INTRODUCTION

AIM AND SUBJECT OF SUMMER
PRACTICE
The aim of the summer practice is to combine the
theoretical knowledge with its applications in the company.
Theoretical knowledge is worthless unless it is converted into
applications. Therefore summer practice is one of the most
beneficial and important opportunities to put knowledge on work
in industry.
Another aim of the summer practice is to gain experience.
Summer practices put a new face on our education. Moreover,
summer practice is a good chance to experience the
relationships between managers, engineers and workers.
I started my second summer practice at Gaziantep
Association of Public Hospitals,17 June 2013.During three
weeks; I worked in Technical Support Unit.
At this practice I have seen place of an industrial engineer
in public sector. And I have seen how to manage and solve any
problem by industrial engineer and the other engineers. There
was an industrial engineer who is responsible for me he works
in Technical Support Unit.
As a result, I come face to face with the real objects, real
processes and services , real problems and should be able to
come up with real solutions during this practise . Thus, I will be
able to see industrial engineering as a life earning job.

GENERAL INFORMATION AND HISTORY
OF THE COMPANY
Gaziantep Association of Public Hospital was established
in 2012 by Ministry of health Turkey Public Hospitals
Institution.The company is at ehitkamil /GAZANTEP.

TURKEY PUBLIC HOSPITALS
INSTITUTION(TPHI)
TPHI has been described as an affiliate of the Ministry of
Health with decree law No 678.Ministry of Health also offers
health service.TPHI was established to offers the second and
third levels health services given by Ministry of Health such as
monitoring of hospitals ,Oral and Dental Health
Center(ODHC),evaluating and controlling the operations and
activities.

TPHI is mainly entrust with set up and operate hospitals
and ODHC .This institution has authority to
connect,transport,separate and close them.

THE ASSOCIATION OF PUBLIC
HOSPITALS
The Association of Public Hospitals was established to
operate second and third level health institutions which are
connected with Ministry of Health at provincial level.
The Association of Public Hospitals (APH) only
should be established at the provincial level. It is not possible to
establish APH that operate more than one province. And also
any hospital or ODCH can not outside the scope of APH.
In some provinces, According to that, more than one
Association of Public Hospitals can be established because
number of hospitals and ODHCs or large-scale provinces.For
instances stanbul ,Ankara..

ASSOCIATION OF PUBLIC HOSPITALS
GENERAL STRUCTURE
APHs administrative structure consist of two separate
units the General Secretaryship and the Hospital Management.
1)THE GENERAL SECRETARYSHIP
The General Secretaryship of the union has been
established as the highest decision-making and executive
part.The General Secretary is responsible for the management
of the union.
The General Secretary has authority to appoint staff and
personnel transactions.

With this arrangement, a staff member within the
Association, General Secretaryship may appoint one hospital
to another hospital.
Three separate Presidency will be General Secretaryship.
These are:
a) The Presidency of Medical Services
b) The Presidency of the Administrative Services
c) The Presidency of Financial Services.
2)HOSPITAL MANAGEMENT
Traditional hospital management has been last with
decree law No. 663. The new arrangement, the Union of the
Public Hospital affiliated hospitals, the public hospitals will be
managed by the administrator of hospital. The Hospital
administrators have duties ,powers and responsibilities
established at the provincial level hospitals
.
Also,according to new arrangement; there units are
established as depending on the administrator of the hospital
a) The HeadDoctor,
b) Administrative and Financial Directorate
c) Health Care Services Directorate.

By the Association of Public Hospitals, taking into account
the size of the troops and hospitals, hospital associations and
hospital management tasks, or given to one person may be
increased to four the number of directorates. According to the
union of small cities, hospitals, administrative and financial
services with the task of the general presidency of sectarianism
be collected in one person. However, the same person can be
given in a hospital consultant hospital administrator. Similarly
TPHI determined by the norms and standards, not to exceed
the scale of the needs determined by the number of APH
secretary-general and chief executive officer assistantships
could also be assistantships.

PERSONNEL STRUCTURE
The employees divided into two categories as A and B
personnels.These categories are different between their
statues.
A Personnel: This category includes officiers
,experts ,engineers ,managers ,civil servants etc Public
Hospital Unions general secretary, the head of medical
services, administrative services chief, head of financial
services, the hospital manager, chief, principal, vice-chancellor,
deputy director, assistants and office staff of expert staff
are employed under contract. This positions the Civil Servants
Law No. 657 contracted personnel assigned to the general
conditions required. They are appointed with their exam
points(KPSS).They work with monthly salary.And the A
personnel works overtime.
B Personnel:This category includes workers and
some technicians ,cooker ,cleaner ,and the other
employees.They work with monthly salary. They do not work
overtime.There is not shifts in this company. They work one job
rotations.

Monday-Friday : 08:00- 17:00
For lunch :12:30-13:30

ORGANIZATION STRUCTURE
This companys organization is dominated by the classical
management approach.The organization structure has a
hierarchical structure.
Upper tier is company managers and partners.Middle
tier is directors and general managers depending on upper
tier. Lower tier is unit managers that are connected to the
middle stage.
Each tier of directors has authority over the lower tier
that depending on its departmant.Units of bottom tiers is
responsible for connecting to upper level.Their responsibilities
of sub-unit managers are entitled to general business functions
in its departments.

1)THE ADMINISTRATIVE SERVICES
DIRECTORATE
This directorate is responsible for:
Execute all kinds of personel processes in accordance with
legistation(but within the framework of the authority are given by
General Secretaryship)

Effective and efficient Human Resources Planning

Execute job analysis,and evaluate the coolection of operations and
manpower demands


Planning medical eqipmant and support services and supply them
If necessary cases,operate human relations,fire-natural disaster
paln,transportation service and support these services are required
in Health Services.

Ensure the Coordination of the Organiation and relevant units in
extraordinary cases

Operate Health Services Hospitality

Determine and execute needs of hospitality services

Do necessary jobs to provide services within the service quality
standards and ensure implement these works

Execute promotion activities,operations of health information
systems

Evaulate training requests from relevant institutions and planning
programs
Executive implementation program and coordination and follow-up
Other works are given by Chair

The Administrative Services Directorate consist of nine units as
these are:

1.1)The Archive Unit
This unit s duties:
According to relevant legistation,set-up,edit,and operate archieve
Check and edit the function of the E-Archive System
Other works to be given by the Chair

1.2)The Discipline-Legal Affairs Unit
Provide to make procedure related discipline law of personel as
appropriate
Follow discipline processes in General Secrerataryship
Provide information and documents about lawsuits against Ministry
and Directorate,defense them
Help to General Secretaryship for taking legal preventations

Obtain information from the courts regarding judgements to officials
and check them information
Make opinion about legal issues
Control legal arrangements for company

1.3)The Human Resources Planning
Keep and update continually the statistic information systems of
personel within the union
Effective and efficient Human Resources planning ,medical
facilities,and manpower demands
Evaulate the operations collection and analysis
Record personel transactions and offer the Presidency

This department has three basic functions:



A)ASSIGNMENT PERSONNEL
Realise staff
movements,assignment,suspension,dismissal,investigation
processes,the nobility of Public Service obligation-related
operations in accordance with the legislation
Make personel assigments to family physician
Make terminate teh aggrement or last or free permission
Provide data entry to KYS
Ensure properly process such as discipline results
reprimand,warning,cut salary ,stopping the process of level
subtraction operations
Collectible and Professional activitially information

Execute health Informaton System(MHRS,S-net etc.),coordination

INDUSTRIAL ENGINEER
Q1)What is your task in that company?
My task firstly inspection and manage. And I am
planning all of the about orders.I am inform with selling
depertmant.
Q2)According to you,how an industrial engineer does
improve terms of language,computer programs and social
development?
According to me,An industrial engineer should know at
least foreign language especially English,of course.Because
English is world language,this language is computer language
and is priority choose of the most of companies.
An industrial engineer should be interested in computer
applications and technological developments..He/She should
know Microsoft Excel and Word Office Programs,so
good.Together with these ,an industrial engineer should learn
C++ or C # and like these computer programs.An industrial
engineer should follow technological improvements and
updates about computers.
As social developments an industrial engineer have to be
patient and self confident.An industrial engineer must have so
good communication with humans.And he/she must have
correct communication with employees.
Business life is very stressful.Because of that,except of
work,having a hobby make you relax .It would be good to her
or him.

Q3) For a woman engineer Which is your advice
about sector?Special sector or public sector?Why?
I advice her public sector.Because the special sector is
more difficult and stressful than the public sector.The special
sector s work hours can be variable.Because that sector have a
lot of overtime hours. I do not work overtimes.My work hours is
not variable .All of these reasons I think a woman engineer
should prefer the public sector.

ANALYSIS AS AN INDUSTRIAL
ENGINEER
EVAULATION OF LOCATION OF
COMPANY
Site and Land:The factory is at ehitkamil in Gaziantep.
And the companys place is so near to ehitKamil Hospital
and 25 Aralk Hospital.The other hospitals are gone easily from
there because it is on the pekyolu and so close highway and
railway..Therefore inspection and controlling of hospitals can be
easy for personnel.
Transportation ;That place is not so close in the city
center but so accessible for by autobus,minibus and cable
railway.but for personnel is little difficult because this company
has not personnel service bus.
A good transport network helps reduce costs and make
the movement of materials easier.

EVAULATION OF LAYOUT
Generally,The factorys every floor s layout is good.As I
seen,that transportation is so productive and easy but cost of
the transportation
A company layout is an engineering study used to
analyze different physical configurations.

This company has a building with six floors.and every floor
belongs one unit.Transportation of units provides elevators and
stairs.these the floors are very systematic and useful therefore
layout choices help easy and correct communicate and flow of
information in organization.And the company layout are:
Increasing customer satisfaction
Facilitating the flow of materials and information.
Increasing the efficient utilization of labor and equipment.
Reducing hazards to workers.
Improving employee morale.
Improving communication.

ERGONOMIC ISSUES
1) ILLUMINATION IN THE COMPANY
We know that the level and quality of illumination, or
lighting will directly influence a workers ability to perform his or
her job efficiently. In addition, eye and muscle strain can result if
straining is required in conditions of insufficient lighting.
Luminance or the brightness of an object can also affect a
workers performance.
I notice that when I was an intern in the company
illumination is really good for working conditions. Some
examples in GAPH:

When using Video-Display Units for example computers,
there is an utilizer anti glare screen or antireflection coatings for
computer monitors.

While you are working there is a filter which minimizes
both indirect and direct glare.
2) WORKING AND RESTING TIME IN GKHB
Each labor work 8 or 8.5 hours daily, 6 day weekly.
Everyone work 6 day continuously, one day rest. There is no
shift.The working time is suitable for workers.And breaks and
resting times are ideal and enough for workers

3) ERGONOMIC SITTING POSITION

In technical support unit sitting position is defined like this
Picture, but required materials for these ergonomic working
conditions were not still bought. I hope that ergonomic materials will
be bought in the earliest time.

CONCLUSION:
EVAULATION OF SUMMER PRACTISE
This report consists of the consequences of my practice
experience in GKHB. I was assigned to Technical Support Unit.
In the summer practice I had chance to see in public sector and
what is the role that Industrial Engineers play in this
organization. I saw that thenot very important role belongs to
Industrial Engineers.Because Industrial engineer does not work
exactly by industrial engineer.He does not use engineering
abilities and knowledge because no complex problem this
organization.Generally this company has routine and easy
processes ans services.In my opinion is comfortable for
engineer and no stress but this public sector makes engineering
skills lose in time.
During the summer practice period, I tried to observe
department and people as I can, I gained a general idea about
business world and services systems. Practice taught me that
maintaining communication with people is a must in order to be
successful in business area.
Thanks to this practice I got a new point of view and more
different purpose than my old aim.This is so important for my
future and my career aim.I got so important experience terms of
my career.
In the other hand, with professional experience, this course
has a significant part in life experience ,too.Because except of
technical information,I informed about work environment,work
conditions,relationships between employees each
others,relationships between boss and workers and work rules.

As a result, this summer practice gave me some theoretical
knowledge, some experience, some skills and some things that
are directly applicable and useful in my career in the future. I
believe that it is very useful for me and my sector choice in
business future . I learned some things by the IE399. I think that
it will be useful for me to have some thoughts for the future.
