In Favor 2007 Senate Bill 951: Allow MSHDA to
subsidize mortgage refinancing
to allow the Michigan State Housing Developing Authority to provide
loan subsidies for the refinancing of home loans. Under current law
the Authority may subsidize loans for acquisition only. The bill is part
of a package comprised of Senate Bills 950, 951 and 1133, and House
Bills 5443 and 5446.
MSHDA was originally
created to help low
income people
purchase their first

In Favor 2008 Senate Bill 1133: Raise income
cap for government mortgage subsidy
to increase the individual income cap and home value cap on eligibility for
certain state mortgage subsidies. The income cap would go from a range
of $65,000 - $74,750 to a single statewide cap of $108,000.

2010 SB 1174 in favor
In Favor 2010 Senate Bill 1174: Rewrite
corporate takeover rules for particular
insurance company
to rewrite the rules for corporate acquisitions so as to raise obstacles to
the acquisition of a controlling interest in the Fremont Insurance Company
(which is located in the district of the bill sponsor) by the Indianapolis-
based Steak and Shake Corporation. Specifically, the bill would require a
two-thirds supermajority of shareholders to vote in favor of the sale if the
current board of directors opposes being taken over, but only for a
"domestic (Michigan-based) insurer with 200 employees or fewer".

firefighters cancer presumption
to establish a presumption for non-volunteer firefighters who have
been on the job for at least two years that cases of certain types of
cancer arose out of and in the course of employment for purposes of
granting workers compensation benefits, unless there is evidence to
the contrary, and unless the person has been a consistent cigarette

2009 HB 4523 in favor
In Favor 2009 House Bill 4523: Grant more
photovoltaic maker subsidies
to expand the number of tax break/subsidy deals that could be
offered to photovoltaic cell makers under Public Act 270 of 2008,
originally written to give the Hemlock Semiconductor company a $25
million subsidy. The bill would authorize up to $75 million in such
subsidies, each of which could be up to $15 million (with one that
could be up to $25 million). The bill also extends until the end of 2011
the deadline on the state finalizing such deals, and.

waste 2007 HB 4796 against
Against2007 House Bill 4796: Cap school
district superintendent compensation
to restrict a school district from paying its superintendent or any
other employee more than the governor, which is $172,000. The bill
would allow exceptions if a district could demonstrate "to the
satisfaction" of the state superintendent of public education's that
comparable districts around the country are paying more. A
Democratic floor amendment tie-barred the bill to an increase in the
state income tax from 3.9 percent to 4.6 percent. This means the
school superintendent compensation cap would not go into effect
unless the income tax hike proposed by House Bill 4500 did became
law.
Why should any one in
Michigan gov't make
more than the
Governor?
waste 2007 HB 4850 in favor
In Favor 2007 House Bill 4850: Borrow to pay
for current spending
to borrow $415 million to avoid spending cuts in the Fiscal Year 2006-
2007 state budget. The bill does this by increasing from $400 million
to $815 million the borrowing authorized under the 21st Century
Jobs Fund business subsidy program. The first $400 million of that
debt was loans with a duration of approximately 20 years. The House
Fiscal Agency estimates the measure will incur annual debt service
payments of $40 million to $46 million for the next 20 years.

hypocrite 2007 HB 5139 in favor
In Favor 2007 House Bill 5139: Increase state
income tax goverrnment pension exemption
to increase the maximum amount of government pension income
that is exempt under the state income tax, and index this to inflation.
Note: Although government pensions up to these limits are state
income tax exempt, the pensions of non-government workers are
not exempt and are subject to the 4.35 percent state income tax.
Recall Calley was the
tie-breaking vote to
tax pensions. What a
hypocrite!
mshda 2007 HB 5446 in favor
In Favor 2007 House Bill 5446: Authorize $4.2
billion MSHDA debt cap
to extend a $4.2 billion bond cap on the the Michigan State Housing
Developing Authority until Nov. 1, 2011. Under current law the bond
cap became $3 billion as of Nov. 1, 2007.

2007 HB 5525 in favor
In Favor 2007 House Bill 5525: Mandate state
power production decline
to mandate that electric utilities reduce the amount of energy they
provide by 1 percent each year beginning in 2012, and 0.75 percent
per year for natural gas utilities. Utilities that generated more than
this amount would be required to pay an annual tax of two percent of
the preceding years gross sales. To accomplish the reductions the
utilities would be required to adopt programs that target customer
behavior, equipment, or devices without reducing the amount or
quality of energy services. Utilities would be allowed to charge
higher rates to pay for these programs.
Calley voted to have
gov't mandate that
electric utilities

2007 HB 5549 in favor
In Favor 2007 House Bill 5549: Impose
renewable energy mandates on utilities
to mandate that electric utilities acquire a certain amount of their
power from renewable sources, with the specifics to be
determined by the Public Service Commission according to a formula
contained in the bill. The commission would have discretion to grant
exemptions. "Renewable energy" is defined as that generated by
biomass, geothermal, solar, wind, hydroelectric, industrial
cogeneration, and gas captured from the decomposition of waste.
Nuclear power is not included in the definition, but is not explicitly
excluded as in other similar bills.

Lengthen legislative term limits
to place before voters in the next general election a Constitutional
amendment to extend the term limits of state representatives and
senators, allowing the former to serve up to six terms of two-years
each, and the latter up to three terms of four years each. Currently,
representatives may only serve three two-year terms, and senators
two four-year terms. The proposal would also extend the term limits
of the governor, lieutenant governor, secretary of state or attorney
general from two terms of four-years each to three terms of the same
length. Term limits on legislators and state officers were adopted by
a 59-41 percent vote of the people in 1992.

2007 HB 5524 in favor
In Favor 2007 House Bill 5524: End electric
power provider competition
to adopt a compromise version of the bill reported by a House-
Senate conference committee. This would mostly end the states
electric competition law that allows customers to choose an
alternative provider; allow the utilities to impose surcharges on
customers so they can recoup the costs incurred from Michigans
experiment with competitive electricity markets; and phase out over
five years the current cross-subsidization of residential customers by
commercial and industrial ones. The bill would guaranty DTE and
Consumers Power at least 90 percent of the utility business in the
areas they serve, even if other providers offer lower prices. The bill is

mandates on utilities

2007 HR 201 in favor
In Favor 2007 House Resolution 201: Urge
Congress to override S-CHIP expansion veto
to urge Congress to override the President's veto of the State
Children's Health Insurance Program (SCHIP). This is a federal-
funded, state managed program created to extend Medicaid-like
health coverage to children of low income working families whose
income exceeds Medicaid caps and who don't have private insurance,
but which states have expanded to cover many adults. The vetoed
bill would raise the family income cap to triple the poverty rate (up
to $83,000 in some states) and increase spending on the program by
$35 billion (funded by a tobacco tax hike). The President sought a $5
spending increase, and a provision prohibiting states to further
expand coverage until 95 percent of uninsured low-income children
were covered.

any thoughts you might have on my compilation.

I categorized his "bad votes" into the five categories listed below. Please note that my spreadsheet doesn't show all of these "bad votes," rather the spread

He is a hypocrite because now he crows about the repeal of the MBT
He voted to raise taxes or fees 31 times during his 4 years in the House.
