Interaction with Mr Sarvjit Singh, Finance Secretary, Chandigarh Administration
24 May 2014, Chandigarh
L-R: Mr Amarbir Singh, Vice Chairman, CII Chandigarh Council, Mr Sarvjit Singh, Finance Secretary, Chandigarh Administration, Mr Darpan Ka-
poor, Chairman, CII Chandigarh Council and Mr Abhishek Puri, Head - CII Chandigarh
In a candid interaction with CII Members, Mr Sarvjit Singh, Finance Secretary, Chandigarh Administration shared his
views on the growth and development of Chandigarh. The time is opportune to work for the economic development and
growth of Chandigarh. The Chandigarh Administration is working towards implementation of MSMED Act and transfer
of plots from leasehold to freehold. Every economy requires income generating activities and Chandigarh needs industrial
activity for its residents to work and flourish. Inviting concrete proposals from CII members for the development of
Chandigarh, Mr Singh mentioned, Evolution is the key to development of Chandigarh.

Assuring the Companies in the IT Park, Mr Singh mentioned that procedural delays in construction / operations of these
companies would be removed soon. He also shared that a Museum of Knowledge is being constructed near the Open Air
Theater to boost the tourism sector in Chandigarh.

Emphasizing on the need to strengthen industry academia interface, members suggested creating & promoting entrepre-
neurial ecosystem in Chandigarh by connecting all EDCs in Chandigarh.

Chandigarh has tremendous untapped potential as a Film city to cater to the Punjabi and Bolly-
wood film industry. If we have a proper full fledged film city here, it would save the directors
from a lot of transportation costs and booking troubles. Further, it will boost Chandigarhs econ-
omy by creating huge employment as also will bring Chandigarh on national and global map as a
preferred filming and shooting destination, said Ms Kirron Kher, BJPs Lok Sabha Candidate
from Chandigarh.

Sharing her vision for the city, she informed that she would work to Retain the old character and
beauty of Chandigarh and add modern technology, economic advancement and eco-friendly in-
dustries to it. A lot of slums have come up in the city that needs to be rehabilitated. Further,
Citys sewerage system has turned old, drinking water supply is from one canal. Hence, we need
to re-plan this citys infrastructure by linking pipelines, establishing new sewerage disposal sys-
tems and rehabilitating the slum population in a planned manner.

MSMEs are my top priority, because they are largely dependent on Administrations support
and sound policies and impact lives of a huge population positively. Infrastructure is also a
critical factor on which I would like to put a lot of thrust. Our city needs a lot of under passes,
underground and multi level parking spaces, flyovers etc as the population would continually
expand here, she added.

For Chandigarh, CII expects the new government to work towards development of this region
as a Greater Chandigarh Region (GCR), removal of inter-state trade and travel barriers between
Chandigarh-Panchkula-Mohali region, creation of conducive business environment for light
manufacturing as well as services sector, supporting the MSMEs, implementing key policies,
enhancing land/ air connectivity and focus on sustainable development of the city keeping its
heritage and character alive, said Mr Darpan Kapoor, Chairman, CII Chandigarh Council.

Meeting with Mr Anil Kumar, Home Secretary, Chandigarh Administration
30 April 2014, UT Secretariat, Chandigarh
A meeting with Home Secretary cum Secretary Industries, Chandigarh Administration, Mr Anil Kumar was to discuss
various issues & concerns in the industry. CII has been actively instrumental in drafting the Industrial Policy and has sub-
mitted its recommendations on Draft industrial Policy 2009 and Development of MSMEs in Chandigarh & that the indus-
try in Chandigarh mainly consists of the Micro and Small enterprises.

The Government of India has enacted Micro, Small & Medium Enterprises Development (MSMED) Act, 2006 for the
growth and promotion of this sector. Since, Chandigarh is land locked and no new investments in industry could be at-
tracted for the economic development of Chandigarh, it was requested that the MSMED Act is implemented in totality so
that the industry could take benefits out of the provisions of the Act. It was proposed that Department of Industries & CII
could jointly organize the next edition of Chandikrit to make it bigger & better. Buyer Seller meets & Vendor Develop-
ment Programmes could also be organized alongside the exhibition giving MSMEs of the region an opportunity to supply
to the large companies.

al Small Industries Corporation (NSIC); Mr Manish Sinha ,Deputy General Manager, Small Industries Devel-
opment Bank of India (SIDBI); Capt Alok Sharma, Co-Chairman, Regional Committee on MSME CII Northern
Region & Managing Director & CEO Forge (India) Pvt Ltd; Mr Darpan Kapoor, Chairman, CII Chandigarh
Council & Vice Chairman, Kapsons Group; Mr Abhishek Puri, Head Chandigarh; Mr Kapil Aggarwal, Head

Chandigarhs Bi-Monthly e-Communique
Deliberating upon the CIIs initiatives towards upscaling of MSME sector, Capt Alok Sharma, Co-Chairman, CII NR Com-
mittee on MSMEs said that CII is actively engaged with the central and state governments on a lot of issues like amend-
ment of the MSME Act, 2006, change in investment thresholds for MSME sector by linking it to Wholesale Price Index to
encourage the investment in Plant & Machinery, payment terms, easy financing options etc. CII would soon release a Com-
pendium to showcase all the state and centre government schemes to remove the hurdle of ignorance among SMEs and
MSME players.
Giving information about hedging, Mr Aman Chugh, Advisor Capital Markets Group (NIRC) Institute of Chartered Ac-
countants of India, said, Hedging can work wonders for the Micro, Small & Medium Enterprises (MSMEs) through which
they can take a position in the futures market that is opposite to the one in the physical market. Reserve Bank of India (RBI)
and Stock Exchange Bureau of India (SEBI) have taken initiatives such as Regular USD intervention, Relaxation of laws
and setting up Alternative Investments Funds to help boost equity financing & control the currency volatility.
There has been a consistent cry from MSMEs about not getting adequate funding to carry out their business. At the same
time the lenders raise multiple issues, which act as barriers to lend to this sector. This not only affects the fortunes of the
units but also has a direct bearing on the employment, exports and other areas which has a direct impact on the GDP of the
country. This conference acted as a great platform to address all the issues and to provide a common platform to both
MSMEs and financial institutions to resolve the issues hampering the growth of the industry, said Mr Darpan Kapoor,
Chairman, CII Chandigarh Council.
Pricing pressure, high competition due to absence of entry barriers in the market and lack of Research & Development
(R&D) are the major bottlenecks of the MSME sec-
tors. This sector can only scale up when these issues
are addressed and advanced technical support is pro-
vided. Also, there a dire need innovation in terms of
designing and packaging, said Mr Manish Sinha,
Deputy General Manager, Small Industries Develop-
ment Bank of India (SIDBI).
We need to restructure the MSME market in terms of
quality management, capacity building and bench-
marking at every stage of production, Mr Rohit
Grover, Convenor CII Chandigarh Council MSME
Panel.
MSME shall outperform the bigwigs in term of prof-
itability, if they manage their treasury like large com-
panies and have catalysts like CII to nurture their
growth, said Mr Tajinder, CEO, Finvasia Group

profits., emphasised CEO of Datawind Ltd,
Mr Suneet Tuli, the man who created the cost-
effective Aakash tablet at an Interaction orga-
nized jointly by Confederation of Indian Indus-

Chandigarh. Sharing customer acquisition as
the focus area, Mr Sunnet Tuli opined, You
need to own your customer to make him loyal.
For this, one needs to innovate and provide
him the best of services and products, in ad-
vance, with features that he might need or want
in future. This is called Customer ownership
business.
It is very healthy sign for the nation that NDA has got
full majority. This would enable strong and positive de-
cision making at top level of leadership in the country
with minimum government and maximum governance
to boost investor sentiments, shared Mr Zubin Irani,
Chairman, Confederation of Indian Industry (CII) North-
ern Region & President, Building & Industrial Systems
(India), United Technologies Corporation.

CII expects that the new Government would work to
revive business confidence and attract investments espe-
cially in healthcare, education and knowledge-based
industries. It should also put special thrust on timely
implementation of reforms, fast-tracking of the stalled
Ms Rajani Alexandera, Consul General of Canada, Chandigarh said that We should look at the best practices followed in
both India & Canada and should take advantage of them. Over the past century and more, Punjabis have moved and set-
tled all over Canada and now the largest group among people of Indian origin. There are many inspiring stories of profes-
sional and personal journeys by Punjabi Canadians and in 2014 we will showcase five of these. The first in the series
would is - Suneet Tuli.

Competitiveness and innovation are the keys to success in downturn and looking back at the last 5 6 years, we need to
invest our time, effort and energy more into technologies of future said Mr Darpan Kapoor, Chairman, CII Chandigarh
Council.
infrastructure as well as manufacturing projects, removal of various procedural bottlenecks associated with key industrial
and freight corridors like Amritsar Kolkata Industrial Corridor (AKIC), Delhi Mumbai Industrial Corridor (DMIC), west-
ern and eastern corridors to provide the much-needed fillip to growth in North India," added Mr Irani.

CII hopes that the new government would debottleneck the regulatory environment, focus on technology upgradation,
invest in infrastructure and eradicate supply chain bottlenecks in agriculture to remove wastages and check food infla-
tion. To create conducive environment to attract investments, the new government should ease labour laws to promote
job creation, implement GST, strengthen the single window mechanism and enhance ease of doing business, shared Mr
Shreekant Somany, Deputy Chairman, CII NR & CMD, Somany Ceramics Ltd.

CII expects that the new Government would remove the Policy Paralysis and accelerate reforms on priority basis with
focus on growth oriented governance. If there is growth, there will be employment, inclusivity, development and pros-
perity, shared Mr Darpan Kapoor, Chairman, CII Chandigarh Council & Vice Chairman, Kapsons Fashion (P) Ltd
