INTENT OF SPECIFICATION:

1.01.00

This specification is intended to cover the design, engineering, manufacture,


supply, assembly/re-assembly, tests at manufacturer's works, forwarding, (duly
packed for transportation), transportation, delivery to the site at Riakheda
village, Raipur District, Chhattisgarh, receiving at site, unloading, handling,
storage, and in-plant transportation at site, complete services of erection,
testing at site, successful commissioning, operation & training of Purchaser's /
owners personnel, trial run with complete power plant, final painting and
handing over the plant in a flawless operating condition to Purchaser, for the
entire Compressed Air system including Air Compressors, Drives and
Accessories and Air Drying Plant and other accessories as specified
hereinafter and elsewhere of this Bid Document and as required for safe and
trouble free smooth & efficient operation.

1.02.00

This specification also includes carrying out of performance guarantee tests


as complete system and along with the complete project at site and also for
each individual unit capability test of the Package after successful
commissioning only. All necessary equipment, instruments, services, labor as
required for this purpose shall be under the scope of this Bid document. All
sub-standard gauges for performance testing shall be also supplied by the
Bidder under this specification, on returnable basis without any extra charges.

Any additional plant, material, services which are not specifically mentioned
here, but are required to make the plants/ systems, complete in every respect
in accordance with the technical specification and for safe, trouble free &
efficient operation and guaranteed performance, shall be covered under the
scope of this specification.

GENERAL INFORMATION AND SITE CONDITIONS:

2.01.00

The site is located at latitude 21 26 36 North to 21 28 02 North and


longitude 81 49 57 East to 81 50 12 East, near Raikheda village, Raipur
District in Chhattisgarh state, India. Tilda town is about 12 Km and Raipur town
is about 55 kms by road from site. The national highway NH-200 runs within
15 Km to West from this site. The Tilda / Baikunth railway is at a distance of
6.3 km from the site. The SECL coal field is very close to this area from where
the coal can be brought by railway upto Tilda / Baikunth railway station and
further to the site by new dedicated merry go round system. The nearby water
source is the Mahanadi River.

Raipur

Compressed air system is required in a Power Station to cater to the


requirement for operation of various pneumatically operated valves/
dampers, cleaning & maintenance services. The service air will be required
for air motors of regenerative air heaters, coal sampling from mills,
pneumatic tools and general purpose cleaning, repairs including
maintenance works and other miscellaneous services. The Instrument quality
control air will be required for secondary air dampers and control panels, oil
burners tilt and retract mechanism, HEA igniters, power cylinders on hot air
shut-off gates and Mill discharge valves including purge meters on mills,
diaphragm operated valves in the oil system, pneumatically operated control
valves and drives for dampers, Demineralization plant and for minor other
duties.
Three (3) Nos (2 Working & 1 Stand by) identical oil free screw air
Compressors each of capacity 40 Nm3/min are considered for service air
and Three (3) Nos (2 Working & 1 Stand by) oil free screw air Compressors
each of capacity 40 Nm3/min for instrument air. Two (2) Nos. identical air
receivers (of 15 cu.m capacity each minimum) are envisaged for service air
and two (2) identical air receivers (of 15 cu.m capacity each minimum) for
Instrument air. Three (3) nos. (2 working and 1 standby) adsorption/
desiccant type Air Dryers each of capacity 40 Nm3/min with Heat of
Compression (HOC) type regeneration have been envisaged, so that the
compressed air could be dried to an atmospheric dew point of minus fourty
Deg C (-40 Deg. C). All the air dryers shall be identical and of equal capacity.

2.04.00

Alternate Offer
The Bidder shall submit his base offer with strict conformance to the
exact basis and guidelines laid down in this technical specification. The Bidder

may however quote alternative offers in addition to the base offer for
alternative design of the plant/ equipment/schemes as per his standard
practice if he find the alternate offer is better than the base specification. The
alternate offer shall be complete with all the technical details, literature, data
sheets etc. and shall bring out the superiority of alternate offer over the base
offer.
However, the acceptance of such alternative scheme/design etc. shall
be entirely subject to the approval of Purchaser/Engineer.
Unless the Bidder makes a base proposal strictly in accordance with
the specification requirements, the alternative proposals will not be
considered.
2.05.00

Specification Drawings
The tender drawings furnished along with the Bid document are
indicative and are meant for general and bidding purpose only. Bidder shall be
responsible for supplying plants and systems matching, with details of his
equipment for safe, efficient, trouble free and reliable operation of the plant.

2.06.00

All requirements of the latest statutory regulations in force, such as, stipulated
regulations of Chhattisgarh State Pollution Control Board; Central Pollution
Control Board; Chief controller of Explosive, Department of Environment,
Govt. of India, Indian Explosives Act. Indian Factories Act, Indian Boiler
Regulation etc. as applicable shall be strictly adhered to.
The Bidder shall be responsible for obtaining necessary approval and
making whatever additions/modifications considered necessary by the
respective Statutory Authorities to bring the installation conformity with the
latest Statutory Regulations in force.

2.07.00

All equipment which can conceivably cause hazard to the operator and
otherwise authorized personnel within the vicinity of working areas shall be
suitably guarded according to the safety regulations. The complete assembled
units shall be designed so that all parts subject to wear including shafts and
bearings, shall be easily accessible for inspection, maintenance and
replacement, with minimum loss of time. All equipment supplied shall allow
access to facilitate connecting up, and shall operate satisfactorily under such
variations of load, pressure and climate conditions as may occur in working.

2.08.00

All equipment shall have suitable approach for repair and maintenance
wherever necessary.

3.00.00

SYSTEM DESCRIPTION

3.01.00

Air from atmosphere is compressed in the compressor to the required


pressure. The after-cooler shall be designed to cool the air to a maximum of
10 deg. C above the inlet cooling water temperature (i.e. to a temp. of 32.5+10
= 42.5 deg. C). Moisture separators shall be provided at the outlet of after
coolers to remove any entrapped moisture to a reasonable extent. The
compressed air will then be passed through the Air Receiver from where it will
be piped to the air consumption points. Air drying shall be done to produce

instrument quality air.


3.02.00

To meet the requirement of instrument air for the control of various


pneumatically operated instruments, Three (3) nos. identical oil free screw air
compressors (2 number working & 1 number standby) and also to meet the
compressed air requirement of general plant services, Three (3) nos. identical
oil free screw air compressors (2 number working & 1 number standby) shall
be provided for the two units of 600 MW.

3.03.00

Three (3) nos. (2 number working & 1 number standby) Heat of Compression
(HOC) type Air Drying Plants shall be provided to ensure dry moisture free
instrument quality air. Out of these, two (2) will normally operate and other will
be a standby. Bidder shall guarantee the outlet temperature of compressor to
be sufficient to reactivate the reactive agent of ADP.

3.04.00

In case of any emergency, instrument air can be drawn from the service air
system. It is envisaged that air delivered from any of the compressors will be
delivered to common air header, suitably connected through non-return valve.
The scheme has been shown in the attached P & I drawing K8V07-000-DWGM-FS10 & K8V07-000-DWG-M-FS11. Refer drawing K8V07-000-SKT-M-SK02
for Air Receiver.

3.05.00

Service Cooling water shall be used for cooling the air in the heat exchangers
of the compressors.

3.06.00

The Air Compressors and Air Drying Plants will be located in the Compressor
House as shown in the tender drawing K8V07-000-DWG-M-GA12.

5.00.00

SCOPE OF WORK

5.01.00

The scope of work will include all equipment, items and services as detailed
in volume II, Part A, Part B, Part C & Part D of the specification and tender
drawings enclosed. The contractor shall design, manufacture, assure quality,
deliver document & equipment, erect, connect electrically, test, commission
and make performance test. The items, though not specifically mentioned
but needed to make the system complete and reliable for safe trouble-free
operation and guaranteed performance shall be treated as included and the
same shall also be furnished, unless specifically excluded elsewhere.

CODES AND STANDARDS

7.01.00

All requirements of the latest Indian/International Standards shall be strictly


adhered to. However, when any specific standard has been mentioned in the
Specification, the same shall be strictly adhered to.
In addition to the codes and standards specifically mentioned in the relevant
technical specifications for the equipment / plant / system, all equipment
parts, systems and works covered under this specification shall comply with
all currently applicable statutory regulations and safety codes of the Republic
of India as well as of the locality where they shall be installed, including the
following:

7.01.01

In case of any contradiction between the stipulations of the above standards


and those made in this bid document, the latter will prevail. In case of any
change in codes, standards & regulations between the date of bid
submission and the date when vendors proceed with fabrication, the Owner
shall have the option to incorporate the changed requirements or to retain
the original standard. It shall be the responsibility of the Bidder to bring to the
notice of the Owner such changes and advise Owner of the resulting effect.

7.02.00

All electrical equipment supplied shall comply with the latest revision of the
Indian Electricity (Supply) Act, Indian Electricity Rules, Indian Standard (IS)
or International Electric Technical Commission (IEC) Publication and also
within the statutory requirements of the Government of India and
Government of Chhattisgarh as regards safety, earthing and other provisions
specified therein for installation and operation of electrical equipment.

7.02.01

The Bidder shall be responsible for obtaining necessary approval and


making whatever additions/modifications considered necessary by Electrical
Inspectors, Factory Inspectors and other authorities as required. Any
addition/alternations required for this shall be done by the contractor free of
additional cost to the Owner/Purchaser.

7.03.00

All moving parts of equipment which can conceivably cause injury to the
operator and otherwise authorized personnel within the vicinity of working
area shall be suitably guarded according to the safety regulations. The
complete assembled units shall be designed so that all parts subject to wear
including shafts and bearings, shall be easily accessible for inspection,
maintenance and replacement, with minimum loss of time.

7.04.00

The plant & equipment/ systems offered shall be of proven latest design and
of adequate capacity strictly as per the requirement mentioned under this
specification. The material shall be new and of first grade quality. The
workmanship and design shall be in accordance with the best engineering

practice and shall be such as have been proved to be suitable for the
intended purpose and for giving satisfactory performance under the
prevailing climatic conditions and proposed system of supply. Liberal factor
of safety shall be used throughout the design and special consideration shall
be given for parts subjected to alternating stresses or shocks.
7.04.01

Systems shall be designed incorporating the latest technology and maximum


flexibility in operation with sufficient standby provision. All system design
shall be subjected to the approval of Purchaser/ Consultant/Engineer.

7.05.00

Equipment furnished by the bidder shall be complete in every respect with all
mountings, fittings, fixtures and standard accessories, which are normally
supplied even though not specifically detailed in the specification. The
Purchaser shall not be asked for any extra payment in respect of such
mountings, fittings, fixtures and accessories which are needed for the safe
operation of the equipment as required by applicable codes within Indian
territory though they may not have been included in this document.

7.06.00

All equipment shall have suitable approach staircases and platform for repair
and maintenance wherever necessary. However, ladders may be provided
where staircases are not feasible.

8.00.00

general description of the equipment including significant technical

Necessary drawings and/or other illustrations shall be included or


copies of appropriate final drawings shall be bound in the manual. Test
adjustment and calibration information, as appropriate, shall be
included and shall be identified to the specific equipment. Safety and
other warning notices and installation, maintenance and operating
cautions shall be emphasized.

d)

A spare parts list marked on equipment GA drawings shall be included


showing part nomenclature, manufacturer's part number and/or other

SERVICES TO BE PROVIDED BY BIDDER


Services to be rendered by the Bidder are described below. The services
shall also conform to the requirements of "Conditions of Contract."

9.01.00

The Bidder shall take the responsibility for all the Testing and Inspections at
Manufacturer's Works to be conducted in manner as specified in this
specification.

9.02.00

Transportation of all equipment packed for transportation in the specified


way from the Manufacturer's works to the Project Site inclusive of all
intermediate handling.

9.03.00

The transit insurance including storage-cum-erection insurance of the


material under his custody shall have to be arranged by the Contractor. The
bidder shall clearly indicate the price separately in his proposal.

sufficient numbers as may be required for timely erection, checkup, testing
and commissioning of the plant.

scaffolding, facilities required for handling of heavy packages at site etc.

Erection, leveling, bedding grouting of all foundation frames, bed plates,

of the total work like design, procurement, manufacture and field activities,

clearly in his proposal total time required by him for completion of the entire
compressed air system, so as to match with schedule as given in Volume-I.

The equipment furnished by the Bidder shall incorporate necessary
techniques to eliminate measurement and control problems caused by
electrical noise. Areas in Bidder's equipment which are vulnerable to
electrical noise shall be hardened to eliminate possible problems. Any
additional equipment, services required for effectively eliminating the noise
problems shall be included in the proposal. The equipment shall be
protected against ESD as per IEC-801- 2. Radio frequency interference.
(RFI) and electro magnetic interference (EMI) protection against hardware
damage and control system mal operations/errors shall be provided for all
systems.

inspection carried out at subcontractors works (if required) is deemed to be


included in this contract.
15.01.02

The contractor shall submit a work inspection and test procedures covering
all materials and equipment, to the Owner/Purchaser. Agreement is to be
established on the degree of inspection and tests to be witnessed by the
Purchaser and/or consultant before start of the work.

15.01.03

The contractor should carry out any test requiring the presence of the
Owner/Purchaser without giving the necessary advance notice, such tests
shall be deemed unsatisfactory and the concerned part of supply shall not
be accepted.

15.01.04

All reasonable tests which the Owner/Purchaser may consider necessary to


determine the quality of the materials or suitability of the equipment supplied
under this specification shall be carried out in accordance with the
appropriate IS, ISO and/or other approved standard by an approved testing
laboratory, either at the manufacturers shop or elsewhere at the discretion of
the Purchaser/Owner.

15.02.00

Inspection and tests during manufacture

15.02.01

The method and techniques to be used by the Contractor for the control of
quality during manufacture of all plant and equipment shall be as per
Volume-I.

15.02.02

Under no circumstances may repair or welding of castings be carried out


without the consent of the Engineer. Proof of the effectiveness of each repair
by radiographic and/or other non-destructive testing technique, shall be
provided to the Engineer.

15.02.03

All the individual and assembled rotating parts shall be statically and
dynamically balanced in the works.
Where accurate alignment is necessary for component parts of machinery
normally assembled on site, the Contractor shall allow for trial assembly prior
to despatch from place of manufacture.

15.02.04

All pressure parts connected to pumping main shall be subjected to hydraulic


testing at a pressure of 150% of shut-off head for a period not less than one
hour. Other parts shall be tested for one and half times the maximum
operating pressure, for a period not less than one hour.

15.02.05

All necessary non-destructive examinations shall be performed to meet the


applicable code requirements.

15.02.06

All welding procedures adopted for performing welding work shall be


qualified in accordance with the requirements of Section-IX of ASME code or
IBR as applicable. All welded joints for pressure parts shall be tested by
liquid penetrant examination according to the method outlined in ASME
Boiler and Pressure Vessel code. Radiography, magnetic particle
examination magnuflux and ultrasonic testing shall be employed wherever

The Bidder shall be required to submit two hard copies and two sets on CD
ROM of the following Quality Assurance documents within three weeks after
dispatch of the equipment.

The inspection plan with verification, inspection plan check points,


verification sketches, if used and methods used to verify that the
inspection and testing points in the inspection plan were performed
satisfactorily.

b)

Inspection reports duly signed by QA personnel of the purchaser and


Bidder for the agreed Customer Hold Points.

c)

During the course of inspection, the following shall also be recorded:

Tests at Site

15.03.01

The completely erected system shall be tested by the Contractor on site


under normal operating conditions. The Contractor shall also ensure the
correct performance of the system under abnormal conditions, i.e. the
correct working of the various emergency and safety devices, interlocks, etc.

15.03.02

The Bidder shall provide complete details of his normal procedures for
testing, for the quality of erection and for the performance of the erected
plant. These tests shall include site pressure test on all erected pipe work to
demonstrate the quality of the piping and the adequacy of joints made at
site.

15.03.03

The Contractor shall furnish the quality procedures to be adopted for


assuring quality from the receipt of material at site, during storage, erection,
pre-commissioning to tests on completion and commissioning of the
complete system/equipment.

15.03.04

SPARE PARTS

19.01.00

General

19.01.01

The Contractor shall indicate and include in his scope of supply all the
necessary start-up, commissioning and recommended spares in addition to
mandatory spares as specified in the specification. The Owner/Purchaser
reserves the right to buy any or all mandatory and recommended spares.
The contractor shall also state for each item of spares both mandatory and
recommended the normal expected service life.

19.01.02

All spares supplied under this contract shall be strictly interchangeable with
the parts for which they are intended to replace. The spares shall be treated
and packed for long storage under the climatic conditions prevailing at the
site, e.g. small items shall be packed in sealed transparent plastic bags with
desiccators packs as necessary.

19.01.03

Each spare part shall be clearly marked or labeled on the outside of the
packing with the description. When more than one spare part is packed in a
single case, a general description of the contents shall be shown on the
outside and a detailed list enclosed. All cases, containers and other
packages must be suitably marked and numbered for the purpose of
identification.

19.01.04

All cases, containers or other package are liable to be opened for


examination as may be considered necessary by the Engineer.

19.01.05

All mandatory and recommended spares shall be delivered to site at least


two months before the scheduled date of the trial operation of the plant.
However, they shall not be despatched before the despatch of the
associated main equipment.

19.02.00

Mandatory Spare Parts

19.02.01

The list of mandatory spares which are considered essential by the


Owner/Purchaser is indicated in the Annexure-III. The Bidder shall include
the itemized and total price for all these spares. Where the spares are
indicated as a percentage and result in a number plus fraction, the same
shall be converted to the near higher whole number.

19.02.02

The prices for mandatory spares must be given separately and shall be used
for bid evaluation purposes.

19.03.00

Recommended Spares

19.03.01

In addition to the mandatory spares, the Contractor shall also provide a list of
recommended spares giving unit prices and total prices for 3 years of normal
operation of the plant for spares of indigenous origin, and for 5 years of
normal operation for spares of non-indigenous origin. This list shall take into
consideration the mandatory spares specified elsewhere in the specification
and should be a separate list.

19.03.02

The price of recommended spares will not be used for the evaluation of bids.
The price of these spares shall remain valid for a period as specified
elsewhere in the specification from the date of Award of the Contract.
Where the recommended spares are the same as mandatory spares, the
price shall be the same. The prices of any recommended spares, which are
not common with mandatory spares, shall be subject to review by the
Owner/Purchaser, and shall be finalized after mutual discussion. While the
award for mandatory spares will be finalized at the time of the award of
mechanical equipment, award for Recommended spares will be finalized
within six (6) months thereafter.

19.04.00

Start-up Commissioning Spares

19.04.01

Start-up commissioning spares are those spares, which may be required


during the start-up and commissioning of the equipment/ system. All spares
used until the plant is handed over to the Owner/Purchaser shall come under
this category. Said spares, properly marked, shall be supplied together with
the main equipment and shall be used by the Contractor, if needed, during
erection and commissioning stages. All such spares, which remain unused
after the issue of the Taking-Over Certificate by Owner/Purchaser along with
an equipment wise quantitative consumption report, shall be returned to the
Owner/Purchaser during time of handover by the Contractor. The list of
commissioning spares to be brought by the Contractor to ensure smooth
commissioning of the plant shall be subjected to the Engineer's approval.

19.04.02

The Contractor shall submit a complete list of all such start-up spares. Costs
of the above spares, which are consumed before the handing-over of the
plant, shall be deemed to have been included in the lump sum proposal

OPERATION & MAINTENANCE

20.01.00

The plant shall be designed and constructed so that operation and


maintenance component requirements are minimized.
The design of various components, assemblies and subassemblies shall be
done so that it facilitates easy field assembly and dismantling.
Equipment/facilities offered shall be designed for high availability, low
maintenance and ease of maintenance.
The design and layout shall facilitate inspection, cleaning, maintenance and
repair. The importance of continuity of operation is second only to that of
safety.

20.02.00

Spare parts for equipment shall be interchangeable with the original


components and, so far as possible, be of common design and manufacture.

20.03.00

All similar standard components/parts of similar standard equipment


provided shall be interchangeable with one another. Further identical
equipments shall be provided for similar duties so that the same are
interchangeable with one another in totality and component wise.

20.04.00

All heavy parts (500 Kg and above) must be provided with a convenient
arrangement for slinging and handling during erection and overhaul. Any
item of plant normally stripped or lifted during periods of maintenance and
weighing one tonne or above, shall be clearly marked with its weight.

20.05.00

On completion of commissioning a complete set of tools for the maintenance


of the entire plant shall be provided by contractor. This shall include all
necessary spanners, special wrenches, extraction equipment and any
special tools reasonably required by the Engineer. Tools used during
commissioning will not be accepted except with the specific approval of the
Engineer.

21.00.00

INSTRUCTION MANUAL
The Bidder shall submit to the Owner, draft Instruction Manuals for all the
equipments covered under the Contract as per agreed schedule. The
Instruction manuals shall contain full details required for erection,
commissioning, operation and maintenance of each equipment. The manual
shall be specifically compiled for this project. Modifications / changes carried
out during commissioning shall be incorporated in the final O&M manual to
be submitted before conductance of the P&G Test. After finalization and
approval of the Owner the Instruction Manuals shall be submitted. The
Contract shall not be considered to be completed for purposes of taking over
until the final Instructions manuals have been supplied to the Owner. The
Instruction Manuals shall comprise of the following.

copies of appropriate approved drawings shall be bound in the manuals.
Tests, adjustment and calibration information, as appropriate, shall be
included. Safety and other warning notices and instruction, maintenance
and operating cautions shall be emphasized.

If a standard manual covering more than one equipment and/or model is


furnished, the information for the model and equipment supplied shall be
clearly marked and identified.

21.02.04

The instruction manuals will need approval of Consulting Engineer in the


same fashion as that for drawings.

DRAWING, DESIGN AND DOCUMENT APPROVAL PROCEDURE

22.01.00

Within seven (7) days of issue of Letter of Award (LOA) by the


Owner/Purchaser, the Contractor shall furnish a schedule of drawings and
design document to be submitted by him to the Owner/Purchaser/Engineer
indicating dates against each document. However this schedule to match
with engineering schedule as mentioned in Volume-I.
The documents shall be divided into two categories: (a) for approval and (b)
for
information/further
engineering
and
co-ordination
by
the
Owner/Purchaser.
In preparing this schedule, the Contractor shall allow two (2) weeks from
date of receipt for review and comments by the Owner/Purchaser for each

following action stamps on the drawing/document.

Approved except as noted, resubmission required.

d.

Disapproved.

e.

For information/reference only.

For action stamps in category (c) & (d), documents must be resubmitted for
review by the Owner/Purchaser. For action stamp in category (b), further
review by Owner/Purchaser would not be necessary provided the Contractor
agrees & incorporates the minor components made on the document.
Except for action stamp under category (c) & (d), the Contractor can proceed
with manufacturing and other sequential activities for those areas of a
drawing/document, which do not have any review comment by the
Owner/Purchaser.
The Owner/Purchaser may accord approval in category (c) or (d) in more
than one submission of a document till he is satisfied that the intent of the
specification has been fully complied with. The Contractor shall be
responsible for delay in such cases and no extension of time shall ordinarily
be allowed on such grounds.
Approval of contract documents by the Owner/Purchaser shall not relieve the
Contractor of his responsibility for any errors and fulfilment of contract
requirements.
The Contractor's work shall be in strict with the finally approved drawings
and no deviation shall be permitted without written approval of the
Owner/Purchaser.

Except key plan/general yard plan, any layout drawing requiring scrutiny
shall not be drawn to a scale less than 1:50.

22.08.00

For review by the Consulting Engineer, the Contractor shall furnish five (5)
prints. Two (2) prints of such submission shall also be sent to the
Owner/Purchaser. After review, one (1) stamped print will be returned to the
contractor. Upon action under category (a) or (e), the Contractor shall directly
distribute the documents to the various offices of the Owner/Purchaser and
other agencies in number of copies as specified in the contract document.
Such distribution copies shall be marked with the document. Such
distribution copies shall be marked with the reference and date of the letter
by which the Owner/Purchaser has reference and date of the letter by which
the Owner/Purchaser has accorded his final approval. Penal action shall be
taken against the Contractor for any unauthorized revision in the drawings
so distributed from the drawings approved by the Owner/Purchaser. The
Contractor shall furnish all drawings including those from various subcontractors in soft copy, after finalization of the drawings.

22.09.00

After final acceptance of individual equipment / system by the Owner, the


Bidder shall update all original drawings and documents for the equipment /
system to as built conditions.

22.10.00

In case of contradiction between the stipulations above and those stated


elsewhere in the specification, the stipulations herein shall prevail.

23.00.00

DEVIATIONS
In case the proposal has deviations from the specification, or an alternative
offer is made which the Bidder thinks to be superior in what is asked for and
price of which is comparable, the Bidder in his proposal shall indicate clearly
such deviations, item wise as per the enclosed format for Deviation Sheet
(Technical). Price implication of such deviations shall be indicated item wise in
enclosed Deviation Sheet (Commercial). In case of absence of any technical
deviation sheet in the proposal, it will be presumed that the offer is strictly as
per the specification. Also in case of absence of any price implication against
any item(s) for which technical deviation(s) has been taken by the Bidder, it
will be taken for granted that such technical deviation(s) will have no reflection
in the quoted price.

CO-OPERATION WITH OTHER CONTRACTORS AND CONSULTING
ENGINEERS
The Contractor shall agree to cooperate with the Owner/Purchaser's other
Contractors and Consulting Engineers and freely exchange with them such
technical information as is necessary to obtain the most efficient and
economical design and to avoid unnecessary duplication of efforts. The
Engineer shall be provided with copies of all correspondences addressed by
the Contractor to other Sub-contractors and Consulting Engineers in respect
of such exchange of technical information.

equipment or quality thereof and if the parties agree upon any such changes
the specification shall be modified accordingly.
If any such agreed upon change is such that it affects the price and
schedule of completion, the parties shall agree in writing as to the extent of
any changing the price and/or schedule of completion before the Bidder
proceeds with the change. Following such agreement, the provision thereof,
shall be deemed to have been amended accordingly.

practicable amount of noise.
Suitable acoustical treatment will be provided to ensure that when the plant

satisfactorily in similar duties at least for 2 (two) projects for more than 2
years. The performance certificates would be obtained from Electricity
Boards/Public Undertakings/Reputed Private enterprises. The choice of subvendor shall be subject to approval of Owner/Purchaser.

NAME PLATES (RATING PLATES)

29.01.00

Instruction plates, nameplates or labels shall be permanently attached to


each main and auxiliary item of plant in a conspicuous position. These
plates shall be engraved with the identifying name, type and manufacturers
serial number, together with the loading conditions under which the item of
plant has been designed to operate.

29.02.00

Items such as valves, etc. which are subject to hand operation, shall be
provided with nameplates so constructed as to remain clearly legible
throughout the life of the plant giving due consideration to the difficult
climatic conditions to be encountered. Nameplates shall be securely
mounted where they will not be obscured in service by insulation, cladding,
actuators or other equipment.

29.03.00

Necessary caution plate shall also be provided.

29.04.00

All trade nameplates and labels shall be in English language. All


measurements shall be in MKS Units.

29.05.00

The size and location of nameplates shall be subject to Approval of the


Engineer.

30.00.00

SAFETY AND SECURITY

30.01.00

The design shall incorporate every reasonable precaution and provision for
the safety of all personnel and for the safety and security of all persons and
property. The design shall comply with all appropriate statutory regulations
relating to safety. All structures and equipment shall be designed and
constructed to withstand every foreseeable static and dynamic loading
condition, including loading under earthquake conditions, with an adequate
margin of safety.

30.02.00

Ready and safe access shall be provided to all parts of the plant for
operation, inspection, cleaning and maintenance.

30.03.00

Escape routes and clear ways shall be provided to allow speedy evacuation
of the plant in the event of fire or explosion, and the plant layout shall allow
for ease of access to all parts of the Works by rescue and fire fighting teams.
The plant layout shall be designed to localize and minimise the effects of any
fire or explosion. The recommendations of NFPA, OSHA, TAC etc. as
necessary shall be followed in all respects.

30.04.00

The use of corrosive, explosive, toxic or otherwise hazardous materials shall


be kept to a minimum during construction and the design of the plant shall
minimise the requirement for such materials during operation and
maintenance. Where such materials must be used, all necessary
precautions shall be taken in the design, manufacture and layout of

equipment to minimise the resulting hazard, and all equipment necessary for
the protection and first-aid treatment of personnel in the event of accidents
shall be provided. Particular attention is drawn to the use of materials
containing asbestos in any form.
30.05.00

The Contractor shall notify the Owner/Purchaser of his intention to bring to


site any equipment or material which may create hazard. The
Owner/Purchaser shall have the right to prescribe the conditions under
which such equipment or material may be handled and the Contractor shall
adhere to such instructions. The Owner/Purchaser may prohibit the use of
any construction machinery, which according to him is unsafe. No claim for
compensation due to such prohibition will be entertained by the
Owner/Purchaser.

30.06.00

Storage of petroleum products & explosives for construction work


shall be as per rules and regulation laid down in Petroleum Act,
Explosive Act and Petroleum and Carbide of Calcium Manual. Approvals as
necessary from Chief Inspector of Explosives or other statutory authorities
shall be the responsibility of the Contractor.

30.07.00

The Contractor shall be responsible for safe storage of his and his subcontractor's radioactive sources.

30.08.00

All combustible waste and rubbish shall be collected and removed from the
worksite at least once each day. Use of undercoated canvas paper,
corrugated paper, fabricated carton, plastic or other flammable materials
shall be restricted to the minimum and promptly removed. Temporary
disposal area as instructed by the engineer shall be used by the contractor
for the said purpose.

30.09.00

The Contractor shall provide adequate number of fire protection equipment


of the required types for his stores, office, temporary structures, labour
colony etc. Personnel trained for fire-fighting shall be made available by the
Contractor at site during the entire period of the Contract.

30.10.00

All workmen of the Contractor working in construction site shall wear safety
helmets, safety boots and safety belts. The Engineer In charge shall have
the right to examine these safety equipments to determine their suitability,
reliability, acceptability and adaptability. The Bidder should also ensure these
before their use at worksite. The Contractor shall take appropriate insurance
cover against accidents for his workmen as well as third party.

30.11.00

The Bidder shall provide suitable personal protective equipments to the


workers who are handling the hazardous and corrosive substances including
alkalis and acids. As a precautionary measure the Bidder should keep the
eye wash bottles filled with distilled water in cupboard / Boxes near work
place for emergency eye wash by worker exposed to such hazardous
chemicals.

30.12.00

All safety precautions shall be taken for welding and cutting operations as
per IS-818.

30.13.00

All safety precautions shall be taken for foundation and other excavation
marks as per IS-3764.

30.14.00

The Bidder shall take all adequate measures to prevent any worker from
coming into physical contact with any electrical equipment or apparatus,
machines or live electrical circuits which may cause electrical hazards during
the construction work. The Bidder shall provide the sufficient ELCBs /
RCCBs for all the portable equipments, electrical switchboards, distribution
panels etc. to prevent electrical shocks.

30.15.00

The Bidder should ensure use of single / double insulated hand tools or low
voltage i.e., 110 volts hand tools.

30.16.00

The Bidder should also ensure that all temporary electrical installations at
the construction works are provided with earth leakage circuit breakers.

30.17.00

In no circumstances shall the Bidder interfere with fuses, wiring and electrical
equipment belonging to the other Bidder or purchaser, unless expressly
permitted by the purchasers engineer to handle such fuses, wiring or
electrical equipment.

30.18.00

Before the Bidder connects any electrical appliances to any plug or socket
belonging to the other Bidder or purchaser, he shall:
a)

Satisfy the purchaser that the appliance is in good working condition;

b)

Inform the purchaser of the maximum current rating, voltage and


phases of the appliances;

c)

Obtain permission of the purchaser detailing the socket to which the


appliances may be connected.

The Owner shall not grant permission to connect until he is satisfied that
a)

The appliance is in good condition and is fitted with a suitable plug.

b)

The appliance is fitted with a suitable cable having two earth


conductors, one of which shall be an earthed metal sheath
surrounding the cores.

30.19.00

No electric cable in use by the other Bidder/ Owner shall be disturbed


without permission. No weight of any description shall be imposed on any
such cable and ladder or similar equipment shall rest against or be attached
to it.

30.20.00

No repair work shall be carried out on any live equipment. The equipment
must be declared safe by the Owner and a permit to work issued before any
work is carried out.

30.21.00

The Bidder shall employ the necessary number of qualified, full time
electricians to maintain his temporary electrical installation.

The Bidder shall have total responsibility for all equipment and materials in
his custody stores, loose, semi-assembled and/or erected by him at Site.
The Bidder shall make suitable security arrangements including employment
of security personnel to ensure the protection of all materials, equipment and
works from theft, fire, pilferage and any other damages and loss. All
materials of the Bidder shall enter and leave the Owner Site only with the
written permission of the Owner in the prescribed manner.

30.23.00

All safety precautions shall be taken for welding and cutting operations as
per IS-818.

30.24.00

All safety precautions shall be taken for foundation and other excavation
marks as per IS-3764.

31.00.00

PACKAGING & MARKING


All the equipment shall be suitably protected, coated, covered or boxed and
crated to prevent damage or deterioration during transit, handling and
storage at site till the time of erection. While packing all the materials, the
limitations from the point of view of availability of railway wagon sizes in India
should be taken account of. The details of various wagons normally available
with Indian Railways for transportation of heavy equipment shall be
considered by the Bidder. The Contractor shall be responsible for all loss or
damage during transportation, handling and storage due to improper
packing.
As per the information available, the dimensions of OD consignment for
transportation of the equipment by rail are as below:

The above indicates the dimensions which can be normally transported on


the wagons without infringement of the "moving gauge". This is however not
indicative of the consignment which can be carried out with infringement of
"moving gauge" duly authorised and approved by the Indian Railways. There
may be difference between the "moving gauge" and the "fixed structure
gauge" and consignments infringing the "moving gauge" can be moved after
investigation regarding possible infringement with the fixed structures. As the
critical fixed structures in each route are different, consignments infringing
moving dimensions have to be individually investigated to select a route and
also determine the restrictions under which such movement is to be carried
out. Such routes selected or other mode of transport envisaged is to be
clearly brought out in the proposal wherever transport of over dimensional
equipment is involved.
The identification marking indicating the name and address of the consignee
shall be clearly marked in indelible ink on two opposite sides and top of each
of the packages. In addition the Contractor shall include in the marking

gross and net weight, outer dimension and cubic measurement. Each
package shall be accompanied by a packing note quoting specifically the
name of the Contractor, therefore number and date of contract and names of
the office placing the contract, nomenclature of contents and Bill of Material.
32.00.00

PROTECTION
Equipment having antifriction or sleeve bearings shall be protected by
weather tight enclosures. Coated surfaces shall be protected against
impact, abrasion, discoloration and other damages. Surfaces, which are
damaged, shall be repainted.
Electrical equipment, controls and insulations shall be protected against
moisture and water damages. All external gasket surfaces and flange faces,
couplings, rotating equipment shafts, bearings and like items shall be
thoroughly cleaned and coated with rust preventive compound as specified
above and protected with suitable wood, metal or other substantial type
covering to ensure their full protection. All exposed threaded parts shall be
greased and protected with metallic or other substantial type protectors.
Heavy rotating parts in assembled conditions shall be periodically rotated to
prevent corrosion due to prolonged storage
All piping, tubing and conduit connections on equipment and other
equipment openings shall be closed with rough usage covers or plugs.
Female threaded openings shall be closed with forged steel plugs. The
closures shall be taped to seal the interior of the equipment. Open ends of
piping, tubing and conduit shall be sealed and taped.
Returnable containers and special shipping devices shall be returned by the
manufacturer's field representative at the Contractor's expense.
Bidder shall ensure that the bench marks, reference points, etc., which are
marked either with the help of Owner or by the Owner shall not be disturbed
in any way during the performance of his Works. If, any work is to be
preformed which disturb such reference, the same shall be done only after
these are transferred to other suitable locations under the direction of the
Owner. The Bidder shall provide all necessary materials and assistance for
such relocation of reference points etc.

33.00.00

PROJECT MANAGEMENT SERVICES

33.01.00

Responsibility
The Bidder shall identify a separate and independent project management
team headed by a Project Manager for the execution of this project.
Responsibilities of this project Management team shall cover the areas listed
below :

33.02.00

Organisation

33.02.01

Headquarters
The headquarters of the project management team shall be headed by a
senior level executive designated as the Project Manager who shall be
responsible to Owner/Purchaser for the execution of the project.
Separately, designated leaders shall be identified for each of the areas
mentioned under 29.01.00, who, in turn, will report to the Project Manager
for all matters relative to this contract.

33.02.02

Central Co-ordination Cell


The central coordination cell shall have sufficient technical personnel to
coordinate technical matters and to quickly resolve day to day queries or
references made by Owner/Purchaser and his Consultants.

33.02.03

Site Organisation
The site should have a competent construction manager for all site
operations with sufficient level of authority to take site decisions. The
organisation chart for site should indicate the various levels of experts to be
posted for supervision in the various fields in civil construction, erection,
commissioning etc.

33.02.04

Organisation Chart
The Bidder shall furnish a detailed organisation chart for the project
management team, clearly identifying the key personnel in each of the areas
mentioned at 33.01.00 above. The expected number of executives at
different levels shall also be indicated, separately for headquarters, central
coordination cell and site organisation.

33.3.0

Implementation Schedule
To achieve the completion schedule indicated elsewhere in this specification,
the Contractor shall furnish to the Owner/Purchaser, various schedules as
defined below:

These schedules shall cover various design submissions indicating different


engineering activities to be performed. Such schedules shall be furnished by
the Bidder for each and every plant/systems/ equipment item covered in the
scope of this specification.
33.03.02

Manufacturing Schedule
The Contractor shall submit to the Engineer his manufacturing and delivery
schedules for all equipment within Twenty one (21) days from the date of
acceptance of the Letter of Award. Such schedules shall be in line with the
detailed network for all phases of the work of the Contractor. Such schedules
shall be reviewed, updated and submitted to the Engineer, once in every two
months thereafter, by the Contractor. Schedules shall also include the
materials and equipment purchased from outside suppliers.

33.03.03

Erection Schedules
In order to achieve the overall completion schedule, the Contractor shall
provide the Owner/Purchaser all the information covering erection sequence,
testing and commissioning activities. These schedules may be based on the
recommended
erection
procedures
and
will
be
subject
to
discussions/agreements with the Owner/Purchaser subsequent to the award
of contract.

33.03.04

The successful Bidder shall have to provide all the above schedules in a
tabular form in addition to that in the form of network and these shall
necessarily include information not limited to the earliest and latest dates for
various activities/submissions and also any related constraints. However, the
Bidder shall include in his proposal a Level-1 (L-1) network showing the
major activities and various milestones to achieve the above mentioned
completion schedule.

33.04.00

Detailed Responsibilities

33.04.01

Planning & Monitoring


a)

Planning
The Bidder shall prepare a Master Network Schedule in the form of
PERT network.
The network shall be prepared on a Work Breakdown Structure
for the project which sub-divides the project into a set of manageable
systems/sub-systems. The master network will identify milestones of
key events for each system/package in the areas of engineering,
procurement, manufacture and despatch and erection and
commissioning. The master network shall represent the Level-I plan
and will form the basis for development of detailed second and third
tier execution plans. The master network shall conform to the overall
schedule prescribed by Owner/Purchaser.

The master network should be submitted along with the bid which
would be mutually discussed and finalized before the Award of
Contract. This master network would clearly indicate the responsibility
of the Bidder and project management team. This master network
would form a part of the contract. The master network shall also
identify a complete list of inputs to be furnished by the
Owner/Purchaser which may be required for proper interfacing and tieup. Scheduled dates for providing such inputs shall also be indicated,
which will be mutually discussed and finalized.
b)

Monitoring & Progress Reporting


The progress reports would be emanated every month, once from the
head office of the Contractor and another from the site office. The
progress report emanating from the head office should necessarily
include the following sections:
i)

Report on key milestones.

ii) Management summary indicating critical areas with


actions initiated and effect of any on the project.

iii) Action needing attention of the Owner/Purchaser/Consultant.


iv)

Detailed status of engineering submissions, quality plan


submissions and approval, procurement manufacture and

The monthly report generated from the site office should necessarily

In addition to the above, as the project execution progresses, the
Contractor shall also be responsible for generating more frequent
reports in the form of telex information on progress in critical areas so
that actions can be expedited.
33.04.02

Engineering Management
Based on the ground master network for the project (L-1) the Contractor will
prepare an exhaustive list of engineering activities for the
equipment/systems covered in his scope and a detailed programme of
accomplishing the same within the time frame specified in the master

network. This schedule will form the Level-2 (L-2) network for engineering
activities.
Based on (L-2) network, the Bidder shall further develop the Level-3 (L-3)
network for engineering activities which will indicate schedule for data
availability, drawing release date and document submission dates.
Detailed (L-2) and (L-3) networks would be submitted sequentially by the
Contractor within 21 days from the date of award of contract and finalized
within fifteen (15) days thereafter.
The engineering management team should also co-ordinate all interface
engineering activity between the Contractor and the equipment sub-vendors
so as to ensure the correctness and completeness of related engineering
documentation before the same is submitted to the Owner/Purchaser.
33.04.03

Contracts Management
Based on the master network, the Contractor shall submit L-2 programmes
of manufacture and despatch. In addition, the master network shall also
include periods considered for site activities viz. erection, commissioning etc.
These L-2 programmes would be submitted in 1 months time from the date
of award of contract and finalized within 15 days thereafter. The Contractor
will also submit site mobilization plan. This programme would be submitted at
the time of finalization of award of contract and agreed immediately
thereafter so that immediate development of the various activities at site
could take place.
The Contractor should also submit L-3 programmes for the manufacturing,
despatch of the various items. These networks shall also show the customer
hold points (CHP) which have to be cleared by Owner/Purchaser or their
authorized representative(s) before further manufacture can take place.
These L-3 programmes for the manufacture and despatch would clearly
identify
responsibilities
of
the
Contractor, sub-Contractor
and
Owner/Purchaser. These networks shall be submitted within 15 days of the
date of finalization of the various sub-contracts by the Contractor.
In case all the manufacture is being done by the Contractor then the L-2
programmes would be themselves amplified to cover details of the
manufacture, inspection, clearance by Owner/Purchaser and despatch.
The Contractor shall also submit the programme for procurement of
boughtout items, detailed delivery schedule and cash flow statement for
Owner/Purchaser's approval.

33.04.04

Quality Assurance, Inspection and Expediting


The Contractor shall submit the name of sub-vendor from whom the
equipment will be procured and the quality assurance plans thereof for the
manufacture shall be approved by the QA group of Owner/Purchaser before
the manufacture is commenced. The list of major suppliers would be
submitted along with the bid and this shall be mutually discussed and agreed
to at the time of award of contract. Manufacturing Quality Plan shall detail

out for all the components and equipment, various tests/inspection, to be


carried out as per the requirements of this specification and standards
mentioned therein and quality practices and procedures followed by Bidders
Quality Control Organization, the relevant reference documents and
standards, acceptance norms, inspection documents raised etc., during all
stages of materials procurement, manufacture, assembly and final
testing/performance testing.
Field Quality Plans shall detail out for all the equipment, the quality practices
and procedures etc. to be followed by the Bidders site Quality Control
Organization, during various stages of site activities from receipt of
materials/equipment at site.
The Bidder shall also furnish copies of the reference documents/
standards/acceptance norms/tests and inspection procedure etc., as
referred in Quality Plans alongwith Quality Plans. These Quality Plans and
reference documents/standards etc. shall be subject to purchasers/owners
approval without which manufacture shall not proceed. These approved
documents shall form a part of the contract. In these approved Quality
Plans, purchaser/owner shall identify customer hold points (CHP), i.e.
test/checks which shall be carried out in presence of the purchasers
Engineer or his authorized representative and beyond which the work shall
not proceed without consent of purchaser/Authorized representative in
writing. All deviations to this specification, approved quality plans and
applicable standards must be documented and referred to purchaser
alongwith technical justification for approval and dispositioning
On the quality plans, the customer hold points will also be identified based
on which Owner/Purchaser would give clearance for the manufacture to
proceed further.
Quality assurance/Inspection group of Owner/Purchaser or its representative
would issue a material dispatch clearance certificate (MDCC) after the
inspection clearance which will enable the Contractor to dispatch the
equipment and claim the payment. In the dispatch programme, the
Contractor shall indicate a schedule of estimated programme, tonnages
specifically identifying various oversize dimensioned consignments (ODC).
All despatch details & item lists shall be made available to both
Owner/Purchaser & site immediately after despatching.
The Contractor shall also expedite all despatches from their own
works/works of their sub-vendors, so as to match with the various activities
mentioned at 31.00.00 above.
33.04.05

Construction Management
Based on the L-1 Master Network Programme, within one (1) month of the
award of the Contract, the Contractor shall submit a programme of
construction/erection/commissioning, either in continuation with the
manufacture and dispatch or separately for the implementation.
These programmes would be amplified showing when the civil drawings shall
be released by him and construction of civil works shall be completed by

Owner/Purchaser through other agency to facilitate start of erection and


subsequent activities and shall form the basis for site execution and detailed
monitoring. The three monthly rolling programme with the first month's
programme being tentative based on the site conditions would be prepared
based on these L-3 programmes. The Contractor shall also be involved
along with the Owner/Purchaser to tie up detailed resource mobilization plan
over the period of time of the contract matching with the performance
targets.
The L-3 programme would be jointly finalized by the site incharge of the
Contractor with the Owner/Purchaser's project coordinator as well as the site
planning representative. The erection programme will also identify the
sequential erectable tonnages that are required for various equipment which
should be taken care of in the despatch programmes.
Erection and commissioning of the equipment shall also be done under the
supervision of experts from the respective equipment/ system supplier.
33.04.06

Spares Management
Along with the proposal for the plant and equipment, the Contractor shall
also submit proposals/schedule for the following:
a) Mandatory spares
b) Recommended spares
While the award for mandatory spares will be finalized at the time of the
award of contract of the award, recommended spares will be finalized within
three (3) months thereafter.

33.04.07

Safety Organization
The Bidder employing more than 250 workmen whether temporary, casual,
probationary, regular or permanent shall employ at least one full time safety
officer exclusively to supervise safety aspects of the equipments and
workmen, who shall coordinate with the Owner Safety Officer. Further
requirement of safety officers, if any, shall be guided by Rule 209 of The
Building and Other Construction Worker (Regulation of Employment and
Conditions of Service) Central Rule 1998. In case the work is being carried
out through sub bidder, the employees / workmen of the sub Bidder shall
also be considered as the Bidders employees/workmen for the above
purpose.
In case of Bidder deploying less than 250 workmen he should designate one
of his Engineer/supervisor or the Bidder himself (if he is directly supervising
the work) as safety officer in addition to his existing responsibilities. The
Engineer./ supervisor should get at least 2days safety training from any
reputed organization before resuming the work. If already trained in past the
declaration along with Training Certificate shall be furnished to Owner safety
officer.

The name and address of such Safety Officer of the Bidder shall be promptly
informed in writing to the purchasers engineer with a copy to the Project
Safety Officer before he starts work or immediately after any change of the
incumbent is made during currency of the Contract.
33.05.00

Project Progress Review Meetings


Keeping in mind the overall responsibility of the Contractor it is intended that
periodic progress reviews on the entire activities of execution in respect of
GMR Energy Limited, Chhattisgarh Thermal Power Plant will be held at least
once in a month at Mumbai /site. These meetings will be attended by
reasonably higher officials of the Contractor and their leading subcontractors and will be used as a forum for discussing all areas where
progress needs to be speeded up. Actions will be placed on the concerned
agencies and decisions will be taken to expedite/speed up the progress.
Minutes of such meetings will be issued reflecting the major discussions and
decisions taken and circulated to all concerned for reference and action. The
Contractor shall be further responsible for ensuring that suitable steps are
taken to meet various targets decided upon such meetings.
In addition to the above, and to streamline the construction and erection at
site, a suitable frequency and forum of periodic meetings between the
Contractor and the Owner/Purchaser will be decided upon as part of erection
coordination procedure.

33.06.00

Owner/Purchaser's Consultant
The Owner/Purchaser has appointed a consultant to assist Owner/Purchaser
in some of the areas. The details of interaction and procedures for
coordination between Owner/Purchaser/Owners Consultant and Contractor/
Contractor's project management team shall be finalized during contract
negotiations.

33.07.00

Commissioning Management

33.07.01

For commissioning of the various equipment/system covered under the


scope of contract, Owner/Purchaser will form an organization structure which
may consist of the following committees. The Contractor shall nominate his
representative on one or more of the committee as decided by the
Owner/Purchaser:
a) Steering Committee.
b) Commissioning Panel.
c) Working Parties.
d) Testing Teams.

33.07.02

Commissioning documents shall be prepared by the Contractor in the


following manner and submitted for Owner/Purchaser's approval :

Define the documentation required.

Testing/Commissioning Schedule
These shall be prepared for the various equipment/systems under
consideration and shall contain sections like detailed testing method,
programme, safety, individual responsibility and results.

c)

Standard Check Lists


Standard check lists are intended for use at the completion of erection
to ensure correct erection, testing and to a limited extent operation for
repetitive items.

33.07.03

Test Reports
After the completion of commissioning activity of equipment/systems, the
Contractor shall prepare the test reports which shall include all the relevant
information related to various commissioning checks, tests carried out, any
deviations/omissions noticed with respect to the intended design
requirements, sequence of various commissioning activities as actually
adopted vis--vis as recommended in the procedures, programme schedules
achieved and any other such information as required. These test reports
shall be submitted in requisite number of copies to the Owner/Purchaser and
this should be duly signed jointly by the Owner/Purchaser/Consultant and
the Contractor/Equipment supplier, who are involved during the
commissioning activities.

34.00.00

SITE SERVICES
These services shall be rendered by the Bidder as part of the overall project
management service. The services shall broadly include but not be limited to
the following :

34.01.00

Arranging material despatch from the shop by rail/road and/or sea as


applicable.

34.02.00

Monitoring movement of materials & follow-up as necessary with Railways,


transport, port clearance etc. from the time of despatch F.O.R. works by
Contractor till receipt of the same at site.

34.03.00

Unloading of materials at Railway Station/Railway Siding inside project area,


transportation to site store, assessment of lost/damaged items in transit and
arranging insurance claims and replacement of lost/damaged items. The
Contractor shall submit to the Engineer a report detailing all the receipts
during the week.

34.04.00

Issuing materials from site store/open yard from time to time for erection as
per the construction programme. The Contractor shall be the custodian of all
the materials issued till the plant is officially taken over by the
Owner/Purchaser after complete erection and successful trial run &
commissioning. The Bidder shall be responsible for making suitable indoor
storage facilities to store all equipment, which require indoor storage.
Normally, all the electrical equipments such as motors, control gear,
generators, exciters and consumables like electrodes, lubricants etc. shall be
stored in the closed storage space. The Owner, in addition, may direct the
Bidder to move certain other materials, which in his opinion shall require
indoor storage, to indoor storage areas, which the Bidder shall strictly comply
with.

34.05.00

Transportation of materials to their respective places of erection and erection


of the complete plant & equipment as supplied under this specification.

34.06.00

Trial run and commissioning of individual equipment/sub-systems and the


plant as a whole to the satisfaction of the Owner/Purchaser, including supply
of temporary equipment & services for chemical cleaning, steam blowing as
well as performance guarantee tests.
Provision for preservation of individual equipment after trial run and
commissioning as necessary shall also be in the scope of the Bidder.

34.07.00

Supply and application of the final paints on all the equipment to be erected
under this specification.

34.08.00

For the purpose of erection and commissioning the Contractor's scope of


work shall include but not be limited to the following :

34.08.01

Deployment of all skilled and unskilled manpower required for erection,


supervision of erection, watch & ward, commissioning and other services to
be rendered under this specification.

34.08.02

Deployment of all erection tools & tackle, construction machinery,


transportation vehicles and all other implements in adequate number and
size, appropriate for the erection work to be handled under the scope of this
specification.

34.08.03

Supply of all consumables upto taking over the plant by the Purchaser
including welding electrodes, cleaning agents, diesel oil, lubricant etc. as
well as materials required for temporary supports, scaffolding etc. as
necessary for such erection work except those listed under exclusion
elsewhere in this specification.

34.08.04

Construction of all civil/structural/architectural works, including construction


of foundation for all equipment supplied as required, grouting of equipment

on foundation after alignment, and all other incidental civil activities as


detailed elsewhere.
34.08.05

All structural steel fabrication and erection work as detailed elsewhere in the
specification.

34.08.06

Providing support services for the Contractor's erection staff e.g.


construction of site offices, temporary stores, residential accommodation and
transport to work site for erection personnel, insurance cover, watch & ward
for security and safety of the materials under the Contractor's custody etc.
as required.

34.08.07

Maintaining proper documentation of all the site activities undertaken by the


Contractor as per the proforma mutually agreed with the Owner/Purchaser;
submitting monthly progress reports as also any such document as and
when desired by the Owner/Purchaser; taking approval of all statutory
authorities e.g. Factory Inspector, Inspector of Explosives etc. for respective
portions of work under the jurisdiction of such statutes or laws.

34.08.08

The Contractor shall provide `Industrial Relations' unit and `Medical' unit to
take care of his erection staff and the Owner/Purchaser shall have no
obligation in the regard.

34.09.00

Site Organization
The Contractor shall maintain a site organization of adequate strength in
respect of manpower, construction machinery and other implements at all
times for smooth execution of the contract. This organization shall be
reinforced from time to time, as required, to make up for slippages from the
schedule without any commercial implication to the Owner/Purchaser. The
site organization shall be headed by a competent construction manager
having sufficient authority to take decisions at site. Any written order or
instruction of the Owner or his duly authorised representative shall be
communicated to the said authorised resident representative of the Bidder
and the same shall be deemed to have been communicated to the Bidder at
his legal address.
On award of contract, the Contractor shall submit to the Owner/Purchaser a
site organization chart indicating the various levels of experts to be deployed
on the job. The Owner/Purchaser reserves the right to reject or approve the
list of personnel proposed by the Contractor. The persons, whose bio-data
have been approved by the Owner/Purchaser, will have to be posted at site
and deviations in this regard will not generally be permitted.
The Contractor shall also submit to the Owner/Purchaser for approval a list
of construction equipment, erection tools, tackle etc. prior to commencement
of site activities. These tools & tackle shall not be removed from site without
written permission of the Owner/Purchaser.

34.10.00

34.10.01

The Contractor shall execute the works in a professional manner so as to


achieve the target schedule without any sacrifice on quality and maintaining
highest standards of safety and cleanliness.

34.10.02

The Contractor shall co-operate with the Owner/Purchaser and other


Contractors (like civil contractor for foundation works) working in site and
arrange to perform his work in a manner so as to minimise interference with
other Contractors' works. The Owner/Purchaser's engineer shall be notified
promptly of any defect in other Contractor's works that could affect the
Contractor's work. If rescheduling of Contractor's work is requested by the
Owner/Purchaser's engineer in the interest of overall site activities, the same
shall be complied with by the Contractor. In all cases of controversy, the
decision of the Owner/Purchaser shall be final and binding on the Contractor
without any commercial implication.

34.10.03

The Engineer shall hold weekly meetings of all the Contractors working at
Site at a time and a place to be designated by the Engineer. The Contractor
shall attend such meetings and take notes of discussions during the meeting
and the decisions of the Engineer and shall strictly adhere to those decisions
in performing his Work. In addition to the above weekly meeting, Engineer
may call for other meetings either with individual contractors or with selected
number of contractors and in such a case the Contractor, if called will also
attend such meetings.

34.10.04

Time is the essence of the Contract and the Contractor shall be responsible
for performance of his Work in accordance with the specified construction
schedule. If at any time the Contractor is falling behind the schedule, he
shall take necessary action to make good of such delays by increasing his
work force or by working overtime or otherwise accelerate the progress of
the work to comply with the schedule and shall communicate such action in
writing to the Engineer, satisfying that his action will compensate for the
delay. The Contractor shall not be allowed any extra compensation for such
action.

34.10.05

The Bidder shall be responsible for any damage resulting from his
operations. He shall also be responsible for protection of all persons
including members of public and employees of the Owner and the
employees of other Bidders and Sub- Bidders and all public and private
property including structures, building, other plants and equipments and
utilities either above or below the ground.

34.10.06

The Engineer shall however not be responsible for provision of additional


labour and or materials or supply or any other services to the Contractor
except for the co-ordination work between various Contractors as set out
earlier.

34.10.07

The works under execution shall be open to inspection & supervision by the
Owner/Purchaser's engineer at all times. The Contractor shall give
reasonable notice to the Owner/Purchaser before covering up or otherwise
placing beyond the reach of inspection any work in order that same may be
verified, if so desired by the Owner/Purchaser.

34.10.08

Every effort shall be made to maintain the highest quality of workmanship by


stringent supervision and inspection at every stage of execution.
Manufacturer's instruction manual and guidelines on sequence of erection
and precautions shall be strictly followed. Should any error or ambiguity be
discovered in such documents, the same shall be brought to the notice of
the Owner/Purchaser's engineer. Manufacturer's interpretation in such cases
shall be binding on the Contractor.

34.10.09

The Contractor shall comply with all the rules and regulations of the local
authorities, all statutory laws including Minimum Wages, Workmen
Compensation etc. All registration and statutory inspection fees, if any, in
respect of the work executed by the Contractor shall be to his account.

34.10.10

All the works such as cleaning, checking, leveling, blue matching, aligning,
assembling, temporary erection for alignment, opening, dismantling of
certain equipments for checking and cleaning, surface preparation, edge
preparation, fabrication of tubes and pipes as per general engineering
practice at site, cutting grinding, straightening, chamfering, filling, chipping,
drilling, reaming, scrapping, shaping, fitting-up bolting/welding, etc., as may
be applicable in such erection and are necessary to complete the work
satisfactorily, are to be treated as incidental and the same shall be carried
out by the Contractor as part of the work.

34.10.11

In case of any class of work for which there is no such specification as laid
down in the contract such as, blue matching, welding of stainless steel parts,
etc., the work shall be carried out in accordance with the instructions and
requirements of the Engineer.

34.10.12

It may sometimes be necessary to remove some of the erected structural


members to facilitate erection of bigger/pre-assembled equipment. In such
cases, the removal and re-erection of such members, which are essential,
and if so agreed by the Engineer, will have to be done by the Contractor.

34.10.13

Bidder shall be responsible for examining all the shipment and notify the
Owner immediately of any damage, shortage, discrepancy etc. for the
purpose of Owner's information only. The Bidder shall submit to the Owner
every week a report detailing all the receipts during the week. However, the
Bidder shall be solely responsible for any shortages or damage in transit,
handling and / or in storage and erection of the equipment at Site. Any
demurrage, wharfage and other such charges claimed by the transporters,
railways etc. shall be to the account of the Bidder

34.10.14

Preservation of all materials/equipment under custody of the Contractor


during storage, pre-assembly & erection, commissioning etc., shall be the
responsibility of the Contractor. All necessary preservatives and
consumables like paints, etc. shall be arranged by the Contractor. Necessary
touch up painting, periodic application of preservatives/paints on pressure
parts/other equipment even after erection until completion of work shall be
carried out by the Contractor.

34.10.15

It is responsibility of the Contractor to do the alignment etc. if necessary,


repeatedly to satisfy Engineer, with all the necessary tools & tackles,
manpower, etc. The alignment will be complete only when jointly certified so,

by the Contractor's Engineer & Owner/Purchaser. Also the Contractor should


ensure that the alignment is not disturbed afterwards.
34.10.16

Additional platforms for approaching different equipment as per site


requirement, which may not be indicated in drawings, shall be fabricated and
erected by the Contractor. The materials required for these works shall be
supplied by the Contractor and he will have to fabricate them to suit the
requirement.

34.10.17

Equipment and material, which are wrongly installed, shall be removed and
reinstalled to comply with the design requirement at the Contractor's
expense, to the satisfaction of the Owner/Purchaser/ Consultant.

34.10.18

Before erection of any equipment on a foundation, the Contractor shall


check and undertake if necessary rectification of foundation bolts, reaming
of holes, drilling of dowels, matching of bolts and nuts, making new dowel
pin, etc.

34.10.19

Assistance for calibrating/testing the power cylinders, valves, gauges,


instruments, etc., and setting of actuators coming under various groups shall
be provided by Contractor.

34.10.20

It shall be the responsibility of the Contractor to provide ladders on columns


for initial works till such time stairways are completed. For this, the ladder
should not be welded on the column and should be prefabricated clamping
type. No temporary welding on any structural member is permitted except
under special circumstances with the approval of Owner/Purchaser.

34.10.21

Structural materials required for the supporting/operating platforms required


for the valves at various levels for the same operation of valves will be
arranged by the Contractor.

34.10.22

The Bidder shall have total responsibility for protecting his works till it is
finally taken over by the Owner. No claim shall be entertained by the Owner
or the representative of the Owner for any damage or loss to the Bidders
works and the Bidder shall be responsible for complete restoration of the
damaged works to original conditions to comply with the specification and
drawings. Should any such damage to the Bidders Works occur because of
other party not being under his supervision or control, the Bidder shall make
his claim directly with the party concerned. If disagreement or conflict or
dispute develops between the Bidder and the other party or parties
concerned regarding the responsibility, the decision of the Owner/Purchaser
shall be final and binding on the Contractor without any commercial
implication to owner/purchaser. The Bidder shall not cause any delay in the
repair of such damaged Works because of any delay in the resolution of
such disputes. The Bidder shall proceed to repair the Work immediately and
no cause thereof shall be assigned pending resolution of such disputes.

34.10.23

The Bidder shall take all precautions to prevent any accidental collapse of
scaffolding or fall of persons from scaffolding. The Bidder should ensure that
scaffolding are designed by a competent person and it erection and repairs
should be done under the expert supervision. The scaffolding shall meet the
required strength and other requirements for the purpose for which the

scaffold is erected. The material used for scaffold should conform to the
BIS / International standards. The Bidder shall ensure that all the
ladders/Scaffolds/platforms etc are inspected by safety personnel before
use. Use of the ladders/Scaffolds/platforms shall be permitted only after the
signed clearance of the Safety personnel. One separate procedure for
approval, inspection and tag display for ladders / Scaffolds / platforms shall
be prepared by the Bidder and submitted to Engineer In charge for approval.
34.10.24

The Bidder shall ensure that there is no opening in any working platform/any
floor of the building, which may cause fall of workers or material. When ever
an opening on a platform/any floor of the building is unavoidable, the
opening should be suitably fenced and necessary measures for protection
against falling objects or building workers from such platform are taken by
providing suitable safety nets, safety belts or other similar means.

34.10.25

In the event of an accident, the Bidder shall report the same to the
appropriate authorities as per provisions of relevant Acts/Rules, within the
stipulated time with a copy to the Owner Head of Project. He shall also
arrange investigation to discover the hazardous conditions and practices that
brought the accidents, and ensure that proper action is initiated to prevent
recurrence. The Bidder shall maintain all necessary records and file periodic
and other returns to the statutory bodies as required under various Acts and
Rules. In case any accident occurs during the construction / erection or other
associated activities undertaken by the Bidder thereby causing any near
miss, minor or major or fatal injury to any persons due to any reason,
whatsoever, it shall be the responsibility of the Bidder to promptly inform the
same to the Engineer in-charge, Owner Safety Officer with a copy to Owner
Head of Project in the approved form and also to all the authorities
envisaged under the applicable laws. All such incidences shall be analyzed
for their root causes and approved corrective & preventive actions shall be
taken by the Bidder.

34.10.26

The Engineer I/C shall have the right at his sole discretion to stop the work, if
in his opinion the work is being carried out in such a way that it may cause
accidents and endanger the safety of the persons and / or property, and / or
equipments. In such cases, the Bidder shall be informed in writing about the
nature of hazards and possible injury / accident and he shall comply to
remove shortcomings promptly. The Bidder after stopping the specific work
can, if felt necessary appeal against the order of stoppage of work to the
Project Manager within 3 days of such stoppage of work and decision of the
Project Manager in this respect shall be conclusive and binding on the
Bidder. The Bidder shall not be entitled for any damages / compensation for
stoppage of work, due to safety reasons and the period of such stoppage of
work shall not be taken as an extension of time for Completion of the
Facilities and shall not be the ground for waiver of levy of liquidated
damages.

34.11.00

Taking Delivery & Storage

34.11.01

The Contractor shall arrange issue of all equipment and materials to be


erected under the contract from the stores/open yard at site by signing on
standard indent forms. After completion of work, detailed auditing of the
materials so issued shall be submitted to the Owner/Purchaser.

34.11.02

The Contractor shall arrange for proper and safe storage of materials till the
same are taken over by the Owner/Purchaser as per terms of the contract.
Manufacturer's instructions for preservation shall be strictly followed.

34.11.03

All empty containers, packing materials, gunny bags, transport frames as


also surplus and unused materials shall be the property of the
Owner/Purchaser and returned to the Owner/Purchaser by the Contractor.

34.12.00

Site Welding & Heat Treatment

34.12.01

Welding shall be done in accordance with IS-813, IS-816, IS-9595 & other
relevant IS/International standards and as per instructions of Contractor.
Only those welders, who are qualified as per IS-817 for ordinary welds and
as per IBR/ASME Section-IX for high pressure welds, shall be employed in
the job.

34.12.02

All welders shall be tested and approved by Engineer before they are
actually engaged on the work even though they may possess the requisite
certificates. The Owner/Purchaser reserves the right to reject any welder
without assigning any reason. The welder identification code as approved by
the Engineer shall be stamped by the welder on each joint done by them.
The Contractor will be responsible for the periodic renewal, re-testing of the
welders as demanded by Owner/Purchaser.

34.12.03

The Engineer is entitled to stop Contractor's any welder from his work if his
work is unsatisfactory for any technical reason or there is a high percentage
of the rejection of joints welded by him, which in the opinion of Engineer will
adversely affect the quality of welding even though the welder has earlier
passed the tests. The welders having passed the tests do not relieve the
Contractor from his contractual obligations, to check the performance of the
welders.

34.12.04

All charges for testing of welders including destructive and non- destructive
tests if conducted by Owner/Purchaser or by the inspection authority at site
shall have to be borne by the Contractor. The necessary test materials and
consumables will have to be arranged by the Contractor and all testing
facility made available, as required.

34.12.05

All welded joints shall be subject to acceptance by Engineer. Inspection of


welds shall be in accordance with IS-822 or equivalent code.

34.12.06

Preheating/post-heating and stress relieving after welding are part of


fabrication and erection work and shall be performed by the Contractor in
accordance with the instruction of Engineer. Contractor shall arrange to
supply heating equipment with automatic recording devices. Also the
Contractor shall have to arrange for the labour, heating elements,
thermocouples, compensating cables, insulation materials like mineral
wools, asbestos cloth, ceramic beads, asbestos rope, etc. required for the
heat-treatment and stress relieving works. During pre-heat/stress relieving
operations, the temperature shall be measured at one or more points as
required by attaching thermocouples and recorded on a continuous printing
type recorder. All the record graphs for the heat treatment works carried out

shall be got signed by the Engineer prior to the commencement of each


cycle and handed over to Engineer on completion. The graphs will be the
property of Owner/Purchaser. The Contractor has to provide thermo-chalks
temperature recorders, thermocouple attachments, units, graph sheets, etc.
required for the job and maintain them in good condition.
34.12.07

All electrodes shall be baked and dried in the electric/electrode drying oven
to the required temperature and for the period specified by the Engineer
before they are used in erection work. The electrodes used shall be as per
IS-814, IS-815, IS-1442, IS-7280 and other codes as applicable, and shall
be of approved reputed manufacture. The electrodes shall meet the
requirement of the pipe material. No electrode manufactured more than 12
months ago and the type covered under certificate issued after conducting
tests more than 6 months ago shall be used. All electrodes shall be
preserved at works and at site as per manufacturer's recommendations.

34.12.08

Oxy-acetylene flame or Exothermic chemical heating for stress relieving is


not permitted. Heating shall be by means, of electric induction coil or electric
resistance coil.

34.12.09

It may become necessary to adopt inter layer radiography/MPT/UT


depending upon the site/technical requirement necessitating interruptions in
continuation of the work and making necessary arrangement for carrying out
the above work.
Gas tungsten arc welding process (TIG) shall be adopted for all root pass
welds except for structural works until 4.75 mm thickness is deposited.
Subsequent welding after root pass can be carried out by manual metal arc
welding with coated electrodes. For pipes of thickness less than 6 mm the
entire welding has to be carried out by TIG welding.

34.12.10

Fillet weld shall be made by shielded metal arc process as per applicable
codes.
However, the Engineer will have the option of changing the method of
welding as per site requirement. The method adopted for manual arc welding
shall be weaving technique and the width of weaving shall not exceed 1.5
times of the dia. of the electrode.
In case of deviation from welding process and electrodes, the Contractor
shall take approval of the Owner/Purchaser prior to adoption of same.
34.12.11

The root pass for butt joints shall be such as to achieve full penetration with
complete fusion of root edges.

34.12.12

Each pass shall be cleared and freed of slag before the next pass is
deposited.

34.12.13

On completion of each run, craters, weld irregularities, slag etc. shall be


removed by grinding or chipping.

34.12.14

Each layer of welding shall have an even and smooth appearance.

34.12.15

Welding sequence shall be adjusted in such a way that distortion due to


welding shrinkage is minimized. Further any movement, shock or vibration
during welding shall be avoided to prevent weld cracks.

34.12.16

Proper protection of welders and the work shall be taken during periods of
rain. No welding shall be carried out when surfaced to be welded are wet
from any cause.

34.12.17

Following will be stages of inspection during welding :


a)

Two pieces to be joined shall be individually checked for the


weld edge preparation and profile dimensionally and to the template.
Dye penetrant check shall be carried out on edge prepared surfaces at
random. The percentage will depend on criticality as specified by
Engineer.

b)

Joint fit up will be a stage of inspection. Misalignment after fit up may


vary from 0.3 mm to 1.6 mm depending on outside diameter and
thickness.

c)

All joints shall be offered for visual inspection after root run.
Subsequent welding should be made only after the approval of root
run.

34.12.18

All welded joints shall be painted with anti-corrosive paint immediately on


completion of radiography and stress-relieving.

34.13.19

If the manufacturer has special requirements relating to the welding


procedures for welds at the terminals of the equipments to be performed by
purchaser/purchasers contractor the requirements shall be submitted to the
purchaser in advance of commencement of erection work.

35.00.00

TRAINING OF OWNER'S PERSONNEL

35.01.00

The scope of services for training of Owner's/Purchasers personnel shall


necessarily include training module covering at least 6 man months. This
shall cover all disciplines viz. Mechanical, Electrical, C&I, Civil, etc. and shall
include all the related areas like Construction/Erection, Commissioning,
Quality Assurance & Testing, Operation & Maintenance aspects at
Manufacturer's/ Sub-vendors office/ works.
The Bidder shall ensure that training of Owner/Purchasers executives should
be comprehensive & should ensure adequate/appropriate access to all
information in the relevant field so as to enable these executives either
undertake individual responsibility i.e. O&M of the CA Plant and/or serve as
the key resource person to train other officers in the Owner/Purchasers
organisation. For this purpose the Bidder shall ensure that necessary
documents/training manuals, drawings etc should be provided as a training
kit for Owner/Purchasers personnel.

35.02.00

Bidder shall furnish in his offer, details of training module(s) covering above
requirements, which shall be subject to Owner/Purchaser's approval.
Consolidated training period included above (i.e. 6 man months) is indicative
only.

35.03.00

Exact details, extent of training and the training schedule shall be finalised
based on the Bidder's proposal within two (2) months from placement of
award.

35.04.00

In all the above cases, wherever the training of Owner/Purchaser's


personnel is arranged at the works of the manufacturer's it shall be noted
that the lodging and boarding of the Owner/Purchaser's personnel shall be
at the cost of Owner/Purchaser.
