Admission Policy of the Graduate School of Informatics

The field of study referred to as informatics at Kyoto University consists of three core areas
related to information in both natural and artificial systems: the interface between humans/society and
information, mathematical modeling, and information systems. The aim of the Graduate School of
Informatics (hereafter, the School) is not confined to the creation of a new field of learning that might
be termed 21st-century informatics; more broadly, we seek to promote an understanding of the essence
of information and the immense influence of IT on society, and to advance information-related
science and technology in the appropriate directions. Through this type of education and research, we
hope to assist in achieving a more humanistic lifestyle and contribute to a harmonious coexistence in
the global community.
The School welcomes students who aspire to develop this new academic area in the field of
informatics. Thus far, we have accepted students from diverse backgroundsunfettered by the
conventional framework of sciences versus humanitiesfrom throughout J apan and the world. This
program also welcomes working professionals. For this reason, the entrance examination adopts a
format allowing examinees to select questions from various specialized fields. In certain departments,
we also permit the selection of candidates based on recommendations.
The education offered at this School seeks to nurture high-level research capabilities and rich
scholarship in order to instill the skills of researchers and top-quality technicians who can contribute to
a knowledge-based society. More specifically, we strive to instill a broad vision in our students that
extends beyond any individual field of expertise. We have put together a closely knit fabric of
graduate education in which the specialized instruction within the department may be likened to its
warp, and the woof would be instruction that crosses departmental borders, such as the Perspective in
Informatics. The School also extends its education to those who hail from fields other than
information.
By providing such an education, we aspire to produce graduates who are endowed with
communication skills that are necessary to contribute to the international stage and to be actively
engaged in research, who excel in having the type of originality and creativity needed by industry, and
who possess the rare ability to master and apply a wide range of basic technologies that can be used to
develop interdisciplinary fields. Our mission is to produce skilled individuals who can exercise
leadership as both researchers and engineers.

The International Courses are established in the departments of Intelligence Science and Technology; Social
Informatics; and Communications and Computer Engineering of the Graduate School of Informatics
(hereinafter referred to as the School), which provide both lectures and research courses in English
sufficient for completing the Doctoral Program.

All times stated in the guidelines are in Japan Standard Time.
The Japanese version of the guidelines shall be the authoritative version, with the English translation
provided only as a reference.

- The above numbers include a small number of students for the International Courses in Intelligence
Science and Technology; Social Informatics; and Communications and Computer Engineering,
respectively.
- A few students in the categories of working professionals and international students will be accepted
for each department.

II. Eligibility
Applicants who presently fall into one of the following categories or anticipate doing so by the end of
March 2015 will be eligible to apply.
1. Applicants who have a master's degree, a master's-level professional degree, or a juris doctor (J D)
degree awarded by a J apanese graduate school
2. Applicants who have completed a program equivalent to the School's Master's Program or Professional
Degree Program in foreign countries (see note 1 below)
3. Applicants who have completed a program equivalent to the School's Master's Programor Professional
Degree Program in countries other than J apan by completing a correspondence course conducted by a
school in the said country while residing in J apan (see note 1 below)
4. Applicants who have completed a foreign graduate school curriculum (e.g., one that is equivalent to
the Master's Program or Professional Degree Program of the Graduate Schools of Kyoto University) in
J apan at an educational facility that has been accredited as having an approved curriculum under the
educational system of the said country and is so designated by the Minister of Education, Culture,
Sports, Science and Technology (hereinafter referred to as the "Minister") (see note 1 below)
5. Applicants who have completed a curriculum at the United Nations University (under the provisions of
Paragraph 2 of Article 1 of the Act on Special Measures Incidental to Enforcement of the Agreement
between the United Nations and J apan regarding the Headquarters of the United Nations University,
Act No. 72 of 1976), and awarded a degree equivalent to a masters degree (see note 1 below)
6. Applicants who have completed a curriculum and have passed an examination or an assessment
equivalent to those prescribed in Paragraph 2 of Article 16 of the Standards for Establishing Graduate
Schools (Ordinance No. 28 of the Ministry of Education, Science and Culture, 1974) at an educational

institution in another country, an educational facility designated in category 4 above, or the United
Nations University; and have been recognized by Kyoto University as having an academic ability on
par with or higher than that of a person with a masters degree (see note 2 below)
7. Applicants designated by the Minister (see notes 3 and 4 below)
8. Applicants who are recognized by the school as having a scholastic ability on par with or higher than
that of a person with a master's degree as a result of an individual screening of their application
eligibility, and who are at least 24 years old (see note 4 below)

(Notes)
1. Applicants who have completed a masters program of a foreign university, or who have been
awarded a masters degree in a foreign country, will be screened for their eligibility before
application in principle.
- Applicants who are from China (mainland China and Hong Kong) will be screened by:

Contact the AAO (E-mail: aao-ku@www.adm.kyoto-u.ac.jp) first, and follow their instructions.
The AAO will subsequently inform the School of the screening results. Applicants who have
undergone a screening by the AAO previously and were certified as eligible, only need to submit
the appended Educational background to the Student Affairs Division of the School.
- Other applicants must submit the appended Education Background form and a Certificate of
completion (or prospective completion) directly to the Student Affairs Division of the School (1st
floor, Research Bldg. No. 8) no later than 5:00 p.m. on Monday, June 2, 2014.
As the education system varies in each country, the above applicants may be asked to undergo a
screening for application eligibility.
2. Applicants falling into category 6 must contact the Student Affairs Division of the School prior to
submitting their application by the end of May 2014, and undergo a screening for eligibility in
advance. The School will not accept any application from any said applicant unless the applicant
has undergone this screening in advance.
3. This refers to applicants who have graduated from a university or who have completed 16 years of
school education in a foreign country and subsequently spent at least two years conducting research
in a university, research institute, research organization, company, or other such facility; and who
are recognized through their publications (academic papers, books, research reports), patents, and
similar achievements, as having a scholastic ability on par with or higher than that of a person who
has completed the Master's Program of the School.
4. Applicants falling into category 7 or 8 must undergo a screening for application eligibility in
advance. The School will not accept any application documents unless the said applicants
undergo this screening in advance (refer to section V, Screening for application eligibility).

III. Special Selection Procedure for Working Professionals
The special selection procedure for working professionals is intended for applicants who satisfy all the
following conditions at the time of application:
- satisfying the application eligibility requirements specified in section II,
- being employed by a public or private organization,

- will maintain their employment status even after enrolled to the School, and
- having been recommended by their superior.

IV. Special Selection Procedure for International Students
The special selection procedure is intended for international students who meet the application eligibility
requirements specified in section II and who submit the appended Letter of Recommendation.
The letter must be written in either J apanese or English.

V. Screening for Application Eligibility (Applicants falling into eligibility category 7 or 8)
Prior to application for the entrance examinations, applicants falling into eligibility category 7 or 8
should submit the documents below in person to the Student Affairs Division of the School (1st floor,
Research Bldg. No. 8) no later than 5:00 p.m. on Monday, J une 2, 2014, or send the documents by
registered express mail, with Application for eligibility screening; April 2015 Admission to the
Doctoral Program written in red on the envelope.

2. Screening procedure and schedule
1) The School examines the above documents and conducts interviews/oral examinations. The
interview/oral examination may be waived depending on the results of the screening of the
above documents. Applicants who have undergone an eligibility screening by the School
previously and were certified as eligible, only need to submit the appended Application form
(*1) indicated above. The interview/oral examination will be waived for such applicants.
2) Interviews/oral examinations will be conducted at the School on Wednesday, J une 11, 2014.
3) The School will send the results of the screening by post to applicants on Monday, J une 16,
2014.

Certificate must be issued by the educational institution last attended.
This certificate is not necessary for applicants who fall into application
eligibility category 2, 3, 4, or 5, and who have already submitted one to
the School in accordance with note 1 of section II, Eligibility.
However, applicants who undergo the screening conducted by AAO
must submit this certificate.
4 Transcript The transcript must be issued and tightly sealed in the envelope by the
educational institution last attended (it need not be sealed if it is
copy-protected).
Applicants falling into application eligibility category 7 or 8 do not
have to submit a transcript.
5 Statement of Research
Progress
State the study and research works undertaken so far and the objectives
of expected study and research upon enrollment (no more than 10
A4-sized pages; free format, supplemental materials allowed).
This can be substituted by a masters thesis or its draft in either English
or J apanese if available.
This statement is not necessary for applicants who fall into application
eligibility category 7 or 8, and have had an eligibility screening.
6 Research Plan Submit a research plan for the Doctoral Program on the basis of the
research progress so far on 2 A4 sized sheets (free format); clearly
indicate the preferred group that the applicant chose and his/her name at
the top.
7 Photocopy of Passport

(Notes)
1. International students applying through the special selection procedure for international students must submit the
appended Letter of Recommendation.
2. Accepted applicants who are currently enrolled in another Graduate School of Kyoto University must submit a certificate
of withdrawal (or a certificate of completion) fromtheir Graduate School at the time of enrollment into the School.
Those who falsify their status when filing applications may have their acceptance revoked even after enrollment procedure
has been completed.
3. For successful international students, at the time of enrollment procedure, they must submit a Residence Certificate or a
Certificate of Registered Matters which indicates their visa status as college student and the period of stay.
4. For the Department of Intelligence Science and Technology, the Department of Social Informatics, and the Department of
Communications and Computer Engineering, submission of an original score record of one of the English language tests
(TOEFL, TOEIC and IELTS) will replace the written examination of English proficiency. Note that a score record of
IELTS (as well as TOEFL and TOEIC) is accepted only by the Department of Social Informatics.
5. Applicants found to have falsified their TOEFL, TOEIC, or IELTS score record will be deemed ineligible and will have
their acceptance revoked, even after enrollment procedure has been completed
6. If applicants do not submit the original of the score record, the School will record their English test score as zero.

VII. English Test Scores (TOEFL, TOEIC and IELTS)
1. The applicant is responsible for taking all the necessary steps and paying any related costs for taking
the TOEFL, TOEIC, or IELTS tests.
2. Submit one of the following original score records:
- TOEFL (TOEFL PBT)
- Internet TOEFL (TOEFL iBT)
- TOEIC
- IELTS
3. The School will only accept the score records of TOEFL, TOEIC, and IELTS tests taken no more than
two years prior to the Schools application deadline. Note that score records of institutional testing
programs (neither TOEFL nor TOEIC) will not be accepted.
4. The School will send the original score records back to the applicants along with their examination
voucher.
5. Applicants who have taken TOEFL, TOEIC and/or IELTS tests multiple times may submit the single
result of their choice for application.
6. The School will convert TOEFL PBT and TOEFL iBT scores based on the conversion table published

by the U.S. Educational Testing Service (ETS).
TOEIC scores will be converted to TOEFL PBT scores using the following formula:
TOEIC score x 0.348 +296 =TOEFL PBT score
The School will convert IELTS scores to TOEFL scores based on the comparison table produced by
the English Language Teaching Center, University of Sheffield.
7. Applicants who cannot prepare the original score record in time for application will still be permitted
to apply provided that they;
- submit a letter to that effect together with their application form and the supporting materials to the
School; and
- submit the original score record in the examination room prior to the start of the first examination on
August 6, 2014.
Failure to fulfill this condition will result in their English test scores being recorded as zero. Original
score records submitted at the examination venue will be returned to applicants together with their
notification of examination result.

VIII. Application Procedures
1. Applicants must bring all required application materials in person or send them by post to the address
shown below. If sending by post, write in red Application materials for April 2015 admission to the
Doctoral Program enclosed on the envelope, and send by registered express mail. The School may
contact the applicants if their application materials are not in order.
2. Applications will be considered to be completed with dispatch of examination vouchers by the School.
3. In principle, once the materials have been accepted, no subsequent revision to the application items
will be allowed, and they will not be returned to the applicants except for the original score records of
English language proficiency tests; the School will not refund application fees after the acceptance.
4. For applicants who have graduated from and completed a masters program of a foreign university, or

4. On the day of the examination, assemble in front of the examination room at least 20 minutes before the
start of each examination. For the interviews/oral examinations, follow any separate instructions that
may be provided by the relevant department.
5. Important notes concerning written examinations
- In the examination room, examinees should be sure to bring the examination voucher with them
and to follow the proctors instructions.
- The only stationery items that may be used during the examination are as follows: pencils, ink pens,
ballpoint pens, mechanical pencils, pencil sharpeners, plastic/rubber erasers, rulers, clocks and
watches (with time functions only). Mobile telephones and other items may not be placed on
desks.
- The use of dictionaries (including electronic dictionaries) is not permitted.
- Examinees must follow the directions of their respective departments regarding the use of other
reference materials.
- Examinees arriving late to the examination room will be permitted to enter within 30 minutes after
the start of each examination.
- For examinees who fail to sit an examination, the score to be given in that subject will be zero.
Failure to sit an examination in two or more subjects will result in disqualification. Disqualified
examinees may not sit any further examinations.
6. Important note concerning interviews/oral examinations
Where an examinee is scheduled to take an interview/oral examination, failure to attend will result in
disqualification.

Applicants should choose and enter only one preferred application group in the relevant
department for which they are applying in the prescribed field of the appended Applicaton form for

Describe the research progress to date on A-4 sized paper either in J apanese or in English (no prescribed
format, at least 2-pages long and no longer than approximately 10 pages). In addition, examinees who

Questions will be related to the examinees preferred application groups and his/her research project in

In prospect of the applicants masters thesis to be completed, prepare a research progress report (about 10
pages of A-4 sized paper in length).

The written examination tests specific knowledge on the preferred group(s) chosen in the application form.
c. Supplementary information on oral examination
An oral examination may be omitted depending on the results of the written examination. The oral
examination is scheduled for about 40 minutes, but the duration may be shortened depending on the
assessment of the application materials. The examination consists of a 30-minute presentation on the
contents of the applicants research progress report, followed by a question-and-answer session on the
presentation and the research fields to which the applicant is applying. The examination room will be
equipped with a blackboard, an OHP, and an LCD projector. However, no laptop computer or other such

- In the examination room, be sure to hold the examination voucher and follow the
proctors instructions.
- Stationery, etc. allowed to use for the examination are; pencils, ink pens, ballpoint pens,
mechanical pencils, pencil sharpeners, plastic/rubber erasers, rulers, clocks and watches
(with time functions only). Do not place mobile phones, etc. on the table.
- The use of dictionaries (including electronic dictionaries) is not permitted.
- For the use of other reference materials, examinees must follow the instructions given
by each department.
- Examinees arriving late to the venue will be permitted to enter the examination room
within the first 30 minutes after the start of each examination.
- Examinees who fail to sit an examination, the score to be given in that subject will be zero.
Failure to sit an examination in two or more subjects will result in disqualification.
Disqualified examinees may not take any further examinations.
