NORMAN F. ANDERSON

PRESIDENT & CEO

As President & CEO, Norman F. Anderson focuses on infrastructure project creation, aimed at
increasing the level of infrastructure investment, and the performance of existing infrastructure
stocks in developed and developing countries alike. In July 2008 he published “North American
Future, 2025; Outlook for Infrastructure” in The Future of North America 2025; Outlook & Recommendations,” a CSIS
publication financed by the Canadian, Mexican and US Executive branches.

Mr. Anderson oversees CG/LA’s Leadership Forum teams and also leads the CG/LA team that develops infrastructure
projects globally; and provides high-level strategy assessment for the public (cities, states, countries, MDB’s) and
private (finance, E&C, equipment/technology) sectors. Mr. Anderson has a graduate degree from Harvard University,
and an undergraduate degree from the University of Virginia. He is a former Peace Corps volunteer, who lived in
Paraguay from 1979-1984. He is married to the former Ingrid Sckell – they have two children,he speaks fluent
Spanish, Portuguese and Guarani.

IZUMI KOBAYASHI
MULTILATERAL INVESTMENT GAURANTEE AGENCY (MIGA)

Izumi Kobayashi joined the Multilateral Investment Guarantee Agency (MIGA) as Executive Vice
President on November 24, 2008. Ms. Kobayashi came to MIGA from Merrill Lynch in Tokyo,
where she was President and Representative Director. She joined Merrill Lynch in 1985 to work
on the derivatives markets, and subsequently held a number of high-level global leadership roles,
including serving as Director of Operations and Chief Administrative Officer. As President, Ms. Kobayashi
successfully developed the company’s business in global financial services and its client franchise, working with
international teams ranging in size from 10 people to over 1,000. A graduate of Seikei University in Japan, Ms.
Kobayashi was featured in the October 2005 edition of the Wall Street Journal’s "50 Women to Watch", and in 2004
she received the "The Business Woman of the Year" award from Veuve Clicquot.

ENRIQUE GARCIA

Enrique García is President and CEO of CAF since December 1991. CAF is a multilateral financial
institution committed to sustainable development and regional integration. Member countries
include Bolivia, Colombia, Ecuador, Perú, Venezuela, Argentina, Brasil, Chile, Costa Rica, Spain,
Jamaica, México, Panamá, Paraguay, Dominican Republic, Trinidad & Tobago and Uruguay, as well as 16 private
financial institutions.

Mr Garcia was previously Minister of Planning and Coordination and head of the Economic and Social Cabinet of
Bolivia (1989-1991). He was also a Governor at the World Bank and the Inter-American Development Bank as well
as member of the IMF-IBRD Development Committee representing Bolivia, Chile, Argentina, Perú, Uruguay and
Paraguay.

Mr Garcia has received doctoral and other honorary degrees from several universities and has been decorated by the
Governments of Argentina, Bolivia, Brazil, Colombia, Ecuador, Perú, Venezuela and the Sovereign Order of Malta.

FRED P. HOCHBERG

Fred P. Hochberg is the 23rd president of the Export-Import Bank of the United States (Ex-Im
Bank), the U.S. government's official export credit agency. In this capacity, Hochberg also serves
as chairman of the board.

Before joining the Clinton administration, Hochberg was president and chief operating officer of the Lillian Vernon
Corporation, where he led the transformation of a small, family mail-order company into a publicly traded, highly
successful direct-marketing corporation.

He recently sat on the boards of the Citizens Budget Commission, FINCA International Micro Finance, and the
Howard Gilman Foundation, and he was an appointed representative to the New York State Financial Control Board.
Hochberg also served on the Board of Commissioners of the Port Authority of New York and New Jersey, having
been appointed to the position in 2008 by Governor David A. Paterson.

A native of the greater New York metropolitan area, Hochberg received a bachelor of arts from New York University
and an MBA from Columbia University. Hochberg’s partner is the poet Tom Healy.

LEOCADIA I. ZAK
U.S. TRADE AND DEVELOPMENT AGENCY

Leocadia I. Zak assumed the duties of Acting Director of the U.S. Trade and Development Agency
(USTDA) on January 20, 2009. She was named Deputy Director of USTDA in 2006 and
previously served as General Counsel after her arrival at the agency in 2000. She also served as
Acting Director of the agency from April 30, 2007 through March 16, 2008.

Prior to joining USTDA, Ms. Zak was a partner in the Washington, D.C. and Boston offices of Mintz, Levin, Cohn,
Ferris, Glovsky and Popeo, P.C. practicing in the areas of corporate, municipal and international finance. She served
as counsel in connection with a variety of project finance transactions for energy, transportation, health care,
telecommunications and tourism projects. In private practice, Ms. Zak focused her attention on innovative financing
programs involving U.S. government agency financings for international projects, as well as financings by other
bilateral and multilateral agencies.

Ms. Zak received her B.A. from Mount Holyoke College and her J.D. from Northeastern University School of Law.

RAFAEL CARDENAS

Rafael Cardenas has a wealth of experience in Latin America Finance, the product of 16 years
working in financial services. Mr. Cardenas spent 11 of years working for Citigroup, where he
gained extensive experience in collateral management and risk mitigation solutions for financial
transactions such as: Project Finance, Structured and/or Collateralized Debt, Capital Markets,
and Mergers & Acquisitions. Mr. Cardenas is currently Vice President of Citigroup’s Agency and Trust arm in Brazil.
Mr. Cardenas received his economics degree from the Universidad de Lima in Peru.

VALENTINO GALLO
CITIBANK
NEW YORK CITY, UNITED STATES

Mr. Gallo has over 20 years experience in cross-border finance and is considered a leading
authority on export credits. He has lead the arrangement of many ground-breaking export credit
and multi-source financings.

He is often a speaker in industry events covering export and agency financing. As part of a panel arranged by the IMF
and WTO, he collaborated in the preparation of a study on trade finance in crises economies. He also recently
addressed the Council Working Group of the EU on capex financing and the Bern Union on Basel II and
environmental risks. Until 2005 he was a member of the Advisory Board of the US Ex-im.

Mr. Gallo holds a degree in business administration from the University of Venice.

RUBENS GAMA
EMBASSY OF BRAZIL TO THE UNITED STATES
WASHINGTON D.C.

Rubens Gama is the Minister-Counselor for Commercial Affairs and Technology of the Brazilian
Embassy in Washington, D.C. In this position, Mr. Gama oversees a team of diplomats and staff
working in the areas of trade and investment, science and technology, as well as innovation and
competitiveness.

Prior to his appointment to the Embassy in Washington, Rubens Gama, a career diplomat, served in Brasilia as
Senior Assistant to four consecutive Under Secretaries for Political Affairs, from 1999 to 2005. From 1996 to 1998,
Mr. Gama served as Second Secretary at the Brazilian Embassy in Asuncion–Paraguay, where he was in charge of
the Mercosul office. Prior to that, he served, from 1993 to 1998, in the Brazilian Mission the European Union, in
Brussels–Belgium. In this position, he provided institutional assistance to the Brazilian exporters to the European
market, and was involved in the negotiations of the framework agreements between European Union and Mercosul
and the Rio Group.

In 1984, Rubens Gama received a B.A. degree in Economic Sciences from the Catholic University of Goias–Brazil.
He recently earned a masters degree in International Public Policy at Johns Hopkins University in Washington, D.C.
Besides Portuguese, he is fluent in English, French and Spanish. Rubens Gama is married and has three children.

NICHOLAS P. HEYMANN

Nick Heymann leads the Global Industrial Infrastructure Research Team. Prior to joining Sterne
Agee, Mr. Heymann was a Senior Vice President at Prudential Securities and Natwest Securities
Incorporated. Before that, he was a Managing Director at Drexel Burnhan Lambert, Incorporated.
He also worked for General Electric Company as a Financial Analyst and Corporate Auditor.

Mr. Heymann received his BS from the University of Maine at Orono and an MBA from Amos Tuck, Dartmouth
College.

ALICIA HINOJOSA
MADRID INSTITUTE FOR DEVELOPMENT (IMADE)

Alicia Hinojosa is currently as Deputy Manager of IMADE, responsible for over 14 million m2 of
floor space and an investment of 1,200 million euros. is She has pursued a career in land
management, first in the Government Agency for Land Equipment and Development (SEPES), and
later at the Madrid Institute of Development as Director of Land and Infrastructure and She is also
a member of the Board of Directors of several public companies and consortia.

Alicia Hinojosa graduated with a degree in architecture from the Escuela Técnica Superior de Arquitectura in Madrid
and has a master's degree in Real Estate and Construction Management from Universidad Politécnica.

Pierce Homer
VIRGINIA DEPARTMENT OF TRANSPORTATION

Pierce R. Homer was reappointed Virginia’s Secretary of Transportation by Governor Kaine on


January 5, 2006, having also served as Secretary of Transportation under Governor Warner. As
Secretary, Homer oversees management and budgeting for the Departments of Transportation,
Motor Vehicles, Aviation, and Rail and Public Transportation as well as for the Motor Vehicle
Dealer Board and the Virginia Port Authority. Secretary Homer also serves as chairman of the
Commonwealth Transportation Board.

Prior to his appointment as Secretary, Pierce Homer served as Deputy Secretary of Transportation
with functional oversight of the Virginia Department of Transportation, private partnership programs, and technology
investments. As Deputy Secretary, he worked with the transportation agencies to develop and implement uniform cost
and revenue estimating, debt management, and accountability measures. Before joining the Office of the Secretary of
Transportation.

Secretary Homer earned his B.A. from Haverford College in 1978 and his Masters in Public Affairs from the University
of Texas at Austin in 1988.

Mr. Hua Tang is currently a Director of Northeast China Regional Economic Development
Agency of National Development & Reform Commission (NDRC) of People’s Republic of
China. Mr. Tang has been working in NDRC for over 20 years with positions in various
departments including price control & management, project Inspection and regional economic development. Mr. Tang
received his BA of International Politics & Relations from Peking University and Master of Public Administration from
Tsinghua University. Mr. Tang is currently a visiting scholar at Duke University with special program on public policy.
Mr. Tang has over 20 years of experiences on strategic planning, regional planning, policy making and project
planning and management. Mr. Tang is currently in charge of the operation and project implementation of several
regional economic development plans in Northeast China.

JOAQUIM VIERA FERREIRA LEVY

Joaquim Vieira Ferreira Levy, was appointed Secretary of Finance (Secretario de Fazenda) of the
State of Rio de Janeiro by Governor Sergio Cabral on January First, 2007.

Prior to taking his current position, he was Vice President for Finance and Administration at the
Inter American Development Bank in Washington D.C. Previously, he served as Secretary of the
National Treasury in Brazil for the first three years of President Lula's government; before he served as Deputy
Secretary Economic Policy in the Ministry of Finance in 2000 and Chief Economist in the Ministry of Planning, Budget
and Management in 2001-2002.

Levy holds an M.A. in economics from Fundação Getulio Vargas and a Ph.D. in economics from the University of
Chicago.

Craig O’Connor
EXPORT-IMPORT BANK OF THE UNITED STATES

Mr. O’Connor serves as the Director of Ex-Im Bank’s Office of Renewable Energy &
Environmental Exports. Mr. O’Connor was appointed as the Bank’s Environmental Liaison Officer
in 1994, to implement the Bank’s top-priority mission to increase its support for environmentally
beneficial exports. He created and managed the Bank’s Environmental Exports Program, which
grew from 13 transactions in fiscal year 1994 to 71 transactions in 2007, with a total portfolio in excess of $2 billion.
Mr. O’Connor was appointed as the Director of Ex-Im Bank’s Office of Renewable Energy & Environmental Exports in
2008. Mr. O’Connor began his career at the Bank as a Loan Officer in the Export Credit Insurance Division covering
the Middle East and North Africa. Mr. O’Connor has represented the Bank on over 50 international missions that
included China, India, Brazil, Mexico, and Turkey, as well as other major markets in the ASEAN region, Latin America,
Eastern Europe, and the Middle East.

ALFONSO ORTEGA

Alfonso Ortega has worked at Citibank for the past 9 years in the Agency & Trust business, first in
Mexico City, and for the last 5 years as the LATAM region head. Alfonso is responsible for
overseeing the regional strategy for Issuer Services and product development in LATAM. He has
an extensive experience in the collateral management for project finance and M&A transactions.
Before Citibank he worked for BBVA´s Bancomer investment bank in the corporate finance area specialized in capital
markets.

JOHN MIZROCH

John F. Mizroch is former Acting Assistant Secretary for the Department of Energy’s Office of
Energy Efficiency and Renewable Energy (EERE). He was originally appointed by President
George W. Bush to serve as Principal Deputy Assistant Secretary of Energy Efficiency and
Renewable Energy (EERE) in June of 2006. Mizroch is responsible managing the programs,
staff and policies of EERE and interfacing with constituent groups in the efficiency and renewable
energy sectors. With a $1.72 billion budget, EERE invests in a diverse portfolio of energy technologies to provide
efficient, clean and renewable energy leading toward a stronger economy, a cleaner environment, and greater energy
independence for America. Mizroch joined the Department of Energy from his previous position as President and
CEO of the World Environment Center (WEC). At the WEC, he worked to advance sustainable development by
encouraging environmental leadership, helping improve health and safety practices worldwide, and fostering the
efficient use of natural resources to protect the global environment.

He received undergraduate and graduate degrees from the University of Virginia and a law degree from The College
of William and Mary in Williamsburg, Virginia.

TERRY NEWENDORP

Terry Newendorp, Chairman and CEO of Taylor-DeJongh, has over 30 years of experience in
international capital investments, global financial structuring, project financing, and asset
acquisition and divestitures. He has negotiated and successfully closed deals in over 70
countries, aggregating over US$70 billion, mostly in the energy, oil & gas, petrochemicals,
telecommunications and metals & mining sectors. In addition to extensive experience structuring
commercial bank loans globally, he has complete familiarity with government and multilateral
financing institutions, including the export credit agencies of most of the developed world. He has
extensive experience structuring transactions for capital markets and private placements of debt
and equity. He has received numerous awards and recognitions for leadership in international finance. In the past 7

Independent Energy for his achievement in independent power project finance. He received from Global Finance, the

Mr. Newendorp received his B.S. in Chemical Engineering from Purdue University and his J.D. cum laude from The

Aurelio García de Sola y Arriaga is currently the Director of the Madrid Institute for Development,
under the aegis of the Ministry of Economy of the Madrid Region, where he is carrying out the
ambitious project of creating a Science Parks and Clusters Network.

Graduating in law at the Complutense de Madrid, he began his professional career in the capital market sector, Caja
Cádiz, Morgan Stanley, among others, going on to fill management roles in media-related companies such as Vía
Digital, the leading digital television company, and launching a project called Ciudad de la Luz Studios in Alicante,
with 300 hectares dedicated to studios and filming location shots, and in production support, turning them into the
best cinema studios in Europe

ANTONIO JUAN SOSA

Antonio Juan Sosa is Corporate Vice President of Infrastructure for the Andean Development
Corporation (CAF). At CAF Mr. Sosa directs the team responsible for the formulation and
execution of large business plans in finance for infrastructure projects within Latin America. He
also manages the team of specialists charged with creating and executing the Schedule of
Knowledge (politics, best practices, monitoring of markets, and feasibility studies) in sectors specific to infrastructure
such as road networks, road maintenance, ports, airports, urban mass transit, energy, alternative energy,
communications, and synergy in infrastructure. This team is also concerned with promoting better practices in regard
to public-private partnerships for the financing and operation of infrastructure projects.

Mr. Sosa is Venezuelan, he is an economist and possesses a Masters in Economic Science from the London School
of Economics. Prior to joining CAf in 1994 he was Director General of CORDIPLAN (the office of coordination and
Planning of Venezuela.)

ED VERONA
U.S. RUSSIA BUSINESS COUNCIL

Ed Verona was appointed President and CEO of the U.S.-Russia Business Council on June 1,
2008. Prior to that position, he was Vice President of ExxonMobil Russia, Inc., based in Moscow.

In 1996, Mr. Verona became Executive Director of the Moscow-based Petroleum Advisory Forum
(PAF), an industry association representing international oil and gas companies in Russia. In 1998, he was named
Russia Country Manager for Texaco, Inc., based in Moscow. Mr. Verona was transferred to Almaty, Kazakhstan in
1999 as Texaco’s Country Manager, where he also served as Chairman of the Kazakhstan Petroleum Association
(KPA) 1999-2000. Following Texaco’s merger with Chevron, he served as Vice President for Government and Public
Affairs for ChevronTexaco’s upstream operations in Latin America from 2001 to 2003. Mr. Verona served as Chief
Representative in Moscow of the Canadian Barrick Gold Corporation from 2004 to 2006.

Mr. Verona received a B.A. in Political Science from the University of Arizona and a Masters of International
Management (MIM) from the American Graduate School of Global Management (Thunderbird).

FRANCISCO WULFF
ANDEAN DEVELOPMENT CORPORATION (CAF)
VENEZUELA

Mr. Wulff is director of Infrastructure for the Andean Development Corporation. In this role he
overseas a variety of operations relating to project implementation and finance. Mr. Wulff
possesses over 16 years of international development experience. He has been with CAF for 7
years and was with the years of experience in international development cooperation and
financing, including six years at the World Bank and now seven years at CAF. Mr. Wulff focuses on infrastructure and
regional integration projects in the Latin American Region.

Francisco Wulff specializes in international financing of infrastructure investment programs and management of multi-
stakeholder policy dialogue.
