John Bofarull Guix CONEL Buildings Energy Efficiency ANNEX 6 QUESTIONNAIRE to CONSULTANT, pending 1 / 3

Project CONEL ENERGY EFFICIENCY Consultant name: Catherine Cleary on behalf of Martin Frisby
mfrisby@staff.conel.ac.uk
Student: John B Guix, 396047 Consultant contact details:

1. Are CONEL TTH or CONEL ENF rented buildings? leased to government

2. Or were/are considered under construction since year 2008?

3. How many building sqft/m2 have each centre? roof area only?

4. How can we get copy of building schematics to accurately find out wall floor and roof areas?

5. Are these schematics available from local councils? how much does it cost to retrieve copy of a given
public building layout?

6. how does the accreditation look like?

7. if you have one, how much did it cost to get it?

8. the registry online query to know about CONEL TTH and ENF registration status?

9. how do you configure an energy efficiency budget from building parameters? is the following void
table a good start?

10. I found the a recommendation from a EU building energy efficiency related regulation listing points
to be considered when assessing buildings energy efficiency (from EU Parliament 16/12/2002 (4/1/2003)
pg65 to 71: on the energy performance of buildings )
(a) thermal characteristics of the building (shell and internal partitions, etc.). These characteristics may
also include air-tightness;

(b) heating installation and hot water supply, including their insulation characteristics;

(c) air-conditioning installation;

(d) ventilation;

(e) built-in lighting installation (mainly the non-residential sector);

(f) position and orientation of buildings, including outdoor climate;

(g) passive solar systems and solar protection;

(h) natural ventilation;

(i) indoor climatic conditions, including the designed indoor climate.

2. The positive influence of the following aspects shall, where relevant, be taken into account:

(a) active solar systems and other heating and electricity systems based on renewable energy sources;

(b) electricity produced by CHP;

(c) district or block heating and cooling systems;

(d) natural lighting.

3. For the purpose of this calculation buildings should be adequately classified into categories such as:
(j) single-family houses of different types;

(k) apartment blocks;

(l) offices;

(d) education buildings;

(m) hospitals;

(n) hotels and restaurants;

(o) sports facilities;

(p) wholesale and retail trade services buildings;

(q) other types of energy-consuming buildings.

11. Could CONEL DIY assessment measurements and certification, provided that CONEL has some one with
accreditation?

12. The EPC registry has an online service that has confirmed that an EPC assessment has been carried out
for both CONEL Tottenham and CONEL Enfield buildings. I would like a copy of the assessment, specially the
conclusions if any recommendation done by the assessor, lay out this project from that point and not from
the initial point not knowing how efficient are the buildings.

13. Please, contact details of the consultant/ assessor used if external, or contact details of the CONEL
employee that has carried out the assessment.

14. What has been the conclusion of the building energy efficiency already carried out (I forwarded )

ELECTRICITY: EDF 'average month' bill between highest cost and lowest cost months, may be considered : without VAT
14889.20 15,672.84 including VAT 5% . electricity usage: 198 818 kWh / month.
Meter:

GAS: EDF 146,909 kWh / month 2,362 including VAT 5% : without VAT 2243.9 this has is burnt away in a gas station,
not at CONEL facilities.
Meter:

CONEL is Paying for convenience , for know how, for distribution license, for delivery safety.

WATER: Thames water. supply also charges for water removal along with water supply. Thames water charges 90% for
water removal. 100,000m3 19,802 for delivery and drainage. 5gl/person/day showers aside
Meter:

ELECTRICITY IS CHEAPER DURING NIGHT TIME, 22H00 TO 6AM

No GRID power feed back.

Strategies: some rooms have light sensors. Computers used to turn off @18:00, but when OS upgraded to W7, IT
department has not yet configured the system. W7 installation July 2011.

heating turns on at 5am so rooms are warm by 9am, room temperature (nominal) 20C. Thermostat set to 20C.

Water recycling, large area of ground needed, machines, it is a business (Barking).

Calculate cost charged per kWh for water gas and electricity, example:

bill 49.20 including VAT for 480 units [kWh]
VAT( 5%): 2.71
cost per utility without VAT: 49.20 - 2.71= 46.49
cost per kWh = 46.49 / 480 = 0.0977 ~ 0.1

Charities , relief packs to install PV, VAT TAX exemptions.

there has to be a way to allow students to work for free or for low wages to maintain an on-site power generation system that
does not pose an overwhelming amount of know-how and time.

cost of running appliances
Energy [kWh] = Power [kW] time [time]
a hairdryer of 1500W runs for 10 minutes
P=1500/1000 = 1.5kW; t=10/60 =1/6 hours
Energy = 1.51/6 = 0.25 kWh
cost: 0.25 unit price = 0.25 0.1 = 0.025
