Under the close supervision of the Social Policy Specialist, the Child Protection Officer NO-B contributes to
programme planning, administration, implementation, monitoring and the evaluation of the Child Protection

Child Protection Officer, NO-B Level Under the close supervision of the Social Policy Specialist, the Child Protection Officer NO-B contributes to programme planning, administration, implementation, monitoring and the evaluation of the Child Protection programme activities, including teamwork and capacity building.
Major duties and responsibilities of the post: 1. Collects and analyses data for the Situation Analysis, project planning, management, monitoring and evaluation purposes. Analyses Child Protection programme, implementation reports and evaluates against established programme recommendations and plans of action. Reports outcome of analysis and proposes corrective actions. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation. 2. Provides technical support for the reform of the child protection system, establishment of justice for children system, and strengthening of child protection system at national and local levels. Gives technical advice for the improvement of the normative framework for child protection. 3. Contributes to the development of capacity building plans for government/NGO partners to provide specialised services to children in need of special protection, collect data, monitor and report on child protection issues. 4. Communicate and negotiate with counterparts on project activities; undertakes ongoing field visits to UNICEF project sites for participation in, and monitoring of project activities and local conditions; prepare reports on results of visits and project progress reports and recommend courses of action to the supervisor; 5. Attends technical cooperation meetings, prepares notes and undertakes follow-up action and coordination related to programme implementation and monitoring. Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development 6. Develops and implements the country HIV and Adolescent Development projects, collects, monitors and analyses relevant data in the area of HIV and Adolescent Development, establishes active partnerships with national stakeholders active in the area of HIV and adolescent development, prepares funding proposals outlining priority interventions pertaining to these programs, liaises with national government partners to ensure achievement and sustainability of outcomes and results. Analyzes and evaluates progress and implementation data to ensure achievement of planned key results and/or take corrective action when necessary to meet programme/project objectives, and to identify best practices and lessons learned. This includes preparation of the annual work-plans and the project progress reports, and inputs into all programme review processes (including the Mid-Term Review), as well as the Annual Report. 7. Collects data and background information with regard to the project and provides updated information on programme/project financial and administrative status for analysis and report purposes. Analyses programme/project status and recommends appropriate adjustments to ensure full implementation of program funds and activities; 8. Undertakes regular field visits to monitor programmes, follows up on evaluation action plan, as well as conduct periodic programme reviews with government counterparts and other partners, and use the outputs and recommendations to identify necessary actions for programme adjustments. 9. Prepares sectoral documents for the Country Programme Document (CPD) Annual Work Plans (AWPs), and other programme documents, as required. Selects and compiles training and orientation materials for those involved in programme implementation, including donor and media visits.
1. MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED: University degree in Law, Social Sciences or related technical field. Advanced University degree will be considered an asset Three years of progressively responsible experience in programme design, administration, monitoring and evaluation or related field. Demonstrated experience in Child Protection, HIV and Adolescent development Fluency in English and knowledge of the local working language of the duty station is required. Another UN language, particularly Spanish, is an asset.
