar% res!onsi*ilit% o# the Se$urit% 1oun$il #or the "aintenan$e
o# international !ea$e and se$urit% and acting in a$$ordan$e 0ith the Pur!oses and
Prin$i!les o# the 1harter o# the United Nations
Reaffirming the Se$urit% 1oun$il2s $ontinuing $o""it"ent to addressing the
!revention o# ar"ed $on#li$ts in all regions o# the 0orld
Expressing its determination to enhan$e the e##e$tiveness o# the United Nations in
!reventing and ending ar"ed $on#li$ts their es$alation s!read 0hen the% o$$ur and
their resurgen$e on$e the% end
Recalling that the !revention o# $on#li$t re"ains a !ri"ar% res!onsi*ilit% o#
States and #urther re$alling their !ri"ar% res!onsi*ilit% to !rote$t $ivilians and to
res!e$t and ensure the hu"an rights o# all individuals 0ithin their territor% and
su*3e$t to their 3urisdi$tion as !rovided #or *% relevant international la0 and
#urther reaffirming the res!onsi*ilit% o# ea$h individual State to !rote$t its
!o!ulations #ro" geno$ide 0ar $ri"es ethni$ $leansing and $ri"es against
hu"anit%
Acknowledging the role that $ivil so$iet% $an !la% in $ontri*uting to $on#li$t
!revention

Reiterating the need #or a $o"!rehensive a!!roa$h to $on#li$t !revention and
sustaina*le !ea$e 0hi$h $o"!rises o!erational and stru$tural "easures #or the
!revention o# ar"ed $on#li$t and addresses its root $auses in$luding through
strengthening the rule o# la0 at international and national levels and !ro"oting
sustained e$ono"i$ gro0th !overt% eradi$ation so$ial develo!"ent sustaina*le
develo!"ent national re$on$iliation good governan$e de"o$ra$% gender e5ualit%
and res!e$t #or and !rote$tion o# hu"an rights
Calling attention to the i"!ortan$e o# earl% a0areness and $onsideration o#
situations 0hi$h "a% deteriorate into ar"ed $on#li$ts and emphasizing that the
United Nations in$luding the Se$urit% 1oun$il should heed earl% 0arning
indi$ations o# !otential $on#li$t and ensure !ro"!t and e##e$tive a$tion to !revent
$ontain or end $on#li$ts in a$$ordan$e 0ith the 1harter o# the United Nations
Underlining the overriding "oral !oliti$al and hu"anitarian i"!eratives as 0ell
as the e$ono"i$ advantages o# !reventing the out*rea6 $ontinuation es$alation or
rela!se into $on#li$t
Deeply concerned y the high hu"an $ost and su##ering $aused *% ar"ed
$on#li$ts as 0ell as the "aterial and e$ono"i$ $osts to the $ountries dire$tl%
a##e$ted the 0ider region and international $o""unit% in$luding through the
in$lusive re*uilding o# states and so$ieties in the a#ter"ath o# ar"ed $on#li$t and
recognizing that !ea$e se$urit% and develo!"ent are "utuall% rein#or$ing
in$luding in the !revention o# ar"ed $on#li$t
Affirming that a $o"!rehensive $on#li$t !revention strateg% should in$lude inter
alia earl% 0arning !reventive di!lo"a$% "ediation !reventive de!lo%"ent
!ea$e6ee!ing !ra$ti$al disar"a"ent and other "easures to $ontri*ute to $o"*ating
the !roli#eration and illi$it trade o# ar"s a$$ounta*ilit% "easures as 0ell as
in$lusive !ost4$on#li$t !ea$e4*uilding and recognizing that these $o"!onents are
interde!endent $o"!le"entar% and non4se5uential
Emphasizing the $riti$al role o# !ea$e*uilding and the Pea$e*uilding 1o""ission
in su!!ort o# $ountries e"erging #ro" $on#li$t in !arti$ular through the
"o*ili7ation o# sustained international su!!ort to $riti$al national $a!a$it% needs
Stressing the essential role o# the Se$retar%48eneral in the !revention o# ar"ed
$on#li$t in$luding through earl% 0arning
Stressing also the i"!ortan$e o# the Se$retar%48eneral2s e##orts to enhan$e his
role in a$$ordan$e 0ith Arti$le 99 o# the 1harter o# the United Nations
Taking note of the re!ort o# the Se$retar%48eneral on 9Preventive :i!lo"a$%:
:elivering +esults; 'S/2011/552( and the re$o""endations $ontained therein on
ste!s to "a<i"i7e the !ros!e$ts o# su$$ess in United Nations !reventive di!lo"a$%
e##orts
!oting also that terroris" is an i"!ortant ele"ent in an in$reasing nu"*er o#
$on#li$t situations and that $ountering in$ite"ent to terroris" "otivated *%
e<tre"is" and intoleran$e and addressing the $onditions $ondu$ive to the s!read o#
terroris" $an $o"!le"ent $on#li$t !revention e##orts
Stressing the i"!ortan$e o# a$$ounta*ilit% in !reventing #uture $on#li$ts avoiding
the re$urren$e o# serious violations o# international la0 in$luding international
hu"anitarian la0 and hu"an rights la0 and ena*ling sustaina*le !ea$e 3usti$e

truth and re$on$iliation and emphasizing in this $onte<t the res!onsi*ilit% o# States
to $o"!l% 0ith their relevant o*ligations to end i"!unit% and to that end to
thoroughl% investigate and !rose$ute !ersons res!onsi*le #or geno$ide $ri"es
against hu"anit% 0ar $ri"es or other serious violations o# international
hu"anitarian la0 and international hu"an rights la0
Stressing that the #ight against i"!unit% and to ensure a$$ounta*ilit% #or geno$ide
$ri"es against hu"anit% 0ar $ri"es and other egregious $ri"es has *een
strengthened through the 0or6 on and !rose$ution o# these $ri"es in the
international $ri"inal 3usti$e s%ste" ad ho$ and "i<ed tri*unals as 0ell as
s!e$iali7ed $ha"*ers in national tri*unals= and re$ognising in this regard the
$ontri*ution o# the >nternational 1ri"inal 1ourt in a$$ordan$e 0ith the !rin$i!le o#
$o"!le"entarit% to national $ri"inal 3urisdi$tions as set out in the +o"e Statute
to0ards holding a$$ounta*le those res!onsi*le #or su$h $ri"es= and reiterating its
$all on the i"!ortan$e o# State $oo!eration 0ith these $ourts and tri*unals in
a$$ordan$e 0ith the States2 res!e$tive o*ligations
Reaffirming the i"!ortant role o# 0o"en in the !revention and resolution o#
$on#li$ts and in !ea$e*uilding and reiterating its $all to in$rease the e5ual #ull and
"eaning#ul !arti$i!ation re!resentation and involve"ent o# 0o"en in $on#li$t
!revention and "ediation e##orts in a "utuall% rein#or$ing "anner in line 0ith
resolutions 1&25 '2000( 1/20 '200/( 1/// '2009( 1//9 '2009( 1960 '2010( 2106
'201&( and 2122 '201&(
1? Expresses its determination to !ursue the o*3e$tive o# !revention o# ar"ed
$on#li$t as an integral !art o# its !ri"ar% res!onsi*ilit% #or the "aintenan$e o#
international !ea$e and se$urit%=
2? Calls upon all States to intensi#% e##orts to se$ure a 0orld #ree o# the s$ourge
o# 0ar and $on#li$t=
&? Stresses that the !revention o# $on#li$ts re"ains a !ri"ar% res!onsi*ilit% o#
States and a$tions underta6en 0ithin the #ra"e0or6 o# $on#li$t !revention *% the
United Nations should su!!ort and $o"!le"ent as a!!ro!riate the $on#li$t
!revention roles o# national govern"ents=
4? Reaffirms the dut% o# all States to settle their international dis!utes *%
!ea$e#ul "eans inter alia through negotiation en5uir% good o##i$es "ediation
$on$iliation ar*itration and 3udi$ial settle"ent or other !ea$e#ul "eans o# their
o0n $hoi$e=
5? Recalls 1ha!ter @> in !arti$ular Arti$les && and &4 o# the 1harter o# the
United Nations and reaffirms its $o""it"ent to the settle"ent o# dis!utes *%
!ea$e#ul "eans and the !ro"otion o# ne$essar% !reventive a$tion in res!onse to
dis!utes or situations the $ontinuan$e o# 0hi$h is li6el% to endanger the
"aintenan$e o# international !ea$e and se$urit%=
6? Recognizes that so"e o# the tools in 1ha!ter @> o# the 1harter o# the United
Nations 0hi$h $an *e used #or $on#li$t !revention have not *een #ull% utili7ed
in$luding negotiation en5uir% "ediation $on$iliation ar*itration 3udi$ial
settle"ent and resort to regional and su*regional organi7ations and arrange"ents as
0ell as the good o##i$es o# the Se$retar%48eneral and stresses its deter"ination to
"a6e and $all #or the greater and "ore e##e$tive use o# su$h tools=

the Se$retar%48eneral to $ontinue his earl% engage"ent in the !revention o#

10? Encourages #ield4*ased S!e$ial Politi$al .issions and Pea$e6ee!ing
O!erations to enhan$e their assess"ent and anal%sis $a!a*ilities to !revent rela!se
into $on#li$t 0ithin their e<isting "andates=
11? Recognizes that "ediation is an i"!ortant "eans #or the !a$i#i$ settle"ent o#
dis!utes in$luding 0herever !ossi*le !reventivel% and *e#ore dis!utes evolve into
violen$e and appreciates the e##orts o# the Se$retar%48eneral to $ontinue to
strengthen United Nations "ediation su!!ort $a!a$ities in$luding the .ediation
Su!!ort Unit as a !rovider o# "ediation su!!ort to the United Nations s%ste" in
a$$ordan$e 0ith agreed "andates=
12? Expresses its 0illingness to give !ro"!t $onsideration to earl% 0arning $ases
*rought to its attention *% the Se$retar%48eneral in$luding to the dis!at$h in
a!!ro!riate $ir$u"stan$es o# !reventive !oliti$al "issions and encourages the
Se$retar%48eneral to *ring to its attention an% "atter 0hi$h in his o!inion "a%
threaten the "aintenan$e o# international !ea$e and se$urit% in a$$ordan$e 0ith

1&? Acknowledges that serious a*uses and violations o# international hu"an
rights or hu"anitarian la0 in$luding se<ual and gender4*ased violen$e $an *e an
earl% indi$ation o# a des$ent into $on#li$t or es$alation o# $on#li$t as 0ell as a
$onse5uen$e thereo#= and calls on States 0hi$h have not alread% done so to $onsider
rati#%ing the instru"ents o# international hu"anitarian hu"an rights and re#ugee
la0 and to ta6e a!!ro!riate ste!s to i"!le"ent these instru"ents do"esti$all%

0o"en2s organi7ations and #or"al and in#or"al $o""unit% leaders $an !la% in
e<erting in#luen$e over !arties to ar"ed $on#li$t= reiterates the $ontinuing need to
in$rease su$$ess in !reventing $on#li$t *% in$reasing the !arti$i!ation o# 0o"en at
all stages o# "ediation and !ost4$on#li$t resolution and *% in$reasing the

in$luding through $onsultations 0ith $ivil so$iet% in$luding 0o"en2s organi7ations
in dis$ussions !ertinent to the !revention and resolution o# $on#li$t the "aintenan$e

20? Expresses its commitment to $onsider and use the tools o# the United Nations
s%ste" to ensure that earl% 0arning o# !otential $on#li$ts translates into earl%
