" The commission' s constitutional mandate is the investigation of
allegations of misconduct and the imposition of discipline. "
GTI' s investigation of the Commission On Judicial P erformance shows
that the Commission is just as corrupt as the Judges, they are suppose
to be investigating. It is not possible for so many educated people, to
be so incompetent, and the law says its Felony Criminal Conduct. A
system of Judges and Attorney that either can' t read signed
confessions, and court records, or they just don' t want to, when the
criminals are three ( 3) Superior Court Judges. Judges directly
connected to the cover up of more than eight years of DA & P olice
evidence tampering in the Superior Courts, and First Responder
election fraud conspiracy involving the same DA' s and Cops, which are
financially and politically connected to the judges re-election
campaigns.

In late 2013, GTI News' s on going five year investigation of wide spread
District Attorney and P olice evidence tampering, election fraud, and it' s
cover up, in San Diego County, California, made another startling turn, for
the worse. Three Superior Court Judges were directly linked, with written
signed public record evidence, to more than eight years of evidence
tampering, obstruction of justice, and it' s cover up, in the Superior Court
Trial Rooms of San Diego. Long term criminal conspiracies with multiple
Deputy District Attorneys, multiple Oceanside P olice Officers, and other
law enforcement agencies, with motives to protect the judges on going re-
election campaigns.

With such massive public corruption, the only recourses typically left to
citizens are the so called " Watchdog P ublic Agencies" like the California
Judicial Commission. The problem is, the Watchdogs only watch out for the
corrupt judges, and to protect the public image of a corrupt judicial
system. A P ublic Image that is all important to P ublic Union employee
financial resources, all of which are linked to P ublic Union election fraud,
and it cover up, by the same Judges, DA' s, Cops, and even Firefighters.
TH E CALIFORNIA JUDICIAL COMMISSION
GTI' s continuing five year investigation of public corruption has
documented a very scary pattern of criminal cover up in the public
agencies, especially when it comes to investigating large scale organized
crime operations by law enforcement agencies, and their unions. P ublic law
enforcement agencies, and P ublic " Watchdog" agencies, like the California
Judicial Commission ( CJC), the California State Bar ( CSB), and others that
have " conspired" to set up systems, to discourage the filing of corruption
complaints by citizens. A typical black hole public agency operation to
make citizens think their complaints of law enforcement public corruption
will be heard. The conspiracy also involves the suppression of the
investigations of the complaints, and suppression of all follow up
investigations, that could expose the cover up. Everything goes in, and
nothing come out.
The CJC initiates the cover up by refusing to accept complaints, or
information from citizens on Judge corruption, via the phone, or via e-mail.
The Commission does not even list an e-mail address on the Commission
web site. Complaints can only be submitted in writing, and mailed to the
commission with no direct public follow. A req uirement that discourages
the vast majority of citizens from the process, and protects corrupt Judges.
It definitely eliminates any inside whistle blowers that would report
corruption, only to loose theirjobs. The CJC also knows that the average
citizen does not have the expertise to investigate, much less write a
complaint document with sufficient legal evidence, that the Commission

cannot easily dismiss while all internal processes are hid from the public.
The CJC cover up corruption is then advanced using public employee
privacy laws, written by attorneys and judges, to block all News Media
inq uiries, that would prove whether, or not, investigations ever occurred at
all.
TH E STING
GTI News wanted to know what the Judicial Commission would do with a
" signed confession" from one of the Judges, and public, and court record
evidence of three judges conspiring to obstruct justice, with District
Attorneys and P olice Officers, to hide wide spread long term evidence
tampering in Superior Court arrest and prosecutions in San Diego.
On 11-25-13 this reporter contacted Director Chief
Council ( DCC) Victoria B. H enley, the twenty plus year
veteran head of the Judicial Commission . Between
2008 and the present, numerous news groups,
including GTI News had been publishing on wide
spread evidence tampering by District Attorneys, and
local law enforcement agencies, in the San Diego
Superior Court System. DA and P olice evidence
tampering that involved the direct knowledge of the
Judges.
This reporter was req uesting comment and information
from H enley on the Commissions knowledge on
published evidence tampering corruption involving Judges Maino, Enright,
and P ressman, in the San Diego Superior Courts. Corruption in which
criminal complaints, had been publicly filed, with the Oceanside P olice, the
San Diego District Attorney' s Office, the California Attorney Generals
Office, and the FBI. DCC H enley stated she had not been contacted by any
of the public agencies, and had no knowledge of the Judge corruption
being q uestioned.
This reporter offered to provide DCC H enley with Web page links to GTI' s
articles, and the public record evidence documents regarding the Judges
crimes, if she would provide an e-mail address. H enley was advised this
reporter would provide whatever time she req uired to review the
documents, and re-contact at a later date for her comments on the
Commissions actions.
H enley stated that there would be no action taken, until someone filed
written complaints, with the commission. This reporter told H enley, she
was not likely to get written complaints from the District Attorneys, and
P olice Officers that were conspiring with the Judges to manipulate,
destroy, falsify, and hide evidence adverse to the prosecution in Court
cases. This reporter again offered to provide all documentation, and
whatever assistance the commission investigators needed. H enley stated
that the Commission rules did not allow any action, or investigation,
without written signed complaints, mailed to the Commission.
This was the first level of obstruction from the Commission, regarding the
reporting of Judge corruption, observed by this reporter. No matter how
many news investigation are done, or how much evidence of Judge
corruption is present, and given to the Commission, the Commission would
do nothing without a signed complaint, and news groups typically do not
file signed complaints. H enley was offered documentation, that innocent
people were being jailed, while corrupt judges conspired with DA' s, and
P olice to hide the evidence that would clear the citizen, and H enley stated
the Commission would do nothing without signed complaints. A " Rule"
obviously set up by the Commission to limit investigations of corrupt
Judges, no matter how much evidence exist.
DCC H enley was audibly surprised when this reporter advised her, that GTI
News would provide those written signed complaints, if that was the only
way to initiate a Judicial Commission investigation. Complaint forms were
obtained from the commission web site, signed, dated 11-27 and 11-29 -
13, and sent to H enley' s attention, with web links to public record
document evidence. The complaints were received by the Commission on
12-4-13.

On 2-12-14 this reporter received a four sentence letter dated 2-6-14 from
the commission, signed by Staff Council Sonya Smith stating:
" At its January meeting, the Commission on Judicial P erformance
determined not to take further action with respect to your complaint. . . . . It
was concluded that the actions of the judges that were the subject of your
letter provided insufficient basis for commission proceedings. Therefore no
further action is justified. . . . "
One of the documents provided to the Judicial Commission, was a court
Arrest Warrant document, signed under penalty of perjury, by Judge
Runston G. Maino, and witnessed by ( under penalty of perjury) Maino' s two
coconspirators, DDA Anna Winn, and OP D lead Detective Mike Brown.
The four page Court Document, literally a
signed confession, details by date and
crime, an eighteen month criminal
conspiracy to cover up the grand theft and
embezzlement crimes, of Oceanside P olice
Sgt. Walter McWilson. Judge Maino' s
signature on that document verified his
knowledge of the felony criminal obstruction
ofjustice, and a continuing criminal
conspiracy by Judge Maino, from that day
fon/vard, to cover up the crimes of DDA Winn
and Detective Brown. The arrest warrant document was then buried by all
parties involved, in the hope that no one would notice. Judge Maino
refused to comment when contacted by this reporter, and has continued
the cover up the conspiracy, with the full support of the DA' s office, and
the Oceanside P olice, as of the date of this article.
Judges Enright and P ressman were the Supervising and P residing Judges in
the North County Superior Court System, where Judge Maino worked.
Enright and P ressman were give written public record documentation, and
court record documentation by GTI News, on the eight years of evidence
tampering, election fraud, and conspiracy to obstruct justice, by multiple
Deputy DA' s, and multiple Oceanside P olice Officers, in their courthouse.
P ublic corruption that would have ripped the bottom out of the North
County Superior Court System then, and now. Evidence that would have
sent any white, black, or Latino citizen straight to prison for years.
H owever, these criminals were DA' s and P olice Officers, that were
politically and financially connected to the Superior Court Judges, and the
Oceanside P olice and Firefighter Union Election Fraud Conspiracy. A first
responder union election fraud conspiracy with direct financial and criminal
connections to the California Attorney Generals Office, and Governor Jerpg
Brown' s Office. The same Governor Brown that has oversight on the
$4, 000, 000. 00 dollar plus annual budget, of the Judicial Commission public
employees, like DCC H enley. If the Judge corruption is exposed, along with
their connections to the P olice and Firefighter election fraud in Oceanside,
Ca. , it would severely damage the image of the Superior Courts, and could
bring down Attorney General Kamala H arris, and Governor Jerry Brown.
This reporter does not believe for a second that Director-Chief Counsel
H enley, or Staff Attorney Sonya Smith cannot read, or understand, an
arrest warrant court document " CONFESSION" signed by Judge Runston G.
Maino. he evidence tampering in Superior Court Trials, involving
Oceanside Officers Damon Smith, OfficerJon Domoniq ue, Detective Mike
Brown, DDA Rodriguez, DDA Anna Winn, DDA Laura Gunn, DA Bonnie
Dumanis, and many others, is documented in court records. Records that
are eas' ly accessible to DCC H enley, Attorney Smith, and the Commissions
" expert" investigators. All messages left for Staff Attorney Smith,
req uest' ng comment produced no contact.
On 2-20-14 GTI News served the Commission with a P ublic Records
Req uest to obtain any documentation that would verify an investigation.
On 2-24-14 DCC H enley issued a letter stating:
" The Commission is not subject to the California P ublic Records Act. In
addition. . . . the rules of the Commission on Judicial P erformance,
complaints and investigations are confidential until and unless formal
proceeding are instituted. . . "

The commission' s web site page " Discipline & Decisions 19 61 - P resent" ,
states that 25 Judges, from various courts were removed during the 53
year period. A review of those cases disclosed Judges were removed for
such violations as taking bribes from parties involved in cases they
handled, for having a bad temperament on the bench, and one Judge
slashing the tires of anotherjudge' s car, and then lying to the police about
the malicious conduct.
None of the Judge removal cases reviewed involved three Superior Court
Judges, from the same court house, criminally conspiring to cover up more
than eight years of evidence tampering in their own court house. Judges
conspiring, in writing, with multiple Deputy District Attorneys, from the
same DA' s Office, and multiple P olice Officers from the same Oceanside
P olice Department, which were politically and financially connected to
election fraud, and the Judges re-election campaigns. Judges that were
conspiring with DA' s and P olice to jail and prosecute innocent citizens,
while hiding the evidence that would clear them, and put DA' s and Cops in
pnson.
The Judicial Commission currently has a $4 Million dollar plus annual
budget, and according to the Commissions web site, has been operating in
its current form since 19 9 5. So the commission has received approximately
seventy-six ( 76) million dollar in just 19 years of it 53 year history. That
would put the commissions total receipts for the 53 year period well north
of $150 million, and that does not include medical and retirement benefits
of the Commission staff. So, hundreds of millions of tax dollars, to remove
25 corrupt Judges, and cover up the corruption, of only God Knows how
many corrupt Judges, like Judges Maino, Enright, and P ressman. There
were no observable statistics on how many of the removed corrupt judge
did jail time for their crimes, and the commission does not want to talk
about it.
GTI News has watched for five years as one public agency after another,
connected to the wide spread evidence tampering, and the election fraud,
has committed felony crimes, and then used it position of authority, and
public employee privacy laws, to cover up the crimes, and the Judicial
Commission is no exception.
On 3-18-14 this reporter re-contacted DCC H enley for
comment on the Commission' s handling of the
complaints, and the cover up of the Judge' s crimes.
H enley verified receipt of the Judge Maino Arrest
Warrant ( Signed Confession) document, and the P ublic
Record Req uest. H owever, DCC H enley refused all
comment, and re-affirmed the Commission immunity
from public records req uest, and complete secrecy on
all complaints regarding judge corruption. H enley was
asked, as an attorney and officer of the court, did she
understand the legal concept of obstruction of justice,
and co-conspirators, in crimes. DCC H enley had no
answer.
TH E COMMISSION COMMITTEE
This reporter then contacted Superior Court Judge
Erica Yew, the Chairperson of the Judicial
Commission. Judge Yew was advised this reporter had
q uestions regarding the Judicial Commission covering
up the felony crimes of three Superior Court Judges in
San Diego County. Judge Yew stated this reporter
should contact DCC H enley. Judge Yew was told that
DCC H enley had already been contacted, and given
court record evidence of the crimes, which was
promptly buried, while the commission refused to
discuss the corruption in any manner.
This reporter offered to send, or e-mail the evidence
documents, and copies of the complaints for Yew' s
review, as Commission Chairperson. Judge Yew

refused to review the documents, and continued to state this reporter
should contact DCC H enley.
Superior Court Judge Yew is told, this reporter has public record evidence
that the Judicial Commission she Chairs, is conspiring to cover up the
felony evidence tampering crimes of Judges, in the Superior Court system,
and Superior Court Judge Yew, does not want to see any of the evidence,
or discuss the issue any further, and abruptly hangs up.
This reporter then contacted The Law Office Of
Anthony P . Capozzi in Fresno, California. Mr.
Capozzi is the Vice-Chair of the Judicial
Commission. Office staff were advised this reporter
wanted an interview with Mr. Capozzi regarding the
Judicial Commission covering up the felony crimes
of Judges, and that public record evidence was
available for his review. Capozzi' s office advised Mr.
Capozzi was out of town, and req uest the
documents be sent via e-mail to his attention.
Follow up phone calls verified that the
documentation had been received, and forwarded to Mr. Capozzi, with this
reporters req uest for contact, and an interview.
Over a period of more than three weeks, this reporter followed up with
more than a half dozen phone calls, and additional e-mail req uest, to the
Law Offices of Anthony Capozzi req uesting contact with Mr. Capozzi. Office
staff were advised this reporter wanted to give Mr. Capozzi an opportunity
to answer q uestion about the Commission obstructions before publication
of this article. There were no responses to phone calls or e-mails.
On 4-14-14 this reporter once again called the Law Office of Anthony
Capozzi. Mr. Capozzi took the call, and with an angry, loud voice ordered
this report to stop calling his office. Capozzi stated as a member of the
Judicial Commission he could not discuss active cases. Capozzi was
advised the call did not involve an active case, and that it involved the
commission covering up the crimes ofjudge. Questions regarding P ublic
record documentation that Capozzi had already seen, according to his
staff. After ordering this reporter to stop calling his office, Capozzi hung
up.
The Chairperson, Superior Court Judge, and Vice-Chairperson Attorney, of
the California Commission On Judicial P erformance have been offered and
given public record evidence that Judges are conspiring with DA' s and
P olice to obstruct justice in the Superior courts. They are told the
commission investigators, of theirJudicial Commission, are conspiring to
cover up those crimes, and Capozzi and Yew are angry about being
contacted, and they do not want to hear about the corruption, or its cover
up.
It is no surprise to this reporter that a large majority of the citizens in this
country have come to distrust the government, it law enforcement
agencies, and the attorneys that coordinate and control the corruption for
personal and financial benefit. The criminal public corruption is dominant
at all levels of public agencies, and it always tracks back to the public
unions money, and the manipulation of elections, to expand personal,
financial, and political benefits.
