Assault Unit Cases: 101 routed; 12 assigned; 18 charged; 18 transferred;11 open; 45 open pending further information
Charged: Assault 2: Dowling Av/Penn Av N: A shooting occurred at this location and one man was taken into custody. Sgt. Kohn was able

Investigating: Assault 2: 3 St/Hennepin Av S: Officers heard the sound of possible gunshots in the area and observed possible suspect
vehicles. Officers attempted to initiate a traffic stop and a pursuit ensued. The gunshot victim was inside the vehicle with a leg injury. Case

Investigating: Assault 2: 1400 blk Emerson Av N: Officers were dispatched to a report of a man armed with a possible sawed-off long gun
who was threatening to shoot the victim. The suspect and the victim are acquainted through a woman who happened to witness the incident.
Suspect was apprehended and booked; the gun has not been recovered.
Child Abuse Cases: 7 assigned
Investigating: CSCR: Victim, who is a 14 year old female, reported that she has been sexually abused by her father since she was 5 years
old. The family moved to Arizona for some time; when the family returned to Minnesota, the assaults continued, including sexual contact and
penetration. Sgt. Myslajek and Hennepin County Child Proection investigator interviewed the victim, mother, and witness. VCAT located the
suspect who later admitted to his conduct. Suspect was booked and a formal complaint has been filed for 1st Degree CSC and 2nd Degree
CSC.
Charged: Malicious Punishment: The suspect punched her 3 year old son in the face for eating her Valentine’s Day candy, causing his nose
to bleed, a black eye, and a blood clot in the right eye. The suspect was interviewed and admitted to the act. Suspect has been charged with
gross misdemeanor Malicious Punishment of a Child.

Caribou Coffee Robbery Arrest: Investigators from Minneapolis, Bloomington, Eden Prairie and Richfield executed search warrants in
Bloomington and arrested David Harvey Jones, dob 3/2/66, for PC Aggravated Robbery. Jones is suspected of being involved in a series of
business robberies that have mainly targeted Caribou Coffee franchises in Minneapolis, Richfield, St. Louis Park and Maple Grove. Jones was
transported to the MPD’s Robbery Unit to be interviewed and booked in to the HCJ; he was charged with 1st Degree Aggravated Robbery.
Charges are pending on cases from Richfield and St. Louis Park.
Investigating: Robbery of Person (false report): 15 Av S/Lake St E: A male picked up a female with the intent to purchase sex. During the
resulting negotiation session, a dispute erupted which caused the male to claim a robbery. Officers arrived and booked the female for PC
Robbery. Sgt. Christianson was assigned the case and quickly determined that this was a false police report on a prostitution deal. Tab
charges issued.
Sex Crimes Unit Cases: 17 cases routed; 12 assigned
8 rape cases this week, and in 6 of these, the suspect is unknown. 4 of these cases involve heavy drinking/incapacitated victim.
Investigating: UPDATE: Stranger Rape at Gunpoint: 3900 blk Fremont Av N: Male approached a female who was waiting for a bus, put a
gun to her head, robbed her, and took her to an alley and raped her. Sex Crimes Investigator Sgt. Blauert and VCAT unit tracked leads and
identified a 16 year old JUVENILE suspect who confessed to the crime. He is believed to be a suspect in other area robberies.
Investigating: Rape: 3100 blk Grand Av S: Charles Herbert Cannon, DOB 07/06/1979 was arrested for kidnapping and two counts of CSC.
Cannon abducted an intoxicated female off the street, took her to another location and sexually assaulted her, then pushed her out of his car.
Cannon was identified and confessed to investigators.

Investigating: Robbery: 2900 blk 15 Av S: A victim was robbed at gun-point; the loss was a cell phone. Officers arrested one adult male after
stopping a vehicle. The case was assigned to Sgt. Roering and the County Attorney declined charges.
Investigating: Aggravated Robbery: Lake St E/Hiawatha Av S: The victim, who is 2 months pregnant, was physically assaulted by three
suspects. The victim was hospitalized. The case was assigned to Sgt. Wheeler for investigation. Open case.
Investigating: Domestic Assault: 5200 blk 4 St N: The suspect assaulted a family member with a baseball bat. A suspect was arrested by
patrol officers at the scene. The case was assigned to Sgt. Roering and it was forwarded to the County Attorney for charging.

Firearms: Examined: 1 gun; 0 bullets; 10 discharged casings; and 5 IBIS entries with 553 correlations done. 0 positive IDs made with 0
inconclusive IDs made. 0 serial number restorations done.

Field Operations: Processed 32 crime scenes and 405 items of evidence. Examined 62 latents, identifying 24 prints to 4 suspects. 375
comparisons were made.

Special Operations SWAT: WARRANT SERVICE: 600 blk Morgan Av N: Assisted 4th Precinct CRT. Recovered crack cocaine and replica handgun. ▪ 1400 blk
Division Grand St NE: Assisted BCA. Recovered 1 pound of methamphetamine and $50,000 cash.
Precinct 4: Directed patrol activities; assisted with 911 calls.
Training: Warrant Service tactics. ▪ Assisted Recruit Academy staff with gas delivery training for recruits.
Detail: Anti-war march. Assisted with the 11 arrests made.

SOD Patrol: Officers answered or initiated 201 calls; conducted 115 traffic/suspicious vehicle stops; made 13 suspicious person stops; made
36 misdemeanor arrests and 3 gross misdemeanor/felony arrests.
Precinct 1: Anti-war Protest: Assisted with the anti-war protest march. When the march started the number of people were approximately 100.
After going in circles downtown the group stopped at 10 St S/3 Av S and 11 people sat in the intersection in protest. After dispersal orders,
officers arrested the 11 and booked them. The rest of the march went smoothly.
Precinct 2: Assisted BCA with high-risk warrant in the 1400 blk of Grand St NE; one pound of meth & $50,000 in cash recovered.
Precinct 3: Officers formed a 1280 Warrant Team and executed a search warrant in the 3500 blk of Portland Av S for 3rd Precinct CRT. A
sawed off rifle was recovered.
Precinct 4: Assisted with an officer involved shooting. As a result of car theft that had GPS, they caught up to the car, attempted to stop it,
and the driver fled police. When the vehicle finally stopped, officers got out; the vehicle attempted to flee again and drove at officers. Three
officers fired, striking the suspect. ▪ 3300 blk Thomas Ave N: Victim was struck by gunfire in the back and was transported to North Hospital
and was still alive. Crime scene covered almost two blocks in the alley as the suspects ran they continued to fire. Casing was recovered and
officers got some suspect info.

K9 Unit: 28 St E/Cedar Av S: K9 officer located a stolen vehicle. The vehicle fled and a short pursuit ensued. Three suspects bailed from the
vehicle. K9 located one suspect who surrendered without incident. Precinct officers took the other two suspects into custody. ▪ Columbia
Heights: K9 team responded to Columbia Heights to assist after an armed robbery. K9 tracked and located one suspect who was hiding in
some bushes. ▪ 3600 blk 4 St N: K9 team assisted 4th Precinct officers on an attempt pickup. One suspect was taken into custody without
incident. ▪ 12 Av SE/5 St SE: K9 team assisted 2nd Precinct officers on a burglary of business. K9 located four suspects inside.

Traffic Unit: Traffic officers made 685 stops last week (a 59% increase over last week) and of those stops, issued 749 citations and made
61 arrests. Officers also investigated 14 accidents. Accident Investigations assigned 22 cases.

Bomb: Met with MPD Hostage Negotiator Karnik to demonstrate new equipment for negotiating with the Caliber robot and to plan an
upcoming training day. ▪ Consulted with the FBI about planning a training cycle with the 148th Air Force EOD Unit in Duluth.

Task Force charged, and 1 case is awaiting Crime Lab analysis.

Transcription Unit this week processed 121 suspense files this week.
CODEFOR PATTERNS & ACTIONS
1st Precinct: ZERO homicides in the precinct this year. Overall violent crime is 8% lower than at this time in 2008. Property crime rates decreased 18% compared to
the same time frame in 2008.
2nd Precinct: Total violent crimes have decreased 15% over this time frame last year; overall property crime is down 8%. The precinct has had a 31% reduction in
auto theft YTD.
3rd Precinct: 45% reduction in homicide YTD compared to 2008. Violent crime fell 12% year-to-date compared with last year. Property crime fell 20% YTD in 2009
compared to 2008.
4th Precinct: 73% reduction in homicides in 2009 over 2007 and 17% reduction in aggravated assaults for that two-year span. Violent crimes decreased 10% YTD
compared to 2008. Property crime decreased 12% YTD compared to 2008.
5th Precinct: Violent crime rates have decreased by 17% over last year at this time. Property crimes have decreased 11% thus far in 2009. 26% YTD decrease in
robbery.
