Defy the Issue
Lenape district to expand
anti-violence program. PAGE 2
NICK COHEN/The Sun
With opening night just a little more than two weeks away, the Seneca Golden Eagles took to the
practice field all last week. The team will scrimmage against Holy Cross and Cinnaminson before
opening the season at home on Sept. 12 against Paul VI High School.
Golden Eagles ready to take flight
By NICK COHEN
The Sun
Parents, the celebration can al-
most begin.
The children of Shamong are
headed back to school Thursday,
Sept. 4, and while they spent the
last two and a half months vaca-
tioning, the district was prepar-
ing.
The biggest of those prepara-
tions? Readying for the introduc-
tion of the Partnership for As-
sessment of Readiness for College
and Careers, or PARCC.
PARCC is a group of 20 states
coming together to develop a com-
mon set of kindergarten through
12th grade assessments in Eng-
lish and math based on what it
takes to be ready for college and
careers. The assessment will be
conducted online and is interac-
tive for students and teachers.
PARCC received a $186 million
grant through the U.S. Depart-
ment of Education to support the
development and design of the
next-generation assessment sys-
tem. Superintendent Christine
Vespe said the district benefitted
from the middle school being a
pilot school for PARCC last year.
Our pilot program went very
successfully at the middle
school, Vespe said. Technology
has been the challenge. The NJ-
ASK was a traditional pencil and
paper exam whereas PARCC is to-
tally technology based.
Vespe said preparing the staff
for administering PARCC would
be a big push in the districts
professional development pro-
gram.
Another focus for the district is
continuing its teacher evaluation
program. A year ago, the district
fully implemented the teacher
evaluation model, the Stronge
Evaluation System, under
AchieveNJ. The Stronge Evalua-
tion System allows for the use of
a common language and en-
hances professional growth. To
fully implement the Stronge Eval-
uation System, the schools used
the OASYS online appraisal and
evaluation management system.
To become familiar with OASYS,
teachers were required to com-
plete training on the system
throughout the school year.
The district was not alone in its
preparations for the new year.

2 THE SHAMONG SUN AUG. 27SEPT. 2, 2014
By MIKE MONOSTRA
The Sun
The 2013-14 school year saw the
Lenape Regional High School Dis-
trict put a major focus on vio-
lence and substance abuse pre-
vention as well as focus on char-
acter building.
With the new school year just
around the corner, the district
hopes to expand its programs
even further.
Chris Heilig, director of pro-
grams and planning for the dis-
trict, said each of the four high
schools is going to build off last
year's Defy the Issue programs
and continue promoting an anti-
substance abuse message within
its own communities.
Last year, Defy the Issue was
about education. The district
brought in Chris Herren, a for-
mer NBA player and heroin ad-
dict, to talk to the students about
the dangers of substance abuse.
Our mission with Defy the
Issue was to bring that issue to
the forefront, Heilig said.
This year, Heilig said the stu-
dents will continue to be proac-
tive in this respect. Each school
will continue to participate in
Project Purple, where they take
an oath to not use drugs and alco-
hol.
There are also programs where
students are teaching their
younger peers about substance
abuse. The Seneca Drug Squad is
a group of students who have
taught younger students in local
communities a similar lesson
they have learned from Herren
and Defy the Issue programs.
All of these students are spe-
cially trained to convey that same
message, Heilig said.
Moving forward, the district is
looking to expand a number of
school-specific programs, such as
the Green Dot program at
Shawnee High School. Green Dot
is a nationwide organization ded-
icated to promoting non-violence
through local communities.
Shawnee collaborates with
Contact of Burlington County for
the program, Heilig said.
Shawnee is continuing to par-
ticipate in Green Dot in 2014-15.
Heilig said the district might look
at expanding it to the other three
Lenape districts anti-violence campaign will include
more programs throughout the new school year

The district's proactive ap-
proach has paid off in a number
of accolades. At last weeks board
of education meeting, Heilig an-
nounced the Anti-Defamation
League has given all four high
schools a No Place for Hate desig-
nation for the second consecutive
year, which he said is indicative
of how much the district focuses
on character and community
building, especially from the per-
spective of the Anti-Defamation
League.
This is just part of what con-
tributes to the culture of the
schools, Heilig said. It really
works well with our other sys-
temic initiatives.
The district hopes to continue
expanding its Senior Day of Serv-
ice projects this year. Last year,
seniors participated in projects at
90 different sites throughout
South Jersey.
The projects were not just lim-
ited to Lenape, Cherokee,
Shawnee and Seneca. The Se-
quoia Alternative Program also
participated in a variety of activi-
ties last year, including work at
the Dr. James Still House in Med-
ford and the Animal Adoption
Center in Lindenwold.
Matt Webb, the director for the
Sequoia Alternative Program,
said the feeling of community
and service has greatly helped the
students participating in the pro-
gram.
While there are no plans for the
district to bring in a speaker such
as Herren this year, Heilig be-
lieves the students are ready to
take many of the messages they
learned last year and further
apply them this year.

Freeholder Director Bruce Garganio an-
nounced that the Burlington County Board
of Chosen Freeholders has established an
Energy Aggregation Plan with the poten-
tial to substantially decrease utility costs
for municipalities, businesses and resi-
dents.
This energy aggregation program al-
lows Burlington County to negotiate a
bulk purchase of energy supply on be-
half of its municipalities, residents and
businesses at a lower price than residents
currently pay to their electric company,
Garganio said. This will make electricity
less expensive for each individual and
business in Burlington County. Typical
savings with these plans average about 9
percent for residential customers in New
Jersey. For Burlington County that means
potential savings of approximately $11 mil-
lion, or nearly $100 a year for participating
households.
It is important to realize that this plan
is voluntary for our municipalities and for
our residents, Garganio said. Once we
receive an aggregate rate, residents in par-
ticipating towns will have the option to
stay with the energy aggregation plan or to
opt out to either the standard rate or to a
third-party provider. In that way, this plan
not only lowers costs but it also expands
consumer choice.
The Burlington County Bridge Commis-
sion will partner with the Freeholders to
execute the energy aggregation plan, pro-
viding technical and professional support
and services.
This is part of our long-standing effort
to fight for lower utility costs on behalf of
our residents, a fight in which we have had
many successes, Garganio said. Recently,
for example, we as freeholders engaged the
BPU in a battle to stop New Jersey Ameri-
can Water from increasing water rates by
20 percent in 23 of our municipalities. We
gathered more than 11,000 signatures from
residents and confronted the BPU through
the mail and in-person. When the smoke
had cleared, their bid for a $95 million per
year rate increase had been cut to less than
a third of that amount.
As we roll this program out, we will be
doing extensive outreach to our residents
to ensure that they fully understand this
opportunity and to answer any
questions that they may have, Garganio
said.
County energy plan could decrease utility costs
O
ne more week. Thats all that
we have left of summer. Tech-
nically, there are about four
weeks left, but in the lives of us New
Jersey residents, next Wednesday
when most schools go back in session
for the 2014-2015 year marks the end
to our summer.
No more beach. No more pool. No
more fun OK, maybe thats a bit dra-
matic.
But its not all doom and gloom with
summer gone. In fact, theres plenty to
be excited about, and weve been hard
at work covering this excitement al-
ready.
Our senior associate editor, Nick
Cohen, loves this time of year. Thats
because the end of August means the
start of one of his passions covering
sports. Nick has been on the summer
sports camp trail for a week or so now,
and he will continue to be out and
about on local fields as our high school
teams continue to prepare for the up-
coming season.
Soon, youll see some of the photos
Nick and our other editors have taken
at these camps. Soon, youll begin read-
ing more about the teams, players and
coaches who are involved in the games
they love. And soon, in two weeks to be
exact, youll be receiving The Suns
regular High School Fall Sports Pre-
view guide.
Our fall sports preview special sec-
tion is a stand-alone piece previewing
each high school fall sport, with full
schedules for the entire season and fea-
ture stories as well.
Nick is reaching out to every high
school coach and athletic director for
the fall season for the section. But
were calling on parents, coaches and
even players to participate as well.
Sports will be a major focus of up-
coming issues of The Sun, as youll
soon see. And not just high school var-
sity sports. We want to cover the JV
and freshmen teams, as well as all the
community sports teams.
But we cant do it all by ourselves.
We need the help of the extended com-
munity.

AARP to meet
on Sept. 4
There have been several re-
ports on social media regarding a
white cargo van with New York li-
cense plates traveling through the
Shamong Township community.
The New Jersey State Police
Red Lion Barracks would like res-
idents to contact them if they feel
as though a suspicious vehicle is
in their respective communities.
Please note the time, date, de-
scription of vehicle and occu-
pants if possible, license plate
number and location of the vehi-
cle. The NJSP can be contacted
by dialing 911 or (609) 859-2282 for
non-urgent matters.
Please remember, although the
posts on social media are very
beneficial to get the word out to
the community, the NJ State Po-
lice do not monitor social media
posts. Direct calls to the Red Lion
Barracks however will prompt an
immediate response to the resi-
dent's concerns.
The township would like to re-
mind residents to lock all doors
and windows prior to leaving
their homes. Also, if you will be
out of town, ask a neighbor to
keep an eye on your house.

AUG. 27-SEPT. 2 THE SHAMONG SUN 13
Freeholder Director Bruce
Garganio announced the estab-
lishment of an Intergovernmen-
tal Task Force charged with expe-
diting the countys new
Workforce Development Initia-
tive.
Since its unveiling in January
of this year, the Workforce Devel-
opment Initiative has been a top
priority of this freeholder board
and for me, Garganio said.
Through my professional experi-
ence as a union carpenter, I have
seen firsthand the importance of
matching job training and educa-
tion to the specific and ever-
evolving needs of our local busi-
nesses. The purpose of this initia-
tive is to do just that and
to do it in a coordinated
manner.
To that end, I am establishing
an Intergovernmental Task
Force, which I will personally
chair as freeholder director, Gar-
ganio continued. Together, we
on this task force will be responsi-
ble for expediting this initiative,
ensuring that it receives top pri-
ority and eliminating any obsta-
cles or red tape that it might
face.
Other members of the task
force will include:
County Administrator Paul
Drayton
BCC Interim-President Dr.
Spang
Superintendent Manno from
BCIT and BCSSS
The Honorable Joe Malone as
municipal representative
County Library Director Rajna
Das
Economic Development and
Regional Planning Director Mark
Remsa
Workforce Development Initia-
tive Director Leah Arter
County Human Services Direc-
tor Anna Payanzo
County Employment and
Training Division Manager Kelly
West
County Information Technolo-
gy Director Nick Behmke
I look forward to continuing
to update the public as we move
forward and make tangible
progress for the residents of
Burlington County, Garganio
concluded.
