INPUTS
1. Power is derived from either the Line or Bus input, whichever is greater. Below 65 V, the low
voltage detection circuitry will shut down the M-0359.
2. Line voltage, nominal 120 V ac, 145 V ac maximum continuous. Will withstand 240 V ac for 1 sec.
3. Bus voltage, nominal 120 V ac, 145 V ac maximum continuous. Will withstand 240 V ac for 1 sec.
NOTE: Line and Bus voltage inputs are transformer-isolated, allowing complete freedom in applications.
4. Select Dead Bus Close (by closing contact)*.
5. Select Dead Line Close (by closing contact)*.
* NOTE: One input must be greater than 100 V ac to ensure output relay closure.
6. Shift PHASE ANGLE LIMIT setpoint. An external contact closure will reduce the setpoint by a
specified ratio. This can also be used as a widening function by operating with the external
terminals normally closed.
7. Enable Sync-Check.

DEAD LINE LIMIT: 10 to 60 V, dial calibration accuracy 7% of full scale.
DEAD BUS LIMIT: 10 to 60 V, dial calibration accuracy 7% of full scale.
PHASE ANGLE LIMIT: 0 to 30, dial calibration accuracy 5% of full scale. Other ranges available.
DELTA F LIMIT: 0.01 to 0.5 Hz, dial calibration accuracy 5% of full scale.
NOTE: Controls are independent of each other and do not require additional instrumentation for field
setting.

BREAKER CLOSE RELAY
Dry output contacts rated to make and carry 20 A at 250 V dc, and interrupt 0.9 A at 120 V dc or 0.4 A at up
to 250 V dc inductive load. Open contacts will withstand 1500 V ac for 1 min. Contacts to ground will
withstand 1500 V ac for 1 min.
RESPONSE TIME
When the Line and Bus inputs are first applied to the unit, the voltage magnitude circuits require
approximately 0.5 sec. to sense the correct voltage. The unit will simultaneously measure phase angle and
close the breaker with proper phase angle after this initial delay. In closing on dead line or dead bus, the
phase condition is ignored so that the unit will close upon a voltage below the set threshold in approximately
0.5 sec.
STATUS RELAY CONTACTS
Voltage Status Relay: Closed when Voltage conditions are within limits.
Phase Angle Status Relay: Closed when Phase Angle is within limits.
Delta Frequency Status Relay: Form C contact provided.
These are light duty contacts intended primarily for status interrogation by supervisory. They can be used to
light local lights with the following restrictions:
1/2 A at 125 V dc resistive; 1 A at 120 V ac, 250 V dc across open contacts
ANALOG OUTPUTS
Various dc analog outputs are provided for Bus Voltage, Line Voltage, Delta V, Phase Angle, and Delta F.
These analog outputs can interface with most SCADA systems.
RELIABILITY
The M-0359 Syncrocloser

Check Plus relay is assembled on three glass-epoxy printed circuit boards. All
semiconductor components are hermetically sealed, and of the highest and most reliable quality available.
Highly stable, instrument-grade capacitors and resistors are used in critical measurement circuits to
minimize the possibility of error.
TRANSIENT PROTECTION
Input and output circuits are protected against system transients. The M-0359 will pass all requirements of
ANSI/IEEE C37.90.1-1989, which defines oscillatory and fast transient surge withstand capability. All inputs
and outputs will withstand 1500 V ac to chassis or instrument ground for one minute. Voltage inputs are
electrically isolated from each other, from other circuits, and from ground.
ENVIRONMENTAL
Temperature Range: Units will operate properly over a temperature range of 40to +80C.
Humidity: Stated accuracies are maintained at up to 95% relative humidity (non-condensing).
Fungus Resistance: A conformal printed circuit board coating inhibits fungus growth.
PHYSICAL
Size: 19" wide x 3-1/2" high x 13" deep (48.3 cm x 8.9 cm x 33.0 cm). Requires two rack units space in a
standard 19" rack. May also be panel mounted horizontally or vertically.
Approximate Weight: 15 lb (6.8 kg).

Always Ground the Equipment
To avoid possible shock hazard, the chassis must be connected to an electrical ground. When servicing
equipment in a test area, the Protective Earth Terminal must be attached to a separate ground securely
by use of a tool, since it is not grounded by external connectors.
Do NOT operate in an explosive environment
Do not operate this equipment in the presence of flammable or explosive gases or fumes. To do so would
risk a possible fire or explosion.
Keep away from live circuits
Operating personnel must not remove the cover or expose the printed circuit board while power is ap-
plied. In no case may components be replaced with power applied. In some instances, dangerous volt-
ages may exist even when power is disconnected. To avoid electrical shock, always disconnect power and
discharge circuits before working on the unit.
Exercise care during installation, operation, & maintenance procedures
The equipment described in this manual contains voltages high enough to cause serious injury or death.
Only qualified personnel should install, operate, test, and maintain this equipment. Be sure that all per-
sonnel safety procedures are carefully followed. Exercise due care when operating or servicing alone.
Do not modify equipment
Do not perform any unauthorized modifications on this instrument. Return of the unit to a Beckwith
Electric repair facility is preferred. If authorized modifications are to be attempted, be sure to follow
replacement procedures carefully to assure that safety features are maintained.
PRODUCT CAUTIONS
Before attempting any test, calibration, or maintenance procedure, personnel must be completely familiar
with the particular circuitry of this unit, and have an adequate understanding of field effect devices. If a
component is found to be defective, always follow replacement procedures carefully to that assure safety
features are maintained. Always replace components with those of equal or better quality as shown in the
Parts List of the Instruction Book.
Avoid static charge
This unit contains MOS circuitry, which can be damaged by improper test or rework procedures. Care
should be taken to avoid static charge on work surfaces and service personnel.
Use caution when measuring resistances
Any attempt to measure resistances between points on the printed circuit board, unless otherwise noted
in the Instruction Book, is likely to cause damage to the unit.

This product line is directed towards the problem of when to close a circuit breaker. In most cases, it is expected
that the products will be used with a transmission rather than a distribution breaker. They may be used with
either generator breakers, line breakers, or breakers selectively used for either purpose.
The units are available with various features, giving a flexibility of application to a wide variety of conditions.
Solid-state technology gives all units the following important advantages:
1. Each unit mounts in a standard 19" rack, thereby conserving valuable panel space for meters and
frequently used controls. Each unit requires only 3-1/2" of vertical rack space.
2. The units are capable of meeting extreme shock, vibration and seismic requirements.

The M0359 is a replacement for the familiar electromechanical sync-check relay, with the added features of
DELTA F LIMIT, DEAD LINE LIMIT and DEAD BUS LIMIT front panel settings. The unit is intended for use in closing
a circuit breaker when slip frequency, phase angle and voltage magnitudes fall within adjustable windows.

controls that have no interdependence with each other.

1. For supervising the closing of a substation tie line breaker where either a rotating or static phase angle is
expected.
2. As a backup device for an operator. Status outputs can be used to tell why the M0359 did not close the
breaker so that the operator can change system parameters as needed.
3. As a backup device for an automatic synchronizer such as the M0193 Syncrocloser Unit, either at a
generating plant or at a system tie breaker. The interconnections for this application are shown in Figure
1. Refer to the M0193 Application Guide for further information.

The M0359 closes on a static phase angle (network interties) or black line/bus,
as enabled. The M0359 also provides analog data for SCADA input.

The M0359 can be used, either alone or as a permissive relay in series with an operator or automatic
synchronizer, to close or reclose a line circuit breaker where there could be a difference in frequency across the
open breaker. The maximum allowable frequency difference for breaker closing is set on the front panel DELTA
F LIMIT control.
In some instances, a difference in frequency can exist with two islands of generation separated by the
breaker under consideration. The M0359 will close with either a rotating or static phase angle, provided the
parameters are within the setpoint limits.
Unlike other sync-check relays, the M0359 has SCADA-compatible analog outputs that represent the phase
angle, difference frequency, voltage magnitudes and voltage difference across the open breaker. This can be
essential to system operators since it allows them to determine when it is safe to close a certain breaker and can
also serve as the criteria for correction.
Various logic inputs enable or inhibit the different modes of M0359 breaker closing, as shown in Figure 2. It
is suggested that these be used so that the M0359 contact directly closes the breaker or a 25X sync auxiliary
relay. This eliminates reliance on a number of inherently less reliable electromechanical contacts in the close
circuit.
I NOTE: All functions operate simultaneously, depending on the inhibit/enable inputs.

The UPPER and LOWER VOLTAGE LIMIT settings permit checking the voltage conditions prior to closing and are
used to supervise the closing of a line breaker.

The Voltage Difference (DELTA V LIMIT) is used to ensure that the difference in voltage magnitude between the
Bus and Line voltages is not excessive. Using the DELTA V LIMIT allows the UPPER VOLTAGE and LOWER
VOLTAGE LIMIT controls to be set for a wide range of acceptable voltage, while requiring a close voltage match
within the acceptable voltage range.

The Dead Line/Bus Closing will be used if system conditions and operating practices require the function.
Note that either Dead Line Closing and/or Dead Bus Closing can be enabled by terminal block connections.
This can be done by permanent terminal block jumpers, if one or the other or both functions are required.
The connections may also be made by operator switches if operating conditions sometimes require the
functions and other times do not.
I NOTE: Enabling of Dead Line and Dead Bus permits either mode of operation; the
system will not operate with a simultaneous Dead Line and Dead Bus condition.

jumpered, since an inadvertent close command can take place if a voltage transformer or
its associated circuit fails open.

The Phase Angle Limit Detector measures the phase angle between the line and bus voltages, and compares
the angle to the PHASE ANGLE LIMIT control setting. When the angle is less than the limit setting, the PHASE OK
LED will light and, assuming that voltage and frequency difference conditions are within their setpoints, the
M0359 will close the permissive output relay for breaker closing.

An external contact can be connected between terminals TB1-15 and TB1-21, as shown in Figure 2. The contact
can be closed by supervisory control to reduce the PHASE ANGLE LIMIT setting by a fixed ratio, while permitting
the M0359 to continue to monitor all parameters. The ratio is selected when the M0359 is ordered, but can be
changed by the user.
There are two typical applications of the Phase Angle Limit Shift function. One would be when a rotating angle
could exist across a breaker due to an islanding condition. For example, assume that normal conditions
require a PHASE ANGLE LIMIT setting of 15, but islanded conditions require closing a breaker at 3. In this case,
the M0359 would be ordered with a 1/5 ratio reduction, and the PHASE ANGLE LIMIT control would be set at
15. For normal operations, the external contact would be open, and the M0359 would operate within a 15
limit setting. When required to operate with a 3 limit, supervisory would close the external contact across TB1-
15 to TB1-21.
The second instance would be when a static phase angle could exist across the breaker, and abnormal system
conditions would require breaker closing with a greater than normal angle. For example, assume that normal
conditions require a PHASE ANGLE LIMIT setting of 15, but abnormal conditions require closing the breaker at
30. In this case, the M0359 would be ordered with a 1/2 ratio reduction, and the PHASE ANGLE LIMIT control
would be set at 30. For normal operations, the contact would be closed, and the M0359 would operate within
a 15 limit setting. When required to operate with a 30 limit, supervisory would open the external contact
across TB1-15 to TB1-21.

The Delta F Limit Detector portion of the M0359 measures the frequency of the line and bus input voltages,
and compares the difference between them (the slip value) with the DELTA F LIMIT control setting. When the
frequency difference measurement is less than or equal to the DELTA F LIMIT setting, the DELTA F OK LED will
light and, assuming that voltage and phase angle conditions are within their setpoints, the M0359 will close
the permissive output relay contact for breaker closing. A status relay contact is provided that will indicate
when the frequency difference has fallen below the DELTA F LIMIT setting.

The Voltage Status, Frequency Status and the Phase Angle Status Relays permit interrogation of the M0359 by
supervisory control to indicate whether a breaker can be closed, and if not, whether the problem is with phase
angle, frequency or voltage conditions. Alternatively, the status contacts can be used for local indicator lights.

The Analog Outputs provided on the M0359 can be used as transducer outputs or for interrogation of the
relay while in operation. Voltage analog outputs (Option 1 for Bus Voltage, Line Voltage, Delta Voltage, Phase

Angle, and Delta Frequency) can be modeled as in Figure 3. Should a current output (Option 2 for each) be
desired rather than voltage, the circuit connection of Figure 4 should be used.
As shown in these figures, diodes D1 through D4 provide protection to operational amplifier U1. Since all
outputs are monopolar voltages, the diodes never conduct except if a voltage is inadvertently applied to the
analog output terminals.
Scale factors for either option are shown in Table 1. Should scale factors other than those provided by the M
0359 be desired, the voltage analog outputs may be resistively divided, or an additional external amplifier may
be used for gain. The current output scale factor may be changed by selecting a different value for R3. The value
of R3 should be selected to provide the desired scale factor. The maximum current I available is 5 mA. In
addition, the maximum voltage output from U1 is limited to 12 V dc. For proper operation, the circuit must stay
within the voltage and current limitations. The maximum voltage output from U1 can be calculated as shown
in Equation 1 below.

Line. Each unit fits a standard 19"


rack mount and requires two rack units of height.
Figure 6 shows the cutout required for panel mounting. The units can be mounted horizontally or vertically.
The M0217 Cover Kit option is a transparent cover and mounting bracket set that covers the knobs and
prevents accidental resetting.

Controls should be set as follows:
1. Adjust the UPPER VOLTAGE LIMIT control to the limit voltage which both the line and bus voltages must not
exceed, if breaker closing is to be permitted.
2. Adjust the LOWER VOLTAGE LIMIT control to the limit voltage which both the line and bus voltages must not
fall below, if breaker closing is to be permitted.
3. Adjust the DELTA V LIMIT control to the difference in voltage which, if exceeded, will block breaker closing.
4. Adjust the DEAD LINE LIMIT control to the voltage limit which, if the line voltage falls below it, will result in
immediate breaker closing when programmed regardless of the PHASE ANGLE LIMIT or DELTA F LIMIT
control settings.
5. Adjust the DEAD BUS LIMIT control to the voltage limit which, if the bus voltage falls below it, will result in
immediate breaker closing when programmed regardless of the PHASE ANGLE LIMIT or DELTA F LIMIT
control settings.
6. Adjust the PHASE ANGLE LIMIT control to an angle window on either side of 0 which, if the phase angle
falls within it, will allow breaker closing.
The phase angle before a breaker is closed is a measure of the power that will flow after closing. The
maximum allowable phase angle must be calculated such that damage or tripping of protective relays will
not result from the power which flows immediately after closing.
7. Adjust the DELTA F control to the frequency difference that must not be exceeded to allow breaker closing
after the phase angle comes within limits.
The various LEDs will light when the conditions indicated are within limits for breaker closing.

Due to the extremely sophisticated nature of the circuitry in the M0359 circuitry, field repair is not
recommended. All units are fully calibrated at the factory prior to shipment; there is no need to re-calibrate a
unit prior to initial installation. Calibration is only required after a component is replaced. In the event that a
unit does not operate properly, it should be established that the problem is caused by malfunction of a
Beckwith Electric unit and not caused by an external fault or wiring error. Once this is assured, the entire unit
should be returned to Beckwith Electric. Pack the unit carefully (in the original carton if possible), assuring that
there is adequate packing material to protect the contents.
I NOTE: Any equipment returned for repair must be sent with transportation charges
prepaid. The equipment must remain the property of the user. The warranty is void if the
value of the unit is invoiced to Beckwith Electric at the time of return or if the unit is returned
with transportation charges collect.
If under warranty, units will be repaired rapidly and returned at no cost and with return transportation paid
if the fault is found to be due to workmanship or failure of material. If a unit is under warranty and express
shipment for return of the repaired unit is requested, shipping charges will be billed at the current rate. If the
fault is due to abuse or misuse, or if the unit is out of warranty, a modest charge will be made. Repair can
normally be expected to take two weeks, plus shipping time. If faster service is required, it should be requested
at the time of return.
I NOTE: Units returned with only a blown fuse are not covered by warranty and a nominal
repair charge will be made for replacement of the fuse. Please check the fuses before returning
the M0359 for repair in order to avoid unnecessary repair charges.
To help in analyzing the problem, a complete description of the malfunction and conditions leading to the
failure should be included with the unit.
However, if you choose to repair the unit, it is necessary to be completely familiar with the circuitry involved,
and have an adequate understanding of field effect devices. Be sure to carefully read the WARNING WARNING WARNING WARNING WARNING page at the
beginning of this manual.
L CAUTION: This unit contains sensitive MOS circuitry that can be damaged by
improper repair procedures. Work stations used for repair should be static-free and
procedures for handling MOS circuitry should be followed. In addition, any attempt to
measure resistances between points on the printed circuit board may cause damage to the
unit.
It is suggested that first a visual inspection be made for any component that does not appear normal or appears
to have overheated. Analysis of the circuit will then often lead to the cause of the failure and components that
need to be replaced.
If no obvious problems exist, it is suggested that the TEST TEST TEST TEST TEST and CALIBRATION PROCEDURES CALIBRATION PROCEDURES CALIBRATION PROCEDURES CALIBRATION PROCEDURES CALIBRATION PROCEDURES in the
Instruction Book be followed until a portion of a circuit is detected which does not perform as expected or until
a calibration point is found which will not meet requirements. These procedures should lead to a
determination of the defective component.

Buyer shall hold harmless and indemnify the Seller, its directors, officers, agents, and employees from any and all costs
and expense, damage or loss, resulting from any alleged infringement of United States Letters Patent or rights accruing
therefrom or trademarks whether federal, state, or common law, arising from the Sellers compliance with Buyers
designs, specifications, or instructions.

Seller hereby warrants that the goods which are the subject matter of this contract will be manufactured in a good
workmanlike manner and all materials used therein will be new and reasonably suitable for the equipment. Seller
warrants that if, during a period of two years from date of shipment of the equipment, the equipment rendered shall be
found by the Buyer to be faulty or shall fail to perform in accordance with Sellers specifications of the product, Seller
shall at his expense correct the same, provided however that Buyer shall ship the equipment prepaid to Sellers facility.
The Sellers responsibility hereunder shall be limited to the replacement value of the equipment furnished under this
contract. The foregoing shall constitute the exclusive remedy of the Buyer and the sole liability of the seller and is in lieu
of all other warranties, whether written, oral, implied or statutory, except as to the title of the Seller to the equipment
furnished. No implied statutory warranty of merchantability or of fitness for a particular purpose shall apply. Seller does
not warrant any product or services of others which Buyer has designated.
SELLER MAKES NO WARRANTIES EXPRESSED OR IMPLIED OTHER THAN THOSE SET OUT
ABOVE. SELLER SPECIFICALLY EXCLUDES THE IMPLIED WARRANTIES OF
MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE. THERE ARE NO
WARRANTIES WHICH EXTEND BEYOND THE DESCRIPTION CONTAINED HEREIN. IN NO
EVENT SHALL SELLER BE LIABLE FOR CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE
DAMAGES OF WHATEVER NATURE.

contract.
In no event shall the Seller be liable for special, incidental, exemplary or consequential damages including, but not
limited to loss of profits or revenue, loss of use of the equipment or any associated equipment, cost of capital, cost of
purchased power, cost of substitute equipment, facilities or services, downtime costs, or claims or damages of customers
or employees of the Buyer for such damages, regardless of whether said claim or damages is based on contract,
warranty, tort including negligence or otherwise.
Under no circumstances shall the Seller be liable for any personal injury whatsoever.
It is agreed that when the equipment furnished hereunder or any services furnished hereunder are to be used or
performed in connection with any nuclear installation, facility, or activity, Seller shall have no liability for any nuclear
damage, personal injury, property damage, or nuclear contamination to any property located at or near the site of the
nuclear facility. Buyer agrees to indemnify and hold harmless the Seller against any and all liability associated therewith
whatsoever whether based on contract, tort, or otherwise. Nuclear installation or facility means any nuclear reactor and
includes the site on which any of the foregoing is located, all operations conducted on such site and all premises used for
such operations. It is the intention of the parties that this is a complete indemnification and hold harmless agreement in
regard to all claims arising from nuclear operations of Buyer.
