7# Intro'uction
The common part for all KPI related documents for Ofer Process and Acceptance
Tests which includes:
Use Cases and Motivation for KPI Defnition
Statistical Signifcance
General Load Conditions
Network Dimensioning and Trafc Model
Multi-vendor Environment
is available in one separate document [KPI Basic].
The document describes how the NSN GERAN BR10.0 and BR10.01 products
perform in the feld when good radio conditions and no network capacity limitations
are assumed. Within that scope the KPI target values in the feld will be close to the
reachable limits, which have been shown during tests in a lab environment. During
feld trials and feld acceptance test our customers want to get demonstrated that
the test results in lab environment can nearly be reached, when the NSN GERAN
products are embedded into a real network environment.
The KPI document excludes KPIs related to the acceptance of the radio network
design in terms of coverage and capacity. Instead sufcient coverage and capacity
are considered a prerequisite for achieving the KPI target values.
This KPI document describes the performance from the perspective of the GERAN.
Main performance criteria are success, failure and drop rates an delay times for
changing the serving cell during an ongoing call (Handover , cell reselection)
Covered BR releases:
This KPI target values within this document in general correspond to the GERAN
South releases BR10.0 and BR10.01 (both initial version after B3 milestone).
Further no separation of KPI target values is necessary for the eBSC compared to
old BSC
Covered network and feature deployment scenarios
This KPI document covers several network deployment scenarios where KPI target
values play an important role for the ofer process and for the feld acceptance
tests:

o NSN delivers only GERAN equipment for the build-up or extension of a
GSM network
o Commercially operating GERAN equipment from competitor swapped out
by NSN equipment. After the swap the network performance shall not be
worse as before or even better.
o Commercially operating GERAN network provided by NSN equipment. The
PLMN operator wants to deploy a new basic feature into his network
(examples: GPRS, EDGE, AMR). Before activating the new feature for
commercial use the operator conducts a regional feld trial within the
commercial operating network where the performance of the new feature
has to be demonstrated.

The PM counter based measurement method applies to all rate related KPIs.
These are all KPIs defned in the present document except the delay time KPIs

Following method is proposed for reducing negative efects on KPI results caused
by not controlled preconditions:
1. PM raw counters corresponding to a (cell, hour)
combination are excluded from the calculation of the KPI result value when
parallel performance observations show a certain degree of congestion
(0.5%) for any BSS GERAN related resources.

parallel radio coverage observations show that good coverage (according
defnition in chapter 3.2.2) was not achieved with 95% probability.
3. There should be thresholds for data and voice
trafc per cell to meet statistical validity criteria (e.g. 500 kB BH data trafc and
2 ERL voice trafc per cell during PS/CS BH).
The observations corresponding to the conditions 1 to 3 are monitored by additional PM counters, which have
to be active in parallel to the PM counters used for the actual KPI value calculation
The daily KPI result value is calculated by cumulating the PM raw counters over all
cells of the cluster under observation and over all hours of the day.
The KPI target value has to be reached for each day of the feld acceptance
measurement campaign.

The drive test based test method applies to delay time related KPIs, which are
described in following chapters:

During the drive tests the message fow on the radio interface are recorded by the
traces MS for further evaluation of the time delay corresponding to the KPI
defnition.
3#7 Generic )est Con'itions &or t2e Net6or; KPIs
This section specifes generic conditions (e.g. radio conditions, load conditions) that
are applicable for all feld acceptance tests when KPI objectives are to be verifed.
3#7#1 General Assum(tions
The KPI target values in the present document assume a well-planned and well-
dimensioned GERAN radio network being deployed
This includes sufcient radio coverage and overall radio and GERAN internal
network resources. Degradation of KPI values caused by queuing and congestion
due to resource unavailability shall be excluded. Further degradation of KPI values
caused by bad radio conditions shall be excluded.

Defnition of minimum radio conditions
In general, KPI values are valid in regions with sufcient coverage and under good
radio conditions. Pre-requisite to achieve sufcient coverage and good radio
conditions is a radio network planning process that has been executed accordingly.
The following standard criteria of sufcient coverage and good radio conditions are
a pre-condition for achieving the target values for the Network KPIs:
Maximum interference level: C/I 12dB.
This level shall be reached for 95% of the cell area
Minimum radio receive level -95 dBm
This level shall be reached for 95% of the cell area.
Verifcation of the minimum radio conditions during the acceptance test
The verifcation of the minimum radio conditions depends whether the KPI is
measured by PM counters or by drive test:
Verifcation of the minimum radio conditions when a KPI is measured by BSS
PM counters:
When a KPI is measured by PM counters also the radio preconditions should be
measured by PM counters. This does not require additional test equipment and
minimized the test efort.
The PM counters needed for the verifcation of the minimum radio conditions have
to be activated and evaluated in parallel to the PM counters used for the actual KPI
value calculation.
Feasibility of measurement of minimum radio conditions by PM counters:
o The minimum radio signal strength condition can be directly measured by PM
counters. This is based on the BTS RXLEV measurements for UL and MS
measurements for DL. The condition RXLEV 15 correspond to a signal
strength condition -95dBm

o The minimum C/I level condition cannot be measured directly by BSS PM
counters.
Instead the measurement of the RXQUAL is possible by BSS PM counters.
The Interference threshold C/I 12 dB corresponds to the threshold
RXQUAL 4. A mapping table is provided by the BSS data base
description [GERAN S DB], chapter Mapping of RXQUAL and C/I values
for AMR calls.

drive test:
A Trace MS is normally able not only to record the message sequence
corresponding to the KPI defnition but also to record the radio conditions along the
drive test route.
3#7#3 General <oa' Con'itions
During the feld acceptance test the load of the involved parts of the GSM network
shall be low. This is a necessary precondition so that the measured KPI values will
not be considerably degraded by lacking of network resources or by high
interference
The KPI target values as specifed in the present document assume low loading
conditions.
Performance requirements for a normally, highly loaded or overloaded network are
not part of this document.
Competitive statements during the ofer process shall always assume low load
conditions if no other load conditions are specifed. When conducting acceptance
tests, the lower the agreed load for the network under test, the higher the probability
to achieve the original KPI values of the ofer process.
A general survey on radio network load conditions can be found in [KPI Basic].
The present document focuses on the verifcation of the GERAN specifc load
conditions.

The KPI does not really measure the HO caused speech muting perceivable by the end users.
