Summary
The
Government of Jordan (GOJ) faces challenges in the energy sector, rising demand due to
population growth, increased per capita consumption and a reduction in the availability of market
priced fuel. Jordan imports ! percent of its oil and gas, which accounts for almost "# percent of
the $ountry%s Gross &omestic 'roduct (G&').
The rising cost of importing energy resources has forced the government to reconsider its energy
consumption policies and address the issue of reliance on international energy markets for direct
imports.
Jordan does not have the natural resources of its neighbors and has traditionally imported nearly
all of its energy and fuel re(uirements. )nder its new *ational +nergy ,trategy, renewable and
nuclear energy is set to transform the kingdom into a net e-porter by "#.#, despite a rapidly
growing population. /s the price of oil remains high, energy security has become even more of a
priority to Jordan. The government is seeking an investment of ),012 billion in this sector by
"#"#. The most prominent proposals include developing civil nuclear power, oil shale and
renewable. The plans aim to increase the renewable energy share in the energy mi- from "3 to
43 by "#15 and to "#3 by "#"#.
6ind will be one of the ma7or sources of energy. *egotiations for the kingdom%s first wind farm
are in the final stages. The government aims to generate some !##86 by "#15 and to double
this capacity by "#"#. Other sources will be solar power with !##86 of generation by "#"#
and 5#86 through waste to energy technology.
6ith all of these pro7ects in the works, the energy sector is one of the strongest prospects for
investment in the Jordanian economy. /lthough challenges remain, most notably securing
financing during the downturn and keeping up with the pace of demand, the sector should see
ma7or growth in the ne-t two decades.
6ith only 53 market share9 01. million out of 0... million, /merican manufacturers and
suppliers of renewable energy e(uipment and technologies have great opportunities to serve this
sector and e-port their products and services to Jordan specially that /merican made products

The :ashemite ;ingdom of Jordan%s (Jordan) energy sector will undergo ma7or moderni<ation in
the ne-t 1#=15 years with the approval of Jordan%s new +nergy 8aster 'lan by the cabinet, which
will in7ect about 012 billion of public and private sectors capital.
This 8aster 'lan will cover all the activities of the sector from the e-ploitations of natural
resources to electricity tariff levels, including energy demand, power sector development, gas
distribution, oil refining, and renewable energy.
The plan also covers legislative and regulatory reforms. )nder the first phase, Jordan will call
for international investment in new power generation, gas distribution business, and the
restructuring and reform of refined products sector.
This energy strategy seeks to increase dependence on local energy sources, from the current >
percent to "5 percent by "#15, and up to . percent by "#"#. 'lacing more emphasis on the
utili<ation of renewable energies will attempt to remove reliance on the traditional energy
sources, especially oil which is imported from neighboring countries. This will also be
paralleled with the reduction of energy produced from oil from 52 percent currently to ># percent
in "#"#. The ,trategy includes a goal of increasing the percentage of renewable energy in
national primary energy production to percent in "#"#. This transition should be done through

on energy conservation that includes grant e-emptions to energy=saving vehicles, e-emption of

energy and the creation of national award for rationali<ation of energy consumption.

Cor these reasons, the government of Jordan is giving considerable attention to the utili<ation and
implementation of new and renewable energy resources.
Renewable Energy "ro#pe$t#
Wind
Jordan has significant wind energy resources that could be potentially e-ploited for power
generation. The countryDs 6ind /tlas indicates that some areas in the *orthern and 6estern
regions of the country have wind speeds that e-ceed 4 metersEsecond (8E,). Two wind pilot
pro7ects e-ist in the $ounty with a capacity of 1.5 86. They have been running since early
1#.
$urrently, two wind pro7ects are proceeding. The first one is F/l=;hamshahG for .#=>#86, a
Greece company was selected to build the pro7ect but still negotiating with the Government the
prices. The second one F/l=Cu7ei7G for 2#=#86, the 8inistry of +nergy and 8ineral @esources
(8+8@) is reviewing proposals from companies that showed interest in the pro7ect.
Solar Energy
Jordan is blessed with an abundance of solar energy, which is evident from the annual daily
average solar irradiance on a hori<ontal surface ranges between 5=4 ;ilowattsEhr (k6h)Em"9 one
of the highest figures in the world. ,everal studies on solar energy pro7ects are being carried out
on decentrali<ed solar 'H systems to provide energy services to remote and rural villages.
'resently in Jordan, with a total capacity of 1,### k6 peak are operating in the rural and remote
villages providing electricity for lighting, water pumping and other social services. 8oreover,
they are interested in developing additional solar thermal for domestic utili<ation. /bout 15
percent of total households are e(uipped with solar water heating systems I with a goal to
increase it to .#3 by "#"#. They contribute up to1 percent of the total energy consumption at
present.
Two feasibility studies are presently under way for two solar power plants. The first one is
1##86 plant done by 8illennium for +nergy Jndustries using $oncentrated ,olar 'ower ($,')
technology. The second one is also a 1##86 plant conducted by ;awar +nergy F,hams 8a%an
'ro7ectG using 'H technology. ?oth of these studies are funded by ).,. Trade and &evelopment
/gency (),T&/).
Biogas
?iogas from municipal waste represents a viable resource for electricity generation in Jordan. /
1 86 pilot demonstration pro7ect using municipal solid waste (8,6) through landfill and
biogas technology systems was constructed and commissioned in "##1. The pro7ect was
e-panded in "##2 to about > 86. Jordan plans to introduce about >#=5# 86 waste energy
power pro7ects by "#"#.
Geothermal
@ecently, this resource was investigated by a consulting firm hired by 8+8@ to evaluate the
techno=economic potential of geothermal energy for power generation. The results of the study

showed that further deep drilling (up to .,### meters) is re(uired in order to 7udge on the techno=

Hydropower
:ydropower resources are very limited in Jordan. The countryDs only hydropower plant is the

annually. :ydropower turbines with total rated capacity of ! 86 were also installed at /(aba
'ower ,tation using the available head of returning cooling sea water. Harious studies show an

$urrent and future pro7ects in Jordan will need everything related to renewable energy industry
either technology, e(uipment and consultancy services. The market will be open from solar cells
and panels, wind turbines and blades, generators, support structures, energy software
management and many more.

sector, the responsibilities of the 8inistry were amended to include the comprehensive planning
process of the sector. They also set the general plans and ensure implementation in a way that
achieves the general ob7ectives of the energy sector. The most important ob7ectives are providing
energy in its various forms, developing and organi<ing this sector, and e-changing electric power
with neighboring countries. Jt is also charged with attracting international capital for investment
in this field, especially the generation of electric power, the production of oil derivatives,
transportation of oil and gas, and utili<ation of local energy sources.
