It is often argued that low-skill assembly jobs in the garment sector are vehicles of modernization for developing economies and pathways out of poverty for its citizens. This paper examines the impact of the Dominican Republic-Central American Free Trade Agreement on the garment sector in the Dominican Republic and how these policies have affected the quality of life for workers who fuel that industry. In interviews and focus groups, workers cited decreased purchasing power, overwhelming levels of personal debt and increased pressure at work as some of the largest negative changes experienced in the last several years. On the positive side, workers appreciated the relatively stable incomes in an industry that has seen a significant decline in recent years, as well as improved medical coverage. However, the trends do not suggest overwhelming advancements in workers’ quality of life and are not likely to fundamentally improve in the future without targeted intervention from government and the private sector.
